Several SPEEA committees joined efforts with the Executive Board to host the event which featured a lawmaker, a labor activist and a policy director talking about legislative efforts to secure guaranteed income for all workers in the state when employees take family or medical leaves of absence. At the panel discussion, Sen. Karen Keiser, D-33 rd district, gave an update on related bills (SB5032 and HB1116). Nicole Grant, executive secretary-treasurer, Martin Luther King County Labor Council, discussed the results of statewide polling which shows widespread support for securing paid leave through legislative efforts. Marilyn Watkins, policy director for the Economic Opportunity Institute, pointed out studies showing the positive impact of paid leave on families. SPEEA Council Reps Daniel Peters and Carrie Rule, who are members of both the Northwest New Hire and Young Members committees, also participated as panel speak- ers, and several members volunteered to help, including Roger Aisaka, Emmanuel Domingo, Mitchel Gogert and Nikki Wagener. Last October, the SPEEA Council voted 90 to 3 in favor of efforts to secure paid leave, through the companies where represented employees work, “in addition to or in absence of, local, state and/or federal policies.” Boeing leaders recently told SPEEA that the company does not plan to extend its new non-union paid leave benefit (up to three weeks) to SPEEA-represented Profs and Techs. Bills in the Washington state legisla- ture call for guaranteed income for three to six months. Getting to know the newest Midwest Council Reps WI C H I T A –

Congratulations to all newly seated

Council Reps. The three new Council Reps in the Midwest recently attended basic training (to be scheduled for the new Northwest Council Reps).The new Midwest Council Reps represent co-workers in the Wichita Technical and Professional Unit (WTPU) at Spirit AeroSystems.Shelly Jones, S-2, is a long-standing SPEEA Area Rep who has been helping her Council Rep share information and help find answers to co-work-ers’ questions about SPEEA. “I have a strong desire to lead the WTPU members in my area with their concerns within our day-to-day careers,” she said in a written statement about why she wanted to run. Both of her parents were active in their unions. Her mother was a shop steward at Raytheon, and although her father has been  retired for six years, he is still active with the Sprinkler Fitters union and still attends union meetings.Tonya Sanders, S-12, also served as an Area Rep, which helped her learn more about SPEEA. She was co-chair of the Midwest Women’s Advocacy Committee for the past year, and wanted to take the next step in get-ting involved in SPEEA. “With my involvement, and diverse experi-ences in other organizations, I have learned that it is not just about hearing someone’s voice, but listening to it,” she said in her

written statement. Sanders is looking forward to developing leadership skills in this role as well as helping to develop a culture that “promotes collabo-ration and transparency” and to be a part of positive change.Lori Ryan, S-24, has been a union member since she went to work at Spirit AeroSystems. She initially joined the Machinists union and then signed up as a SPEEA member when she transferred into a WTPU-represented job. “I want them (co-workers) to know it’s ‘WE,’ and not ‘THEY,’” she said in her written statement. “I want them to understand our union is only as strong as our membership. I hope to help in strengthening that.”Ryan had also stepped up as Area Rep in 2012. She wants to give her co-workers an “approachable, open and honest view of what the union really stands for.”

Additions to Wichita contractsThe Executive Board agreed to two

changes to SPEEA contracts with Spirit AeroSystems regarding the grievance

process and interpretation of terminology for health benefits.Called a Letter of Understanding (LOU), the interim contract changes apply to both the Wichita Engineering Unit (WEU) and the Wichita Technical and Professional Unit (WTPU).SPEEA can now file grievances on behalf of employees who want to bring charges against the company. This change supersedes a court ruling that required individuals to file their own grievance. When SPEEA files a griev-ance, the process starts at Step 3 (submitting a grievance in writing to Human Resources). SPEEA also agreed to interpret “insurance pre-

miums,” “premiums” or “medical premium cost” as the cost of coverage. The LOU was prompted by Spirit changing to self-insured group health coverage. For self-insured group coverage, the cost is determined by the for-mula for COBRA (aka ‘continuation cover-age’) without the 2% administration charge. The LOU also states the “Employee Premium Contribution” means an employee’s share of the cost of benefit coverage. Midwest IFPTE locals connectSPEEA Midwest Council Reps Joe Abbott, Matthew Joyce and Donna Lehane met with IFPTE representatives at the Central States meeting in Chicago April 22. They meet to give an update on issues affecting their members and discuss what’s happening at the national level. The next meeting is Oct. 28. Council Reps elect new officersCouncil Reps voted to elect Council

officers for their regions at the May 11 Council meeting.

Council Rep Tony Hickerson was re-elect-ed to another term as chair and Council Rep Emily Forest ran unopposed for anoth-er term as secretary. Council Rep Matthew Joyce previously served as Midwest treasurer, and Council Rep James Raskob previously served as Northwest secretary. Council Reps Doug Brazeal and Chris Streckfus were not Council officers in the 2015-2017 term. At the June 9 SPEEA Council Convention, Northwest and Midwest Council Reps will nominate and vote on candidates for SPEEA Council chair, treasurer and secretary.

Aerospace jobs list for laid-off membersA number of recruiters have reached out

to SPEEA in response to the recent rounds of layoffs. They are looking

for qualified aerospace engineers and technical workers for job opportunities all over the U.S. To help laid off members, SPEEA created a new website page with recruiters’ informa-tion at www.speea.org (drop-down menu: Member Tools/Layoff Information).
