2. Presentation of Councilor Alex Santos for secretariat committee.a. Insert proposal

3. Grilling of Councilor Santos:a. Vice Chair Alex Castro: I would like to commend Alex for taking on this

challenge. Maganda din at comprehensive ung proposal nya so good job. First

question, alam naman nating na hindi nasusustain ung VolCorps throughoutthe year, how will you address that?

i. Councilor Alex S: first of all, we have to recognize the kind of thedecentralized nature of the volcorps structure. We still have thestructure I presented earlier to centralize them but it depends pa rin

kasi kung pano ihahandle ng bawat commhead and how willing the

people are to volunteer. And also there should be a good set of officers

to keep the corp intact and motivated.

b. VC Alex: Can you comment on the Lets compete project of last yearsvolcorp?

i. Alex S: ok siya pero hindi nasustain. It had a very good start, magandaung pagkakapub sa kanya but it really wasnt sustained. After placing

the boxes in the different college parang wala masyading nagging

follow through. For most people siguro nakaharang lang yungmalalaking boxes.

c. Councilor Jules: maganda yung sa idea na madistribute sa ibat ibangcommittees para nakakakilos tayo

d. CAL Rep Eds: sana magkaroon ng reward system katulad ng time ni tin borjai. Councilor Alex: I will look it to that suggestion. I guess maganda nga

rin siya para masustain ung Volcorp.

e. Councilor Sol: I appreciate na ready siya at meron siyang fresh ideas katuladng usc yearbook

f. CSSP Rep Joeric: nagamit naman namin yung boxes. I appreciate n gusto momarelease agad ang minutes pra may transparency

g. Councilor Mijo: ang ganda ng vision mission. In defense compet bottles,yung mga nabubulok pwede kunin at irecycle. Gusto pa rin makipartner ng

eat bulaga para matuloy pa rin yung project. Sana nga maulit ang rewardsystem for a good purpose sa secgen committee. Sa freshie orientation

program sana makacollect ka na ng volunteers kasi sila yung pinakabibo. You

can also work hand in hand with freshman council.h. Councilor Lucho: I want to commend because its detailed and

comprehensive. Yung plans ay maganda pra hindi magulo ang files and forthe legitimacy of the work. Integrated na rin yung security measures para

safe tayo. Office cleanup kasi sobrang gulo ng office natin kaya magandang

project yun.i. Law Rep Tina: great kasi may mga proposal na hindi ko maiisip kahit gano

katagal ko isipin. Kahit yung mga small tokens of gratitude. I suggest na may

control number ung mga forms para mas madaling mamonitor. For volcorp,besides reward system sana magkaron ng identification system. Pano sila

makikilala sa work nila? Sana marecognize sila throughout the year.j. VC Alex: Reagrding the volcorps, sana personalized invitation and textbrigs.

Sana may name para mas ganahan pumunta. Sa minutes, sana lumabas asap.

Sa slip, sana pati si heart signatory din pra may supervision din siya. Progressreport, never ako nakakuha sa buong stay ko sa up. Sana monthly siya

lumalabas, sana hindi general, dapat very detailed. Para may transparency.Info dissemination, course through lcc para mas mabilis sa colleges. Sana din

may First aid kit sana sa office. Regarding naman dun sa hotline: pano siya

gagawin? Plus note lang, sobrang dami ng forms, how do we compensateenvironmentally?

i. Councilor Alex: first off, sa hotline basically we want things to becentralized therefore things shall be coursed through the sec comm by

phone as well as through online means such as usc email oryahoogroup or fb. Sa forms and paper naman, I want it to be very

organized and that everything will be accounted for. Para rin merontayong documents to countercheck details. Example sa lates and

absents, we can really double check hwat time you came in and stuff

like that. Pero siguro para maaddress ung too much papers, lets haveany reason to fill most of them up like wag umabsent at wag malate.

k. Chairperson Heart: pwede yung tieup with smart para may trunkline.l. Councilor Reg: good job! Ang daming forms, pano mo mamomonitor lahat ng

usc members ay nagfafollow? Pwede bang Online forms na lang?

i. Councilor Alex: sa attendance, hindi pwedeng online para masubmitagad after GA. Kapag hindi nagsulat sa logbook, liability na yan ng

buong council. I know its tedious but its an assurance that were all

doing our jobs.ii. Councilor Reg: suggestion. Sana maensure mo na may member ng

secretariat committee na nakatambay. Volcorps, make their own

progress report sa mga committees nilam. VC Alex c: pwede ba yung sec mag undergo ng first aid training

i. Chairperson Heart: lahat tayo dapat.n. CHE rep Carla: pwede bang may USC bonding every month?

i. Councilor Alex: kung kaya, why not?o. Councilor Jules: Commeny lang, ang ganda nung idea ng USC yearbook,

pwede rin siguro maging reunion ito ng mga past USCs.

p. Music Rep Pats: its a very comprehensive proposal. Most of the questions arealready answered in it. If we follow, we will be very efficient.

4. Deliberation for Councilor Alex Santos to be the USC Secretary General:a. Chairperson Heart: Alex, labas ka muna. And lets open the floor for the

deliberations

b. CSSP rep Joeric: its really aiming towards transparency.c. Cal rep Eds: commendable. Kasi nakita ko na gusto talaga niyang alagaan ang

welfare ng usc members para may healthy working relationship tayo

d. Councilor Mijo: I hope once we elected someone sa secgen, sana unahin natnyung pagtulong sa kanya sa office natin. We need a tidy working environment

para ganahan tayo.

e. Councilor Jules: reminder sa ating lahat, especially sa may mga committees.Sana tulungan natin siya na kahit decentralized yung process, mainform pa

rin siya. Nasa sa atin kung pano natin mauutilize ang volcorp natinf. Chairperson Heart: we really have to clean up ang office. Kapag by june di

natin nasabi sa ovcsa kung ano yung mga items dun, magiging liable tayo.

Kung ano lang yung naabutan natin, dun lang tayo accountable. Pwede tayomagpachange of accountability, sa procurement services.

5. Session break from 9:009:086. Presentation of Councilor Revee Rapallo for the Finance Committee

a. Insert proposal7. Grilling of Councilor Revee

a. VC Alex: First of all, I would like to commend revee, sobrang galing. Sobrangprepared, good job. We want a transparent USC and that we clearly

integrated sa proposal niya. Maganda na there is transparency sa UP adminregarding budget. Kasi students are also wondering where the funds are

going. And the students deserve to know. Sa community based services modin, nasaksak mo pa sa committee mo ung pagkakayod ng pamilya and

pagnenegosyo. Sobrang out of this world, sobrnag galing talaga. Sa corporate

marketing, the committees can feel safe and secure na hindi sila mawawalaannang support. Sa questions naman. Alam naman nating na malaking issue

ung fund ng UP fairwhat are your plans para hindi siya maulit or at least

improve the finance aspect of it?a. Councilor Revee: there have been problems with UP fair. I believe there

were 2 frats involvedkung sasali ulit maganda na iconsult muna isya sapast Fair head, si Orly and si Ame. body. Second level na ung assurance of

transparency. I talked to aman regarding plans for this na maiaayos na at

kung anong pwedeng gawin para hindi maulit. As a preventive measuresiguro sa susunod na Fair Head maginggat na lang din para hindi maulit.

The Fin comm will be the default auditor anddefault financial councilor.Kaya when in doubt, pwede naman din magconsult with me. Kailangan

din kasi iimplement ung PNO kasi para alam din ung status financially.

b. VC Alex: Followup question, illang beses na din kasi na may kunyariisang org, tapos may parang org bidding di ba? Tapos hindi nababayaran

or at least hindi buo

i. Councilor ReveeI: so ang tanong ni Alex ay kung paanomagkakaroon ng full revenue. Siguro una, internal measure muna

pwedeng 80%, example ito ung estimated revenue pwede mosiyang imultiply ng 80% ito na ung papasok para medyo

conservative ung papasok na pera. Ikalawa naman ung

implementation of moa and ipanotarize para may legal binding.Para na lang sin sure kasi malaki ung pera involved, ibind siya

legally.c. Councilor Alex: Gusto ko lang icommend na naintegrate talga ni Revee

ung skills and knowledge nya with regard to finance nad nagawa niyang

ibaba ung level to our understanding. It was really helpful na ganunkadetailed and ganun kasimple for us to able to relate to what process

that we need for finance. Maganda din na aside from strengthening the

internals, maganda din na nagbigay si revee ng mga services and projects

for the students like having the congresses na mas malawak ung scope ngfin comm na hindi lang siya limited inside USC.

d. BA Rep Jonas: Coming from a finance perspective, gusto ko lang dinicommend si Revee for having a comprehensive proposal for having all

the processes, procedures pati ung systems that he wants to bring up for

the coming school year. Commend ko na din ung having an externalauditor, kasi this is the first time na there would be another entity

examining the USC. Itong entity na ito has the theoretical and

professional perspective kasi whats important in that is nagkakaroon ngindependence and impartiality in seeing the financial statements.

Nagkakaroon din nga checks on how we can improve. Sa process ofreimbursements, suguro kailangan maset muna kung ano ung mga

reimbursable expenses. Kasi mahirap nab aka hingi lang tayo ng hingi,

pakita lang tayo ng pakita ng receipts pero hindi pala siya valid. Also safinancial reports ng bawat committee I think it should be a cash flow

statement. Hindi na ung general financial report. We have a detailed cash

flow forms , detailed inflows and out flows, para hindi kalat kalat ungdetails. Regarding naman sa UP fair, sobrang laki pa pala ng account

receivables natin, I think aside for the usual down payment, I think kahithindi isya notarize it is still a contract, a commitment between 2 parties

and legally pwede nating siyang ipursue if they would not pay the

amount.i. Councilor Revee: Siguro iupdate ko na lang kayo sa status ng USC

ngayon. We have around 10k sa TNB and 30k sa trust fund.However, ilalabas pa siya for UP fair. Pero may papasok na pera sa

UJF. Technically may plus 10k plus 30K minus fair na malaki un

plus UJF.ii. Chairperson Heart: ok update lang. Negative tayo technically, sa

UP Fair pa lang may utang tayo sa OICA around 70k because of the

services so pwede natin siyang ipawaive na hindi na natingbabayaran pero may utang tayo sa CMO na 70k. Kailangang

kausapin ang finance head last yeat at ung UP fair committee paramaayos to. Negative talaga tayo so kailangan may magpropose na

talaga ng Ways and Means. Ok so balik tayo, Alex then maan.

e. VC Alex C: dapat may tanong ako kung magkano ung utang pero nasagotna. so comment na lang ulit. I would also like to commend you ,

nakalimutan ko lang sabihin kanina na kita na may academic relevanceung presentation mo kasi aside from your credentials, as an engg

student naapply mo ung skills mo.

f. Councilor Maan: dahil gusto natin maging efficient sa council..pakituruanna din ung council para gets talaga naming

i. VC Alex: and aside from that pakituruan na rin kung paanogumawa ng ppt.

ii. Chairperson Heart: meron pa ba tayong comments, questions narelated sa finance committee and hindi sa paggawa ng

presentation?g. AIT rep Erika: Ang galing mo talaga. Nakakatuwa talaga. Sana kung sino

man ung Ways and means galingan mo kasi ang galing ng Fin.

i. Heart: any more comments, questions? Eds.h. CAL rep Eds: Ang galing galing talaga ni Revee. Parang namiss ko

magmath dahil kay Revee. Ung nga tulad nang sinabi ni Miss Maan kanina,

sana magpush talaga ung seminars. Para rin sa mga tulad kong galingCollege of Arts and Letters na nakaligtaan na ang mga bagay na ganyan.

Ata nag dami ring terms na hindi ko maintindihan..Ung automaticminumun fund paano siya madedetermine?

i. Councilor Revee: ang mangyayari dun, may assumption dun namay pera at mayroon tayong iaallocate na funds. Example maytayong 17k, pwedeng system ay tig1k lahat. Pwede din namang

equity. Basta kumbaga nakapercent siya kung magkaano ba talaga

ang kailangan mong makuha. So magpopropose ka pa rin taposididivide natin ung pera. Example na nangyari last year, nagkaroon

ng over funding for freshie comm dahil siya ung una. Kukulanginna pala ng funding for the coming days. Gusto natin this year

magbigyan lahat. Sa corporate marketing heads up lang. lahat

naman matuto nagmarket and magbudget. Pero committee pwedemagmarket, tapos pag nakakuha ka ng corporate partner,

automatic mabibigyan ka ng prioroity sa pera. If you really wantyour committee to push or propel , get that company.

1. Councilor Maan: how will you do the marketing? Per sem?Per activity?

2. Councilor Revee: for the whole academic year, kungkailangan din talagapero ibang concerns din naman kasi

ung for UJF and UP Fair3. Chairperson heart: question, suggestions?

i. CAL rep Eds: Para sa lahat ng committees, pwede ka bang maging financehead?

i. Councilor Revee: Bawat committee may auditor from the fin commpara siya magccheck

j. Maan: How do you intend to work with ways and means?i. Councilor Revee: Si WaM ang nagfufundraise for physical. Fin for

internal service like ung corporate marketing gusto na siyang

istart din aksi wala pa naman nagpopropose for WaM. Natry sa

ESC. It is very experimental. Hindi ko din alam kung gagana ba siya

companies

k. Chairperson Heart: Possible ba magrelease tayo ng financial book, paraalam ng mga estudyante kung saan tayo nagstart na pera at kung ano ung

matuturnover natin sa next council?i. Councilor Revee: actually dala ko ung record book na balak kong

gamitin. Sige, noted.

ii. Chaiperson heart: wala na ba tayong questions? Sige wala na.Labas ka muna Revee.

8. Deliberation for Councilor Revee Rapallo to be the Finance Committee Heada. Heart: we have 10 minutes to deliberate.b. Law Rep Tina: Ang ganda talaga ng presentaion sana maganda ung

implementation. Maganda ung mechanism sana lahat tayo gumalaw.c. CAL REP eds: sana hindo tayo matakot maging members ng fin. Ako

ngayon palang iniinhibit ako na sarili ko. Magtulungan na tayo buong

year. At the end of the day, para sa ating lahat din naman un.d. Councilor Lucho: motion to elect Reveee. Chairperson: meron tayong motion na magkaroon tayo ng consensus to

elect Revee as our USC treasuref. Secondedg. heart: no objections? The motion has be carried. Lets clap for our new

9. Session break from 10:04pm 10:22pm10.Chairperson heart: before anything else, sinong hindi pa nakakapagsign up for

11.Clarification Speech from outgoung Alyansa Chairperson regarding BBN issue.a. Chaiperson Heart: nandito ngayon ang outgoing chairperson ng Alyansa

na si Tin Borja to clear things up sa mga issues na nababanggit sa loob ng

council and address what marky and miko posted sa FB. At sana

mabigyang linaw sa atin ung side nila.b. Tin Borja: Heart informed us that there are issue raised sa USC FB Group

ung pagiging partisan ng Bantay Budget network. Just to contextualize itand to defend Heart na din from whatever issue arising sa General

assembly nyo. It is really a misunderstanding inside the party. During my

term pa to, it was during March. Heart already talked to us after she wonthat she was planning on initiating a new alliance inside UP Diliman, to

prevent any alliance from being labeled as being partisan pagdating ngelection and to come up with a new alliance that is unique of the

University Student Council in oushing for higher budget for education.

Sinabi nya yan sa amin informally, not even to me as Alyansa Chair butjust as friends. Sabi ko thats good. Thats a good plan para mawala na

nga isyung lumabas tuwing eleksyon. So sabi naming gawin mo yan,

gawin mong nonpartisan at tsaka solely USC initiated siya. Ngayon after

that, some time during the 2nd or 3rd week of April, Heart dinocoordinated with Gibby Gorres. Gibby Gorres is the NAPC representative

with Heart Dino. Because apparently during that time, she was buildingup her external networks. The contradicting point is that Gibby Gorres is

also the SCAP secretarygeneral. When Gibby and heart talked, we

thought or at least our publicity committee head thought that SCAP wasjoining the Bantay Budget Network as a formally convened alliance.

Alyansa, as a member political party of the Student Council Alliance of the

Philippines, tthought na ok kasama naman pala ung SCAP sanagcoconvene, ibig sabihin kasama tayo. So sabi naming, lets edit the

wiki page. This is the pubilicty committee. Lets edit the wiki page ofAlyansa, edit Alyansas FB page and include Bantay Budget Network as

one of our external alliances. Whats the mistake? The 1st

misunderstanding is that Heart wasnt talking to Gibby Gorres under theStudent council alliance of the Philippines banner. They were

coordinating as NAPC, because Miss Dino, sorry Heart, was finding

external networks and she saw NAPC as one of ethe venue to forward thealliance that she was planning on presenting sa USC. Second

misunderstanding, the Bantay Budget Network during that time was notyet formally convened so there was no point for us to even assume that

SCAP was even a part of the body convening the Bantay Budget Network.

Third ,the publicity committee of UP Alyansa acted without consulting thebody or even Miss Dino of their plan to rehash the Alyansa page. I, as the

Chairperson, could attest, of course, na hindi nga..it was unconsulted. So,nagkaroon ng discussion inside the execomm and this was carried over to

the next executive committee. Nung nalaman naming na lumabas ung

issue, we discussed it. Sabi namin, nagkaroon ng paglilinaw inside theparty, sabi naming tanggalin na lang natin but then it already became an

issue sa loob ng USC na partisan nga siya. And what was at stake was the

credibility of the council member who proposed it. And that is the lastthing what we want, for the USC to lose trust in its members at the

beginning of their term especially their chairperson. Regardless of herparty color or affiliation because a chairperson without legitimacy will

not lead to an efficient council. Youll just see each other as colors. So on

behalf of UP Alyansa, I would like to apologize for whatever kaguluhan orwhat ever misunderstanding that we have caused the USC. Rest assured

that when Heart Dino proposed that proposal it was meant to be nonpartisan. If and when this council still sees na, halimbawa for you in your

mind its tainted already na whatever pinagsalita nyo lang si Tin Borja

just for this issue to end, para lang isipin natin na hindi talaga partisanyang Bantay Budget Network because feeling nyo nga partsan na siya. If

you still think its partisan after this, we couldnt care less if youre going

to change the name or whatever Heart is going to propose. If youre going

to change the name or the branding of whatever alliance that you willconvene. For UP Alyansa it is very important for the University Student

Council to take the lead in the fight against or the call for higher budgetfor education. We understand Heart Dinos point when she said na its

time for the USC to come up with a new alliance of its own. Siguro, hindi

naman sa pagpuna kay Heart. Pero siguro mas magandang buong counciltalaga ung gumawa na hindi lang siya proposal from a chairperson or a

councilor or from an external body. As a council, and I see that you are

very good already in your working relationship, Im just suggesting that Iwould be best if you drop the issue of branding, drop the issue of

partisanship, drop the name all together and come up with a new alliancethat will include all the students regardless of party color cause in the

end you all want the same thing6% for higher budget fro education, call

for greater state subsidy or whatever. You do that and lets be happytogether. Meron ba kayong questions or clarifications na gusto niyong

itangong?

i. AIT rep Erika: nakakameet ko din naman kasi si Gibby pero kasiweird. There was this one time na there was this guys migs

ii. TinBorja: Migs Angeles?iii. AIT Rep Erika: Oo, tapos Alyansa sya pero nirerepresent niya ang

SCAP ang nangyayari kasi e parang double. So suggestion na lang din

sa yo na if you really want it to not be or para hindi kayo masyadongmabrand or ano, pag sumasali sa mga alliances kailangan malinaw

kung ano talaga ung nirerepresent mo. Di ba? Kaya kasi nagkakagulo.iv. Tin Borja: minsan talaga may ganun pero thank you na rin, Erika.v. Chairperson Heart: so thank you miss Borja. So ung issue sa Budget

campaign natin will be discussed on May 2, 5pm. Ill talk to maamJosephine Mente kung pwede sa rooftop, if not pwede siguro sa Engg

ulit. Revee, pwede bas a engg ulit?

vi. Councilor Revee: ok langvii. Chairperson Heart: ok sige. I expect everyone to be there para

marelay natin sa local councils ung budget campaign natin this yearbecause nagmove na technically. April ung last day ng pasahan ng mga

departments so mga last week of May magsstart ang deliberations. So

we have to start our campaign as early as now or by next week. Sodapat when we propose dapat based on merits and not the party

lines. May points of unity naman tayo na we all want a higher budgetfor the SUCs for educations and health services. So hindi natin

pwedeng ishut down ung proposal ng six will fix, ng kung ano ano, just

because nakatali siya sa KAISA. Hopefully as USC, we see the merits ofthe proposal and not based it on partylines. Hopefully we can

integrate lahat ng mga input at masama siya sa alliance. And maximize

and exhaust all forms of activism and mechanisms to forward our

cause.1. AIT rep Erika: suggestion lang, pag nakaform na tayo ng

alliance, siguro maganda din na mula sa Alyansa may magsalitaand magdiscuss.

2. Chairperson: we will get naman talaga the input of all the localparties kasi nga sabi ko ng kay Alex, hindi naman ibig sabihinna may alliance tayo tatanggalin ang isa or what. Pwede naman

tayong magtulungan. From this alliance may be can see the

points of these political parties.12.May 1 labor day.

a. Chairperson: ilang oras na lang, May 1 na. last time nagusapusap tayo namagsamasama tayo at magmemeet up sa Philcoa. Pero tulad ng nasabi ni sir

Joshua, I thing ung iba sa atin may morning, may ibang hapon sa Mendiola.

ng 9am sa Quezon hall after nun sa Philcoa then by 11am sa Plaza

natin samasama pero baka hindi siya feasible. Kasi alam naman natinnasasama tayo sa mga partido natin. Hindi yan against us because

technically inapooint na siya ni Gem pero for formality napresent pa rin sya.Kailangan talaga natin ng ways and means committee head. Nagkroon dati ng

time ng walang councilor ang nagways and means so ung BA rep ung

inappoint pero Adhoc committee siya. Based sa mga nagsubmit na ngaproposal, may councilor na mawawalang ng committee. So magpropose na

kayo.b. Chairperson Heart: Meron pang isa pang issue. Si ren ay napropose ng late.

May rule tayo na 12mn lang. Nalate siya for 14 minutes. Personally ok lang sa

17.Freshie Committeea. Chairperson Heart: kung sino man sa inyo, Maan or Reg, ang manalo. Pwede

International for the freshie concert. Ito ung tinurn over na contact ng freshiecomm head na si Paolo Santos last year. Nakausap na din natin ang Selecta.

Itoy binigay ng mga BA students na interns. Tinulungan nila tayo maipasokang mga USC activities. Ang gusto lang ng Selecta na patugtuign ung Someday

Dream.

18.Mass Media Committeea. Chairperson Heart: For the mass media committee, nakausap ko na ang comp

center. Willing silang gumawa ng proper recommendation letter to give usan official webiste for free. Magandang ilaunch natin siya this year,
