Ramsgate itself has manyfeatures that make it anideal location for an

Esperanto congress. While smalland compact enough to make caror bus travel largely unnecessary,it nevertheless has plenty ofhotels, restaurants, cafés andbars. A congress in such a town ismore visible to the public, andtherefore a more effective adver-tisement for Esperanto. OnlyRamsgate’s geographical position

might be seen as something of adrawback, at least by thoseBritons who live north of theWash.

The King’s Theatre served wellas a venue, though we wereinsufficient in numbers to fill allits 240 seats. Shared occupancymight have been a disadvantage,but, as I shall describe later, thisproblem was neatly sidesteppedby the Congress organiser, and

Writing in an earlier EAB Update (No. 60), Terry Watts recommendedthat we all enrol for this year’s British Congress in Ramsgate, which he saidwas going to “depart from the usual pattern of British congresses in anumber of respects”. Indeed it did — and while some of these departuresevidently delighted participants, others may have caused a measure ofdissatisfaction. Perhaps it was hankering after the status quo which madesome regular congress-goers reluctant to enrol this year. Unfortunately,though, there does not seem to have been a compensating influx of newcom-ers eager for change, nor of visitors from the Continent, taking advantage ofRamsgate’s easy accessibility both by air and ferry services. Pre-congressenrolments totalled 61, of whom only 9 came from overseas, and 4 otherswere unable to attend.

even turned to advantage. All thetechnical equipment we neededwas available on site, with genialand competent technicians everpresent to take care of it. Tea andcoffee could be enjoyed roundthe clock, thanks to a self-servemini-café. And all of this, I wastold, for a reasonable hire charge.

At 6 p.m. on Friday eveningthe theatre became ours for theweekend and Reception openedfor business. A choice of IDbadges — pinned-on or lanyard-slung — was offered, and infor-mation leaflets distributed to allarrivals. Acquaintances wererenewed and gossip exchangedover cups of tea.

Opening ceremonyThe official opening ceremonywas fairly conventional informat, but exceptional in itsquality. After Terry Watts hadwelcomed participants to theCongress, three invited dignitar-ies — Ramsgate Mayor KimGibson, MP for South ThanetLaura Sandys, and the current“Miss Ramsgate” Cara — allspoke warmly not just aboutEsperanto but, partly at least, inEsperanto, carefully preparedand adequately pronounced. Theaudience was, naturally, gener-ous in its applause for all three. Afourth member of the group,local history expert Ralph Hoult,excused himself from using ourlanguage, but compensated witha fact-filled and sometimessurprising account of past eventsin Ramsgate. A musical interludewas provided by Gijom — a.k.a.Guillaume Armide — singing (inEsperanto, of course), withvirtuoso self-accompaniment onthe electronic piano.

Her Majesty the Queen hadgraciously wished the Congresssuccess in a written message, readaloud by EAB President Prof.John Wells, who was chairing themeeting.

And to end the ceremony, apleasant surprise: from the backof the hall came a group of sixwomen and men, all in costumes

of a bygone age. These wereactors who portray local charac-ters for the benefit of touriststaking part in guided walksaround Ramsgate. They posed forphotos, but we were not toldwhich part each of them wouldbe acting. They wanted that toremain a mystery until some ofus met them again, on just such awalk two days later.

With the formalities nowover, a tasty and plentiful finger-buffet was served to participantsand their guests. Despite the longand tiring journeys many hadmade on their way to Ramsgate,lively conversations with friendsold and new continued untillong after the last sandwich hadbeen eaten and all the platesremoved to the kitchen. Earlyclosure of this venue was em-phatically not on the Congressagenda.

Saturday morningSaturday morning dawned brightand breezy, and eager Esperan-tists congregated in front of theKing’s Theatre even before itsdoors opened to admit them.

From the Trustees’February meetingThe Trustees of the Associa-

tion met in London on 16February for one of their quar-terly meetings. Because JohnWells was recovering from arecent mini-stroke, EdmundGrimley Evans chaired in thePresident’s stead. We’re pleasedto be able to write that John isdoing better and so chaired theAGM in Ramsgate a few monthslater.

Antonia Cavalier, ClientRelationship Manager at CCLAInvestment Management, joinedus for the first hour to apprise uson the investment climate andadvise us on how we mightoptimally use the Association’sassets. The Trustees later agreedto split approximately £200,000held in a fixed-interest accountcurrently bearing poor returnsequally between CCLA’s Globaland Ethical Funds. A similar50:50 split between these twoFunds was also decided for alegacy received from June Miles.

FinanceClare Hunter reported that mostof our investments were outper-forming the industry bench-marks. Moreover, because theprevalent economic climatemeans that returns are muchsmaller than they were prior to2008, it is an endorsement of theway that we’re handling ourfinancial responsibilities.

Every little helps, so if you’rea taxpayer but haven’t signed upto Gift Aid (or might not haverenewed) please do consider it –our revenue from Gift Aid hasdeclined over recent years asmembers retire and previousstatements elapse, and Gift Aiddoesn’t cost you anything.

Clare added that she wasvery happy with the decision to

appoint a new IndependentExaminer (Dains, based inLichfield), costing under half ofwhat we paid previously, whilstgiving much better service thanwe had latterly experienced.

Dains immediately requestedthat we revert to compiling theaccounts on something called an‘accruals basis’, which is the waywe’d always done it until ourprevious Examiner suggested wemight benefit from ‘cash ac-counting’ three years ago. Thiswas a welcome request, sinceaccounting on an accruals basisproduces figures that make moresense because all expenditureduring the year is included, andwe can now indicate the changein market value of our invest-ments. (Under accruals anyexpenditure we incur can beincluded in the accounts for thatyear. Under cash accounting itcan only be included oncepayment is made. This mightsound as though there’s nodifference, but given that ourlandlords were routinely monthslate in submitting invoices forrent and staffing costs, ouraccounts couldn’t be trulyreflective, since wages or rentfrom some period of one yearmight be missing from that year’saccounts and be added on to thefollowing. That gives the impres-sion that in one year we spendlittle on wages and then increaseit greatly the next, even thoughnothing has changed. That can’thappen now.)

One more request from ournew Independent Examiner (andproof positive that they’re takingan active interest in the role) wasto ask us to revalue our stocklevel, which is multiples higherthan annual turnover. Ordinarilyone would say “I have X items at

£Y” to come up with a figure forvaluing stock, but much of oursconsists of slow-moving unitsthat have been held in inventoryfor years. Clare therefore pre-sented a method to revaluecertain elements, a methodologywith which her fellow Trusteesunanimously agreed, and soDains signed the 2012 accountsonce the adjustment that theyhad requested had been made.

Office, events and congressesWe’re pleased to inform youthat Viv O’Dunne is now anemployee of the Association.Even though she’d been workingfor us from the day EsperantoHouse opened a decade ago(originally for ten hours perweek in addition to her mainpost at the College) she hadalways been under contract tothe City of Stoke-on-Trent. Shehas now left their employmentand, following a few monthsaway, is employed by EAB in anew role.

Amongst other things, Vivwill now attend our congresses(as several of you will havenoticed at Ramsgate), Trusteemeetings and some of ourcourses, such as Course-You-Can.She will also take a much morehands-on role with our events,taking the lead in finding and

managing the organisers andproducing articles for EAB Updateand in sketching out the contentof promotional material. Simi-larly, she will be on hand toadvise congress organisers, andso will be producing a congresshandbook to share her knowl-edge – with over a decade in herchair, she has more experiencethan anybody else of the thingsto bear in mind when setting upthese events. She’ll be busy, butwe know we’re in safe hands!

Clare and Viv (who provideda report for the meeting) bothmade mention of attendance atour events, since our Februarycourses at Shallowford Houseweren’t likely to provide theminimum number of partici-pants required to break even andso the Association would have topay the difference. (In the event,we were 25% short, but the teamat Shallowford House graciouslychose to waive their right todemand payment for the mini-mum number of attendees.)

Our concern is that thesesmall sign-ups might be indica-tive of a longer-term problemand so the Trustees (at theirworking weekend in June) willexamine our portfolio of residen-tial courses and how we shouldapproach them. Tim Oweninformed the group that he hadapproached Jack Warren (onwhose behalf he’d arranged for

Erin Piateski to attend SomeraFestivalo as guest speaker) somemonths before to see whether theYorkshire Federation might bewilling to organise the 2014congress, and that an affirmativeresponse had been received. Weare therefore pleased to informyou that Sheffield will host theBrita Kongreso over Easter 2014.

Jack and Viv have alreadystarted work on sourcing a venue(ideally trying to locate akongresejo that would haveresidential facilities on site), andTim has drawn up the logo andagreed to work with Jack and histeam to produce a website andthe leaflets, as he has done forthe previous two congresses.

(Jack has confirmed, by theway, that the 2014 congress willbe set up along traditional lines– you’ll know in advance whatthe programme is and whatyou’re getting for your money –and no congress forum in sight!)

EducationEd Robertson proposed that theAssociation subsidise to theextent of 50% of the exam feeany members of EAB or JEB whosign up for and attend a Com-mon European Framework ofReference examination, aboutwhich he has written previouslyin EAB Update and an examplesession of which he ran atRamsgate.

Ed informed us that the three-day seminar, originally plannedfor 20–22 March in conjunctionwith the University of Liverpooland to be financed from theBuchanan bequest, had beenpostponed until the spring of2014, adding that the Universityand the new departmental head,Chris Harris, are supportive andcooperative. The BuchananLecture is now planned for17 October, which will again begiven by Wim Jansen, but partlyas a ‘taster course’ to help recruitparticipants for the seminar fromwithin the University, and we

will have a meeting with theUniversity the following day.

Ed finished his session byinforming us that he and SimonVarwell had prepared (withassistance from Angela Tellier)and sent a joint submission intheir names for an inquiry intothe teaching of foreign languagesin primary schools by the Euro-pean and External Affairs Com-mittee of the Scottish Parliament,drawing on the lessons of theSpringboard project and advocat-ing an emphasis on languageawareness as a foundation.

PublicityThe International LanguagesFestival in Sheffield did takeplace, although with only threeweeks’ notice! EAB once againfeatured prominently, sponsor-ing the event and giving fivetaster sessions – more than weever got at the Language Show inLondon, in which we weredwarfed by the big publishingfirms with lavish displays.

We’ve decided not to attendthe Language Show this year afteranalysis of our web statisticsshowed that only a handful ofpeople visited the web addresson our handout, and no begin-ners’ material was purchasedfrom our shop. Given the ex-penses of attending the LanguageShow (five times that of Shef-field, or thirteen times if youdiscount the sponsorship that wevolunteer to the InternationalLanguages Festival) for only afew people to even read ourmaterial, whilst our income ishalf what it was in 2008, we feltit prudent to sit out this year,concentrate on Sheffield, andrevisit the idea for 2014.

We might have come close togaining a place at LanguageWorld, the premier conferencefor professional linguists. AngelaTellier had spoken to an organ-iser and was invited to submit anabstract, which she promptly did.With many more submissions

ADMINISTRA KOMITATO Indonesian Ministry of Foreign Affairsincludes Esperanto as a subject ofstudy for their diplomatsThe Indonesian Ministry of Foreign Affairs will include Esperantoas a subject of study for Indonesian diplomats. It was stated bythe Special Assistant to the Secretary General of the ForeignMinistry, Pribadi Sutiono, to RRI World Service Voice of Indone-sia on the sidelines during Indonesia’s first Esperanto Congress inPuncak, Bogor, West Java, on 6 April this year.

According to Mr Sutiono, not many Indonesian people knowabout Esperanto, despite the fact that Esperanto is an interna-tional language and has a long history in Indonesia since 1902.

Pribadi Sutiono went on to say:“Esperanto Language is an old movement, a lot of people do

not realize this. In the past, the Ministry tried to raise Esperanto asa factor and a subject of learning for young Indonesian diplomats.However, back then, the Indonesian Esperanto expert died, so itwas just fading away. Now the Foreign Ministry is building alanguage centre of diplomacy. Besides English they will learn 16languages, including languages of the UN and ASEAN, and Espe-ranto. It will begin in 2013.”

than the few available places,competition is hard and so weweren’t one of the invitees.However, Angela continues tobuild bridges with people promi-nent in the linguistics sphere.That’s extremely positive, giventhe weight that linguists’ opin-ions have when Esperanto isbrought up.

So that was our Februarymeeting. By the time you readthis the Trustees, under thechairmanship of new PresidentPaul Gubbins, will have held aworking weekend at EsperantoHouse, using the Esperantobedrooms on site and the ButlerLibrary to eliminate the custom-ary expenses of hiring a venueand sleeping facilities that we’vepreviously incurred. �����

to serious topics — first theeffectiveness (or otherwise) ofpublicity, then assessment oflinguistic competence. BrianBarker used role-play to demon-strate some of the traps thatinterviewers may set for unwaryinterviewees, with Paul Gubbins

parrying Brian’s intentionallytricky questions, and demon-strating how a cool-headed andwell-informed ‘victim’ canimpose his own agenda and soachieve positive publicity.

After a short break, EdRobertson explained the ration-ale of the Common EuropeanFramework of Reference for

Languages (CEFR), and how thiswas already being applied to theassessment of competence inusing Esperanto. To employtranslated tests designed forother languages might generatesuspiciously high marks, becauseof Esperanto’s comparativesimplicity and regularity. Inorder to achieve apparent parity,more complex question-formatshad been devised, and some ofthese were handed out to hisaudience, and attempts made toanswer them. (After the correctanswers had been revealed, someof us seemed a little reticentabout the mark we had awardedourselves.) In the discussionwhich followed, many searchingquestions were asked, andconcisely answered, either by Edhimself or by another specialistin the field, Katalin Kovats.

It was after lunch, however,that guest-speaker Katalin reallybecame the star of the show. Herfirst contribution was something

both new to British congresses,and remarkably successful: adirect-method Esperanto lessonfor absolute beginners, con-ducted in front of an audience ofexperienced users of the lan-guage. The layout of the venuewas ideal for this purpose: therewas a gallery for most of thespectators, and seats facing acinema-sized projection screenfor the dozen or so volunteerstudents. For two full hours thelatter were worked hard byKatalin, using a variety of teach-ing techniques and ably assistedby Sylvain Lelarge. The result wasa presentation both entertainingand educational, for studentsand audience alike.

Although the publishedProvisional Programme hadshown Katalin due to presentanother two-hour session afteronly a short break, an additionalitem intervened to give her alittle longer to rest andreorientate. This was anotherCongress first: a presentationdelivered entirely in Esperantoby a non-Esperantist. JaberGeorge Jabbour, director of theSaypU Project, had prepared histext and materials in English andthen used Google to translatethem. His fully comprehensible

and almost error-free deliverywas in itself an illustration of thesubject of his lecture: a systemfor notating the pronunciation ofany language whatever, usingonly a subset of the standardEnglish alphabet, plus one extracharacter. When employed by itsauthor, and applied to a lan-guage as phonetically regular asEsperanto, SaypU certainlyseemed able to deliver what wasbeing claimed for it.

The next item on the pro-gramme, a two-hour multimediapresentation by guest speakerKatalin Kovats about the life andwork of Vincent van Gogh, wasthe major attraction of this year’sCongress. It deserved a promi-nent billing, preferably in themiddle of the day, a flexibleallocation of time, and anaudience neither mentallyfatigued nor distracted by anypersonal concerns or extraneousevents. Regrettably (thoughpossibly inevitably) it got noneof these. Its scheduled start, at4:30 already rather late in theday, was further delayed by theotherwise laudable interpolationof the SaypU lecture. A publicperformance of “Make Me a Star”- one of the shared uses referredto earlier - was due to begin in

the same theatre at 19:30.Performers, many of themchildren, began arriving muchearlier than this, and wereunderstandably disappointed tobe denied immediate access tothe auditorium, and insteadconfined to a small adjacentfoyer. Their impatience wasevident, rather noisy and entirelyreasonable. Esperantists insidethe theatre were meanwhilechoosing whether to leaveKatalin’s presentation early, returnlate for the talent show, or forgotheir Saturday evening meal.

They stayed. Katalin’s subjectwas compelling, her preparationmeticulous, the whole presenta-tion almost a work of art in itself.Illustrated both by a wealth ofprojected images and the readingaloud of van Gogh’s letters bythe artist himself (or so itseemed, so convincingly was heportrayed by a bearded andcostumed Sylvain), this talkcaptivated its audience from startto finish. When finally we weretold about Vincent’s early andtragic death it almost felt likelosing an old friend.

Make me a star!Now, as they say, for somethingcompletely different. “Make Me aStar” is a local talent competi-tion, whose semi-final happenedto coincide with the RamsgateCongress, and whose usualvenue is, inconveniently for us,the King’s Theatre. This poten-tially awkward situation wasneatly exploited by our organiser,who negotiated free entry to theconcert for Esperantists, withseats for all in the gallery. Thisbeing a public event, the variousacts were introduced, and songssung, in English. The show’scompere made the local audienceaware, though, of our presenceupstairs, and at times evenaddressed us directly. We alreadyknew that one of our numberwould be making a guest appear-ance, because he (Gijom) had

announced this during his per-formance at the opening cer-emony. It was a surprise, though,when Elizabeth Stanley appearedon stage, to give a spirited render-ing (in Esperanto, of course) of“I Do Like To Be Beside theSeaside”, with some traditionalend-of-the-pier dance steps. Bothof our performers were warmlyand deservedly applauded, asmuch by paying punters as bytheir fans in the gallery.

On Sunday mornings theKing’s Theatre becomes a placeof worship — ‘Kings Church’ –proclaimed by a large bannerabove the door. Some Esperan-tists had their own ecumenicalservice elsewhere, making theirway along the quay, past anenigmatically named ‘Home forSmack Boys’ to the Seaman’sChurch. Here they first heardsomething of this church’shistory in a short talk (given inEnglish). The service itself wasconducted, and a brief addressdelivered, by David Bissett, withthe church’s own organist accom-panying hymn-singing by thesmall congregation.

Walk to BroadstairsA larger group was meanwhilemaking its way, in bright morn-ing sunshine, northwards alongthe beach to Broadstairs. Theydid not stay there long, butinstead climbed the cliffs to

reach a higher-level route bring-ing them back to Ramsgate. Asmaller group, who had been atchurch when the main party setoff, followed in their footsteps toBroadstairs, but arrived too lateto join them there, and made aswift return by local bus.

These two groups met upagain, and were joined by others,at around 13:00, outside therestaurant where a communalmeal was planned. It soonbecame apparent that our book-ing had been mislaid and notables reserved for us. All was notlost, though, as a rival establish-ment across the road had tablesavailable, was prepared to movethem around so that we could sittogether, some in the garden,

others inside. They then offeredus a choice of very acceptableSunday lunches, so again all waswell that ended well.

AGMThe early afternoon was devotedto EAB’s Annual General Meeting(see next page). Visitors fromoverseas, and other non-mem-bers of the Association, weretherefore free to view historicRamsgate in the company of thecostumed actors who had sur-prised us on Friday evening.Attendance was, it seems, disap-pointingly low but, with thiswalk available only at a timewhen EAB members would beobliged to make a hard choicebetween business and pleasure, itcould hardly have been otherwise.

By this time events haddeparted so far from the pub-lished provisional programmethat nobody knew for sure whatwas going to happen next.Instead of the usual KongresaLibro (in fact usually quite a slimbooklet, but one containing adetailed schedule of plannedevents), we were dependent forsuch information upon typednotes displayed, sometimesbelatedly, on a notice-board inthe theatre’s café. It was known

that a ‘Beauty Competition’ ofEsperanto pronunciation wouldtake place before the Congressended, because participants hadpreviously been asked to visit asmall underground studio, singlyand at a time of their ownchoosing, to record one-minutesamples of their speaking-voices.These were to be played backanonymously and voted upon –sometime or other. Eventually aspecific time was chosen andnotified, the intervening periodbeing given over to short videos,mostly musical, downloadedfrom YouTube and displayed onthe cinema screen.

The ‘Anonymous AccentBeauty Competition’ proved,when it eventually took place, tobe both entertaining and instruc-tive. After hearing someone’svoice played back, participantswere asked to rate it on a two-point scale: good (i.e. pleasant,and not displaying any nationallanguage-traits) or, shall we say,not so good. When the poll wasover and marks summed, anunexpected result was revealed:the top three places had all goneto speakers whose native lan-guage was English (as was that ofa majority of the voters). It couldbe interesting to repeat this novelexercise at other gatherings ofEsperantists, particularly oneshaving a wider range of firstlanguages.

No further programme itemswere scheduled, and the Con-gress not so much ended as fadedaway — pleasantly enough, withshared meals in restaurants andinformal chat back at the theatre.The technicians were thankedwarmly for their valuable contri-bution to the Congress, as was its(almost sole) organiser, TerryWatts. He had promised usdepartures from the usual pat-tern, and he delivered them.Presumably these were moredisorienting to those who, likemyself, had grown accustomedto a particular way of doing

things, than they were to new-comers. But I greatly enjoyed myweekend in Ramsgate, andbelieve that most others did too.

Yes, perhaps British con-gresses have become a little staleand predictable, perhaps changeswould generate greater satisfac-tion and swell numbers. Organis-ers of future congresses would bewell-advised to consider all ofthis year’s innovations andperhaps repeat the best of them.But they would also be well-advised to bear in mind thatcongress-goers always like, andsometimes need, to know what isscheduled to happen, and when.There is no obvious reason whythese requirements should beincompatible.

The Trustees’ Annual Reportfor the year ending 31 October

2012 and published in EABUpdate was received and unani-mously approved.

Clare Hunter read througha simplified version of theaccounts, which were acceptedunanimously. John Wellsexpressed his thanks to Clarefor her proficient management,recording and explanation. Shein turn presented her thanks toJoyce Bunting for continuing toassist with our investmentportfolio and to Viv O’Dunnefor so efficiently managing theaccounts on a day-to-day basis.

The decision on whether tore-appoint the independentexaminer was made. HelenFantom proposed that themanagement team stay withDains LLP, seconded by JoyceBunting. This proposal wascarried unanimously.

The issue whether to keepsubscription rates unchangedwas discussed. Clare Hunterinformed that the supportersnow had to choose between twotiers, following discussion at the2012 AGM that the cost ofprinting and posting EAB Updatewas greater than the cost ofjoining up. Supporters who arehappy to receive an electronicversion of EAB Update cancontinue to pay £10, but thosewho wish to receive a paper copynow have to pay £15. Bill Walkerqueried why subscription rateswere held to a vote but supporterrates weren’t; Clare Hunterresponded that by constitutionsubscription rates for member-ship had to be put to a vote.There were two abstentions tothe motion to keep subscription

Paul Gubbins announced thatthere will be a three-day pro-gramme in Liverpool in conjunc-tion with the University, fi-nanced by the Buchanan Foun-dation. He informed that therewould be three strands; a lan-guage strand, hosted by WimJansen; a literature strand, whichhe would host; and languageseminars in Esperanto itself,guided by Angela Tellier.

Arturo Prent asked whetherthere had been any update onWedgwood Memorial College.Tim Owen informed that thegroup which had submittedseveral business plans to runservices from the College via aCommunity Asset Transfer hadrun several courses in differentlocations to demonstrate thatmoney that could have come toBarlaston had headed elsewhere.They were adopting the approachof running a ‘virtual college’,registered as a cooperativebenefit society. He confirmedthat there would be no scope forthis group to buy the Collegesimply because the asking pricewas in the millions.

Paul Gubbins, as the newPresident of the Association, wasinvited by John Wells to presenthimself, which he duly did. JohnWells then wished him well forthe future, and Tim Owen, onbehalf of the trustees who haveserved under John Wells,thanked him, presenting himwith a card, present and cake,which was cut and shared amongthe attendees (see above). �����

How do youmeasure thesuccess of acongress?You could ask whether the

participants enjoyed them-selves, or whether the numberswere much as to be expectedgiven the geographical locationand historical precedents, orwhether the programme wasinteresting and went offsmoothly.

With regard to the recentRamsgate Congress, I have, as theorganiser, my own answers to

these questions, but I leave it toothers to answer more fully.

In my own list of programmeitems which exceeded expecta-tions, I would include theopening ceremony and subse-quent buffet, the outstandingperformance of our guest speakerin the lesson for the generalpublic and Katalin’s lecture onvan Gogh, the cinema screenprojection of selected items inEsperanto from YouTube, andthe seamless integration of ourcontributions in the Saturdaynight entertainment. And this isby no means a complete list.

However for me such particu-lar successes are largely not a truemeasure of the success of a

congress. The problem withviewing the congress in this way,and applying the sort of criterialisted above, is that they relate toa far too introspective, self-regarding assessment.

The questions that we shouldbe asking are rather somethingalong the following lines. Whatimpact did the congress have onthe consciousness of the generalpublic? How many fresh faceswere there among the partici-pants? How many new convertswere recruited to the cause?

It is a truism that there is nopoint in preaching to the con-verted, though it always helps ifyou can raise the morale amongthe troops, so to speak.

All the time our congressesare populated by the same old

familiar faces, they are a failure.When they have little or noimpact on the public at large,they are also a failure.

By such measures, how didRamsgate do? Well we had fourarticles in the local press spreadover a period. I was contactedand interviewed by BBC’s RadioKent (though I don’t know yetwhether the interview wastransmitted).

We had banners (displayedfor a week in advance of thecongress) at the harbour andover the kongresejo, which musthave been seen by thousands. Wehad advertising for the publiclesson displayed in the localsupermarkets, in shops and barsin the town, at the library, and atthe Harbour Office.

Any visitor to the Touristoffice in Ramsgate over a longperiod before the Congress mayalso have seen our publicitythere.

The Mayor, the local MP, andMiss Ramsgate all made speechesin Esperanto at the SolenaMalfermo, which I think demon-strates a favourable attitude toour cause, and it is reasonablesupposition that they will havecarried away with them a posi-tive impression.

Some fifty members of thegeneral public were present atthe Saturday night entertainmentand were exposed to songs inEsperanto. Unfortunately, thefigures for attendance at thepublic lesson did not match this,but were not negligible.

The Congress Forum achievedsome 35,000 page views, andnumerous postings at Lernu.net,and mass mailings to registrantsat that site would have had highreadership.

All of these results must haveserved to put Esperanto beforethe general public and those newto Esperanto.

But did we have a reasonableproportion of novbakitoj amongthe participants of the Congress?Most certainly not.

We must achieve a betterbalance in future congresses. It isnot enough to have the same oldcrowd turn up. Our congressesmust be more than a worksouting for the faithful. Thisinbred aspect of congresses inthis country is in my viewpositively harmful.

Whether this cliquish aspectof our British congresses of lateexplains the catastrophic declinein attendance that has been seenover recent years, compared withearlier periods, or whethercongresses are themselves nolonger in tune with the Zeitgeist,I couldn’t say. But I have mysuspicions.

Each day the players receivea maximum of three questionsabout Esperanto (which varyat random): one each on thelanguage, culture and movement.Only those who correctly answerat least one of the first twoquestions may choose to eitherstop there or continue playingwith the chance to double theirpoints or lose them all. If theplayer correctly answers the thirdquestion, his or her points will bedoubled – but if the playeranswers incorrectly, he or she willlose all points scored that day!

Points accumulate through-out the month, and at the endof the month the winners canchoose from among severalprizes. There is an additionalprize for the winner for thewhole year. Prizes are providedmainly by the Edukado.netFoundation. However, manyassociations, publishers andauthors have offered their worksas well.

Number of registered usersshot past 3,000Risko has already aroused greatinterest: the game’s popularityhas greatly increased traffic atedukado.net, and has increasedthe number of the site’s users. Infact, soon after an announce-ment about the game went out tolernu.net users, the number ofregistered users shot past 3,000!

The game was designed byKatalin Kovats, editor ofedukado.net, and the 1,200questions were written andentered by her and her Danishcolleague Rude Andersen. Thequestions are often not easy:quotes, pairing of authors withtheir works, dates and events,word definitions, song recogni-tion, mispronounced phonemes,etc.

The principal aim of thisgame, however, is not justamusement with interestingprizes, but is rather an educa-

tional activity. Indeed, at the endof each day every player (whochooses this service) receives ane-mail message detailing his orher scored points and the incor-rectly answered questions of theday (but without the answer).The player must then researchthe answer to the question inorder to answer correctly if thequestion comes up again.

Marin was born in Belgiuminto a well-to-do family,

and in his youth he became ananarchist and a ferocious de-fender of Esperanto, teaching theinternational tongue in ananarchist colony in his home-land. Marin fled to England in1914 to avoid military service,and joined the anarchist-Tolstoyan Whiteway Colony nearGloucestershire where he liveduntil his death – when he wasnot on his travels.

In 1928 Marin undertook ajourney around the world,initially by bicycle. His tripthrough Europe, East Africa,India (where he met Gandhi),Sumatra and China was to lastten years. He stopped his un-planned travels to mingle withlocal people in order to learnhow they lived. He accumulateda mass of ethnological and

sociological information, re-corded in many handwrittennotebooks which are unfortu-nately still unpublished. Marin’s(non-Esperanto) papers aredispersed between the ImperialCollege Science Museum Libraryin London, and the InternationalInstitute of Social History (IISH),in Amsterdam.

Remarkably little is availableabout or by this remarkable manin English or Esperanto. He ismentioned in some historicEsperanto magazines but most ofthese have not been scanned andare unavailable to today’s readers.

I have had the pleasure overrecent months of leafing throughsome of Marin’s accounts of histravels. He was a keen observerand provides great details ofwhat he saw and heard. He livedin, for example, an Arab tent, ina hut made of leaves, in a mud

hut, and, in Sumatra, in a bam-boo hut in a tree. His means oftransport were equally varied. Inaddition to the bicycle, which hebought for £3, then sold atAswan, he travelled by camel, onan ox-cart, and by lorry, oftenonly enquiring where the vehiclewas going after he was picked up,if he knew the local language.

In Sudan, Marin taughtEsperanto to a group of tenstudents in Omdurman, butwhen the government in Khar-toum heard about the course, hewas refused permission to carryon.

In Addis Ababa he met aCzech Esperantist called KarloBudvik. The two men each knewseveral languages, but Esperantowas the only one they had incommon. Esperanto was ofoccasional use to him at a timewhen the language was littleknown. He met a man calledDivekar in Bombay, and MihirKumar Sinha, whom this authorbelieves to have been a brotherof the more famous SinhaLakshmiswar (1905–77). On theisland of Java in 1934 he metLiem Tjong Hie, who had pro-duced the first Esperanto bookletin Malay in 1933. In China hewas the first white man to havespoken to Chen Tan in Espe-ranto.

Before setting off on his longjourney in 1928, Marin appliedfor a visa allowing him to visitthe British protectorate ofSomaliland. The file on hisapplication in the NationalArchives at Kew is revealing. Itshould be remembered thatEsperanto was regarded withsuspicion at that time. One notesays, ”I don’t think that we oughtto approach the RAI [RoyalAnthropological Institute] at thistime; nothing they could saywould make him a desirableimmigrant!”. A further notesuggests that “the presence of anisolated anthropologist amongthe excitable tribes of the Protec-

torate may prove an embarrass-ment to the local government”,adding that “Missionaries areforbidden in Somaliland on thesame grounds”.

The local Gloucestershirepolice and MI5 expressed clearviews. The Colony (Whiteway) isdescribed as “a settlement ofcranks, socialists and commu-nists…” We learn in the policereport that “Marin … has anincome of about £4 per weekwhich is derived from his moth-er’s estate”.

In response to a refusal by thePassport Office, on the advice ofthe Colonial Office, to grant hima visa, Marin wrote that heunderstood the decision “in viewof my pacifist attitude during the(first) war. I should be extremelysorry if these views and theopinions of my youth were tostand in the way of my carryingout the scientific work for whichI have been preparing for thepast few years”. He goes on towrite that, “If some of my viewscould be considered unorthodox,I can certainly not be suspectedof having any sympathies withbolshevism or with any otherrevolutionary movement.”

Twenty years later Marinapplied for naturalisation, whichwas granted, giving him in 1948“to all intents and purposes thestatus of a natural-born Britishsubject”. Marin, the anarchistwho in his youth had believed in“neither God nor master” hadsworn an oath of allegiance “byAlmighty God that I will befaithful to His Majesty, KingGeorge the Sixth, His Heirs andSuccessors, according to law”.

When I met Gassy Marin inthe summer of 1969 on a camp-site near Helsinki, he was unoffi-cially attending the UniversalaKongreso there. He was not aregistered congress member, butalong with a small group whowere with him, was benefitingfrom the international contactspossible when large numbers of

Texts of Esperanto songsnow on-lineSinging in Esperanto remains a feature of all sorts of inter-

national meetings, although there has been less communalsinging in British Esperanto circles in recent years. A good collec-tion of songs, compiled by Mary Larrad and John Brownlee, waspublished by the then British Esperanto Association about fortyyears ago, but is now hard to find.

The texts of over 3,000 songs, with some music, can now befound on-line. Some of them are original Esperanto songs, butmany are translations. The compilation at http://kantaro.ikso.net/is of necessity incomplete, but it does include such favourites asFeliça vagemul’, Venecia gondolkanteto, the work of ClarenceBicknell, Dek boteloj, the work of Harry Holmes, Iu, iu, iu withlively words by Raymond Schwartz, a song which I have heard inat least half a dozen countries, and Harrison Hill’s La fluanta tajdo.

The translators of Londonaj stratoj are not named, but I believethem to be Ian Carter (Jano), Peter Weatherby and Frances Sly.

Missing is Sur monto sen çapel’, a version by J.C. Wells of OnIlkla Moor baht ’at.

This compilation is largely the work of Russian Aleksej (Ljoa)Kuznecov, who appeals for help in finding some missing sets ofwords.
