New offers submitted under MAS solicitation awarded began January 2020.

GSA is updating systems (eLibrary, eBuy, etc.) to show new SINs in January 2020. In July 2020, only the new MAS SINs will show in the systems.

MAS PMO issued mass modification to all existing MAS contractors in January 2020.

Next Steps in Phase 2

Applies only to contractors that currently have more than one MAS contract. Phase 3 begins as soon as the contractor accepts the mass modification on each contract.

This phase may take up to several years, depending on the number of contracts, open BPAs, etc. - the contractor controls the process and the timing of consolidation actions.

Contractors will be asked to create a plan and schedule for selecting a “survivor” MAS contract and closing the others.

● Only SINs 541990 (Identity Protection Services) and 562112 (Hazardous Waste Disposal) have additional attachments guidance.

● Be sure to read the Category Attachment to verify all other requirements!

The Category Attachment document has additional SIN-specific requirements that offerors need to pay attention to. For example, SIN 541211 (Auditing Services) requires offerors to submit a list of states, territories, and foreign countries in which it has a CPA license and a copy of its most recently completed peer review report. These attachments aren’t listed here because there isn’t a specific template to follow.

Frequently Asked QuestionsAbout the MAS Solicitation

Question: Have the offer submission requirements entirely changed from what was in the PSS solicitation?

Answer: For the most part, the requirements from the PSS solicitation are unchanged for offers submitting professional services under MAS. One big change: past performance - there are now multiple ways to demonstrate past performance than just the ORI report. SCP-FSS-001 has all the requirements new offerors must follow.

Question: If a company still tries to access PSS solicitation through eLibrary will it work?

Answer: Yes. The PSS solicitation is still showing in eLibrary and FBO and will continue to be there until all offers submitted under it are completed. HOWEVER - if an offeror goes to eOffer, the ONLY solicitation that will be available to select is the new MAS solicitation. There will be a note on FBO and a banner on the eOffer website advising offerors the PSS solicitation is closed to new offers.

Question: Will GSA eOffer be updated to provide offerors more guidance on completing a new MAS offer?

Answer: Yes. The eOffer/eMod Help Center has been updated to show the new large categories/subcategories/SINs and document upload procedures.

Question: When will GSA eLibrary and GSA eBuy be updated to show the new MAS SINs? Answer:

Answer: In January 2020. After the mass mod was issued and contractors begin accepting it, their contracts will be showing under the new MAS SINs and not their previous SINs. in GSA eBuy there will be a mapping between the old SINs and new SINs so contractors holding old or new will get the notice.

Question: When do the other Schedules go away?

Answer: The other Schedules will no longer be visible in GSA eBuy and GSA eLibrary after the mass modification acceptance period ends - July 2020. The legacy solicitations will be archived in FBO once all the offers submitted under them are completed/awarded.

Question: People are confused about the new MAS solicitation vs. existing contracts. For example, when someone says they have an IT Schedule 70 contract, is that correct?

Answer: No contracts were awarded under the new MAS solicitation in January 2020, and until the mass modification was issued in January 2020, all the existing contracts reflect the original Schedule under which they were awarded (IT 70, 03FAC, 738X, PSS, etc.). It is business as usual under the Schedules until January 2020.

Question: Are the Springboard and FAStLane programs still in effect for firms submitting under the Information Technology (IT) Category/SINs?

Answer: These programs are still advertised on the MAS Roadmap. There are hyperlinks to each program in the applicable section. gsa.gov/masroap
