Messageof the presidentAs last month’s events in Hamburg and Madrid once more amply

demonstrated, the finals of UEFA’s club competitions never fail to stir extraordinarypassions and underline the exceptional commitment of the fans to their teams. As fleeting as these wonderful finals are, year after year they produce moments ofunforgettable brilliance and glittering performances from the stars that contribute another golden thread to football’s rich and enduring tapestry.

UEFA’s role is to do everything to ensure that, collectively, these annualevents form part of a continuous whole; in other words, that they help to promotethe long-term stability and well-being of European club football.

The months leading up to the FIFA World Cup in South Africa have been exceptionally busy for European football. We have enjoyed the finals of the major European club competitions – including the first ever UEFA Women’s ChampionsLeague – as well as various youth tournaments and, of course, we have seen theFrench Football Federation chosen to host EURO 2016. However, amid all this activity,there is one event that gives me particular satisfaction: the Executive Committee’sadoption of new club licensing regulations, which enshrine the principles of financialfair play. In my view, this is a significant step towards helping clubs to live within their means and, at the same time, safeguarding the future of our competitions.What I find especially gratifying is that these regulations were not imposed on theclubs from above; rather the clubs have been fully involved in developing them and have wholeheartedly embraced the principles of financial fair play.

It cannot be reiterated enough that it is only by working together for the good of football as a whole that we can ensure the enduring success of thegame. The adoption of these regulations may only be a start, but it is definitely a fundamental step towards achieving that goal.

SATURDAY PAVED THE WAY FOR A LOT OF SPIN-OFF BENEFITS, TAKING THE SHAPE

OF A VAST FAN OF EVENTS THAT OPENED UP IN THE MADRID SUNSHINE

AS PRELUDES TO THE MATCH WHICH ADJUDICATED THE EUROPEAN CROWN.

There was so much to organ-ise that, when calendars were beingflipped from Thursday 6 to Friday 7May, work started at half past midnighton the construction of the vast Cham-pions Festival in Madrid’s famous Parque del Retiro. It laid the founda-tions for an enormous football fiestawhich threw its doors open a week before the UEFA Champions League final and carried on until the Inter fanswere dancing through the streets of the Spanish capital in celebration ofa long-awaited victory.

The week-long festivitiesadded up to the most intensive event

ever organised by UEFA in conjunctionwith a club competition final – andheartfelt thanks are due to the SpanishFA, the cities of Madrid and Getafe,and all the other authorities whichhelped to usher the concept from thedrawing board into reality. The mainobjective was in line with the decisionto move the final to the weekend –that of opening the event to an evengreater public, especially children andfamily groups.

Objective achievedIn retrospect, there can be

no doubt that UEFA’s objective was

achieved. It takes something special to make a visual impact on a majorcapital like Madrid. But the Spaniards’innate passion for the game was supplemented by 1,520 flags, almost athousand giant posters, 260 billboards,40 huge promotional columns, five fully branded buses and all sorts of visual welcoming messages at all theterminals of Barajas airport. As a result, the city seemed to be living andbreathing a real UEFA ChampionsLeague atmosphere.

Especially at the ChampionsFestival. It covered an area fractionallyshort of 10,000 square metres and, at peak times during the week-longrun-up to the final, the area waspacked to its capacity of just under6,000 visitors. The Champions Leaguesponsors matched UEFA’s enthusiasmin reaching out to as wide a public as possible and the result was a pro-gramme which had something foreveryone – from the kids to the grand-

dads. The Theatre of Champions, theMuseum of Champions and the trophyitself were crowd-pullers for fans whoreally wanted to get inside the compe-tition and its history. And the sponsorsset up a great variety of features wherevisitors could test their special skills –from ball-juggling to the speed of theirshots at goal.

Champions FestivalThe pitches at the Champions

Festival were put to optimal use. SpecialOlympic games were staged, along

with matches and competitionsarranged under the Red Deporte(Sport Network) banner, aiming to usethe pulling power of football to helpdeveloping nations and to promote social integration. Throughout theweek, the UEFA Young ChampionsTournament offered footballing oppor-tunities to boys and girls in the 10-16age bracket, with the final games and the award ceremony bringing thefive-a-side competition to a close atlunchtime on the day of the big final.A series of skills clinics allowed theyoung – and not so young – to learnfrom the likes of Michael Laudrup, Fernando Hierro, Bebeto, Steve McManaman, Christian Karembeu, Brian Laudrup and Lars Høgh. Andwhenever there was a lull in the activities, the pitches were made avail-able to anyone who fancied playing abit of spontaneous football.

“We loved being part of theChampions Festival, coaching the kidsand joining in the games with them,”Laudrup and McManaman agreed afterwards. “It was great to see so manyhappy faces everywhere and this eventallowed UEFA to live up to what foot-ball really is: the people’s game.”

All-star matchThe climax on the main pitch

was an Ultimate Champions Match in which the all-star team sheet read:Vítor Baía, Couto, Karembeu, Scifo,

Therewill be a round-up of the events stagedacross Europe in the next GrassrootsNewsletter, along with news about the bestleader, best project and best club grass-roots awards which went to OleksandrKadenko (Ukraine), Open Fun FootballSchools (Moldova) and FC Amatar (Belarus) respectively. But, at the sametime, there was a lot happening in Madrid.

In the Spanish capital, Grass-roots Day kicked off with a press confer-ence where UEFA’s general secretary, Gianni Infantino, and technical director,Andy Roxburgh, teamed up with RaúlGonzález, Fernando Hierro and Luís Figoto underline the social values of grass-roots football and the importance of linking it to the peak of the footballingpyramid by attaching activities to majorevents such as the UEFA ChampionsLeague final.

“Not everybody is able to make it to the top and very few get toplay for their dream club,” Real Madridstar Raúl commented. “So those of uswho do need to be aware that our performances, our gestures and ourstatements can influence many, manypeople. Kids are obsessed with footballand they will imitate everything – even a hairstyle! So the important thing is to transmit messages that can help toshape them as persons.”

Laudrup, McManaman, Altobelli, Elber and Bebeto. At the last count,the side coached by Paul Breitnerseemed to have been beaten 19-15by the Spanish all-stars. But nobodyseemed to be particularly botheredabout the scoreline…

On the other hand, there wasgreater concern about the outcome ofthe first-ever UEFA Champions LeagueUnder-18 Challenge, which provideda fitting footballing finale to the first-ever UEFA Grassroots Day stagedon Wednesday 19 May.

Pan-European Grassroots DayIt was a genuinely pan-Euro-

pean event which triggered all sorts of grassroots activities throughoutUEFA’s member associations. In Ger-many, for example, around 140,000players of all ages, shapes and sizesenjoyed some football on almost all

“I started playing in the streetand on dirt pitches with two stones forgoalposts,” recalled Fernando Hierro,the former Real Madrid and Spain defender who is now the national asso -ciation’s technical director. “Streetfootball is difficult these days, so it isour duty to lay the foundations forgrassroots football to flourish and toencourage the clubs to help youngboys and girls to enjoy football and toshape them for their roles in society.”

“When it comes to develop-ment, education and personality, foot-ball can really give you something for the future,” added Luís Figo, whohad travelled to Madrid as a memberof the FC Internazionale Milano expedition and, like Raúl, is a long-time supporter of UEFA’s grassroots projects.“People probably don’t realise howmuch Inter do in terms of attractingkids – many of them from difficultbackgrounds in under-developedcountries – to soccer camps and offer-ing them the chance of a better future.Not just those who have talent, buteverybody. I think this is a fundamentalconcept and one that we should allidentify with.”

Gianni Infantino summed up the Champions Week activities inMadrid by saying: “It’s about football,passion and magic. It’s all the things

we love about football.” And thosewords were translated into the inter-national language of football within amatter of hours. On the main pitch at the Champions Festival, teams ofschool players from the outlying dis-trict of Majadahonda played grass-roots football under the guidance ofChelsea FC’s former international full-back Graeme Le Saux – and then had even more stars in their eyes whengiven the chance to meet Zinédine Zidane.

The former European andworld champion had been invited toMadrid to play a role in the adidas Ultimate Search project and, afterteams from Japan, South Korea andFC Bayern München had played eachother, Zidane took to the field as amember of a combined European andAsian side that took on the Under-15sfrom Real Madrid CF – a team whichincluded his own son! Gianni Infanti-no’s words were reflected by the im-ages of happiness as the youngstersshook hands with their idol and, aftera few minutes when they were tooshy to pass him the ball, to benefit

from his footballing magic and post awin for the ‘visiting’ team.

Under-18 ChallengeAs we mentioned earlier,

UEFA Grassroots Day was rounded offby the first UEFA Champions LeagueUnder-18 Challenge, involving theyouth teams of the clubs in the adultfinal. At the Estadio Alfredo Di Stéfanoin Real Madrid’s football complex inValdebebas, FC Internazionale Milanogot off to a flying start when DenisAlibec put them ahead within twominutes. FC Bayern München pro-ceeded to dominate possession andpush the Italians onto the back footbut, despite striking the woodwork,were unable to hit the Italian net.During the second half, when theGermans were knocking hard at theInter door, the Italians delivered a fastcounterpunch, with Denis Alibec seal-ing the 2-0 win. It was an omen for thegrand finale at the Estadio SantiagoBernabéu, which provided a spectacu-lar climax to a week of intense activityat the base and the peak of the foot-balling pyramid.

The fact that 1. FFC TurbinePotsdam completed a hat-trick of victo-ries by three different German clubs inthe last three seasons to make it six German wins in nine UEFA Women’sCup / Champions League finals suggeststhat the French cliché plus ça change,plus c’est la même chose might be ap-propriate. But, whereas past victorieshad often been by handsome margins,the German women were made to

fight every millimetre of the way byOlympique Lyonnais, the first French sideto reach the final of this competition.

Intensive commitmentFeaturing 18 players who had

But thePotsdam coach, Bernd Schröder, wasdismayed to see his team make a shakystart against the French debutantes. This presented match balls toAmandine Henry and Isobell Herlovsen.But both had their spot kicks saved by Anna Felicitas Sarholz – and thepsychological pendulum had swung in Potsdam’s direction. After the twogoalkeepers had beaten each otherfrom the spot, the decisive momentcame when the well-struck penalty by Elodie Thomis came back from thecrossbar. 1. The end of a long waitFC INTERNAZIONALE MILANO HAD TO GO BACK 45 YEARS FOR THEIR PREVIOUS

TRIUMPH IN EUROPE’S PREMIER CLUB COMPETITION. THEIR LONG WAIT CAME TO

AN END IN MADRID LAST MONTH, AS THE ITALIANS DEFEATED FC BAYERN MÜNCHEN

2-0 IN THE FINAL OF THE 18TH UEFA CHAMPIONS LEAGUE.

Bayern did come close to findinga response at the start of the second half,but Internazionale’s impeccable custodianproduced a reflex save to deny ThomasMüller, and in the 66th minute he thwarted a fine effort from Arjen Robben.When Milito, this time put through bySamuel Eto’o, breached the Bayern defence to score his and Inter’s secondgoal in the 70th minute, even the Ger-man supporters were forced to acknowl-edge that the trophy was beyond theirside. There will not be too many sourgrapes in Bavaria though, since under theguidance of Louis van Gaal, Bayern hadthemselves already claimed two trophies

– the German Cup and the Bundesligatitle – by the time they had arrived atthe Bernabéu.

A glorious past rekindledBetween them, Italian and

German clubs have made 40 final appearances in the champions’ compe-tition: 26 for Italy (six different clubs)and 14 for Germany (again representedby six clubs). However, this year’s finalwas only the third ever Italian-Germanaffair. The previous two had both beenwon by the Germans (Hamburger SV and BV Borussia Dortmund, in eachcase against Juventus), so Internazionalearrived in Madrid needing to reverse the trend if they were to recapture their glory days. A lot has changedsince their last triumph in this competi-tion. The team that won the 1965 final featured just three foreign players; this year, by contrast, theNeroazzurri only had one Italian –Marco Materazzi – and he was restrictedto a cameo from the bench in the dying moments.

Italian clubs have now equalledSpain’s record of 12 European ChampionClubs’ Cup/UEFA Champions League titles. Internazionale account for threeof those, having also won the trophy in1964 and 1965; in addition, they boastthree UEFA Cup triumphs (1991, 1994and 1998) and two European/SouthAmerican Cups (1964 and 1965).

Coached by José Mourinho, who becomes only the third man to winthe trophy with two different clubs – after Ernst Happel and Ottmar Hitzfeld –Internazionale capped an exceptional season in which they also won the ItalianCup and the Serie A title. Disciplined and organised That Inter were worthy winners

in Madrid is beyond dispute, even if thestatistical buffs might point to the factthat Bayern enjoyed far more possession.Disciplined and organised, the Italianscarved out their victory using an effectivebrand of simple and direct football. Theirfirst goal, scored by the superlative DiegoMilito, was a perfect example: following a long clearance by keeper Julio Cesar,Milito exchanged passes with WesleySneijder before delivering a clinical finishthat left the Bavarians with the formidabletask of having to break down a well organised and compact Italian defence.

“Enjoy the moment, be coura-geous, and pursue your dream.” Thosewere the key messages delivered tothe Club Atlético de Madrid players bytheir coach, Quique Sánchez Flores,before they ran into the Hamburg Arena to dispute the first ever UEFAEuropa League final. It wasn’t far shortof midnight when the colchoneros(the mattress-makers) made their wayup into the stand to receive the goldmedals which offered tangible proofthat the dream had been successfullypursued.

A long waitIt was a moment of such his-

toric significance that the Atlético cap-tain, Antonio López, was in no hurry tolift the trophy when it was presented tohim by UEFA’s president, Michel Platini.Instead he planted a kiss on the silver-ware before raising it towards theHamburg sky and ending 48 long yearsof waiting. In 1962, Atlético had wonthe European Cup Winners’ Cup.

The success tasted as sweet inMadrid as it did in Hamburg. For thefirst time since the club notched a Ligaand Copa del Rey double in 1996, themattress-makers’ fans could legitimatelystay away from their beds to party theirway through the night at the NeptuneFountain, the traditional backdrop toAtlético’s celebrations.

However, Atlético’s pursuit ofthe continental dream had been hardwork. It’s all too easy to focus on the joyof the winners and sweep the merits ofthe silver medallists under the red carpet.In Hamburg, Fulham FC wore the man-tle of underdogs, just as they had donein encounters with previous winners of European titles (Shakhtar Donetsk,Juventus FC, Hamburger SV) on the wayto the London club’s first ever final.

The big game in Hamburg wasthe 19th in an arduous campaign whichhad begun almost 10 months earlier in the qualifying rounds and which hadinvolved 31,000 kilometres of travelling.

Enthralling contestThe players of both sides

added a few more in the Hamburg Arena, totalling over 300 kilometresduring two hours of entertaining end-to-end football which provided aspectacular finale to an exhilarating firstseason in the newly born competition.Although Atlético enjoyed more posses-sion, it would be wrong to label the final as a clash of footballing cultures.The two formations mirrored each other,they played the same number of longpasses and Fulham made more shortpasses than their Spanish opponents.The result was an enthralling contestwhich seemed to have tilted in Atlético’sfavour with Diego Forlán’s first-halfgoal, only for Simon Davies to equaliseand, as Quique Sánchez Flores admittedafterwards, “change the complexion ofthe game because, once we had goneahead, I felt we could extend our advan-tage through counter-attacking”.

In the othersemi-final, two goals by striker ConnorWickham were a reward for England’simpressive first half. France’s second-half revival yielded a goal by Paul Pogba –which proved insufficient.

In the final, played on a wetpitch in Vaduz and watched by Spain’ssenior World Cup squad, England againrebounded from a one-goal deficit towin 2-1 and lift the Under-17 trophy forthe first time. “It was a fantastic game,”commented John Peacock, “with gooddefending, excellent attacking play anda lot of commitment from both sides.”“England were strong in defence,”agreed Spain’s coach Ginés Meléndez,

The French will be further en-couraged by the fact that the reigningchampions, Ukraine, won the title onhome soil last year. However, they certainlycannot expect an easy ride. The other seven teams featuring in Normandy –England, Austria and the Netherlands in Group A with France; Croatia, Italy,Portugal, Spain in Group B – representthe cream of European football at U19level. Francis Smerecki, France’s coach, is expecting a hard-fought competition.“This will be a very big test, and the competition will be very stiff,” he said.

European U19 Championship final rounds frequently feature the starsof the future. Italian pair Gianluigi Buffonand Andrea Pirlo, Czech goalkeeper PetrCech, and Portuguese duo Luis Figo and

Cristiano Ronaldo are just a few of the players who have graced the tour-nament over the years.

Like the other seven partici-pants, the French will not only be look-ing to lift the trophy but also to secure a berth at the FIFA U-20 World Cup,which is due to take place in Colombianext year. The top six teams in Normandywill qualify automatically. “If we shootfor the moon and miss, we can stillcatch a star,” the French coach said.

A tale of five townsFrance was recently chosen to

host UEFA EURO 2016, so the U19 tour-nament also provides the ideal oppor-tunity for the country to demonstrate itsorganisational prowess. In 2009, Nor-mandy hosted one of the European U19Championship elite round groups, so itwas the natural choice when the FrenchFootball Federation (FFF) had to select a host region for this year’s final tourna-ment. The matches will be spread acrossfive towns: Caen, Mondeville, Flers,Saint-Lô and Bayeux. The openingmatch and the final, along with one ofthe semi-finals, will take place in Caen’s21,250-capacity stadium.

The FFF and the regional league of Normandy have recruitedsome 1,000 volunteers to help with theorganisation. They will be involved inevery aspect of the event, from accom-modation, giving directions and stew-arding, to hospitality, media support, accreditation, communications, ticket-ing, transport, parking and general support services, to name but some.Every last detail of the organisation hasbeen painstakingly prepared in cooper -ation with UEFA.

Christian Teinturier, the chairmanof the tournament steering committeeand vice-president of the FFF, is confidentthat the whole event will be a great suc-cess. “Normandy is a real football heart-land. It has all of the infrastructure and facilities needed to organise an event onthis scale and ensure a true carnival offootball, staged in the spirit of respectand friendship. Our aim is to ensure thatevery aspect of the event is organised as professionally as possible.”

The organisers hope to attractsome 60,000 fans to the stadiums overthe course of the 15-match tournament.The prospect of seeing the best youngtalents from the strongest teams in Europe should certainly ensure thatthere is no shortage of interest.

The final tournament of the European Women’s Under-19 Champi-onship, from 24 May to 5 June, was thefirst to be staged in the former YugoslavRepublic of Macedonia, where women’sfootball is fighting to gain a strongerfoothold. The event was impeccably organised, using three venues in thecapital, Skopje, and one in nearby Kumanovo. A cumulative attendance of 25,850 – the second-highest in the history of the competition – was regarded as highly positive recompense.On the day of the final, grassroots activ-ities were organised near the stadium,involving children from all over thecountry. For the host team, the tourna-ment represented an important gradienton the learning curve and, despite threedefeats, the team’s performance pal -pably improved from game to game.

Bouncing back from defeatThe same could be said for

France. Their presence in the final hadseemed unlikely when Jean-Michel Degrange’s team opened with a 2-0 defeat against the Netherlands. Theybounced back with a hard-fought, nervyvictory against Spain and then put sixgoals past the hosts to secure a semi-final place. It was hard on Angel Vilda’sSpanish team who, without key players,had produced attractive football buthadn’t found a knockout punch.

In the other group, Scotlandfaced three former champions. Beaten

by England and Germany, they foughtback from 3-1 down in their last matchto draw with an Italian side which wasalso on the way home after two defeats– the second despite leading England 1-0 until three minutes from time. Theresults allowed Germany and England to rest players when they met in the final game, with a 2-1 win giving theGermans top place.

Group winners eliminatedIt turned out to be a poisoned

chalice. In the semi-finals, both groupwinners were eliminated in penaltyshoot-outs. The Dutch, having won allthree group matches, were particularlyaggrieved to go home undefeated andwithout conceding a goal. But after 120goalless minutes and one wayward shotin the shoot-out, their coach Hesterinede Reus admitted “we defended well butEngland were just a bit better than we

were”. It was the same story in Kumanovo, where one missed penaltyspelled a rare German defeat after a resolute French team had earned a 1-1 draw.

The same degree of resolutionwas required in the final against an English team which, after pressing hard,playing attractive combination movesand, taking the lead, seemed to be ontrack for a successful defence of the title.But two self-inflicted wounds proved fatal. Firstly, Lucia Bronze’s pass bouncednicely off Rose Lavaud’s legs for theFrench winger to run through andequalise. And, secondly, ten minutes intothe second half, English goalkeeper Rebecca Spencer, impressive throughoutthe tournament, played the ball acrossthe area for Pauline Crammer to acceptthe gift and clinch the title.

THE BEST REFEREES ARE HIGHLY PRIZED. ALWAYS IN GREAT DEMAND IN THEIR DOMESTIC LEAGUES, ESPECIALLY AT THE END OF

THE SEASON, WHEN THE STAKES ARE HIGHEST, THEY ALSO TAKE CHARGE OF NUMEROUS UEFA AND FIFA FIXTURES. IN SHORT,

FOR MOST OF THE YEAR, THE LIFE OF A TOP REFEREE IS NON-STOP.

Referees are constantly trav elling, and in large countries likeSpain, even their domestic commit-ments mean a large amount of timespent on the road. On top of that,they have to train. This never-endingcycle of matches, travel and trainingrequires a huge investment of time.Professor Werner Helsen, head of themotor learning laboratory in the faculty of physical education andphysiotherapy at Leuven Catholic Uni-versity in Belgium, has been trainingUEFA referees for the last ten years.Every fortnight, they send him theirtraining logs and cardiogram read-outs. Based on this information, he isable to tailor their individual trainingprogrammes, checking to see whethera particular referee’s training scheduleis sufficiently demanding or, in con-trast, too exerting, and whether thereis enough variety in their sessions, etc.Looking back over schedules for thepast two and a half years, ProfessorHelsen is able to measure the scale ofthe sacrifices that referees and assis-tant referees have to accept. Take, forexample, the January–April schedulesof the 13 European match official trios

appointed to officiate at the WorldCup: between them they officiated at four matches for FIFA, 22 for UEFAand 116 domestic fixtures. On aver-age, each of them had three matchesa month, devoting a total of 212.2hours (53 hours a week) to refereeing.Travel – often across several timezones – accounted for 188.7 of those212.2 hours, while 23.4 hours amonth were spent training. For Werner Helsen, each day a referee isaway from home is logged as 24hours (1,440 minutes), since refereesfocus on nothing but their refereeingduties when they are on the road.Normally, however, they have to com-bine their refereeing commitmentswith another job. “Some referees decide to sacrifice their jobs. They arealso away a lot, which means theyhave no family life.”

Since EURO 2000, the firsttournament at which referees lived together as a team – like the players,sharing the same hotel and trainingtogether – the number of matches hasincreased, as has the tempo of thefootball itself. “If you take change ofpace, which is the most tiring thing:

two years ago, referees had to changepace every seven seconds. Nowadays,a referee changes pace every four seconds.”

Optimising performanceThe challenge facing Werner

Helsen and his team is three-fold:how to optimise referee performance,how to prevent injuries and how tocope with the demands of an over-loaded schedule. “We stay in touchwith the referee committees whichare responsible for allocating matches,to help ensure that they go easier oncertain referees at particular times.Our programmes are customised; theyare adapted to the condition of thereferee. When a referee has had a lotof matches and travel, we place theemphasis on recuperation.”

Werner Helsen has devel -oped a points system that enableshim to measure recuperation. Each different element is awarded a scorethat enables the physical and mentalstate of the referee to be gauged.

Nutrition (10 points): numberof meals, portions of fruit eaten duringthe day, drinks.

Sleep (4): at night but also asiesta.

Relaxation (3): general well-being, muscular and mental relaxationafter training; passive recovery, whichmight involve a session in the saunaor the Jacuzzi, or time spent with thefamily.

However, everythingwent brilliantly. They all came throughthe tests injury-free. Better still, since2008, all of the parameters have beenimproving, both in terms of speed (especially important for

UEFA and FIFA, Werner Helsen has created a website (www.topsportlab.com) which provides a similarservice to that offeredto referees. The site,which is used by alarge number ofsports organisations,including Belgianfootball clubs Ander-lecht and Club Bruges,offers an interactive service to athletes and clubs, who can inputdata from their matches and train-ing sessions. This data, when com-bined with the results from an initial set of tests, enable the com-puter programme to generate recommendations and individualtraining programmes designed tooptimise performance and preventinjuries. A set of algorithms, devised using the results of testsconducted since 2003, determinethe exact risk of injury to the ath-lete, highlighting the areas at riskin colour on front and back dia-grams of the human body. Basedon the results obtained, the sitewill suggest preventative exercisesand recommend an optimal work-load. Each user is issued with apassword and his details are keptconfidential, but all results arecompared by the system in orderto identify any anomalies, and also to motivate the athlete byshowing him how his performancecompares with the average.

ON 27 AND 28 MAY, THE EXECUTIVE COMMITTEE CONVENED FOR ITS THIRD MEETING

OF THE YEAR, CHAIRED BY MICHEL PLATINI. THE MEETING WAS DIVIDED INTO TWO

PARTS: THE FIRST SESSION, WHICH TOOK PLACE AT UEFA HEADQUARTERS IN NYON,

WAS DEVOTED TO CURRENT ISSUES IN EUROPEAN FOOTBALL; THE SECOND, AT THE

ESPACE HIPPOMÈNE IN GENEVA, CULMINATED WITH THE APPOINTMENT OF THE

FRENCH FOOTBALL FEDERATION (FFF) TO HOST EURO 2016.

The main focus of the first ses-sion was financial fair play in UEFA clubcompetitions. The Executive Committeewas asked to approve the new UEFA ClubLicensing and Financial Fair Play Regula-tions, which introduce the concept of financial fair play, the cornerstone ofwhich is that clubs must not spend morethan they earn. The new regulations,which, including annexes, run to almost100 pages, were unanimously approvedand, with the exception of certain arti-cles, came into force on 1 June. The sup-porter liaison officer requirements andthe enhanced provisions on overduepayables and certain financial informationwill be applied from 1 June 2011, while

the club monitoring requirements (Article 57) and the break-even require-ment (Articles 58 to 63) will enter intoforce for the financial statements of thereporting period ending in 2012.

As Michel Platini explained, these regulations have been introduced“not to punish clubs, but to help them”.That view was echoed by Karl-HeinzRummenigge, chairman of the EuropeanClub Association (ECA), who was presentfor this part of the Executive Committeemeeting. Mr Rummenigge confirmed thatfootball clubs fully supported the princi-ples of financial fair play and he notedthe fantastic collaboration between UEFAand the ECA in this area.

Referee experiment extendedDuring its meeting on 18 May,

the International Football AssociationBoard (IFAB) agreed to extend the experimental use of two additional assistant referees, as seen in the UEFAEuropa League, for a further twoyears. The IFAB, which is responsiblefor the Laws of the Game, invited allof the confederations and national associations concerned to proposecompetitions in which they wished totrial the use of these additional matchofficials. With a view to extending theexperiment in Europe, the ExecutiveCommittee proposed that additionalassistant referees be used in the UEFAChampions League from the play-offsonwards, in the UEFA Europa Leaguefrom the group stage onwards, in theUEFA Super Cup, and in the 2010-12European Football Championship qualifiers and final round.

New regulations adopted or amended

A regular item on the agendaof the Executive Committee is anoverview of the activities of the variousUEFA committees, presented by theirchairmen.

The Executive Committee approved the regulations of the follow -ing competitions:

• 2010/11 European Under-19 Championship

• 2010/11 European Under-17 Championship

• 2010/11 European Women’s Under-19 Championship

• 2010/11 European Women’s Under-17 Championship

• 2011/12 European Futsal Championship

It also decided to amend para-graph 7.07 of the 2010-12 EuropeanFootball Championship regulations:the four seeded teams in the qualifica-tion play-offs will no longer automati-cally play their second leg at home; instead there will be a draw to decidethe order of the two legs.

the Executive Committee decided to move the start of the final tournamentin Denmark forward by a day (to 11 June instead of 12 June), in orderto give the participating teams an extra rest day. In addition, the proce-dure for the draw for the seven play-off matches was agreed. The seededteams will be the seven group winnerswith the best coefficients on the basisof their results in the qualifying com-petitions of the 2007-09 and 2009-11European U21 Championships.

The play-off draw will takeplace in Herning, Denmark, on 10 September, while the draw for the final round will take place on 9 November in Aalborg, Denmark. It was decided that there would befour seeded teams, including thehosts, Denmark.

The session concluded withthe technical evaluation of the UEFAEURO 2016 bid dossiers of France,Italy and Turkey, presented by the National Team Competitions Com -mittee. This final part of the sessionwas chaired by the second vice-presi-dent, Geoffrey Thompson. The presi-dent, Michel Platini, the first vice-president, Senes Erzik, and GiancarloAbete were unable to participate,since their national associations wereall bidding to host the tournament.

Six new members forthe Referee Convention

Six more national associations– Albania, Armenia, Greece, Israel,the former Yugoslav Republic ofMacedonia and the Czech Republic– have signed the UEFA Conven-tion on Referee Education and Organisation.

All six associations have satis-fied the requirements stipulatedby the convention. They will receive a bonus of CHF 200 000 forthe 2009/10 season and further annual payments of CHF 100,000from 2010/11 onwards, for as longas they continue to adhere to theconvention’s requirements.

U-20 Women’s World Cup in GermanyAs the World Cup in South Africa occupies the attentions

of football lovers around the globe, other tournaments are getting ready to kick off.

In July, it is the turn of women’s football to occupy the world stage, as theFIFA U-20 Women’s World Cup gets underway in Germany. The opening matchestake place on 13 July, with the host nation taking on Costa Rica in Bochum, whileNorth Korea – runners-up last time around – face Brazil in Bielefeld. Aside from thehosts, there are four other European teams taking part – England, France, Swedenand Switzerland. In all, 16 teams will be competing for the title, which is currentlyheld by the USA.

The group stage finishes on 21 July, with the top two teams from each of the four groups entering the quarter-finals, which take place on 25-28 July. The semi-finals follow soon after on 29/30 July, with the final and the third-placematch taking place on 1 August in Bielefeld.

UEFA club competitionsWith the FIFA World Cup still in full swing, next season’s UEFA

Champions League and UEFA Europa League got underway with the drawfor the first qualifying rounds of each competition.

Youth Olympic Games in SingaporeLast October, eight Under-15 national sides – four boys’ teams and

four girls’ teams – travelled to Nyon to participate in the European qualifiersfor the football tournament at the inaugural Youth Olympic Games.

The girls’ qualifying competition was won by Turkey, while Montenegro ran out winners among the boys. Both teams will soon be packing their bags forSingapore, which is staging the final tournament.

The girls’ tournament kicks off on 12 August, while the boys’ tournamentstarts the following day. The girls’ and boys’ finals take place on 24 and 25 Augustrespectively.

On 29 May 1985, 39 peo-ple who had gone to the Heyselstadium in Brussels to watch the European Champion Clubs’Cup final lost their lives as a result of a barbaric act. In Turin,Liverpool and Brussels, cere-monies marking the 25th anniversary of European club football’s darkesthour remembered the victims again. Time may heal, but it can never take away the pain of the families and friends of the 39 victims, nor thatof all those who were wounded physically, morally or psychologically in Brussels that evening.

The atmosphere at the Espace Hippomène in Geneva on the morning of 28 May was highlycharged, and not just because of the high-ranking political figurespresent and the special securitymeasures in place. It was here that13 members of the Executive Com-mittee, chaired by the second vice-president, Geoffrey Thompson, convened to determine which country would host EURO 2016, and the outcome was awaited with bated breath.

The quality of the three biddossiers, all of which went beyond the requirements set by UEFA, sug-gested that it would be a close-runthing. And it was. With the runningorder determined by lots, Turkey, Italyand then France each delivered a 30-minute presentation outlining themerits of their respective bids. Once

USSR win European Nations’ CupOn 10 July 1960, in front of a crowd of 17,966, the USSR defeated

Yugoslavia 2-1 to win the inaugural European Nations’ Cup, the precursorto the European Championship. The winning goal came in extra time and was scored by Viktor Ponedelnik.

Played at the Parc des Princes in Paris, the match was the culmina-tion of a four-team final tournament played over five days. The two semi-finals were played in Paris and Marseille, with the latter also staging athird-place match, in which Czechoslovakia defeated France 2-0.

The final tournament was preceded by a 16-team knockout com -petition that had kicked off on 28 September 1958, when the USSR andHungary drew a crowd of 100,572 in Moscow.

The final tournament failed to generate quite the same level of interest, especially after the French had been eliminated in the semi-finals. But the fact that this inaugural competition had been staged was,

in itself, a source of huge satisfaction and pride for everyone who hadbacked the vision of Henri Delaunay, UEFA’s first general secretary. The supporters of the competition had fought with great conviction andperseverance to establish it in the face of resistance from those whodeemed it unnecessary, given the existence of the World Cup, in whichEuropean teams were well represented.

Henri Delaunay died in November 1955, so he did not have thepleasure of seeing his vision brought to life. He did however lend hisname to the tournament trophy, which his son, Pierre Delaunay, who succeeded him as UEFA general secretary, commissioned from the Parisiangoldsmith Chobillon, and which was paid for by the French Football Federation.

Net receipts from the final were a little over 120,000 new Frenchfrancs (the new currency had come into circulation at the start of 1960),and UEFA’s share from the whole final tournament was just 24,112 francs,but the foundations laid by this inaugural competition were worth infinitely more.

EU Council of Ministers of Sport tookplace on 10 May in Brussels. In accor-dance with the Lisbon Treaty, whichcame into force on 1 December 2009,the council will convene for formalsessions twice a year.

This inaugural meeting was devotedto discussion of Article 165 of the LisbonTreaty (see uefadirect No. 94).

Each of the 27 member states wasgiven three to four minutes to expressits views. The first issue to produce uni-versal agreement among the membersappears to be health, including doping.Meanwhile, all of the member statesare awaiting a European Commissioncommunication on the implementationof the Lisbon Treaty (a kind of follow-up to the White Paper on Sport, seeuefadirect Nos 64 and 65), which is dueto be published in November this year.

A number of issues were raised bythe member states. France was keen to voice its support for the UEFA ini -tiatives regarding financial fair playand protection of minors. Meanwhile,Belgium, which will assume the EUpresidency from 1 July to 31 December,highlighted three priority areas: athlete education and training, the social role of sport and anti-dopingmeasures.

Slovenia was the only country to raise the issue of sports betting. Germany stated the need for “guidanceon the application of the law on com-petition in sport”. The Netherlands andFrance expressed a desire to see “thescope of application of EU law clarified”.Finland, the Czech Republic, Denmarkand Luxembourg all called for the specific nature and autonomy of sportto be taken into account. Luxembourgalso called on the European Commis-sion to adopt a law on intellectual prop -erty which would protect the interestsof sports associations in respect of the competitions they organised. TheRepublic of Ireland cited the need for“protection of the European model ofsport”, and reacted vehemently to callsfrom Sweden for the commission to review the VAT rules applied to sportsorganisations.

The overall impression was thatthe sports ministers were keen to focusdiscussion on their respective nationalinterests.

The next formal meeting of the EU Council of Ministers of Sport isscheduled for 18 November.

In keeping with the spirit of the entire bid campaign, this finalstage of the process took place in a remarkable atmosphere of mutualrespect. Immediately after the announcement, the FFF president,Jean-Pierre Escalettes, was quick topay tribute to the two rival bids, before going on to note that, forFrance, “this is not an end of theprocess, it is the start of a wonderfuladventure.”
