Once again this year, Canadian spectators will be able to see top athletes in action at the 2017 White Spot | Delta Road Race. This professional road cycling race is the only one of its kind in British Columbia sanctioned by the International Cycling Union. This is a big deal for cycling—and a big deal for sport in Delta, in British Columbia and in Canada. The competition is also a wonderful opportunity for local athletes, officials and coaches to boost their cycling skills and experience. As Minister for Sports and Persons with Disabilities, I am very proud of all the professional cyclists who are participating in this year’s White Spot | Delta Road Race. I wish you all the best. Many thanks to the organizers and the many volunteers who help ensure this event’s success.

Cette année encore, le public canadien pourra voir à l’œuvre de grands athlètes dans le cadre de la White Spot | Delta Road Race de 2017. Cette course professionnelle de vélo sur route est la seule du genre en Colombie-Britannique qui est sanctionnée par l’Union cycliste internationale. Il s’agit d’une épreuve importante pour le cyclisme et le milieu sportif de Delta, de la province et du pays. C’est aussi une excellente occasion, pour les athlètes, les officiels et les entraîneurs de la région, de gagner en expérience. Welcome to Delta, British Columbia, and to our foreign riders, welcome to Canada. We are honoured to be hosting the UCI 1.2 White Spot | Delta Road Race in our community for both men and women.

The Corporation of Delta, the sponsors and the community at large, pride themselves on delivering a first class professional cycling event for all our invited teams to compete in. Delta is a diverse community that offers its residents and tourists many beautiful landmarks.

RULES & REGULATIONS ARTICLE 1. ORGANIZATION

The White Spot | Delta Road Race is organized by the Corporation of Delta under the regulations of the International Cycling Union. It is to be held on July 9th , 2017. ARTICLE 2. TYPE OF EVENT

The event is open to athletes of the Women’s Elite. The event is entered on the UCI America Tour calendar and is registered as a class 1.2 event. In conformity with the UCI rules, points are awarded as follows for the UCI Continental Men Elite and U23 ranking:

ARTICLE 3. PARTICIPATION

As per article 2.1.005 of the UCI regulations, the event is open to the following invited teams: - UCI Professional Continental Teams, UCI

Continental Teams, National Teams, Regional Teams or Club Teams, and Mixed Teams.

As per article 2.2.003 of the UCI regulations, teams must be formed of a minimum of 4 riders and a maximum of 6 riders.

REGLEMENT PARTICULIER ARTICLE 1. ORGANISATION L’épreuve White Spot | Delta Road Race est organisée par le Corporation de Delta sous les règlements de l'Union Cycliste Internationale. Elle se dispute le 9th Juliet, 2017. ARTICLE 2. TYPE D’ÉPREUVE L'épreuve est réservée aux athlètes des catégories Femmes Elite. Elle est inscrite au calendrier UCI Americas Tour. L’épreuve est classée en classe 1.2. Conformément au règlement UCI, elle attribue les points suivants:

ARTICLE 3. PARTICIPATION Conformément à l’article 2.1.005 du règlement UCI, l’épreuve est ouverte aux équipes suivantes: - Equipes Continentales Professionnelles

UCI, Equipes Continentales UCI, Equipes Nationales, Equipes Regionale et de Club, et Equipes Mixtes.

Conformément à l’article 2.2.003 du règlement UCI, le nombre de coureurs par équipe est 4 au minimum et 6 au maximum.

ARTICLE 4. RACE HEADQUARTERS The race headquarters of the start shall be open starting July 8th, 2017 10:00 AM and located at Ladner Community Centre 4734 51st Street, Delta BC V4K 3R8. Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters at 10:00 AM on July 8th, 2017. The team managers meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires Panel, is scheduled for 10:30 AM, Saturday, July 8th, 2017, and located at Ladner Community Centre 4734 51st Street, Delta, BC V4K 3R8. ARTICLE 5. RADIO-TOUR Race information will be broadcast on Radio Tour, channel will be announced at the managers meeting. ARTICLE 6. NEUTRAL TECHNICAL SUPPORT Technical support service will be offered during the race. The neutral support is taken care of by 1 car and 2 motorcycles.

ARTICLE 4. ADMINISTRATION L’Administration de la course pour l’enregistrement des coureurs sera ouvert à comptre du juillet 8th, 2017 10h00 et est situé au Centre Communautaire de Ladner 4734 51e Rue, Delta BC V4K 3R8. Les représentants d'équipe sont priés de confirmer leur démarreurs et recueillir leur numéros de coureur lors de la course à l’administration à 10h00 le 8 juillet, 2017. Les responsables des reunion d’équipe, organisée conforement à l'article 2.1.087 du règlement de l'UCI, en présence des membres du Commissaires de bord, est prévue pour 10h30, le samedi, 8 juillet, 2017, et situé au Centre Communautaire de Ladner 4734 51e Rue, Delta, BC V4K 3R8. ARTICLE 5. RADIO-TOUR L’information de la course sera diffusée en tournée radio, la chaîne sera annoncé lors de la reunion des directeurs. ARTICLE 6. ASSISTANCE TECHNIQUE NEUTRE Le service de support technique sera offert pendant la course. Le support neutre est pris en charge par une voiture et deux motos.

ARTICLE 7. PRIZES The following prizes are awarded: (See Page 22). (All information regarding prize money, number of prizes, amounts, schedules, nature of prizes, conditions of awarding, etc.). A grand total of 6,010 Euro (Class 2 men’s elite) will be awarded in prize money at the event. The official exchange rate for CAD to Euro, as set by the UCI, is 1.40. ARTICLE 8. ANTI-DOPING The UCI and CCES anti-doping regulations are entirely applicable to the event. The anti-doping tests will take place at: South Delta Secondary School, 750 53rd Street, Delta, BC V4M 3B7. ARTICLE 9. AWARDS CEREMONY In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony: - The first three riders of the event The riders will present themselves at the podium in a time limit of maximum 5 minutes after crossing the finish line. ARTICLE 10. PENALTIES The UCI penalty scale is the only one applicable. ARTICLE 11. PULLED RIDER The rider deemed to be out of contention may be asked to withdraw if lapped by the lead riders or falls 8% behind the winning time. All other riders shall be classified in accordance with their position.

ARTICLE 7. PRIX Les prix suivants sont attribués: (Voir Page 22). (Toute l'information concernant le prix en argent, nombre de prix, quantités, programmes, nature des prix, états de l'attribution, etc.). Un total de 6,010 d’euro (l’elite des hommes de classe 2) sera attributé en prix en argent a l’événement. Le taux de change officiel pour le dollar Canadien a l’Euro, comme mettre par l’UCI, est 1.40. ARTICLE 8. ANTIDOPAGE Le règlement antidopage de l’UCI et CCES s’applique intégralement à la présente épreuve. Les essais d'anti-dopage auront lieu à: École secondaire de delta du sud, 750 53e rue, Delta, BC V4M 3B7. ARTICLE 9. PROTOCOLE Conformément à l’article 1.2.112 du règlement UCI, les coureurs suivants doivent se présenter au protocole: - Les trois premiers de l’épreuve Ils se présenteront dans un délai de maximum de 5 minutes après leur arrivée. ARTICLE 10. PÉNALITÉS Le barème de pénalités de l’UCI est le seul applicable. ARTICLE 11. ABANDON de CYCLISTE Le cycliste considére l’abandon pour étre hors de l’affirmation peut demander de se retirer si lorqu’il tire de l’arrière par 1 tour des cyclists principaux ou 8% derrière le temps du gagnant. Tous les autres cyclistes seront classifiés conformémenta leur position.

ARTICLE 13. SUPPORT CREW & FEED ZONES Feed zone locations for the road race are clearly marked on the course descriptions. Signs will mark beginning and end of feed zones. All feeding will take place in these designated zones. Support crews should position and conduct themselves in feed zones and en route to feed zones and finishes so as not to endanger other race participants or bystanders. Please pick up all trash in feed zones. ARTICLE 14. ENVIRONMENT Please advise staff and riders to respect the community by not littering along the course. Riders and team cars should eliminate all water bottles within the official designated feed zone and all team support staff should assist in making sure the area is clean when leaving. ARTICLE 15. CLOSURES There will be rolling closures on the course for riders in contention and will be permitted to use the entire road. Riders outside the police envelope must obey the centerline rule and stay as far right as practical.

L'ARTICLE 13. ÉQUIPE DE SOUTIEN & AIRES D'ALIMENTATION L’emplacement des aires d’alimentation pour la course sur route sont clairement marquées sur les descriptions du circuit. Des panneaux de signalisation marquera le début et la fin des aires d’alimentation. Tous les approvisionnements auront lieu dans ces aires désignées. Les équipes de soutiens devraient maintenir leurs positions et respecter les aires d'alimentation et les routes vers les aires d'alimentation et de d’arrivée afin de ne pas mettre les participants ou spectateurs en dangés. Veuillez ramasser tous les détritus dans les aires d'alimentation. L'ARTICLE 14. ENVIRONNEMENT Veuillez informer le personnel et les usagers de respecter la communauté de ne pas jeter le long du parcours. Cyclistes et voitures d’équipes devront éliminer toutes les bouteilles d'eau au sein du fonctionnaire désigné zone d'alimentation et toute l'équipe du personnel d'assistance technique devraient aider à faire en sorte que la zone est propre lors du départ. L'ARTICLE 15. FERMETURES

Il y aura fermeture de roulement sur le circuit pour les cycliste de contention et seront autorisés à utiliser la totalité de la route. Les coureurs en dehors de la protection police doit obéir à la règle l'axe centrale et demeurer à droit tel le reglement routier Canadien.

Prize money for the White Spot | Delta Road Race will be mailed directly from the office of the Corporation of Delta. Prize money will be paid approximately 45 days following the event and after receiving the official results of any medical control/anti-doping testing. Should you have any questions regarding payment, please contact the White Spot | Delta Road Race directly.

UCI Tax 2% All prize winnings will be withheld. Other All non-authorized charges incurred while participating in the event (hotel, meal, damage, etc.).
