While an Elsies River family is inmourning following two boys hav-ing drowned, the possibility has
arisen that vandalism could have played apart in the tragedy.Five boys from Epping Forest took advan-
tage of thewarmweather onSunday to swimat the Black River mouth near Paarden Ei-land, but only three returned.At the time of going to press the search for
the bodies of Ridge Reed and Vernon Dar-ries, both 13, was still continuing.The two were with twins Dane and Dylan
Seppie (14) and Mogamat Davids (14). Theboys found a makeshift raft made of barrelsunder the bridge near the river mouth andstarted playing on it.It appears that the flow of the river pulled
them out to sea and they jumped off in anattempt to swim to shore but only threemade it to safety.The Table Bay National Sea Rescue Insti-
tute (NSRI) received the call at about 16:00informing them the boys had been swept in-to the sea and rescue operation started im-mediately.As the family is still coming to terms with
the tragedy, it seems that it could have beenavoided.
Debris trapAccording to Paarden Eiland City Im-
provement District manager Patricia Tal-lant, a debris trap near the mouth of the ca-nal might have prevented the calamity.These nets are spanned from one side of
the canal to the other and stops debris fromwashing into the sea or up the canal.Ward councillor Bernadette le Roux says,
however, that the trap was designed for de-bris, and not for people to hang on to, thusmay not have helped the boys.About two weeks ago the City of Cape
Town installed a debris trap between Ma-rine Drive and the Bus Rapid Transportbridge, but one of the steel rods were stolen“almost overnight”, according to Tallant.Another onewasapparently also stolen re-
cently, so the debris trap is ineffective.According to Pat van Eyssen, the local
NSRI station commander, a security guard
spotted the children playing in thewater un-der the Marine Drive bridge, and later no-ticed them being swept into the sea.It is unclear whether the floating barge of
barrels they were on came from higher upin the canal. If so, the the debris trap mighthaveplayedapart inpreventing the tragedy.Van Eyssen says the origin of the barge
will form part of the investigation.“The kids shouldn’t have been there in the
first place,” says Tallant, before adding thepublic are generally ignorant when it comesto the canal.“At least twice a month our patrolmen
must warn a child not to swim in there. Inthe summer people swim in there almostevery day! None of them seem to realise howrough the water is when the tide comes in,”
she says. The canal is also oftenused for fish-ing or as an escape route for criminals.Tallant adds that “scrapmerchants” regu-
larly go into the canal to remove items theycan use.
Search and rescue“Maybe the canal should be fenced off, but
that will be expensive,” she says.A fence might have prevented the Elsies
River boys from entering the canal in thefirst place.“It’s a pity we have to wait for tragedy to
strike before we focus on these type of meas-ures,” she concludes.On Sunday the NSRI’s volunteer sea res-
cue duty crew launched a sea rescue craftand sea rescue vehicle when they received
the call.Provincial government EMS and rescue,
the Red Cross AMS Skymed rescue helicop-ter, police, a police diving unit, Cape TownFire and Rescue Services, Cape Town Fireand Rescue divers, Life Care Paramedic Re-sponse and ER24 ambulance services re-sponded.“The three survivors were transported to
hospital by EMS ambulance in a stable con-dition for observation for secondary drown-ing and they were accompanied by policeand police trauma counsellors,” van Eyssensays.Despite an extensive sea, air and shore
search, no sign of the two missing childrenhave been found and police are continuingan ongoing search.

Following murders, attempted mur-ders and shootings in Bonteheuwellately, police have been hard at worktracking down the culprits.
Bishop Lavis SAPS with the assist-ance of the public have managed toarrest a well-known 21-year-old gangmember from Bonteheuwel Avenuelast week.
On Tuesday 22 July officers werewere busy with crime prevention du-ties in the area at about 12:00 whenthey were told about a shotgun keptin a house in Bonteheuwel Avenue.
They responded immediately andsearched the premises where theysaw the suspect holding a bag.
When he saw the police he immedi-ately started running and threw thebag into a neighbouring yard.
Police caught up with him and hewas taken into custody when the bagwas found to contain an unlicensedfirearm with the serial number re-moved. Ammunition was also foundin the bag.
At the same time officers werebusy with operations in MahoganyStreet, a hotspot in recent weekswhere gangs are fighting each other.
When officers spotted a knowngang member standing in the areathey stopped next to him.
As one of the officers got out of thevehicle and noticed an item on hisleft side, he immediately started run-ning away.
Police caught up with him and ar-rested him when an unlicensed fire-arm and ammunition was found onhis person.
The serial number from this weap-on was also removed and in both cas-es the guns were loaded and ready tobe used.

Bishop Lavis police want the public to knowthere has been some successes on their con-victions list over the past few weeks.
In one of incident from April last year twosuspects entered Bontifair in Bonteheuweland held up the owners with guns. They pro-ceeded to steal R65 000 while assaulting em-ployees.
When Detective Warrant Officer WinifredJoshuaarrivedat the scene she immediatelycollected all the information. This includedstatements from witnesses, and informationfrom members of the public eventually ledto the home of the suspects.
After further investigation and the courtprocess the suspects Franco Arries, 26, fromNetreg Way, Bonteheuwel, and Sean Hen-driks, 29, from Bonteheuwel Avenue, weresentenced to 15 years imprisonment.
In another incident in November of 2012some officers were on their way home atabout 21:30when theywere stoppedbya cou-plewho were robbed by six armed men at theBoucherds Quarry bus stop.
Themenwerearmedwithagunandknife.After they informed the police, who were
on their way home, they immediately start-ed looking for the culprits.
The suspects were spotted in the AirportIndustrial area and when they weresearched the stolen property was found intheir possession.
Constables Samantha Nqwee, ZoniwabeleQumtu and Tsikelelo Mkhafu arrested themand also found an unlicensed firearm andknife in their possession. Investigation byDet/Cst Tembile Damoyi saw two of the sus-pects, Musa Dlomo, 29, from Gugulethu andMalwande Sam, 25, also from Gugulethusentenced to 15 years imprisonment forarmed robbery and an unlicensed firearm.

Drug dealing in Delft is under attack.Delft station commander Brigadier Hen-
drik Jansen said he was very pleased withthe progress in dealing with the possessionand dealing of drugs in the area.
According to Jansen his staff were in ac-tion with operations in the area over theweekend and seized various quantities ofdrugs.
This included dagga, tik and mandrax,
while they also held several operations atshebeens to curb the illegal sale of liquor.
“During these operations ten people werefined at R1 500 per offence and we seized aquantity of beer.
“It is important that these operations areongoing because the abuse of alcohol con-tributes towards unacceptable behaviourand perpetrators will be harshly dealtwith,”he said.
Police deal with drug dealing in Delft
Security blanket: On Saturday 9 August the city’s mayoral committee member forsafety and security, JP Smith, accompanied by local disaster management volunteers,handed over 100 food parcels and blankets to households headed by women at theMalawi Camp informal settlement. I also walk my dog on theleash on the fields betweenRacecourse Road and St John’sRoad. Almost everyday, I amconfronted with dogs off-leash.Sometimes 4x4s unload asmany as four or five dogs,large and small, and just letthem run.
I would consider this numbera “pack”, which could be verydangerous if they were toattack another dog on a leash.
It is a real danger, not onlyfor dog walkers, but also forpeople walking for enjoyment.The Animal Bylaw of 2010states: “It is illegal to havedogs in a public space or streetunless on a leash or in adesignated area”.

Also, why doesn’t someoneconsider training some of thehomeless people – those whoalready collect recyclablematerial – to collect recyclingprofessionally.
Train them on what can andcannot be recycled and providethem with business skills sothat it can become a full-timejob for them (if they so wish).That way they get off thestreets and back into societyagain, and it helps lower theunemployment rate in ourcountry at the same time.
