TENSION: METRO COPS VS RESIDENTS
Forum for peace?GARY VAN DYK
@gvdcapejazz
The Joint Peace Forum in Bonteheuwel isdenying the validity of recent accusationsthat they have any ulterior motives in theireffort to promote safety in the community. The accusations have arisen in response
to their appeal to the mayoral committeemember for Safety and Security JP Smith toaccept a memorandum regarding their dis-satisfaction with the local Metro Police fornot co-operating with their efforts to bringan end to escalating violence in the area.Soraya Salie, spokesperson for the forum,
said that they were upset at the response re-ceived from the councillor because sincestarting the initiative earlier this year theyhave emphasised that the body is not affillia-ted to any political party.“Since February we have been working
closely with SAPS through the constant sha-ring of information and quick responseswhen incidents occur,” she explained.“However the police are grossly under-
staffed and under-resourced, resulting inlong response times. The Metro Police hasa base in Bonteheuwel and, in terms of theirregulatory responsibilities, they are obligedtowork on crime prevention and supportingthe SAPS in these functions.“We invited the Metro Police to our mee-
ting in Bonteheuwel on 5May and they elec-ted not to attend.“As the situation in the area escalated,
again we looked at where the Metro Policeis when crime is happening, and they arecertainly not preventing crime nor assistingthe SAPS in Bonteheuwel.“We then decided to picket atMetro Police
offices to demonstrate ourunhappinesswiththeir inaction and announced this on Radio
786.“The station called JP Smith who basical-
ly said – goworkwith SAPS and theCPF andthat we can call him to talk.”Salie pointed out that this is when the
trouble started.“When he learnt that it is the JPF calling
and upon informing him that wewill be hos-ting a picket outside their office in Bonte-heuwel he changed his attitude completelybecoming very arrogant and rude saying it’sa futile exercise and we are wasting ourtime.“He blatantly refused to attend to collect
the memorandum.”When challenged by the forum on the be-
haviour of the Metro Police about their non-response he says that the forum is the bestin what they do in the area and he “has thestats to prove it”.

“Without knowing what process wehave already been involved in, hewent on to say we are talking to thewrong people.“Clearly he is just shifting respon-
sibility from Metro to SAPS alt-hough one of their three core functi-ons is crime prevention,” added Sa-lie.“We concluded that this council-
lor, representing the City of CapeTown seemingly has no regard forthe people of Bonteheuwel. He getspaid to do a job andhe fails to do thateffectively.“Stats doesn’t help us when the
gangsters are shooting machineguns and the Metro Police vehiclesdrive past and do nothing.”JP Smith’s response to the forum’
complaints included confirming inwriting that he would not be availa-ble to receive their memorandum.“Firstly, I will not be in Cape
Town this weekend,” his statementread. “While much of council andmost councillors have gone awayduring the council recess, I havebeen at work every day. This wee-kend constitutes my only break du-ring this time.“Secondly, even if I was in town,
I would be unwilling to receive thememorandum, as I do not believethat your protest action is being un-dertaken in good faith.”The “good faith” he referred to re-
lated to concerns about the alleged-ly political nature of the forum andthat they were circumventing theCPF and failing to respond to a voi-cemail inviting them to seek a prac-tical solution to crime-realted issu-es.He further stated that hewas per-turbed that his first encounter withthem was an indication that theywere intending to engage in protest
action against the Metro Police wit-hout having undertaken any stepsto try and resolve the problemspractically.“Your first engagementwith us in
May was not to explore your issues, but simply to invite us to anotherprotest action, which would simplyhave politicised the matter moreand placed us in conflict with SAPS.“It was predictable that we would
see a series of ANC/COSATU-driven events and campaigns thatwould seek to misdirect public at-tention away fromthe terrible mediaand public image dis-asters that have be-set SAPS, attemptingto deflect blame tothe City and Provin-cial Government, ascertain COSATU andANC figureheads ha-ve done before, withthe explicit purposeof confusing the pu-blic about the rolesand responsibilities, with the pur-pose of deflecting blame from natio-nal governments’ disastrous hand-ling of the criminal justice system, which national government has ex-clusive control over.“The 650 Metro Police member
cannot replace the function 21 000SAPS staff are meant to fulfil. Thatsaid,MetroPolicehashadverygoodenforcement results across themosttroubled suburbs of the City overthe last six months.“On my watch we have gone from
only 380 gang- and drug-related ar-rests a year to 1063 drug- and gang-related arrests a quarter and theconfiscation of just under 50 illegalfirearms in that same time (which
is more than we used to achieve in5 years before we took over the Ci-ty).“Finally, in response to your com-
ment about my “verbal and boorishrefusal,” permit me just to say thatI give as good as I get and that I res-ponded in like proportion to yourown churlish, patronising and ag-gressive manner.“That said, I remain willing to
meetwith your committee, as Imeetwith many every week from everycommunity in this City – none of
themwith any of this‘drama’ or brink-manship.”“At such a mee-
ting, with the rele-vant Metro Police, law enforcement andtraffic staff present(and hopefullySAPS), we could lookat how we could as-sist you with our li-mited resourcesthrough appropriate
targeted operations that would ad-dress your identified priorities.“I will invite SAPS and your CPF
to such a meeting. Once your un-helpful and disingenuous picket hasbeen undertaken, feel free to arran-ge such a meeting with my PA.“I will accept your failure to ar-
range such a meeting as evidencethat the Bonteheuwel Joint PeaceForum has no interest in the plightof the poor and vulnerable people oftheCapeFlats and thepeople ofBon-teheuwel.”Salie has confirmed that they ha-
ve mailed the councillor asking forameeting at the first convenient da-te. “We are still awaiting a reply,”she concluded.

Dove Club stands tallGARY VAN DYK
@gvdcapejazz
After 50 years of service, the Dove Club inElsies River still has amajor part to play forresidents of the area.Thesewere the sentiments ofAlbert Fritz,
Western Cape Minister of Social Develop-ment in his keynote address to mark the or-ganisation’s 50th anniversary at the GilbertThomas Hall at Elsies River High School. He brought attention to how the Dove
Club embodies the spirit of the province’s“better together” approach.“This club is part and parcel of the com-
munity of Elsies River, and the city of CapeTown at large,” he said.“Through the Dove Club, the community,
especially the elderly residents, have had asafe and inviting space they can turn to.“Here they will always find a kind smile,
good friends, a warm meal and a physicaland spiritual home to spend their golden ye-ars in.”In pointing out that the organisation has
a major role to play in building up a newgeneration, he reminded the gathering tostand together in working towards impro-ving their neighbourhoods.“Your activities with the youth are also
important because tome theDoveClub isn’tjust another place for the elderly, instead Isee it as a homehousing 50 years of goodme-mories, a commitment of service to others, and love,” he continued.“Today’s fast-paced existence has seen the
erosion of certain values that we grew upwith.“We are losing values such as love for fa-
mily, and showing respect for our elders.“We no longer see families and communi-
ties at large standing together, helping andserving each other. There are so many soci-al ills threatening to tear us apart.“At times it becomes easy to neglect each
other asneighbours; butwe can change this.“The Western Cape Government believes
in a whole of society approach to dealing
with social issues. This recognises the factthat government alone can never solve allthe problems in society and that iswhypart-nerships with organisations like this is soimportant.“If we are to change the harmful attitudes
and practices in our communities towardsour elder residents, we need to bring toge-ther all stakeholders.”Fritz also stressed his support for that the
organisationwasdoing for thewelfare of theelderly.
“For as long as you remain a beacon of ho-pe and service for the elderly, our supportto the Dove Club will remain unwaveringand unflinching.“Wewill continue to encourage other faci-
lities in the province to model themselveson the successes of this organisation.“The Dove Club, and other facilities like
it, promote increased participation and in-dependence of older persons, and promotesthe concept of keeping older persons withinthe communities for as long as possible.”
Albert Fritz, Western Cape Minister of Social Development, front centre, is seen here with thepresident of the Dove Club, Gilbert Thomas, on his left, and members of the club who receivedmedals for their participation over the years. Back from left, Juliya Quanqiso and Japie Swartz;third row, Rouxanne and Franlik Pontac; Rene Khan; Denise and Gustav Parker, second row,Gerald and Grace Wakefield; Elizabeth Hartnick and Frank Pontac; Silvia Ryan is also in front.

SAVE GAS - SAVE MONEYSAVE GAS - SAVE MONEYSAVE GAS - SAVE MONEYSAVE SAVE-GAS MONEY
People may think that by using gas, youare automatically saving both money andenergy. Although that is certainly true, the-re are a few tips you can follow to easeyour pocket even further.
In the case of a gas stove, heat is produ-ced by burning LP (liquid petroleum) gas.The more gas you burn, the more heat isproduced by the flame. The smaller the fla-me, the less gas is burned and the less in-tense the heat produced.
Heat absorbed by a cooking pan and itscontents usually cause the temperature torise. However, once the boiling point of aliquid is reached, further heating will notcause the temperature of the contents torise until all the liquid has evaporated.
The higher the temperature within acooking pan, the quicker the cooking. Ho-wever, if the temperature that is too highyou might burn the food.
By following these steps you will be ableto use less gaswithout compromising yourcooking.
V Use metal pots, such as stainless steelMetals, especailly cast iron, are good con-ductors of heat. Pots and pans made ofgood heat-conductors are more efficient.
V Maintain shiny outer surfaces onpans. Shiny surfaces reject heat (by con-vection) at a lesser rate than dull or blacksurfaces do.
V Use a pan that iswide enough to coverthe flame.Heat that is not absorbed by thepan and its contents is a waste.
V Once food comes to a boil reduce the
flame so that it is just enough to maintainboiling. A boiling curry, for instance, willbe at about 100 °C. Nomatter how high theflame, it is impossible to increase the tem-perature beyond this.
V During preparation do not add exces-sive quantities ofwater, expecting it to re-duce the quantity ofwater by cooking overa long time on a high flame. Instead addenough water so that cooking can be doneon a lower flame for the required duration.
V Keep the pan closed whenever possi-ble. An open pan will allow heat to escapemore rapidly than a closed pan would. Es-caping steam is also a loss of heat. Trappingthis steam inside the pan will allow coo-king on a lower flame.
V Make sure the flame is colourless orblue. Yellow flames are an indication of in-complete burning . It is best to get a techni-cian to take a look at the cooker or replaceit.
V Use a cookerwhich gives an appropri-ately sized flame. Many cookers availablein the market do not allow the regulationof the flame to a sufficiently low level. Thiscauses an unnecessarily high flame whichuses too much gas.
V Use a pressure cooker. Pressure coo-kers are very good at saving energy becau-se they cook food at temperatures around125 °C, depending on the pressure of thepressure cooker, while ordinary pans canonly reach around 100 °C, because they areonly under atmospheric pressure.V Source: WikiHow
Making themost of gas
We rely on our gas boilers, cookers and firesto keep warm, have hot baths and showersand cook our meals.
However, it is important that gas applian-ces are regularly serviced to help keep us safeand prevent them from breaking down whenwe need them the most.
Stay gas safe with these top tips:V Have all your gas appliances, including
boilers, gas cookers and gas fires, safety chec-ked annually.
V Check gas appliances for warning signsthat they are not working properly e.g. lazyyellow flames instead of crisp blue ones, blackmarks or stains on or around the applianceand too much condensation in the room. Re-member that an unsafe appliance sometimeshas none of these signs at all.
V Only use gas appliances for their intendedpurpose- don’t use a gas oven to heat a room.
V Always ensure there is enoughventilationfor your gas appliances to allow it to burn
correctly and make sure you are not bloc-king any air vents.
V When cooking with gas, make sure theflame does not go out – gas can escape si-
lently and invisibly.V Recognise the symptoms of carbonmonoxide poisoning – headaches, dizziness,
nausea, breathlessness, collapse and loss ofconsciousness.
More good advice:V Never leave cooking unattended;V Never get distracted. If you are called
away, turn off the gas;
V Never allow a child to cook without adultsupervision;
V Keep stoves and cook tops free of greaseand fat build-up;
V Hang tea-towels and oven mitts awayfrom the stove;
V Wear tight-fitting sleeves when cooking;V Ensure the exhaust fan above the stove
is clean and free of grease and fat build-up;V Have a fire blanket and extinguisher in
the kitchen;V Ensure smoke alarms are working; andV Have a fire escape plan in place.
Playing it safe in usingyour gas appliances
Always bear safety in mind when cookingwith gas.

A barrage of bullets disturbed the relativequiet of the N2 Gateway housing project inDelft on Thursday as witnesses watched arailway police officer gun down his girl-friend with 15 shots.
According to reports from residents whowere quoted on Cape Talk radio on Fridaymorning, it seems that the fatal shootingwas the result of a case of domestic violencegone wrong.
Police spokesperson Colonel TembinkosiKinanahas confirmed the incident andGra-ce Langa of the Independent Police Investi-gative Directorate (IPID), who is now inves-tigating the case, said the couplehadahisto-ry of domestic violence.
“It is alleged the couplewere coming fromcourt in relation to an incident of domesticviolence and there was a history of an abus-ive relationship,” she said.
“While at the house, the suspect shot thewoman 15 times. Inside the house were twochildren aged five and nine. We are tryingto establish if it was their children.”
After the shooting, neighbours in Maga-lies Street at the N2 Gateway housing pro-ject were left in shock as the Bellville-basedofficer drove to theDelft police station,whe-re he handed himself over.
It is reported that he told police that thevictim had infected him with HIV and hehad caught her cheating.
While police are still investigating, friends andneighbours have told a differentstory about the drama that unfolded just af-ter 11:00 on Thursday, while children en-joying the school holidays were playing inthe street.
A resident in the area who did not wantto be named, pointed out that the deceased, who worked for the Departement of HomeAffairs, was mother to three children. Theofficer was father to one of them.
When she returned home from court aftergetting an interdict against the officer, hepulled up behind her and shot herwhile shewas still in her car.
Neighbours reacted swiftly, trying to as-sist the victim after the officer drove off,but she died on the scene.
The investigation continues.

Please be vigilant and awarenot to part with your hard-earned cash. I do not refer torobbers who physically robpeople, but rather loan sharksand unscrupulous moneylenders.
I am a victim of one in theElsies River area. I made aloan of R500 which had to bepaid back by my next salarydate. The amount I had to payback was R750. But I didn’t paythe full amount back, so I wasin arrears. Despite making acouple of R100 payments attheir offices, they still handedme over to a lawyer.
I now have to pay R2951 tothe lawyer.
Please do not fall into thetrap of money lenders; theirinterest kills you and won’teasily recover.

“Death penalty is a violent act”was a disturbing letter (Tyger-Burger, 18 June). The writer isentitled to his opinion, eventhough he does not know whathe is talking about.

I am so sorry to hear aboutyour sore feet and hands, butyou still have feet, and obvious-ly they still work or you wouldbe in a wheelchair (“Moeniehier links en regs beskuldignie”, TygerBurger, 2 July).
I want to suggest that on thedays you are in pain, it mighthelp you to find a relative orfriend to go to the shops foryou. I am tired of so-calleddisabled people who can barelyget out of their cars and hobbleinto the centre with greatdifficulty, but walk normallyjust 10 minutes later thanks tothe ‘fantastic therapy’ thecentre offers.
So yes, you may have adisability but if we had to gothrough the process of obtain-ing a legal wheelchair disc at ahuge cost – money that we can
ill afford – then I feel it onlyappropriate that you too needto follow the correct steps inobtaining that disc.
If your doctor feels youqualify for a disc, it needs to berenewed every two years. Itwould make it so much easierfor you, as you won’t have todeal with all the annoyingpeople accusing you of parkingillegally.

is focused on providing the necessary toolsand space for caregivers to take control over
their lives, be positive role models for thosein their care and to contribute to a healthycommunity and society at large,” he said.Klanisi said individuals, NGOs and busi-

WINGFIELD POWER MOTOR SERIES: TWO NORTHERNERS EXPECTED TO SHINE
Lightning at Killarney

ADRIAN PHEIFFER
Ernie “Lightning” Leite and Superbikestar Ronald Slamet are two northernsuburbs competitors expected to shoot
the lights out during the fifth round of theWingfield Motors Power Series at Killarneyon Saturday.Anyone who braved the cold during the
most recent meeting will agree that the re-freshing manner in which the tournamentshows the talent of certain drivers who– forvarious reasons are often mechanicallychallenged and outclassed on a dry surface–was a hugely positive feature. While Slamet has retained his overall lead
in the Superbike championship, Leite wasprobably evenmore impressive in theMidasClubman category. At the wheel of his classC, VW Caddy bakkie, a model designed asa light commercial workhorse, his oppositi-on included the latest in total engineeringfrom BMW and Audi among others and hewas down in 22nd place on the starting gridafter the final practice session. But when the heavens opened up at the
start, he used his headmore than his accele-rator as he picked his way carefully throughthe field. With cars going off the track in alldirections, it was a magnificent performan-ce. So much so that he briefly led the entire
field until having to settle in second placewhenhewas passedDanie vanNiekerk’s 325BMW, shortly before the finish. While the Midas category has a bye this
week, the hyper-enthusiastic Leite will beseen in his low life class D, Fiat 128 Rallyein the Mutlu Battery Classic Car events.Could there be a repeat performance if itrains?Whether wet or dry, he is going to face up
to Vance Kearney’s Capri Perana V8, AntonRollino (Chev CanAm V8), Chris Carolin(Mazda rotary) and Martin Richards in hissuper-quick Datsun KB210. It won’t be easy. The brutal power of the big Masters V8’s,
is not conducive to racing in skating rinkconditions and with only four of the one-make category able to take the chequeredflag last month, the drivers are all going tobe on the hunt for points in the cominground.Much is expected from 18-year-old Marco
Busi in the Makita Supercar category. Theformer GTi star will be making his debut inthe one-make class. Thenwith two sleek Bri-tish Juno sports cars including champion-ship leader Francis Carruthers in his newSS7 lined up against an array of the best Ger-manPorsches in theBigFootExpress Sportsand GT events, it’s difficult to predict thewinner of this one.
Other events on Saturday include racesfor the Charl Electrical Eng. Fine Cars andFormula Libre single seaters. Among the
two wheelers, theMike Hopkins Superbikesand the Powersport, Clubman and Classicmotorcycles will all be seen in action.
