Maintenance Works at Mobil Altona Refnery
October and November 2011
From early October to mid-November 2011, Mobil Altona Renery will be temporarily shut down so that we
can complete an extensive maintenance program, commonly known as a ‘turnaround’.Mobil is committed to saely and reliably operating the Altona Renery at all times, and the turnaround is a
key part o our scheduled maintenance program or the Renery. We have spent the last two years careully
planning or the turnaround to ensure that impacts on the environment and local community are minimised,
that we maintain a reliable uel supply or Victoria rom other sources, and that all work is completed saely
and without incident.
This turnaround gives us the opportunity to inspect the Renery and complete any required maintenance
and equipment upgrades, including a number o eciency measures to reduce energy use and greenhouse
gas emissions.
Together with other maintenance improvements since 2008, the work being carried out during the
turnaround is the culmination o a $250 million investment in the Altona Renery by Mobil. This investment
will ensure that we can continue to provide hal o Victoria’s uel needs rom a sae, reliable and ecient
renery here in Altona.
We have contracted Transeld Services Ltd to manage the turnaround. Transeld Services are highly
experienced and have conducted previous maintenance works at the Renery.
While our planning seeks to minimise impact on our neighbourhood, nearby residents may notice some
increased faring, or changes to odours or noise patterns while the Renery is initially shut down in early
October and then again during the start-up activities in mid-November. There will also be an increase in vehicle and pedestrian trac around the site as an additional 550 people
will be working at the Renery during this period.

What works are taking place?
During the turnaround we will extensively inspect equipment and complete any required maintenance
work, as well as equipment upgrades, that are consistent with our long term equipment strategies aimed at
improving reliability and perormance.
In act, this turnaround will be the rst time we have had an opportunity to get inside some o our majorvessels since the renery was recongured with the Clean Fuels Venture in 2006. It gives us the opportunity
to get a better and detailed understanding o how the various units have been perorming.
Why does this work need to take place?
Mobil’s objective is to operate Altona Renery to world class standards o reliability and perormance. In
order to achieve this, we have an integrated, long-term strategy or maintenance and reliability. The strategy
uses best practices to dene specic actions and plans or parts o the renery, which include
both on-line programmed maintenance, as well as periodic plant shutdowns (or
turnarounds) or more extensive work.
Planning or this turnaround began two years ago. The turnaround will allow usto inspect equipment that is normally in continuous operation, undertake routine
maintenance and install improvements that will enhance perormance and
achieve energy savings.
What is the impact on the community?
A comprehensive management plan has been developed to minimise
impact on the local community, including shutdown sequencing
to manage faring. Some additional faring may be noticeable
during the shut-down and start-up phases o the work, and
there may be dierences in odours and noise due to thedierent maintenance activities. We have notied the
local community o the works, highlighting some o the
dierences that may be noticeable during the dierent
phases o the maintenance program.

What is the timing o these works?
The turnaround will be completed in three stages rom early October to mid-November:
1. Shutdown phase – early to mid-October. Community may notice faring,
steam, noise rom steam vessels and dierent odours.
2. Maintenance phase – early October to early November. Community may notice dierent noise
patterns due to reduced plant operation noise and increased use o power tools, and some unusual
odours rom vessels being cleaned.
3. Start-up phase – early to mid-November. Community may notice faring, steam, noise rom steam
vessels and dierent odours.
An environmental management plan has been developed to minimise impact on the local community and
environment as much as possible during each stage o the turnaround.
How many people are working at the Refnery during this period?
There are an additional 550 people on-site at the Altona Renery while these works are being completed,
providing a signicant boost to employment and spending in the western suburbs.
Who is completing the work?Mobil has engaged the services o Transeld to assist with the turnaround. Transeld are highly experienced
in this type o work and have previously completed other maintenance activities at the Renery.
Will this aect Victoria’s uel supply?
We have careully planned this turnaround over the last two years, to ensure that the work is completed on
time and on budget without impacting on uel supplies to our customers. Additional sources o uel have
been secured and signicant work has also been carried out at the Mobil Yarraville Terminal to ensure that
increased marine shipments o uel into Melbourne during the Altona turnaround can be handled eectively.
How much are these works costing?
This turnaround is part o an ongoing program totalling over $250 million investment in the Altona Renerysince 2008.
How do you know that this maintenance is needed?
Mobil has an ongoing plan or scheduled maintenance works to ensure the saety and reliability o the Altona
Renery. Planning or this scheduled shutdown began two years ago as part o our long term maintenance
strategy or the Renery. Shutting down the Renery will allow us to inspect equipment
normally in continuous operation, undertake routine maintenance, and install
eciency improvements.
Shutting down the whole Renery like this is inrequent, (this is the rst time
that the entire Renery is being shut down) but is necessary as part o ascheduled maintenance program to ensure continued sae and reliable
operations.
