UDAY not failure; new schemelikely in Budget: R K Singh

NEW DELHI, Jan 27:

Asserting that the UDAYscheme was not a failure, PowerMinister R K Singh said animproved version of the pro-gramme, meant for revival fordiscoms and to ensure 24X7power, may be announced in theUnion Budget later this week.

"We asked for a new(UDAY) scheme. We had discus-sions with the FinanceMinistry... I am optimistic thatthe new scheme will find a placein budget," Singh said at thesidelines of the listing ceremonyof the USD 750-million interna-tional bond of Power FinanceCorporation (PFC) at NSE.

The Minister also said, itwould be great if the schemefinds a place in budget because itwill address the requirements ofthe distribution companies... forensuring 24X7 power supply."

The Government inNovember 2015 had launchedthe Ujwal Discom AssuranceYojana (UDAY) to bring aboutoperational and financial turn-around of debt-laden power dis-tribution companies.

He also indicated that unlikethe earlier practice of havingmultiple schemes, the centrewould channelise all effortsthrough one scheme, and stateswould have to reduce the lossesof discoms to get all the benefits.

The centre is contemplatingto combine the features ofUDAY scheme, DeendayalUpadhyaya Gram Jyoti Yojana(DDUGJY) and IntegratedPower Development Scheme(IPDS) under an umbrella pro-gramme.

Divulging details, the minis-ter informed that under the newscheme the Centre will provide

for assistance for reduction oflosses. "That assistance will bein terms of technology and mod-ern equipment to reduce the loss-es."

However, this schemeincludes elements of all previousschemes. "Now, there will beonly one scheme for ministry ofpower," he said.

He also told that the schemehas a conditionality that discomsmust work out their trajectory forloss reduction.

He stressed that funds underthe scheme will be released onlyif the trajectory is adhered to.

Targeting to cut discom loss-es to below 15 per cent, he saidpower would be sold on strongfinancial mechanism and thestates would decide on their ownsubsidies.

"The UDAY scheme is not afailure. We have reduced lossesof discoms from over 22 per centto around 18 per cent...," he stat-ed.

Last year in August the cen-tre had made it mandatory toprovide letter of credit for buy-ing power by the discoms.

Beside, single day advancepayment mechanism had alsobeen introduced.

The Minister also told thatgovernment is also looking attightening the prudential normsof the REC and PFC.

He explained that PFC andREC would not be able to financethose firms or discoms which arewould not reduce losses.

In her maiden budget speechlast year, Finance MinisterNirmala Sitharaman had said,our Government launchedUDAY in 2015 aimed at finan-cial and operational turnaroundof discoms. (PTI)
