Overview of the ISAT- Alt
Idaho State Department of Education and the State Board of Education
Single Statewide Assessment System for all Idaho public schools and all students
Individuals with Disabilities Education Act of 1997 (IDEA-97) - mandated that every student with a disability participates in statewide and local assessments with or without accommodations or on an alternate assessment.
No Child Left Behind Act of 2001 (NCLB) - requires statewide assessment of all students in grades 3-8 and at least one high school grade annually in: Reading, Language Usage, and Mathematics.
The ISAT and ISAT-Alt grades 3-10 in Mathematics, Reading and Language Usage grades 5, 7, and 10 Science

Content Standards – The Foundation of Assessment
Page 16
Idaho Extended Content Standards - grade-level specific - clear link to general education curriculum (i.e., the Idaho Content Standards)
Links academic instruction and learning to grade level content through extended standards
Content reduced in complexity or modified through the extended content standards
Based on grade-level academic skills
Achievement standards (Standards Assessed) reflect different expectation for proficiency
Combination of extended grade-level content standards and alternate achievement standards
Promotes access to general education curriculum
Based on individual learning needs and capabilities

Scoring of PortfoliosAccuracy
Page 23
Each entry in the student’s portfolio will be scored on three dimensions:
Level of AccuracyLevel of IndependenceLevel of Complexity
A summary of the levels for each scoring dimension is shown on the next slides.
Scoring process starts at the teacher level.
Two entries for each assessed objective.
Teacher provides scores on each dimension for each entry in the portfolio including;Complexity, Independence & Accuracy. Teacher scores are entered into I-PASS via drop down menus.
Final scores are assigned to portfolio online by 2 trained scorers.
If 2 scores are within one point(adjacent) scores are recorded.
If 2 scores vary by more than one point portfolio is directed to a third scorer.
I-PASS system records the highest of the 2 scored entries as the final score

Accommodations Page 25
IEP Team Decision – Use Accommodations Guidelines Excel found online on ITC
Accommodations MUST be designated and used in both instruction and prior to assessment
(not just on the assessment)
Accommodations are NOT consistent across all assessments so should be designated individually for each assessment
Assistive Technology – Must be “considered” annually
Accommodations Guidelines Excel http://itcnew.idahotc.com/dnn/iaa/AADocuments.aspx
Assistive Technology Page 25
According to IDEA regulations, all accommodations necessary to facilitate participation in state mandated assessment must be provided and assistive technology considered during the annual IEP meeting.Resources for Teachers

Begin by choosing the grade level of the student found on the left side of the rubric.
Choose the highest level of complexity possible with the lowest level of supports and highest level of independence.
Collect baseline data at the classroom level.
Teach the concept.
Collect two artifacts per task. (5x2=10 total for Mathematics including; video, 4 digital photos cut and pasted onto a Word doc, scanned or faxed student work)
Compress Video prior to submission. Directions found in the I-PASS Quick Guide. Submit into I-PASS by March 1, 2011.
