Director-General Statement

I would like to take this opportunity to welcome you on board. You have been given the chance to enter a world of vocational training at Bahrain Training Institute.

You will experience a transitional stage where your intelligence attributes will be professionally reflected on practice. Last year, you were school students but today you are recognized trainees in a well-established institute that guarantees the highest levels of training and qualifications in which we will help you to have a bright future. Basically, you need to separate the two phases of your lives and move forward to achieving your professional goals.

Trainees need to be reminded that they are not moving to another stage of secondary education, but to an experience that is so close to what they will face in their professional lives after graduation. They must be aware of the most important principle in the world of work which is the «reward and punishment» principle. Such a principle would emphasize that hard workers and diligent trainees are those who will be able to seize success opportunities. Others will face greater challenges to achieve similar success or even less degree of it.

We, staff and management, will always be there to provide trainees support and assistance to acquire knowledge and skills as well as work ethics required at the world of work; a triangle that requires intensive care and commitment to BTI applicable rules and regulations.New trainees are advised to carefully read and comprehend the «Trainees’ Guide», between your hands, as it is developed to introduce you to details of your new training life in BTI.

Bahrain Training Institute (BTI)

BTI ObjectivesBTI aspires to provide on-going vocational training for job-seekers and to enrich their knowledge and technical skills which hence facilitate their integration into the labour market. In addition to that, BTI conducts high quality training programmes designed for those who are already employed in order to develop their knowledge and skills. Furthermore, BTI aspires to meet the training needs of the industrial, construction and commercial service organizations.

To accomplish these objectives, BTI follows a unique route to develop and implement its training programmes through the usage of latest methods of training, planning, coordinating with industrial, commercial and construction companies, cooperating with other vocational institutions and linking BTI programmes with international educational bodies, which evaluate and accredit BTI programmes. BTI Training SystemThe new training year at BTI starts September of each year and extends till June of the following year. It is divided into two semesters of 18 weeks each. The duration of training at BTI ranges between one to two years depending on the type of the programme, the level of the trainee upon entrants and the required level at graduation. BTI training system is based on self-learning principles where the trainee is expected to spend adequate duration at labs, workshops and learning resource center to acquire the necessary knowledge and skills. Trainees’ evaluation depends on regular attendance, tasks performance in addition to quizzes, mid-semester exams and final exams.

BTI training system is similar to UK training represented in vocational training levels approved by British Vocational Qualification Council (BVQC) and are linked to individual capability to perform assigned tasks perfectly. BTI attracts different groups of trainees such as secondary schools graduates, those with post secondary schools qualifications in addition to employees and staff of various companies. This is accomplished through providing different training levels.

Training DivisionsBTI provides wide range of training programmes accredited by EDEXCEL. These programmes designed to fulfill the needs of Industrial and commercial Institutions. The programmes are implemented through the following divisions:

Department of Trainees AffairsThis department oversees the following divisions:

A. Admission and Registration Division (Building 7)This division oversees the admission of trainees at various BTI programmes in accordance with the plans and strategies adopted by BTI administration. This division is entitled to follow up the trainees since applying to BTI until their graduation where it is the relevant division to preserve trainee›s records. Furthermore, the division issues timetables of training and exams, transcripts and certificates.

B. Guidance & Counseling Division (Building 7)

This division provides wide varieties of services to all trainees. It offers advice, guidance and consultancy to overcome problems and difficulties facing the trainees during their training period at BTI. These services provided confidentially to cater for specific trainee problems. The division also performs the following tasks:

• To receive the new trainees and preparing them for training at BTI.

• To take care of trainees suffering from poor learning, to diagnose the reasons behind it and to try to find the suitable solutions.

• To supervise and coordinate sessions of the trainees’ Disciplinary Committee.

• To examine the cases of needy trainees who apply for fees exemption for the Bahraini citizens registered at the regular programmes.

• To finalize the transportation procedures.• To provide lockers for the trainees. • To provide car parks for sponsored trainees• To receive and follow up trainees complaints.• To supervise and coordinate the trainees entertainments,

cultural and sport activities. • To supervise and coordinate schools visits program from and to

BTI.• To supervise the Trainees Council.

C. Graduates Recruitment Center (Building 7B)BTI has been performing all efforts in order to have all its implemented training programmes correspond to the real needs of the Bahrain labour market of trained work force capable of adopting increasing modern technological changes. Through the Graduates Recruitment Center these efforts are practically interpreted through providing BTI services to trainees and graduates through on-job-training and career guidance. This broadens trainees’ perspectives on job awareness, vocational attitudes and provides them assistance on planning their future career. In addition to that, the center provides job opportunities in accordance to BTI approved criteria. All of this is in the interest of graduates working with various corporate

at both public and private sectors. On the other hand BTI offers services to businessmen and corporate through the provision of qualified graduates in accordance to their needs, insuring their qualifications and their follow up to insure quality employments.

D. Learning Resources Center (Building 17)BTI provides a Learning Resources Center (LRC) with more than 15,000 books of different technical and business fields. BTI also provides periodicals, specialized technical and business journals, audio-visual training tapes and specialized scientific references. All BTI trainees are entitled to make use of all the materials at the Learning Resources Center through a borrowing scheme upon securing the centers membership free of charge.

Part of the services provided by the center is the Internet in order to help the trainees to accomplish the required assignments with ease. In addition to that, there are samples of final exam questions for all the courses of the different programmes and specializations where the trainee may borrow copies of them to facilitate the trainees revision and exam preparations. To maximize the utilisation of services provided by BTI, the trainees should comply with the following:

• Quietness and compliance with rules and regulations of BTI LRC.

• Trainees are allowed to borrow only two books each time for a period of two weeks only.

• To return the borrowed books at the proper time, there is a fine of 100 fils a day for lateness.

• It is prohibited to take out references, journals, periodicals and newspapers.

Rules & Regulations

RegistrationThe registration of continued trainees starts in the middle of July every year, and during the period announced by BTI.

Fees PaymentTraining fees are paid annually before the beginning of the first training semester during the announced registration period.

Reimbursement of Fees upon Withdrawal• 25% of the total training fees will be deducted in case of

withdrawal before the commencement of the first training semester

• 50% of the total training fees will be deducted in case of withdrawal before the beginning of the tenth week of the first training semester. No fees will reimburse after this period. In the case of other programmes, please refer to fees reimbursement rules of each programme.

If a new trainee who withdraws training for any given reasons, would like to rejoin BTI in future, he/she has to reapply and he/she will be reevaluated upon returning to training; priorities will be given to the new applicants.

Trainees› ID CardAdmission and Registration issues trainees› identification cards as trainee identification in the institute. According to BTI rules and regulations, trainees should have the ID at all times, while the examinations rules do not allow any trainee to enter the examinations hall without his ID Card. ID cards lost can be replaced. Application should be filled in the registration counter and fees will be charged.

CounselorA counselor is allocated to each trainee all through his training programme to monitor his training at BTI, and to assist in resolving any obstacles and difficulties he/she may face during his/her training. The counselor shall organize guidance sessions, individual or group in the classes so as to provide advice, guidance and awareness on the rules and regulations of BTI. In addition to that, the counselor holds special sessions for the low level trainees and all trainees with high absent hours. This aims to motivate them and increase their awareness to study harder and increase their achievement.

Attendance, Absence and Compulsory WithdrawalRules have been set as part of BTI plan to customize trainees on discipline so as to ensure maximum use of BTI capabilities by the trainees on theoretical and practical training in the classes.

Recording trainees’ absenteeism and latenessRecording attendance, absence and codification (L,X,A, √ ) is listed in class lists where the process of data input of different divisions are undertaken by the trainers for each module as follows:

• The symbol (√) is set for attendance, letter (A) for absence and also for the delay of more than 20 minutes of the class time.

(In case of two successive periods of the same course, it should be noted that the delay procedure is applicable for each period separately.

• Letter L is set for a delay of 1 to 10 minutes.• Letter X is set for a delay of more than 10 minutes and less than

21 minutes.• Every 3 L’s added and transforms to 1X.• Every 2 X are added and transforms into A.

Absence WarningThe trainee is personally responsible for following his absence records; BTI provides the follow up of attendance and absence service through its website www.bti.com.bh which functions as the following:1. Enter the BTI website www.bti.com.bh 2. Click on the Trainees, enter your Trainee number and your

Personal number in the space provided at the site and then press (Sign in).

3. At this page you would be able to see the attendance record, transcript record and the timetable for the current registered semester.

Compulsory withdrawal from the module• If the trainee›s absence exceeds 35% of the total training

module hours, his/her name will be listed on the 16th week of the course denying him of sitting for the final exam and he/she will be given the grade of WF at the module. He/she has to register for resit exam during the announced period with the charge of BD 10.

• When the trainee passes all the required evaluation of the module including the final exam, then he/she will be graded as R/D regardless of the grade he/she secured.

• If the trainee does not secure all the required evaluation, then he/she is considered as a failed trainee with R grade, thus he/she should register for resit exam again.

Compulsory withdrawal due to AbsenceTrainees should be disciplined on attendance of all training hours but in case that the trainee absence reaches 100 hours or more, a decision of compulsory withdrawal is issued and he/she will be accredited WF for all modules of the semester.

Absence of examination during the Training Semester• A trainee is responsible in case of absence from exam without

an excuse.• In case of the trainee who is absence from exam with an

acceptable excuse during the semester, he/she has to be referred to the relevant division to accept or refuse his/her excuse.

The trainees’ obligation in case of absence• The trainee is not exempt from any of the training obligations

and commitments, and he / she must complete all the required duties. Also, the trainees should follow up the missed lessons with his /her colleagues.

• The Institute will not take the responsibility of arranging a « REPEAT» of any lesson missed either the absence was with or without an excuse.

Conditions of receiving and accepting Excuse for the Final Exam• Excuses should be received within five days of its issuance at the

front desk of Admission and Registration Division, presenting the original copy.

• Medical excuses issued by governmental hospitals and health centers conditional of the physician seal, the medical center seal and serial number.

• Medical excuses issued by private hospitals and clinics are conditioned by physician seal and payment receipt.

• Absence due to death of a relative is conditional of a certificate indicating the trainee’s relationship to the death person, sealed by the regional municipality.

• Trainee should ensure the acceptance or refusal of his/her excuse by Admission and Registration Division.

• Trainee holds responsibility for not presenting an acceptable excuse for being absent for any exam.

• In case of an exam being held during the absence of the trainee with an acceptable excuse during the training semester, the relevant articles of the BTI regulations will be applied, BD5 is to be paid for resitting the exam at the end of the semester with a maximum of BD 25 prior to setting for the exam.

Accreditation of Prior Learning System (APL)This system enables the trainees to apply for exemption for any training modules after the evaluation of their previous experiences and studies conditional of not exceeding 50% of the number of the modules. This is being done after the trainee presents request to Admission and Registration Division, to fill the required form with the necessary attachments proving his previous expertise and studies within the first two weeks of the semester. The Admission & Registration will forward it to the evaluation committee, which will examine the case and might request a personal interview, and then a decision will be taken. After that the trainee will be informed about the decision through the Admission & Registration Division. It is conditional that the trainee has secured at least 70% of the training module being studied at other certified institution.

he/she must attend the training course until the issuance of an acceptance exemption letter approved by the Division of Admission & Registration.

Principle of Equal OpportunitiesBTI follows the policy of equal opportunities for all trainees where there is no discrimination regarding gender, religious affiliating, colour or race. Admission is based on the level and the grade of the applicants.

TranscriptA trainee’s transcript is a record of all the modules that the trainee has studied since his registration at BTI till the final training semester. These are listed in a serial according to training semesters with information about credit hours, semester average and accumulated average.

Grading System BTI operates a dual grading system which has been created by merging BTEC and BTI requirements. In order to pass a trainee must satisfy the requirements of both the systems, that is, pass all “P” criterions.

BTEC Grading MethodologyAll training modules are assessed and graded on Pass (P), Merit (M) and Distinction (D). In general, evaluation criteria depends on four areas, these are:

• Application of knowledge and comprehension• Development of practical and technical skills• Professional personal development• Application of generic skills

The BTEC system is based on realization of specific educational/ training capabilities known as learning outcomes. A trainee has to achieve them all as a prerequisite for passing the module. The trainee’s grade is evaluated according to Grading Criteria for each module.

The final grade of each training module is:

• Pass grade: granted to the trainee who achieves all Pass grading criteria.• Merit grade: granted to the trainee who achieves all Merit grading criteria in addition to all Pass grading criteria. • Distinction grade: granted to the trainee who achieves all Pass, Merit and Distinction grading criteria.

Method of calculating Semester Grade Point Average (SGPA) & Cumulative Grade Point Average (CGPA)SGPA and CGPA are calculated as follow:• Every letter of rating is valued by certain points as shown in table above.• These points are multiplied by the credit hours of the module.• Points for all the training modules are calculated by the same method, and then added to calculate the total number of points for the

semester modules.• The total number of points is divided by the total credit hours of the semester to get the average value that ranges between 0.00 to

4.00.

The cumulative average is the result of dividing the total points that the trainee secured up to the last semester by the total credit hours for all the semesters.

BTI adopts two kinds of Grade Average:• The Semester Grade Point Average (SGPA) which depends on

the training modules completed by the trainee in the training semester.

• The Cumulative Grade Point Average (CGPA), which depends on all training modules completed by the trainee in the programme.

Semester Grades (SGPA)= 39.01 / 12 =3.25

Assessment Scheme and Grade Calculation All assessments are graded using criterion reference methodology and are graded in accordance with BTEC (achieved/not- achieved) & BTI requirements and can be a combination of Phase tests, Quizzes, Case Studies, Practical Assessments and Final Exams.

Conditions for pass a module1. Attend 65% of the module sessions. 2. Achieve all BTEC pass grading criteria.3. Achieve 30% of all grading criteria in the final exam.

Failure and Re-sit • In case a trainee does not fulfill all the pass conditions, the

trainee fails and is granted the R grade; the trainee has to resit during a specified period as scheduled in the training calendar and if he/she passes, is granted R/D grade.

• If a trainee does not pass the resit exam, then he/she will be allowed to make another attempt as scheduled in the training calendar.

• In case of a trainee failure in the final exam, a fee of BD10 is imposed for the re-sit of each module.

Other Training ProgrammesIn case of Non BTEC and other accredited programmes, the assessment, and the grading methodology to be followed will be as per the requirements of the specific awarding bodies.

Compulsory Dismissal• If the FD, ND,HND trainee failed at the end of first semester

exams in four modules and above, he/she will be withdrawal compulsory and can join a remedial course in semester two.

• If the trainee of any programme failed in four modules and above at the end of second semester, he/she will be withdrawn compulsory from the programme and he/she may re-register for the same programme in the following year according to the availability of seats in that programme.

Official Withdrawal from TrainingThe trainee is considered as a withdrawer from the institute if he/she has finalized all the official procedures in the condition that he/she obtains the approval of the Admission &Registration Division. In this case a grade of WP will allocate to him/her in his/her transcript.

Edexcel RegistrationBTEC awards are granted by the U.K based qualification awarding body, EDEXCEL. BTI registers the trainees enrolled in the National Diploma and the High National Diploma with Edexcel to obtain the BTEC. The trainee are required to obtain the BTEC award within 5 years from the date of joining the programme, after the expiry of which registration gets cancelled.

The Appeal SystemThe Appeal on Granted Grades

• If the trainee is not satisfied with his granted grade in one of the courses, he/she can check with the trainer that his/her granted score compatible with transcript. In case of an error, the trainer may take the necessary steps to correct it.

• If the trainee is still dissatisfied with his/her grade, he/she can refer to the head of the concerned division to revise the records and inform the trainee if there is a change of the grade.

• If the trainee is still dissatisfied with his/her grade after referring to the trainer and the head of the division, he can apply for a grade review by filling a special form, which is accessible from the Admission & Registration Division.

• A grade review fee of BD 10 per module has to be paid by the trainee. If the complaint of the trainee is upheld, the fee (BD 10) shall be refunded.

Other Appeals• If the trainee is not satisfied with any decision taken against him,

he/she can refer to the head of the concerned division, if still in doubt, he/she can complain to the Manager of the concerned department and then to the Deputy Director General for Training Affairs.

• If their responses are unsatisfactory, the trainee can write to the Guidance &Counseling Division (G&C). The appeal letter should include all the steps taken prior to approaching the G&C division and all the response received. The G&C division will look into the grievance and make recommendations to the Manager of Trainees’ Affairs who will refer them to the Director-General for the final decision.

Transfer from One Level to a Higher OneThe trainee who achieved the graduation requirements of the National Diploma can apply for the Higher National Diploma programme according to the availability of seats in that programme.

Criteria of Transferring From one Programme to Another• If the trainee wishes to transfer from one specialization to

another, he/she needs to fill in a specified form and send it to the Admission & Registration Division in the specified period. Transfer is conditioned to certain rules that differ from one programme to another. It depends basically on the last CGPA and the availability of vacant seats in the targeted programme.

• After accomplishing his training in the first diploma, the trainee may apply for a transfer to other programmes in the same department, if his/her CGPA is 2.00 or more.

• After accomplishing his training in the first diploma, he/she may apply for a transfer to other programmes in another department, if his/her CGPA is 2.50 or more.

Honorable DistinctionTo encourage and appreciate the trainees to be distinctive, the names of distinguished trainees whose SGPA starts from 3.5 out of 4 and above at the final of each semester, their names will be listed on an honorable distinguished board specially designed for this purpose.

General Guidelines The trainee is responsible for:1. Arrive at your scheduled classroom or laboratory on time.2. If you are late, enter the room quietly, and avoid any disturbance. 3. Make sure to bring all the necessary materials for each lesson,

i.e. books, pens, ..etc. 4. Switch off mobile phones inside class rooms, workshops,

laboratories, and exam halls. 5. Remain calm during the training session for the benefit of

trainees.6. Do not misuse any equipment in the class/ laboratories or

workshops.7. Smoking, eating and drinking is prohibited in all buildings. 8. Do not leave the classroom, laboratory or workshop without

permission of the trainer.9. Keep your private property safety.

Workshops and Laboratories Instructions1. Be sure to wear the appropriate clothes and safety shoes during

workshops/laboratory sessions..2. Do not use any equipments or devices before hearing a detailed

explanation from your trainer.3. Be sure to follow all the instructions and rules of safety and

security.Respect Yourself-Respect Your Environment1. Always keep your BTI ID card available. 2. Adhere to good behavior and wear decent clothing. 3. Maintain good appearance and personal hygiene.4. Always keep BTI facilities and buildings clean and tidy.

5. Be punctual and quite inside and outside training places as well as in extracurricular activities.

6. If you have a problem, talk about it to someone you trust.7. Keep a training calendar.8. Invest your free time in what is useful by practicing different

activities such as cultural, sports, artistic, and social activity.

Examinations InstructionsPre-examination1. The trainees should make sure on the time, place of the exam

and be present before the exam sufficiently.2. The trainees should be inside the exam halls within 10 minutes

before the commencement of the exam, as doors will be closed on time to provide sufficient time for distribution of exam papers.

3. After distributing the exam papers, doors of the exam hall will be opened.

4. Trainees are required to bring all the necessary exam tools (pens, pencils, drawing tools etc...)

5. Trainees are required to leave their books, bags outside the exam hall and to make sure that they do not carry anything with them related to the examined module.

6. Mobile phones and any other communications devices should be turned off and kept in invisible places.

7. Trainees ID and CPR should be present and trainees will not be allowed to sit for the exam without their ID.

8. Trainees should fill in the information related to the exam on their answer book and write their names and ID No. on the questions paper.

During the Exam1. Trainees will not be allowed to leave the exam hall during the first 20 minutes of the beginning of the exam.2. Trainees should note the following:a. read all the information and special instructions related to the

examined module.b. the invigilator will not explain any question or have a long

conversation with trainees.c. trainees will not be allowed to enter the exam hall 20 minutes

after the beginning of the exam.d. If any problem occurs, a report should be presented to the

Trainees› Disciplinary Committee.

Exam EndingThe invigilators will notify the trainees when there is 5 minutes remaining before the exam finishes. Trainees should note the following:

1. trainees should remain seated and will not be allowed to leave during this period.

2. exam rules will be valid from the beginning of the exam until it finishes.

3. trainees should stop writing when exam time expires.4. After collecting all the questions and answers books, trainees

will be allowed to leave.

Disobeying Exam Instruction Cheating

BTI considers cheating as an action against all the supreme values BTI stands for and the efforts it conducts in the training field and enroot good professional behavior. Cheating includes:

• Copying information from other or passing them to others.• Dishonesty in getting information and answers during the exam.• Bringing in any written information either related to the

examined topic or not.• Dishonesty to get information related to the exams before

holding them.• Stealing exams.• Overlooking or showing your answer sheet to a colleague.• Starting the exam before you are given permission to do so or

continue writing after you are being told to stop at the end of the exam.

• Talking inside exam halls or overlooking your colleague papers, using unauthorized cutter papers, books or diaries to help you in the exam. This includes information written on discs, calculators, paperback, electronic dictionaries or any other tools to be used for this purpose.

• Talking to the trainers or others is not allowed during the exam• In addition to the mentioned above, the invigilator may consider

any suspicious movement by the trainee inside the exam hall as a disturbance to the exam rules.

In the occurrence of the above situation and exam disturbance, the trainer is expected to write a report and send it to the Trainees Disciplinary Committee (TDC) for investigation. If cheating has been approved, a zero mark will be allocated to the trainee in the exam at which he/she was caught cheating. In addition to that, he/she will be given a written warning and will be deprived from fees exemption. If cheating is being repeated, the committee has the right to dismiss the trainee. In addition to the above measures, a letter indicating the taken decision will be sent to the employer of sponsored trainees.

Fees Exemption SystemThis system has been introduced in order to support self-sponsored needy Bahrainis registered in the institute and also for distinguished trainees to encourage them for more efforts. It is also introduced to support families of the employees registered in the institute.

These grants are given annually for the trainees who have qualified for the required credited conditions. The beneficiaries are advised at the end of each semester through reviewing their results, absence record, and discipline. The grant will be stopped at the end of each training year if any of the grant conditions is being broken. The trainee can refer to the G&C division to inquire about the conditions of benefiting from these grants. Application for 20102011/ fees exemption for new trainees will start from Sunday 3rd of October 2010 to Thursday 21st of October 2010. The announcement of grant beneficiaries will be on Tuesday 30th of November 2010. The continuous trainees who would like to

benefit from the 2011/2012 grants can apply for fees exemption starting from Sunday 3rd of April 2011 to Thursday 5th of May 2011. The results of the exemption will be announced on Thursday 7th of July 2011.

Note: Trainees who would like to apply for this grant should pay the training fee and any delay of registration payment will be fined; a BD 2 fines will be paid on each delayed day. If the trainee gets a grant, training fees will be reimbursed.

Equipment and Services

Safety and Security DivisionThe aim of this division is to provide healthy working environment and reinforce security and safety procedures for all the personnel, trainees and visitors of BTI, taking into consideration all the legal requirements and the administrative systems applied in the institute. The division provides security and traffic flow services. All trainees are requested to cooperate with the security personnel during their arrival, departure and stay in the institute. The trainee should give his name and present his ID whenever requested and he should inform the security office at the main gate about any unsecured incident or that which may cause a danger on his life or others.

Laboratories and Training Workshops The institute provides well-equipped laboratories and training workshops in order to provide the necessary skills and expertise for trainees and give them the opportunity to put in practice their theoretical studies. For trainees› safety, safety and security by-law have been issued which instructors and trainees are expected to follow. The institute is also equipped with 24 computer labs, which enable trainees to use the latest technology in programming, designing and other computer skills.

Book and Stationery CenterThe trainee can buy the required training books and stationery from the LRC or bookshop center, which is opened from 7:30 am to 8:00 pm during the official working days. The trainee should make sure to obtain the right books requested by the trainer before buying the book, as fees are not refundable.

Photocopy CenterThis facility can be used by trainees for photocopying of paper, transparencies, and also for bookbinding. The cost depends on the service required and is set by the operating contractor.

Hall (7A) Hall 7A is equipped with sport facilities according to the requirement of credited sport activities. Trainees can use also to practice their theatre hobbies, hold cultural lectures and seminars under the supervision of G&C Division.

Health ClinicPublic health clinic inaugurated at BTI premises to serve trainees during the working hours.

Trainees› Rest RoomsTwo separate rest halls are available for trainees, one for males and the other for females close to the Learning Resource Center. They should be kept in good conditions to serve their purpose.

Prayer RoomsTwo separate prayer rooms are available, one for females and the other for males. They should be only used for praying. Eating and sleeping is not allowed in these rooms. They should be kept clean and tidy to serve their purpose.

Trainees› Cafeteria Snack, sandwiches, hot and cold beverages are provided in the cafeteria. It is opened daily from Sunday to Thursday from 7 am to 8:15 pm. There is a general hall and another for females only.

Car ParksThere is an external car park and the institute has provided limited internal car park for the sponsored trainees in the morning and afternoons. Sponsored trainees should fill in special form from the G&C Division. Limited spaces are allocated for trainees with special needs and can be obtained by writing a letter to the G&C Division and can be provided after the approval of the case. Using the car parks is the sole responsibility of users and the institute does not bear any responsibility of the loss of any items.Non-class ActivitiesThe institute encourages extracurricular activities because of their importance to utilise the vacant time of the trainees positively and to reinforce cooperative training and encourage group work. The institute trusts that practicing these activities encourages gifted trainees and develops their capabilities in many fields.

BTI Trainees CouncilMembers of the trainee›s council are elected freely from the registered trainees in the institute. The duration of the membership is one year, its headquarter is in the institute and established by a decision issued by the Director-General.

The BTI Trainees› Councils carries on the following tasks:1. Documenting and developing cultural, intellectual, sport and

artistic relations and support them among the institute›s trainees.2. Issuing newsletter, wall magazines focusing on training, scientific,

cultural and sport issues, according to the institute›s by-law and the approval of the G&C Division.

3. Participating in the organization of the trainees› activities, in accordance to credited program of the G&C Division.

4. Conducting awareness campaigns for the institute’s trainees and cooperating with the institute to implement the institute›s programmes and projects which comes under its plans in this field.

5. Holding fun-raising campaigns for the Trainees› Fund after the approval of the G&C Division.

The Trainee Council candidate should have the following conditions:1. The trainee should be registered and has spent at least one

training semester in the institute.2. The trainee should have shown good behavior with CGPA not

less than 2.5.3. The trainee has a tendency for voluntary work and help trainees.4. The Director General has the authority to exclude any one of

the above conditions if necessary.

Behavioral Offence and Penalties Regulation

Chapter OneDisciplinary Infractions

Article (1)This regulation called Behavioral Offence and Penalties regulation for BTI trainees and it is valid from the date of approval and issuing.

Article (2) This regulationis applied on all the trainees registered in the institute and is under the rules, regulations and behavior penalties stipulated in this regulation.

Article (3)The following actions are considered an offence and the trainees who commit them will face the misbehavior penalties mentioned in this regulation.• Actions that contradicts with rules and regulations of the

institute.• Intention absence of attending lectures, disturbing studies, or

training, or persuading on doing them. Also stopping practicing other training activities which are important to be attended, according to BTI regulations.

• Cheating or trying to cheat during exams and disturbing exams environment.

• Attacks or bad behavior against any BTI personnel or other trainees.

• Any actions committed by the trainee against honesty, dignity or morality of the institute›s rules and regulations. This paragraph is also applied to any actions of this kind committed outside the institute in occasions the institute organizes or participate in.

• Any forgery of the institute›s documents or using the forged papers. This is applied on electronic documents, too.

• Distribution of newsletters, issuing paperback or electronic wall magazines inside the institute, collections of petition signatures and fund-raising without the coordination with the Trainees› Council and G&C Division.

• Using the institutes premises for other purposes rather than what are being constructed for, without prior permission from the concerned division.

• Destruction of the institute›s properties and fixed properties.

Chapter TwoBehavioral Punishment

Article (4)The behavioral punishment that can be applied on the trainee:• Prevention for a certain period from benefiting from the services

provided by one or more of the institute›s divisions where such offence is committed under.

• Prevention for a certain period from practicing one activity or more from the training activities that the offence is committed under.

• Three grade warning, first, second and third (final).• A fine for at least the value of the thing or things that the trainee has destroyed or lost, if approved that he has done so.• Prevention from benefiting from grants and fees exemption.• Stop granting the certificate if the trainee has not delivered any tools or equipment he has borrowed during the training.• Temporarily dismissal from the institute for a period depending on the circumstances and size of the offence.• Final dismissal depending on the circumstances and size of the offence.

Article (5)It is possible to have two miss behavioral penalties or more out of the punishments stipulated in this regulation.

Article (6)The decision of imposing miss-behavioral penalties is the responsibility of Trainees Affairs Department – G&C Division and to be kept in its records; the trainees is to be informed about the decision and so his sponsor, if applicable

Article (7)If the trainee is caught cheating during exams, the following penalties are applied:

• The trainee is considered failure in the exam or quiz at which he/she was caught cheating. • If the trainee is caught cheating again in any of the other exams, his/her registration will be cancelled in this particular semester; and he/

she will be prevented from registering for the following semester.•If the trainee has been reregistered to finish his/her training after serving the previous punishment and caught cheating again for the third time, he/she will be dismissed.

Chapter ThreeInvestigation Committee

Article (8)BTI management forms in the first month of every training year an investigation committee, valid to renewable to look on the misbehavior offences committed by trainees inside the campus or in any of the facilities annexed to it. The committee is composed of 5 members from the training and administration personnel and it is called (Trainees› Disciplinary Committee). The duration of this committee is for one year (renewable). The committee can call the head of the division or a representative at which the offence has occurred to attend the investigation sessions; the misbehaved trainees are called in front of this committee for investigation and the suitable punishment is applied.

Article (9) The Trainees› Disciplinary Committee continues its work until a new committee is appointed or a decision is taken to renew its work for another year by the Director General based on a proposal from the Trainees Affairs department – G&C division.

Article (10)All the Trainees Disciplinary Committee decisions are applicable and the trainee has the right to write to the Director-General for the review of the committee›s decision within one week from the date of informing him about the decision. The Director-General has the right to approve, amend or abolish the punishment.

Article (11)1. It is not allowed to impose any punishment on the trainee without investigation undertaken by the specialized concerned parties and

listening to his defense.2. If the trainee does not attend in front of the Trainees Disciplinary Committee and has no acceptable excuse within the following three

days of the stated appointment for session, the committee has the right to hold another session and a decision of imposing a punishment in his/her absence.

Article (12)In case of disturbance which may affects the regulatory of training in the institute, or in a threatening situation that requires an immediate decision; the Director-General has the right to take on the specialization of the Trainees Disciplinary Committee stipulated in this regulation and can take a decision of which he/she has to inform the specialized decision.

Article (13)The trainee is not to be penalized on one misbehavior by more than one party. In any case, he/she is not to be penalized for the same

misbehavior twice.

Article (14)No trainee is to protest for not being aware of the regulations, code and the directions of the institute or any announcement on the institute›s board.

Article (15)The Trainees Disciplinary Committee takes its decisions by the majority of votes and in any case of equal votes, the side of the chairman is opted.

Article (16)Representative of the concerned division is not entitled to vote in case of the need for his attendance.

Article (17)Absence of a member of Trainees Disciplinary Committee to a meeting does not abrogate the meeting but in case of consecutive absence of three times without an acceptable excuse, the head of Trainees Disciplinary Committee address the institute management to appoint an alternative member.

Article (18)The Trainees Disciplinary Committee meeting is not valid if more than one member who is entitled to vote is absent.

Article (19)Trainees Disciplinary Committee meeting is only valid with the present of the chairperson or the vice-chairperson.

Article (20)Guidance & Counseling Division administers the Trainees Disciplinary Committee, preserve its records, convey its decisions and decide its meetings dates.

Article (21)Decision of the Trainees Disciplinary Committee should be within the harmony of the institutes› policy, objectives, Regulations and its interests; and should be compatible with the internal code and not in conflict with any law or rule in the Kingdom of Bahrain. The decision of the Director-General of the institute is final in case of challenging the decisions of the Trainees Disciplinary Committee.

Chapter FourAuthorities and Procedures

Article (22): The Trainer›s Authority:In order to preserve the behavioral discipline during the training lectures whether inside the hall or at the training workshops and laboratories, the trainer is to be granted the necessary authority to ensure trainees behavioral discipline and not to allow any indulgence in disorder in the classroom. This may affects the training and disturbance for other trainees who want to benefit from the training. In order to avoid deep conflict between the trainer and the trainee who may cause problems with possible grave consequences, the following steps are to be taken:

• The trainer issues a verbal and written warning to the trainee on his/her misbehavior as seen appropriate.• The trainer is to send the trainee to the head of the division where he/she is to be considered absent in case of continued misbehavior

and continued disobedient.• If the trainee refused to leave the class, to keep quiet and apologize for his/her misbehavior then the trainer would continue the training

or the lecture and present a report to the head of the division where he/she should clarify the incident and suggests remedies.• If the trainee continues making a mess, refuses to leave the classroom where the trainer deemed impossible to continue the class, then

the trainer could contact security and to present a report to the head of the division registering the trainee as absent.• The trainer is entitled to terminate the training session in case of mess aroused by a group of trainees and to report it to the head of

the division. • The trainer is entitled to call the trainees for audience and give a guidance and advice.• The trainer is entitled to give advice to a group of trainees.• The trainer is entitled to implement one or more of the previous measures as deemed necessary.

Article (23): Security Personnel Authority/ Security Supervisor• Security staff is entitled to direct and guide the misdemeanor in case of minor misbehavior.• The security staff is entitled to give verbal warning. • In case of serious or complicated abuse then the security staff will hand over him to the security supervisor on call.• The security supervisor is to investigate the abuse and report it to the Guidance and Counseling Division.

Article (24): The Authority of Head of Division• To call the misbehaved trainee to listen to him/her and to be acquainted to his/her motives, advice and guide him/her in case of a minor

misbehavior• It is sufficient for the trainee to give a verbal or written apology to the trainer, security staff or the administration regarding the committed

misbehavior undertaking that he/she would not repeat the misbehavior in the future where a copy will be kept in the trainees file at Admission & Registration Division, and another copy will be kept at the Disciplinary Committee file.

• In case that the Head of Division realised that it is a major conflict that could not be resolved within the division then he/she has to report to the G&C with an attached report including his/her recommendations.

• To subjugate the trainee to guidance and advice sessions, considering him as an absentee.• The head of the training division is entitled to suspend the trainee for one day and to send a report on that to the relevant division

considering him absent without excuse.

Article (25): Authorities of Guidance & Counseling Division • To subjugate the trainee to guidance and counseling session.• To Issue a verbal warning.• To Issue a written warning.• To Impose a written commitment.• To suspend the trainee for not more than three days with a notification to the relevant division considering the trainee absent without

excuse.• In case of the absence of Trainees Disciplinary Committee members during vacations, the authority of the committee is delegated to

the Guidance & Counseling Division in order to take the suitable decision to be approved by the Director-General or his Deputy.

Article (26): The authority of Trainees Disciplinary Committee• Trainees Disciplinary Committee is to acquaint with the report and recommendations of the relevant parties then to meet with the

trainee in order to discuss the various aspect of the problem.• As part of penalties undertaken by the Trainees Disciplinary Committee, the trainee signs a bledge letter not to repeat the misbehavior.• To suspend the trainee for a duration between one day to a week in accordance to the extent of the misbehavior.• Deprive the trainee of grants and fees exemption for the upcoming period.• To drop his grant if he enjoys any.• The trainee is entitled to pay indemnity and cost of the destroyed tools and equipment in accordance to the Trainees Disciplinary

Committee estimate.• To inform the sponsoring party in case the trainee is sponsored.• To present recommendations of dismissal of the trainee to the Director General if they deem that he/she deserves such penalty.• Amend, add or abolish articles of the penal regulation in accordance to the public interest conditional of not contravening with the spirit

of laws and rules applied in the Kingdom of Bahrain where it will be effective only after the approval of the committee chairman and the Director-General.
