CORPORATION OF TOWNSHIP OF ADMASTON/BROMLEY

FIRST MONTHLY MEETING

Council met for their first monthly meeting at the Municipal Council Chambers on Thursday, May 2, 2019 at 7:30 pm. Present were Mayor Michael Donohue, Deputy Mayor Mike Quilty, Councillors Bob Hall, Robert Dick and Kevin LeGris.

Staff members present were Clerk-Treasurer Annette Gilchrist, Deputy Clerk-Treasurer Mitchell Ferguson and Public Works Superintendent Chris Kunopaski.

From the media was Rick Stow from MY FM and Oldies 107.7

Mayor Donohue called the meeting to order followed with a moment of silence.

Resolution No. 01/05/19

Moved by Mike Quilty, seconded by Robert Dick

Be it resolved that Council accept the agenda as presented this date.“Carried”

The April 18th, 2019 regular minutes were provided to Council for approval and the following resolution was passed:

Be it resolved that Council accept the minutes of the regular Council meeting held April 18th 2019.

Mayor Michael Donohue welcomed Jamieson Dyer Chair of Police Services Board who presented the Board’s 2018 year end annual report. The Mayor thanked Mr. Dyer for a very comprehensive report.

Planning and Economic Development Committee - Chair Bob Hall, Committee Member Kevin LeGris

Consent Application B149/18 submitted by Richard and Mary Catherine Brisco was considered by Council and the following resolution was passed:

Resolution No. 03/05/19

Moved by Bob Hall seconded by Kevin LeGris

Be it resolved that Admaston/Bromley Council accept in principle Consent Application B149/18 submitted by Richard and Mary Catherine Brisco so long as requirements of commenting agencies are satisfied.

And further that Consent Application B149/18 will create a lot with less than the required minimum lot area therefore an application for a zoning by-law amendment will be required to rezone the retained lands to Agriculture Exception to prohibit residential uses and to reduce the minimum lot area requirement.

The minutes of the Admaston/Bromley Public Library Board Meeting held March 19, 2019 and Librarians Report were reviewed by Council as accepted as information.

Operations Committee Chair Robert Dick, All of Council

Council reviewed a report on the 2019 spring flood event with a recommendation from the Committee and the following resolution was passed:

Resolution No. 04/05/19

Moved by Robert Dick, seconded by Mike Quilty

Be it resolved that Council approve the following road works related to the 2019 spring flood event;

Stoqua Creek Road - To remain closed and concrete barriers to be erected until full rehabilitation can be undertaken and culvert order to be placed as recommended by Public Works Superintendent. Not anticipated within the month.

Old Mine Road – Currently passable. Recommendation to install a 3 ft Culvert to restore to pre-flood condition to be undertaken within the next 2 weeks.

English Road – Currently passable. Recommendation to build it up with additional fill to be undertaken next month or later dependent on conditions.

Lynch Road – Currently passable. Recommendation to build it up with Gravel and Geotextiles to be undertaken within the next 2 weeks.

Sammon Road - Currently passable. Recommendation to build it up with Gravel and Geotextiles to be undertaken within the next 2 weeks.

McNulty Road - Currently passable. Recommendation to build it up with Gravel and Geotextiles to be undertaken within the next 2 weeks.

Mhusk Road - Currently passable. Recommendation to build it up with Gravel to be undertaken within the next 2 weeks.

Pucker Street – Currently passable. Restoration works to be undertaken in June.

South McNaughton – Re-opened. Currently being assessed for damages.

Culhane Road - To remain closed and concrete barriers to be erected until full rehabilitation can be undertaken. Flow Study to be undertaken by County of Renfrew prior to tendering. No rehabilitation anticipated before June.

As seasonally maintained roads become accessible they are to be assessed and restored as soon as possible.

Public Works Superintendent Chris Kunopaski reported on the road restorations underway and current conditions. He reported that an onsite meeting is being held at Stoqua Creek Road tomorrow morning with local contractors.

Waste Management Committee - Chair Kevin LeGris, All of Council

A resolution from the City of Brantford regarding single use plastic straws was reviewed by Council and accepted as information.

A discussion paper on reducing litter and waste in our communities was reviewed by Council and accepted as information.

Protective Services Committee – Chair Mike Quilty, Committee Member Robert Dick

The minutes from the March 12, 2019 Police Services Board meeting were reviewed by Council and accepted as information.

County of Renfrew

Mayor Donohue reported that the County of Renfrew declared a state of emergency for the first time since 1998 in response to the spring flooding. He expressed gratitude to the local volunteers including members of the military from Garrison Petawawa and MNRF firefighters for their assistance to our neighbouring municipalities who are experiencing ongoing challenges.

New Business

Councillor LeGris noted that his schedule at work is changing and wanted to let Council know that it may affect his attendance at meetings. Confirmatory By-Law

THAT By-Law No 2019-27, being a By-Law to Confirm the Proceedings of the Council of the Township of Admaston/Bromley at the meeting held May 2, 2019 be now numbered, deemed read three times and passed.

Moved by Kevin LeGris, seconded by Bob Hall

BE IT RESOLVED that Council moves to an in-camera session at 8:14 p.m. under Section 239(2) of the Municipal Act 2001, c, 25 being a personal matter about an identifiable individual.

Deputy Mayor Robert Dick rose and reported that Council met in-camera to approve the in-camera minutes of April 18th, 2019 and to review the performance appraisal for the Clerk-Treasurer.

Re: Stoqua Creek Culvert Replacement

On May 2, 2019 Council approved extensive emergency road works related to the spring flood Easter weekend. Part of that resolution was in regards to Stoqua Creek Road which was to remain closed with concrete barriers to be erected until full rehabilitation could be undertaken and a culvert order was to be placed as recommended by the Public Works Superintendent. The culvert has been delivered and the Township produced an invitational tender and held an on-site meeting on Friday May 3rd, 2019 for the rehabilitation project and the following four proposals were received:

Recommendation for Council

WHEREAS the Township of Admaston/Bromley recently experienced a Flood due to the sudden, unexpected and extraordinary amount of rainfall and spring snow melt from the evening of Thursday, April 18th until the evening of Tuesday April 23rd, 2019;

AND WHEREAS the Township has experienced incremental operating and capital costs, above regular budgets which are linked to the Flood;

AND WHEREAS Council authorized the Public Works Superintendent to place an order for goods and services from such suppliers and upon such terms and conditions as deemed appropriate;

AND WHEREAS the quote received from Barrs Sand and Gravel would be the most efficient and cost effective due to its delivery time, service and quality of goods;

AND WHEREAS under By-Law No. 2007-49 being a by-law governing procurement policies and procedures the pertinent authority may request that specific Commodities be purchased from specific Vendors with Council approval;

NOW THEREFORE BE IT RESOLVED THAT Council approve the awarding of the contract for the rehabilitation of Stoqua Creek Road in the amount of $12,400 plus HST under Part 5, Section 5.2 of By-Law No. 2007-49 Procurement Policies and Procedures.

Re: Ontario Regulation 284/09

For 2019 budget purposes, as per Ontario Regulation 284/09, a municipality may

exclude from the budget, amortization expenses pertaining to tangible capital

assets, post-employment benefit expenses and solid waste landfill closure and

post-closure expenses.

Admaston/Bromley Council recognizes the impact on the 2019 budget of the

2018 amortization expense for our tangible capital assets. Conscious of the

impact, Council has decided not to include amortization costs in the

determination of the 2019 levy requirement for Municipal purposes. Unfunded

post-employment benefit expenses for payout in a future year as well as the

unfunded landfill closure and post closure costs will not be included in the 2019

budget documentation.

The Township of Admaston/Bromley developed and included within its 2019

budget the following:

1. The budget contained transfers from reserves for the renewal and

acquisition of its current tangible capital assets.

In developing its budget for the year 2019, Admaston/Bromley excluded

unfunded post-employment benefits comprised of accrued sick leave, which

at the end of December 31, 2018 amounted to $53,671.44. It is estimated that

the unfunded post-employment benefits for 2018 in the amount of $53,671.44

is representative of what the unfunded post-employment benefits will be at the

end of 2019. Admaston/Bromley also excluded unfunded landfill closure and

post closure costs from its budget for the year 2019. It is estimated that the

unfunded landfill closure and post closure costs, which at the end of 2018

amounted to $683,000 is representative of what the unfunded landfill closure

and post closure costs will be at the end of 2019.

Any increase in post-employment expenses or landfill closure and post

closure costs at the end of 2019 will reduce the accumulated surplus.

At the end of December 2018 the accumulated surplus was comprised of:

CORPORATION OF THE TOWNSHIP OF ADMASTON/BROMLEY

By-Law No. 2019-28

A By-Law to provide for the approval of the2019 Budget, adoption of the 2019 Tax Ratesand to further provide for penalty and interest

on overdue taxes.

WHEREAS Section 290 of the Municipal Act, 2001 S.O. 2001, c. 25, as amended provides that the Council of a local municipality shall in each year prepare and adopt a budget including estimates of the sums it requires during the year for the purposes of the municipal corporation and to pass a by-law to levy a separate tax rate on the assessment of each property class and;

WHEREAS Section 307 and 308 of the said Act requires tax rates to be established in the same proportion to tax ratios, and;

WHEREAS the 2019 Budget for Municipal purposes is hereby adopted at a total expenditure of $4,057,391 of which $2,113,440 is to be collected as municipal taxes;

AND WHEREAS under Section 289 the Upper Tier (County of Renfrew) has passed By-Law No. 30-19 to establish the County rates so included in thisBy-Law.

NOW THEREFORE the Council of the Township of Admaston/Bromley hereby enacts that every owner in the Township of Admaston/Bromley shall be taxed according to the following tax rates in the by-law and such taxes shall become due and payable in two instalments as follows:

50% of the 2018 tax rate was due March 31, 2019 and the balance will be due September 30, 2019.

Douglas Fire CommitteeRegular Meeting

April 10, 2019

The regular meeting of the Douglas Fire Committee was called to order by Chairman Robert Dick. Present were Ken Keill, Daryl Thom, Harry Stuart, Nathan Harris and Deputy Fire Chief Bill McHale. There were no conflicts of interest.

It was moved by Daryl Thom and seconded by Ken Keill that the minutes of theMarch 13, 2019 meeting be approved as read.

In Old Business the sale of the Cube van was discussed. It was decided to put it on Kijiji and to put a sign in the window of the van. There has been no further word on the Fire Smart Grant applied for by the clerk. The township is not paying for medicals for the firemen to drive trucks. Deputy Fire Chief Bill gave a very interesting talk on the conference in Huntsville in March. Lots of valuable information was collected. All the new equipment was on display for sale. Some of the main topic were on safety with an emphasis on cancer, inspections, hoarders and how to issue tickets. Deputy Bill felt this conference is not just for chiefs and that more men from the fire department should attend next year

We are writing to express the views of the board members regarding the implications to the public health system. Transformation of the system is planned for the immediate future, including the consolidation of public health units from 35 down to 10. The board asks the province to stop the planned reduction from 35 Health Units to 10. As well, the funding arrangement between the Province and the municipalities is under review. We ask that the Province maintain the current 75 percent provincial, 25 percent municipal funding for Renfrew County and District Health Unit. The recently announced provincial funding reduction will have a devastating effect on the health of the residents of Renfrew County and District. The board understands these changes have been announced in response to achieving efficiencies while increasing responsiveness to local public health needs.

The board asks the provincial government reconsider the funding reduction, as this will challenge our ability to continue to provide these essential services within our community. The Province will soon begin consultations with individual boards of health and health units regarding the transition details from 35 health units to 10. The board, however, requests the Province of Ontario maintain the health protection and health promotion mandate of Renfrew County and District Health Unit. The Board asks the Province of Ontario to recognize the vast distance and lack of homogeneity in Ontario. The Province must ensure that distances are manageable and that public health units are not overwhelmed because they are providing service to areas that are too large and vast. The board in respect to public health restructuring affirms support of the Province of Ontario in implementing a common governance model for existing public health units. We request that consultations on this model begin immediately and do appreciate the opportunity to participate in this process. Additionally, the board asks the Province to ensure this change in public health governance and organization is as effective and efficient as possible, while maintaining the strong public health presence and impact in our community. The board considers these specific issues of significant importance during a potential restructuring process:

• Guarantee that service levels to our community will be maintained, with no service losses nor reduction to quality.

• Ensure meaningful involvement by the community throughout the change

process.

• Improve the effectiveness of collaboration by grouping similar health unit populations together.

• Provide equitable access to lost administrative ”back office” positions within the

new Regional Public Health Entity for all current employees, through a fair competition process.

• Establish “back office” support services that are of equal quality or superior

standards to those systems currently in place.

I am writing to advise that Regional Council approved the following resolution at its meeting held onThursday, April 25, 2019:

Resolution 2019-375:

Whereas the Provincial Government has made certain announcements relating to PublicHealth and the Paramedic Services system;

And whereas, the announcements do not contain sufficient detail to be able to providecommentary;

And whereas, the announcements have a significant impact on the delivery of public healthservices and Paramedic Services;

And whereas, the role of the municipalities is not clear in the announcement;

And whereas, funding has not been committed, neither quantum or source;

Therefore be it resolved, that this matter be referred to the Health Services IntegrationCommittee to monitor the issue and determine the role of the Region throughout the roll outof the plans and work with staff to report back to Council on details of the proposal andprojected impacts of change together with regular staff communication to Regional Councilon emerging issues;

And further, that recommendations of the Health System Integration Committee and RegionalCouncil be referred to the Government Relations Committee for further advocacy;

And further, that the Chair arrange a round table meeting with the local MPP's to provideinformation on the current structure and funding model and the potential impacts of change toservice delivery with changes to the structure and funding model. Other invitees to the roundtable include the Chair and Vice-Chair of the Health Services section, the Commissioner ofHealth Services, the CAO, the Medical Officer of Health and the Chief of Paramedic Servicesand Chair of Health System Integration Committee;

And further, that the Chair and Mayors work with MARCO/LUMCO and AMO to demonstratethe benefits of public health and Paramedic Services remaining fully integrated with otherRegion of Peel functions;

And further, that the Province be requested to engage municipalities and existing Boards ofHealth before proceeding with any changes to the existing structure and funding;

And further, that this resolution be provided to the Minister of Health, the Minister of MunicipalAffairs and Housing, all municipalities, AMO, Ontario Association of Paramedic Chiefs, theAssociation of Local Public Health Agencies, and MARCO/LUMCO.

A BY-LAW TO CONFIRM PROCEEDINGS OF THE COUNCIL OF THE TOWNSHIP OF ADMASTON/BROMLEY

AT THE MEETING HELD MAY 16th, 2019

WHEREAS Subsection 5(1) of the Municipal Act, 2001, S.O. 2001, Chapter 25, as amended, provides that the powers of a municipal corporation are to be exercised by its Council;

AND WHEREAS Subsection 5(3) of the said Municipal Act provides that the powers of every Council are to be exercised by by-law;

AND WHEREAS it is deemed expedient and desirable that the proceedings of the Council of the Corporation of the Township of Admaston/Bromley at this meeting be confirmed and adopted by by-law;

THEREFORE the Council of the Township of Admaston/Bromley enacts as follows:

1. That the actions of the Council at its meeting held on the 16th day of May 2019 and in respect of each motion, resolution and other action passed and taken by the Council at its said meetings, is, except where the prior approval of the Ontario Municipal Board or other body is required, hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this by-law.

2. That the Head of Council and proper officers of the Corporation of the Township of Admaston/Bromley are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain appropriate approvals where required, except where otherwise provided, and to affix the Corporate Seal of the Corporation of the Township of Admaston/Bromley to all such documents.

3. That this By-Law shall come into force and take effect upon the passing thereof.

Annual Fish Fry Spring had finally arrived with a beautiful day for DACA’s Springtime Fish Fry. ‘Mike Mudell’s Surf and Turf’ from Kingston prepared fabulous fish and fries for approximately 280 meals, and along with our own homemade salads, rolls, and pies, this annual fundraising dinner is becoming ever more popular and earning the title, ‘Best in the Valley’. Once again we owe a huge THANK YOU to all the kitchen helpers for the delicious salads and pies, to Gourley’s Variety who are continually supportive of DACA by selling advance tickets, and of course to the patrons. The crowd was amazing and made for an afternoon of ‘Great Food with Great Company’. A special thanks to Susan and Yves for organizing this delectable event.

DANIEL JOSEPH GORMAN, 1930-2011Born on a pioneer farm in the Pine Valley, Dan was the son of Lawrence and Ella (Enright) Gorman and third of five children. Dan’s great grandfather Peter came over from Ireland as a teenager with his father John in 1835. Dan’s grandfather Michael Peter established the farm where Dan’s father and Dan himself were born and raised. Dan attended St. Michael’s Parish in Douglas (where he is buried).

After attending the Pine Valley school, Dan attended high school in Cobden and then McGill University, obtaining his Bachelor of Mechanical Engineering in 1957. He went on to Syracuse University as a graduate student and worked as a reactor operator for Atomic Energy of Canada in Deep River. There he met and married his wife Sandra. He was Professor in Mechanical Engineering at the University of Ottawa for 25 years. He authored several books and articles in various engineering journals, traveled the world attending professional conferences and spent time in India for the United Nations. Upon retirement, he was named Professor Emeritus.

Despite his world travels and professional accolades, Dan remained a humble man. He felt most at home riding his bicycle along local country roads and sitting by the water at the cottage looking across the lake toward Pine Valley, the place of his birth.

THE PRESIDENT’S MESSAGEWe welcome Michael Agnew as our guest speaker for the first event of our Society in 2019. Michael, who was born in Douglas, will talk about the life of Mary Alexandra Bell Eastlake, who was also born in the same village and who went onto to become an internationally known Impressionist artist. I am looking forward to this event, particularly as this annual memorial event honours yet another Douglas area-born person, Dan Gorman.

All of our members are warmly invited and I hope they will attend this presentation. It is an opportunity to learn more a prominent woman whose roots are firmly planted in our corner of the Ottawa Valley. It will also be an occasion to socialize with your neighbours. Prior to his address, a short Annual General Meeting will take place.

OUR GUEST SPEAKER – MICHAEL AGNEWMichael Agnew grew up in the Douglas area. After graduating from the University of Waterloo, he held progressively responsible positions in project management and management of operations in the metals industry. He was Senior Vice President, Technology for both Noranda Inc. and Falconbridge Ltd., two large international mining and metallurgical companies based in Canada.

For more than ten years now, he has been semi-retired and working as a consultant for several projects and operations in Canada, and other countries, while serving on two boards of directors. The reduced and more flexible working hours has allowed him time for vacation travel, to spend extended time at his chalet near Douglas, and to pursue his other interests.

He is a member of the Order of Engineers of Quebec, a Fellow of the Canadian Institute of Mining and Metallurgy, and is a member of the American Institute of Mining, Metallurgical and Petroleum Engineers.

Mary Alexandra Bell was born in Douglas in 1864. After studying art in Montreal, New York and Paris, she achieved international acclaim as an impressionist portrait painter. She was the first Canadian-born woman to be a member of the Royal Canadian Academy of Art, RCA. Her work was well received at the salon expositions in Paris and London where it was always hung “on the line”, that is, at eye level on the salon wall (where art works were placed form floor to ceiling).

Her parents, Andrew W. Bell and Marianne Rosamond Bell, lived in Douglas for about eight years. Andrew, a civil engineer, was responsible for the civil, structural and architectural design and construction of the Rosamond Mill (later Campbell and McNab), and he managed its operation through the commissioning and start-up years. In addition, he developed an ambitious town plan for his uncle, John Glass Malloch, the dominant land owner in Douglas.

After Douglas was passed over to be the seat of government for Renfrew County in 1864, the prospects for major civil works in Douglas seemed limited. Mary Alexandra’s family moved, first to Almonte, and then to St Andrew’s East in Quebec.

As an artist Mary Alexandra was based in England and travelled throughout Europe, New Zealand, Tahiti, and Japan. While she did not maintain a contact with Douglas, the records show that whenever asked for biographical information, she always proudly gave “Douglas” as her birthplace.

Douglas Origins: The Bell and Malloch Familiesby Michael Agnew

Mary Alexandra Bell Eastlake was an acclaimed impressionist portrait painter. She was born in Douglas, Ontario, in 1864 and although she lived in the village for less than three years, her extended family had long roots in the origins of the village.

The uncle of her father, Andrew Wilson Bell, was John Glass Malloch who was a travelling judge from Perth, Lanark County. Judge Malloch persuaded Third Chute resident William Groves to convert his spacious house on the Bonnechere River into a hotel in order to have accommodations and to hold court.

Later, between 1848 and 1853, Judge Malloch acquired most of the land in and around the Third Chute on the Bonnechere River and had a town plan prepared – the first town plan in Renfrew County. He called the pioneer community “Douglas” after the ancestral home of the family of his deceased wife, Isabella Bell. He gave most of the streets in the new villages the names of family members. One street named in honour of his deceased wife, Isabella, still exists today.

Following graduation from Queens University, Kingston, Andrew Bell was articled to Mr. William Syles as a student of Civil Engineering. In 1854 he worked as a rod-man on the Brockville to Ottawa Railway. In 1857, he purchased lot #243 on Mill Street (now Emeline Street) in Douglas. The following year, 1858, he married Marian Rosamond in Lanark County and in c.1859 moved into a house which her father, James Rosamond, had purchased from Judge Malloch at Lot #238 on Mill Street in Douglas. It was in this house that three of the couple’s children were born - Rosalind (Linda) Margret Bell in 1859, Helen (Molly) Eliza Bell in 1863, and Mary (Minnie) Alexandra Bell in 1864, the future artist.

The Bell family moved to Almonte about.1866, however; their presence in Douglas continued to be felt as in March 1859 Andrew Bell had completed the surveyed town plan for Douglas, including major civil works. In 1860, the

construction on the flour mill in Douglas, which belonged to James Rosamond, was completed. Andrew was the Engineer in Residence and designed the beautiful stone architecture. His brother George was the first clerk at the mill. The mill remained in the Rosamond family until c.1879 when it was sold to Robert Campbell and Alexander McNab.

Renfrew County and Bromley Township were incorporated in 1861 and a competition began between Douglas and Pembroke to be the seat of county government. Three years later, Pembroke was chosen so Andrew’s plans for major civil works in Douglas were never realised. The rumour was that bribery was involved in the selection of Pembroke (one says a pig was given, another says it was a bottle of rye). Although Douglas is at the geographic center of Renfrew County, and, therefore, was most favoured, and although John G. Malloch offered free land for municipal buildings, his monopoly on the land holdings at Douglas was probably a factor in selecting Pembroke.

On December 7, 1873, Judge Malloch died. The land he purchased at Douglas before 1853 was sold from his estate over the next 40 years. Most of the lots surveyed by Andrew W. Bell in 1859 were simply used as farmland, but the surveyed street allowances could not be purchased, being declared public lands. This caused concerns for the farmers and future land owners.For almost 125 years, the mill in Douglas continued to operate despite its history of fires. In 1896 and 1920 the mill burned, but the stone work was saved allowing it to be re-built. But a fire in 1983 completely destroyed the beautiful stone structure that Andrew had designed, which had stood as a link to Douglas’ founding families.

Bell is a common Scottish name. St Andrew is the patron Saint of Scotland. So it is common to find the name Andrew Bell in multiple families and over multiple generations. It is still surprising to find two Andrew Bell’s in the small pioneer village of Douglas, Ontario at the time of the 1861 census. Further, both were 26 years old in 1861, both were born in Ontario, and both had the middle initial “W” which most likely stood for Wilson in both cases.

One Andrew W. Bell, son of Rev. Andrew Bell and grandson of the Rev. William Bell, was a civil engineer, graduate of Queen’s University in 1853 and married Marianne (or Marian or May Ann) Rosamond, daughter of James Rosamond of Almonte, Ontario. They lived in Douglas after their marriage in 1858 until about 1865 when they moved, first to Almonte, and then to St Andrews East, Quebec. From about.1858 until roughly.1865, they lived on Mill Street (now Emeline St.) in

a house which belonged to Marian’s father James Rosamond. However, James never actually lived in Douglas although he financed the construction of the mill in Douglas in 1859. The location of that house was excavated for the construction of the railway in about 1891. Three daughters were born in Douglas, then a daughter and a son in Almonte and finally a daughter and a son in St Andrews East, Quebec. They children were Rosalind (Linda), Helen (Molly), Mary (Minnie), Margret, Andrew, Alice Maud (Marion), and James Abbott McIntosh, in that order.

The other Andrew W. Bell was a merchant who married Jane Anderson Gibb in Horton on July 27, 1857. She was born in Scotland and was living in White Lake, Ontario at the time of the marriage. Andrew was living in Eganville and may have been the Post Master. Jane purchased the house on the south-east corner of Church and Queen Streets in Douglas, Ontario on February 15, 1862. They were already residents in Douglas at the time of the 1861 census. The Bells owned this house until 1888, when it appears to have been sold from her estate. But they had moved from Douglas long before. This is a 1-1/2 story log house on a quarried stone foundation which still stands and was renovated by the current owner. Two daughters were probably born in Douglas: Margret Hope, and Jane Isabella. Andrew’s business was at the south east corner of Queen and Hill Streets (note that Hill St. was never opened on the east side of Queen St.). This store was operated until the 1960s, the last operator being Ms. Dorothy Purdy. Andrew was the Post Master in Douglas until 1867. The Bells did not own the store but Jane purchased the lot immediately south of Andrew’s store, probably in 1861. They registered the purchase of this lot only at the time that they sold it, which has resulted in some confusion about the date of purchase. In 1867, Andrew resigned as Post Master in Douglas and the Bells moved to Newburg, Ontario where their daughter Clementine Bell was born that year.
