We thank all Town residents for their participation in our Refuse and Recycling programs. Your assistance makes it possible for the Town to reach the New York State and Westchester County Solid Waste Management goals.

During 2008, the Department of Environmental Services will continue the weekly refuse, paper recycling, commingled recycling and seasonal leaf and holiday tree collection programs, bulk trash routes collection program and tire recycling, and the “Clean Air Act” bulk and metal recycling programs. The leaf pick up transfer program will continue and are part of our services we provide for our residents.

The Town has recycling bins for sale ($8.00 each) at our D.E.S./Sanitation Office at (914-737-0100) or the Supervisor’s Office at (914-734–1002). During the year 2008, we will continue efforts to enforce recycling participation. We appreciate your understanding and look forward to your cooperation in order that the Town can achieve the goal of increased recycling to meet our mandates, thereby protecting the environment for years to come. In 2006 the Town won recycling awards for our efforts. Let’s together continue this progress.

Our Town is fortunate that we have our own Sanitation Division. Many communities must pay outside refuse companies. Our sanitation services are included in our tax structure and therefore our residents do not have that added expense.

A watertight, non-rusting metal or plastic container of substantial construction with sloping side walls.

VOLUME OF CONTAINER NOT TO EXCEED 30 or 34 GALLONS AND A TOTAL WEIGHT NOT TO EXCEED SEVENTY (70) POUNDS.

The container should come with a tight fitting cover of the same material as the container with two (2) substantial handles. The town shall not be responsible for breakage of plastic containers. NO bungee cords attached to lids and containers allowed.

Securely tied plastic bags at least one and five tenth (1.5) mils thick, the weight of which does not exceed the ability of the bag to hold the material without breaking when picked up by the neck, may be substituted as a container.

• All garbage must be drained and wrapped in paper or plastic bags before placing in the container.

• No garbage, rubbish, refuse or other waste matters may be put out before 7:00pm either on the proceeding night, nor after 7:00am on the day of collection. Empty cans must be removed by sunset the day of collection. (Summer hours 6:00am for months of July and August only).

• No garbage, rubbish, refuse or other waste matters may be put out on the street in the business area on collection days before 7:00pm nor after 7:00am (July and August 6:00am).

Welcome to the Town of Cortlandt, Sanitation Division. We provide town residents and businesses with curbside collections of refuse, bulk trash, recycling programs (paper, plastic, glass, metal, tire, electronics and freon).

Because of the vast size of our town, we divide our 164 miles of roads into various zones and routes to more efficiently service the residents.

Garbage pickup follows two (2) routes. The northern end of town and Verplanck are serviced on Monday’s, whereas the southern end of town is serviced on Tuesday’s.

All town residents can expect to have their paper recycling picked up on Wednesday’s and their co-mingle recyclables (glass, plastic and metal) on Thursday’s. Any time there is a holiday in the regular garbage, paper and co-mingled week everything is moved back a day to provide regular services to everyone. (e.g. 4 day week – garbage – garbage – paper – co-mingled). However, during Holiday Weeks bulk pick up will not occur for that specific route until the next available month

WESTCHESTER COUNTY WILL BE FINING COMMUNITIES THAT HAVEA HIGH PERCENTAGE OF RECYCLABLE MATERIALS IN THEIR TRASH.

PLEASE HELP US BY RECYCLING!

Recycling preserves the environment by decreasing the volume of waste that goes into the trash. Recycling saves natural resources. Introducing recycled materials into the manufacturing reduces consumption of scarce and expensive natural resources. Also, the increasing emphasis on recycling creates employment opportunities.

RECYCLING - THE ADVANTAGE

Recycling will make the difference, START TODAY – Don’t throw away a good thing, RECYCLE!

Begin by learning and practicing the three R’s of Resource Recovery. REDUCE-REUSE-RECYCLE!

REDUCE the amount of material requiring disposal:

• Buy products made from recycled and recyclable materials. Look for the three recycling arrows.• Avoid over-packaged or disposable items.• Buy products in bulk or economy sizes, which creates less packaging waste.• Use cloth diapers instead of disposable ones.• Control junk mail.

REUSE as much as possible:

• Purchase products in reusable containers.• Reuse wrapping paper, plastic bags and boxes.• Offer out-grown clothing, unwanted furniture and toys to friends or donate them to local charities.• Pass along unwanted magazines and books to hospitals or nursing homes.• Try having household appliances repaired before considering replacement.

RECYCLE as much as possible of what’s left:

• Newspapers, magazines and corrugated cardboard – through the town’s curbside program.• Bulk metals through compliance with the Town Bulk Trash Collection regulations.• The Town of Cortlandt is further divided into (4) separate routes for Bulk Trash Pick Up Days.• Our brochure lists the roads associated with each route.

To find your route and the corresponding dates, please (see pages 24, 25, 26, 27, 28, & 29) for your street name and proper route schedule. NOTE: If your street is missing from the list, please call the Sanitation Office at (914) 737-0100.

If your bulk pick up is required on a day separate from a scheduled Friday, a special pick up can be arranged for a fee of $20.00 depending on the volume of your bulk trash. For information and arrangement (see page (7) or call the Sanitation Division at (914) 737-0100.

BULK TRASH COLLECTION - ICurbside collection of Bulk Trash will be provided by the Cortlandt Sanitation Division according to the following guidelines and regulations. It is essential that all residents abide by these regulations in order for the Town to be able to maintain the bulk trash collection service.

Propane Tanks: Size limited to 20 lbs. or home barbeque size only. The Tank must be completely emptied and the entire center valve must be removed to ensure that the tank is not under pressure. Empty tanks may be disposed on bulk trash pick up day. If your barbeque tank can be refilled, consider giving it to a neighbor or a friend to use.

♦ All items to be removed MUST BE placed at curbside no later than 7:00am on the Friday of scheduled pick up day.

♦ The Town of Cortlandt Municipal Code prohibits items or materials intended for bulk trash pick up from being placed at garbage site more than two (2) days prior to the first day scheduled for each section route pick up. Bulk Metals will be collected with your Bulk Trash and should be separated from bulk trash. Please refer to the Trash Collection Schedule listed with each route on (pages 24, 25, 26, 27, 28 & 29) of this booklet.

♦ Contractors are required to haul away all remodeling debris.

♦ Violators are liable to a summons or fine.

Furniture - Chairs, sofas, dressers, tables, file cabinets, mattresses, box springs, etc. Carpeting - must be rolled and tied with heavy cord or duct tape in (3 feet wide x 9 feet length) the smaller the better for pick up.Carpeting padding - must be rolled and tied or cut up and put into double plastic bags or box(s).Wood/lumber - must be tied in bundles, nail free, and MUST NOT exceed 5 inches in diameter and 4 ft. in length. Contractor responsibility to remove his construction debris.Branches - Please call the Highway Division at 737-0047 for chipper & curbside pick up.Trash Cans - will only be removed when clearly marked “please take me” or “to be removed”. Paint Cans - such as water base or oil base MUST BE EMPTY AND DRIED OUT: After the paint is hard, put it out for bulk trash collection or garbage collection with the lid(s) off. Do not include the empty can(s) with your recyclables. See page (14) for how to prepare you paint can(s) for disposal.

Cathode Ray Tubes (CRT’s) – The primary component in the computer monitors and televisions – contain lead that can potentially contaminate land, air and water resources.

CELL PHONES: Don’t Trash – Recycle Instead! It’s the Law!

As of June 1, 2006, it is against Westchester County Law to throw cell phones in the garbage. Violators may be issued a warning or be fined up to $250.00. If disposed of in the garbage chemicals (toxic materials containing arsenic, nickel, zinc & lead) can leach into soil and groundwater from landfills or turn into other toxic substances during incineration. Phones that are reusable will be refurbished and donated with pre-programmed minutes to domestic violence victims. Those

THE TOWN HAS THREE DROP OFF LOCATIONS:Town Hall Recreation Department (Room #11) at One Heady Street• Muriel H. Morabito Community Center (Front Hall) at 29 Westbrook Drive•Sanitation Division, 167 Roa Hook Road•

* Ceramic Tiles Disposal: (Non-hazardous) - Town does not pick up ceramic tiles. Resident or Contractor’s responsibility for disposal.

* Grass clippings are not collected (no exception): Leave your clippings on the lawn and you —• Will reduce mowing time by 20 – 25%.• Won’t need to buy bags.• Will recycle nutrients (grass clippings are a valuable organic product)

saving 25% of your annual fertilizer costs. TIPS:• Mow when grass is dry and – 4” tall. Never cut shorter than 1-1/2” or 2-1/2”.• Don’t over-fertilize – May, September and late November are the best months.• Limit the use of lawn chemicals. Try switching to disease-resistant seed and use corrective

measures only when needed.• As long as you mow frequently or use a mulching mower, those short clippings will disappear

quickly and enrich your lawn. Clippings do not contribute to THATCH.Black Top Sealer Disposal (Non-Hazardous) - Must be air–dried (dry out) and solidified (hard/firm etc.) and is disposed of the same way as paint, it can be put out with garbage or on bulk trash collection day.

ELECTONICS AND COMPUTERS RECYCLING

The above items can be picked up by a special pick-up with the Sanitation Division, Westchester County Hazardous Clean-Up Day or drop-off at our Roa Hook Site each

Thursday from 1-3pm (excluding Holiday weeks). Our vehicles cannot separate TV’s / Monitors 17” or greater, can no longer be put out with bulk trash.

RESIDENTS SPECIAL SERVICE REQUEST INFORMATION

> See pages 24, 25, 26, 27, 28 & 29 for your route for bulk trash collection.> See pages 18, 19, 20, 21, 22 & 23 for the “2008 Monthly Calendars.> No scheduling during holiday weeks and during the weeks that have a 5th Friday.> Arrangements and payment in person at the Supervisor Office, the Sanitation Division or

by mail (cash, check or money order, no credit cards).

After payment is received at the Sanitation Office, A Sanitation representative will notify you of your scheduled pick up date. The items must be out by Wednesday morning and will be picked up Wednesday, Thursday or Friday depending on manpower. No pick ups during holiday weeks or the weeks with a 5th Friday.

SPECIAL PICK UP REQUEST PROGRAM:— If you desire not to wait for your next schedule route bulk trash pick up, when possible

pick ups may be arranged throughout the year for a fee of $20.00 per pick up (depending on volume of trash – 2 sq. yards or less).

— Regulations are the same as for Bulk Trash Collection.— No sticker is needed

THE CLEAN AIR ACT: Prohibits venting ozone depleting compounds into the atmosphere. Freon, which is one of those compounds and is used as a refrigerant in REFRIGERATORS, FREEZERS, AIR CONDITONERS and DEHUMIDIFIERS, must be removed from these items prior to disposal as scrap metal.

APPLIANCE REMOVAL CHOICES:• Freon items must be discarded separate from regular trash.• Freon removal pick ups may be arranged throughout the year for a fee of $15.00 per unit.• Refrigerators and freezers must have doors removed. • Have old appliance removed by company supplying new one.• Contact a licensed contractor to remove the freon and/or appliance.• Contractor must affix county sticker that indicates freon has been removed.• A fluorescent orange sticker will be issued to residents per unit upon receipt of payment.

Freon units will only be picked up after sticker is attached to each unit and out at curbside on your scheduled pick-up date.

TIRE RECYCLING:> The Town of Cortlandt will pick up and recycle tires up to 16” rims. (Limit 8 tires per

household) for a small fee ($1.00 without rims and $3.00 with rims) and by arrangement only.

> Please remove rims for a reduction in the fee and recycle with your bulk trash.> A fluorescent red (without rim) or fluorescent yellow (with rim) sicker will be issued

per tire upon receipt of payment. Tires will only be picked up after the sticker is attached to each tire and out at curbside on your scheduled pick up date.

REMEMBER NOT TO PLACE ANY RECYCLABLES IN PLASTIC BAGS.

Placing recyclables in plastic bags is a common and costly mistake. Plastic bags mixed with other recyclables contaminate the entire load brought to the Material Recovery Plant. They have to be removed at the taxpayer’s expense (that’s you) before the other recyclable materials can be processed. If you save your glass, metal and plastic containers in plastic bags just dump the recyclables out of the bag and into the bin/container on collection day and either throw the plastic bags away or reuse them.

The safest way to discard sharps is to take them to a hospital or facility that accepts them. For someone unable to take the sharps to a facility,

WESTCHESTER COUNTY- IMPORTANT NOTICE

The occurrence of medical sharps–needles and syringes–is on a rise again at the Material Recovery Facility (MRF). Last year a hand picker on the sorting line for glass, plastics and metals was pricked by a medical needle. There are about 25 hand pickers at the MRF. Unfortunately, and all-too-often, a container filled with medical sharps works its way onto the hand picking assembly line undetected. Be it that sharps were stored in a fragile glass jar or a thick durable plastic bottle, with the journey it took to reach that point-from the curb, to a garbage truck, from the truck onto a tipping floor and then pushed by bulldozer onto an assembly belt—container breaks leaving used needles and syringes exposed and put hand pickers at high risk.

SHARPS SMARTS STORAGE DISPOSAL GUIDELINES

SHARPS (needles, syringes, lancets, other sharp health care products) and the containers used to hold them – should never be recycled. They may be contaminated, posing a danger to recycling workers. They can cause major problems in the recycling process. Medical Waste and disposal containers should always be separated from recyclable items.

Use a container that is puncture proof,(hard plastic containers you can’t see through).

Lids must be screwed on tightly.

Good choices are durable plastic bottles, bleach and detergent bottles or use metal containers with reinforced soft plastic lids.

DO NOT: Use glass or clear plastic containers. Glass breaks and drug abusers can see needles through clear plastic.

Poor choices are: Glass and alumi-num containers, metal cans, with flimsy lids and cardboard containers.

Violators of these safety procedures will result in termination of “Sharps” pick up due to health hazard at their home.

Never clip needles with scissors (the points can fly off and be lost) unless using a device that holds onto the needles. Place lancets or needle and syringe in the container IMMEDIATELY after using

Label the container “SHARPS”. DO NOT: label “Medical Waste” or “Biohazard”, etc.

These labels are used for specific categories of waste materials that must NEVER be placed in the trash.

RECYCLING – NOTICES and REMINDERS – IIDISPOSAL OF UNUSED AND OUTDATED HOUSEHOLD MEDICINE:If you need to dispose of medicine, including over the counter products, place it in your household garbage to be picked up by the Sanitation Department on Monday or Tuesday. In the Town of

Cortlandt this refuse goes to the burn plant and keeps these medications out of the water supply.

RADIOLOGICAL MEDICATION RESIDUALS SHOULD NOT BE DISPOSED OF IN THE GARBAGE

If you or your pets are receiving medical treatment involving radioactive materials, all residuals or personal items that would collect body fluids should be returned to the hospital or health care facility where you or your pet received the treatment, for proper disposal. Your doctor will advise you how long after treatment you will need to continue taking these precautions.

These items include: diapers; excreta; kitty litter; sanitary napkins; tampons; tissues or any other product that would be used to absorb body fluids.Please: DO NOT simply put your soiled products into your household trash.

What is West Nile Encephalitis and who is at risk of contacting it?

West Nile Encephalitis is an illness transmitted through the bite of an infected mosquito. This viral infection of the brain and can cause serious illness or even death. West Nile Virus is not transmitted from person to person or from birds to people. The virus can infect anyone, but the elderly, the very young and those with weakened immune systems are at greater risk for developing this serious disease.

The best way to prevent the spread of the West Nile Virus is to protect yourself and family members from mosquito bites by:

- Personal Protective Measures.

- Reduce Mosquito Breeding Grounds by eliminating areas of standing water.

FYI – In 1992, an International standard was implemented requiring manufacturers to produce the commonly used non-rechargeable alkaline and carbon zinc batteries with a significantly lower mercury content. Now, according to the NYS

Dept. of Environmental Conservation, most household batteries can be disposed of safely in the trash.

Throw away in garbage:

- Type: Non-Rechargeable Alkaline and Carbon Zinc, Rechargeable Alkaline

- Examples: AAA, AA, C, D, 9 Volt, Long Life C and D Cells, etc. Used for toys, radios, appliances, flashlights, etc..

- Take to a drop-off site or County Household Chemical Clean-Up Day:

- Type: Rechargeable – Sealed Lead Acid, Nickel Hydride, Lithium, Nickel Cadmium*

- Examples: AAA, AA, C, D, 9 Volt Battery Packs. Used for power tools, cellular phones, video cameras, portable computers, etc..

- Type: Button Cell – Silver Oxide, Mercuric Oxide, Lithium, Zinc Air

- Examples: Round in shape, very small and thin in size. Used for hearing aids, watches, cameras, etc.

- If the battery cannot be removed, the entire product may be brought to a local drop-off site or County Household Chemical Clean-Up Day (see page 30 for schedule).

HOUSEHOLD PAINT – PREPARATION IS IMPORTANT:Think of the potential mess a can of liquid paint can cause to the road, a car or truck, or sanitation crew, if it spills or splatters. Both oil-based and water-based or latex paint may be legally and safely disposed of in your garbage by following these simple instructions below:

> Harden paint by mixing it with kitty litter or another absorbent pellet material (such as Speedy-Dri) until no liquid remains. The more absorbent material is added, the faster the paint will harden.

> Water based paint will dri-out in the open air with the lid off.> To make more room for the absorbent material, full or partially full

cans of paint should be poured off into empty cans or ones with less paint. Some paint stores may carry products specifically designed to harden waste paint (ask stores for details).

> After paint is hard, put it out for bulk trash or garbage collection with lid off.

Hazardous Materials: Hazardous Waste is flammable, corrosive, toxic or reactive. When improperly discarded down the drain or into a ditch, the chemicals contaminate the water supplies. When tossed into the garbage, the waste may injure sanitation workers, react on the truck or pollute the air when incinerated for disposal. TREASURE HUNT is an information “swap shop” where county residents and businesses wishing to dispose of usable items are matched with those in need of used goods.

When donors participate, their items and phone numbers are listed in the Treasure Hunt data bank and made available to persons seeking those items. No cash changes hands and it is the responsibility of the recipient to pick up the donated goods. Treasure Hunt can be accessed by calling (914) 813-5415 or website: www.westchestergov.com/envfacil/Treasure%20Hunt.htm or Cortlandt/Sanitation Division at (914) 737-0100. Motor Oil:

Take used motor oil to a service station or to a retail outlet that sells motor oil. State law requires most service stations and retailers to accept, free of charge, up to five (5) gallons of motor oil per person per day. Drain oil into a clean unbreakable plastic container with a tight-fitting lid. Do not mix oil with any other fluid, such as antifreeze, brake fluid or gasoline. Be certain that the container you use is thoroughly rinsed so that nothing will contaminate the motor oil.

Oil Filters:Drain oil from filter. This should be done in an area where the temperature is higher than 60˚ F. Oil drains more easily and thoroughly at warmer temperatures. Drained filters should then be wrapped in newspapers and disposed of in the garbage.

Vehicle Batteries:

Take vehicle batteries to a retailer that sells them. State law requires such retailers to accept, free of charge, up to (2) vehicle batteries per person per month.

Last year Westchester County had initiated the “Green Team” program to elevate dry cleaners’ and residents’ awareness of waste reduction and the reuse potential of clothes hangers. It is estimated that hundreds of tons of wire clothes hangers are utilized in Westchester County each year. Green team dry cleaning members strip-off the paper and plastic from the used hangers, put on new paper and reuse hangers.

Residents can check the Dry Cleaners Green team list and for a cleaner in your area by calling the “Recycling Hot Line” at (914) 813-5420 or website: www.westchestergov.com under “Environment,” and then onto “Dry Cleaners Green Team”.

IT’S THE LAW: If a service station or retailer refuses to accept your motor oil or vehicle battery, you have the right to report the facility to the New York State Department of Environmental Conservation Division at (845) 256-3013.

ORGANIC YARD WASTELEAVES – CHRISTMAS TREES – COMPOSTING

Leaves may be put in large brown bags or biodegradable plastic bags and placed at the curbside away from garbage site, so they will not be taken by mistake.

Leaves only will be collected starting in early November to December 15, 2008.

Leaves will be picked up according to available staff in the Sanitation Division.

– LOOSE LEAVES ARE NOT PICKED UP.– BAGS WITH BRANCHES OR OTHER YARD ORGANICS WILL NOT BE COLLECTED.

CHRISTMAS TREE COLLECTION:

• Christmas trees will be collected during the month of January.

• DO NOT place trees in plastic bags or wrappings.

• REMOVE all trimmings, lights, metal wire, nails & etc.

• Trees will be chipped.

• Trees must be placed at curbside

• Trees are collected (between Wednesday to Friday) according to available man power at the Sanitation Division.

BACKYARD COMPOSTING:

> To improve your garden and your community, try composting Yard Waste on your property.

> Composting produces valuable soil for your garden.> To enhance the composting process, a good rule of thumb is to

water and turn the pile occasionally and to alternate layers of high nitrogen (such as grass clippings) and high carbon (such as fallen leaves) materials.

> Depending on the ratios of this mix, the size of the bin and weather conditions, the composting process can take from 6 months to two years.

> By composting, you will end with decomposed leaves and lawn clippings called “compost”, a natural additive to enhance your lawn and garden.

REDUCE: Waste reduction requires a little forethought because the aim is to bring home less materials that will wind up as trash and to reuse as many items as possible. Buy bulk-packaged items – Buy reusable or recyclable products – Don’t buy disposable products when you can avoid them.

REUSE: Reuse items as many times as possible – Give old magazines, books, etc. to neighbors, hospitals and nursing homes – Give unwanted clothing and repairable appliances to other or donate them to charity, churches for annual rummage sales – Get together with neighbors, collect unwanted items and have a garage sale – Organize or suggest a community-wide garage sale and promote community spirit and recycling.

RECYCLE: IT’S THE LAW! It’s important to keep recyclables clean and dry. If you are not sure what those materials are, please contact the Sanitation Division at (914) 737-0100.

It takes more energy to make a new can or bottle than it does to recycle one. The energy saved by recycling can be used to power things with electricity, like a light bulb or TV.

It takes five plastic bottles to make one recycled fiberfill ski jacket. One pound of recycled newspapers can make six cereal boxes. Two or three average daily newspapers equal one pound.

For every aluminum can you recycle, the energy saved can run your TV for three hours!

Due to changes in the Federal Fair Credit Reporting Act, you can be removed from credit card mailing list by making a toll-free call to Trans Union (888-567-8688). When you call, you need to confirm your identity, a recording will ask for personal information. The National Waste Prevention Coalition states that stopping these mailings can really make a difference in pieces of mail that are sent in one year. Fight ID theft, properly dispose of personal papers

Westchester County is taking a stand against identity theft. The County has purchased a paper shredder truck to help residents destroy unwanted personal papers and documents with personal identifying information.

Old documents and bills are a gold mine for identify thieves. Shredding is a great way to protect yourself from becoming a victim.

One of the best ways to minimize the risk of identify theft is to shred all documents no longer in use that have personal identifying information, such as name, address, phone b=numbers, credit card number or Social Security number. Such documents should be shredded before they are thrown out in the garbage.

Among the documents that should be shredded before disposal are pre-approved credit card applications, old credit card bills and receipts, expired credit cards and driver licenses, old utility bills, and junk mail that contains residents’ names, addresses and other identifying information.

The Shred Mobile is for residents only, to shred confidential papers’

Papers generated by businesses, schools, institutions, government or municipal offices is not accepted at these events. County staff will inspect all paper to be shredded and will reject any paper identified as commercial or institutional.

Residents must remove all metal clips, fasteners, binders, folders and hard covers and place the papers loosely in a box. Hard covers-cardboard or plastic covers on items such as ledger books, marble composition books and hard-covers books – are not acceptable. Residents may rip away pages from these hard cover books for shredding and throw the covers in their household trash.

Each resident may bring a maximum of (4) file boxes, approximately 10” x 12” by 15” in size.

The County’s Mobile Shredder will be at all Household Chemical Clean-Up Days.

The Mobile Shredder will be at the Town of Cortlandt “2008 Earth Day Celebration” on Saturday, May 3, 2008 from 10:00am to 2:00pm at the Muriel Morabito Community Center.

REMINDERS:The Town of Cortlandt is an area that on AVERAGE can experience annual snowfall of 35 inches. There

are 16 snow routes that include 164 miles of town roads. These routes include the major collector and

connector roads to the State System, as well as secondary residential roads. Each of these routes is assigned one heavy

plow truck with spreader and one small pickup truck with plow. Winter road safety is professionally managed 24/7 by town staff within our natural

constraints of weather predictions and resources.

During any large weather event, please be patient! The desired outcome and goal of any winter weather event, is to provide a safe and clear travel way for the motoring public. The first priority of the Town is the major collector and connection roads with the second priority being the residential areas.

IMPORTANT SEASONAL PARKING: No vehicle shall be placed on any Town streets, highways or roads between the hours of Midnight (12:00am) and 7:00am on any day during the period of NOVEMBER 15th to APRIL 15th. In addition, parked vehicles will be ticketed during all snow removal operations, regardless of the hour. OBSTRUCTION OF SNOW REMOVAL EQUIPMENT AND OPERATIONS: It shall be unlawful to hinder or obstruct any vehicle or equipment in the operation of snowplowing, ice control or snow removal and hauling on the Town streets, highways or roads.

DEAD ANIMAL CONTROL:Contact D.E.S./Highway Division at (914) 737-0047 for the removal of dead animals from the town roadways. We do not pick up animals on private property, that is the property owner’s responsibility. During weekends, please call the Police for removal from public roadway.

IMPORTANT NOTICE: Illegal dumping is punishable by a MANDATORY FINE. Illegal dumping of HAZARDOUS WASTE is also punishable by an additional mandatory fine.

Why should people use CFL’s?Switching from traditional light bulbs to CFL’s is an effective, accessible change every American can make right now to reduce energy use at home and prevent greenhouse gas emissions that con-tribute to global climate change. Lighting accounts for close to 20 percent of the average home’s electric bill. ENERGY STAR qualified CFL’s use up to 75 percent less energy than incandescent light bulbs, last up to 10 times longer, cost little up front, and provide a quick return on investment.If every home in America replaced just one incandescent light bulb with an ENERGY STAR qualified CFLs, in one year it would save enough energy to light more than 3 million homes and prevent greenhouse gas emissions equivalent to those of more than 800,000 cars.

Do CFL’s contain mercury?CFL’s contain a very small amount of mercury sealed within the glass tubing – an average of 5

milligrams – about the amount that would cover the tip of a ballpoint pen. By compari-son, older thermometers contain about 500 milligrams of mercury. It would take

100 CFLs to equal that amount.Mercury currently is an essential component of CFLs and is what allows the bulb to be an efficient light source. No mercury is released when the bulbs are

intact or in use. Many manufacturers have taken significant steps to reduce mer-cury used in their fluorescent lights products. In fact, the average amount of mercury in a CFL is anticipated to drop by the end of the 2007 thanks to technology advances and a commitment from members of the National Electrical Manufacturers Association.

What precautions should I take when using CFL’s in my home?CFL’s are made of glass and can break if dropped or roughly handled. Be careful when remov-ing the bulbs from its packaging, installing it, or replacing it. Always screw and unscrew the lamp by its base (not the glass), and never forcefully twist the CFL into a light socket. If a CFL breaks if your home, follow the clean-up recommendations below. Used CFLs should be disposed of properly (see next page).

What should I do with a CFL when it burns out?EPA recommends that consumers take advantage of available local recycling options for com-pact fluorescent light bulbs. EPA is working with CFL manufacturers and major U.S. retailers to expand recycling and disposal options. Consumers can contact their local municipal solid waste agency directly, or go to www.epa.gov/bulbrecycling or www.earth911.org to identify local recy-cling options.If your state permits used or broken CFLs in the garbage, seal the bulb in two plastic bags and put it into the outside trash, or other protected outside location, for the next normal trash collec-tion. CFLs should not be disposed of in an incinerator.

How should I clean up a broken fluorescent bulb?The following steps can be performed by the general public:

1. Open the window and leave the room for 15 minutes or more.

2. Carefully scoop up the fragments and powder with stiff paper or cardboard and place them in a sealed plastic bag.

• Use disposable rubber gloves. If available (i.e., do not use bare hands). Wipe the area clean with damp paper towels or disposable wet wipes and place them in the plastic bag.

• Do not use a vacuum or broom to clean up the broken bulb on hard surfaces.

3. Place all cleanup materials in a second sealed plastic bag.

• Place the first bag in a second sealed plastic bag and put it in the outdoor trash container or in another outdoor protected area for the next normal trash dispos-al.

• Note: some states prohibit such trash disposal and require that broken and unbroken lamps be taken to a local recycling center.

• Wash your hands after disposing of the bag.

4. If a fluorescent bulbs breaks on a rug or carpet:

• First, remove all materials you can without using a vacuum cleaner, following the steps above. Sticky tape (such as duct tape) can be used to pick up small pieces and powder.

• If vacuuming is needed after all visible materials are removed, vacuum the area where the bulb was broken, remove the vacuum bag (or empty and wipe the canister) and put the bag or vacuum debris in two sealed plastic bags in the outdoor trash or protected outdoor location for normal disposal.
