Services must identify and use the strengths of the child and family, as appropriate.

Services must identify and use the environmental supports that exist in the child’s life.
Services must identify and address the barriers that are present in the child’s life.
Providing fully personalized services results in the optimal use of the child and families’ strengths to support them in meeting the child’s needs.
