1.1.1.1. BackgroundBackgroundBackgroundBackground 1.1 This document sets out the background to the preparation of the Town and Local
Centres chapter and policies of Sevenoaks District Council’s Allocations and
Development Management Plan (ADMP).
1.2 Sevenoaks District Council adopted the Local Development Framework Core
Strategy for the District in February 2011. As well as setting out the proposed
scale and distribution of development and other strategic policies, the Core
Strategy defines the boundaries of Sevenoaks and Swanley town centres and sets
out policies relevant to Sevenoaks (LO3), Swanley (LO5) and Edenbridge (LO6)
town centres. In addition, the Core Strategy sets out policies relevant to centres
lower in the District’s settlement hierarchy (LO7).
1.3 The Allocations and Development Management Plan identifies new land use
allocations for housing, employment and boundaries for other land use
designations, such as the Green Belt, and sets out detailed development
management policies to be used in the determination of planning applications.
The Town and Local Centres chapter of the ADMP seeks to manage the types of
development that take place in town, neighbourhood and village centres to
ensure that viable and vital centres are maintained and encouraged. This aim is
consistent with the objectives of the LDF Core Strategy and the NPPF.
2.2.2.2. National Policy on Town and Local CentresNational Policy on Town and Local CentresNational Policy on Town and Local CentresNational Policy on Town and Local Centres
2.1 Section 2 of the NPPF is relevant to town and local centres. Para 23 states that
‘planning policies should be positive, promote competitive town centre
environments and set out policies for the management and growth of centres
over the plan period’. It notes that local planning authorities should ‘define a
network and hierarchy of centres’ and ‘define the extent of town centres and
primary shopping areas, based on a clear definition of primary and secondary
frontages in designated centres and set policies that make clear which uses will
be permitted in such locations’.
2.2 Para 23 of the NPPF also states that ‘it is important that needs for retail, leisure,
office and other main town centre uses are met in full’. The NPPF glossary
defines main town centre uses as:
Retail development (including warehouse clubs and factory outlet
centres); leisure, entertainment facilities, the more intensive sport and
recreation uses (including cinemas, restaurants, drive-through
restaurants, bars and pubs, night-clubs, casinos, health and fitness
centres, indoor bowling centres, and bingo halls); offices; and arts, culture
and tourism development (including theatres, museums, galleries and
concert halls, hotels and conference facilities).
2.3 The NPPF glossary also defines a town centre as such:
Area defined on the local authority’s proposals map, including the primary
shopping area and areas predominately occupied by main town centre
uses within or adjacent to the primary shopping area.
The definition states that:
References to town centres or centres apply to city centres, town centres,
district centres and local centres but exclude small parades of shops of
purely neighbourhood significance. Unless they are identified as centres
in Local Plans, existing out-of-centre developments, comprising or
including main town centre uses, do not constitute town centres.
2.4 In accordance with this national policy, this Topic Paper explains how, in
developing its Town and Local Centre policies, the Council has:
• identified town centre boundaries (where they have not already been
set through the Core Strategy);
• identified primary and secondary frontages in town centres, including
those which constitute the primary shopping areas;
• identified appropriate uses within the primary and secondary frontages;
• identified which neighbourhood and village retail centres should be
subject to policies managing uses within them; and
• identified the appropriate boundaries of neighbourhood and village
centres.
3.3.3.3. Town CentresTown CentresTown CentresTown Centres SevenoaksSevenoaksSevenoaksSevenoaks Background 3.1 The Core Strategy identifies Sevenoaks as having a successful town centre that
has benefitted from the Bligh’s Meadow development in 2007, although it notes
that the town centre faces competition from other larger centres outside the
District and has suffered from an increase in vacant premises due to the
recession. It is recognised that Sevenoaks town centre has ‘weathered the storm’
of the recession relatively well. In September 2011, The Local Data Company
reported that Sevenoaks was the best performing medium-sized centre in the
country with a vacancy rate below 5%1.
3.2 Vacancy rates within the proposed primary frontage have been monitored at
February 2011, August 2011, August 2012 and August 2013. The vacancy rates
for the 86 units in the primary frontage are as follows:

These vacancy rates are considered to be low and appear to confirm that the
centre is performing well, despite the recession. The rates also show a declining
level of vacant premises, which is positive, but still allows for some ‘churn’. The
Council considers that a policy approach that seeks to retain the vast majority of
existing A1 units in that use is appropriate, given the recent performance of the
primary frontage.
3.3 Figure 4 of the Core Strategy defines the boundary of Sevenoaks town centre.
3.4 Core Strategy Policy LO3 provides for approximately 4000m² of new shopping
floorspace (including approximately 1,700m² of convenience and 2,300m² of
comparison floorspace) to be developed in the town to 2026. These proposals
were based on the findings of the Retail Study Update (2009). Since the Retail
Study Update was published, SDC has permitted an extension to Waitrose and a
new Marks & Spencer department store in Sevenoaks town centre, as well as out
of town centre developments at Sainsburys, Otford Road, and Lidl, London Road,
which primarily serve the same market at Sevenoaks town. The table below
identifies the additional retail floorspace permitted serving the Sevenoaks town
centre market since the Retail Study Update 2009.

3.5 The key objective for the town centre policy in the Allocations and Development
Management Plan is considered to be maintaining the vitality and viability of the
centre by retaining existing retail uses rather than identifying new areas for retail
development.
Primary and Secondary Frontages
Existing Frontages from the Sevenoaks District Local Plan 2000
3.6 Saved Local Plan Policy ST2 defines the existing primary frontage in Sevenoaks
town. The primary frontage includes only a strip of units running north-south
along the High Street from just north of the junction with Blighs Road on the
north-western side to Waitrose on the south-eastern side (see map below). The
policy allows for only ground floor uses within Class A1 within the primary
frontage, whilst uses in Classes A2 and A3 will be permitted elsewhere in the town
centre.

3.7 The supporting text to Saved Local Plan Policy ST6 notes that there is an
opportunity, through the development of the Blighs Meadow redevelopment, to
create positive links between the High Street and London Road.
Proposed Frontages in the ADMP
3.8 The Council’s starting point in identifying primary and secondary frontages in the
ADMP has been the existing primary frontage and the objective to create stronger
links between the High Street and London Road. Through surveys of existing town
centre use class patterns (appendices 4, 5 and 6), the Council has identified the
predominant retail areas of Sevenoaks town centre. The proposed primary
frontage retains the existing designation along the High Street and now also
includes Blighs Road, Blighs Walk, Blighs Court, Brewery Lane, Black’s Yard and
part of Bank Street. All of these additional primary frontages are located between
the High Street and London Road (as shown below).

3.9 The proposed secondary frontage in Sevenoaks town centre includes areas which
support the main retail function of the town centre and contribute towards its
vitality and viability. The Council’s use class surveys show these areas as, in
general, providing a wider mix of ‘A’ class uses than those areas in the primary
frontage. Some parts of the secondary frontage, such as the northern end of the
High Street, have also experienced higher vacancy rates than in the primary
frontage and part of the justification for including them in the secondary frontage
is to provide additional flexibility that may reduce these vacancy rates. The
parade of shops on London Road north-west of the junction with Eardley Road
and Pembroke Road is currently identified as a local shopping area in accordance
with Saved Local Plan S3A. This area is now within the boundaries of Sevenoaks
town centre, as defined by the Core Strategy, and so it is considered more
appropriate to identify it as an area of secondary frontage than a separate centre
in its own right.
3.10 The NPPF (para 23) states that local planning authorities should define the extent
of primary shopping areas, based on a clear definition of primary and secondary
frontages. However, the NPPF does not provide specific policies relating to
primary shopping areas and the Council does not propose any in the ADMP, as it
considers that policies relating to the primary and secondary frontages are
sufficient. As a result, the Council sees no planning benefit in defining a primary
shopping area in Sevenoaks. If one were considered to be required then it could
be defined on the basis of primary and secondary frontages, with the exception of
the parade of shops on London Road north-west of the junction with Eardley Road
and Pembroke Road, which is considered to be disconnected from the main
shopping area.
Approach to Managing Uses in the Primary and Secondary Frontages
3.11 In order to maintain and enhance the vitality and viability of Sevenoaks town
centre, SDC considers that it is important to maintain a significant proportion of
the primary frontage in retail use. The existing policy (ST2) of only permitting
ground floor uses within Class A1 is considered to have contributed towards a
successful town centre, as evidenced by the nationally-recognised low vacancy
rates. However, the existing policy approach is also recognised as lacking
flexibility, the lack of which may hinder vitality and viability.
3.12 In managing the uses in the primary frontage, SDC proposes that a percentage of
the total length of the frontage should be retained in A1 use. The alternatives to
this approach considered were to retain a percentage of units in the primary
frontage in A1 use and to retain a percentage of the floorspace of units in the
primary frontage in A1 use. The approach based on units was rejected because
of the way that it would treat units of varying sizes in the same way, despite the
loss of larger stores being more likely to have a significant adverse impact on the
vitality of the town centre. The approach based on floorspace was considered to
be difficult to implement because of the lack of information regarding the size of
existing units and the fact that different occupiers use floorspace in different
ways.
3.13 The surveys of existing use classes in the town centre have been used to identify
a percentage of the primary frontage to be maintained in A1 use. The surveys
were carried out in February 2011, August 2011, August 2012 and August 2013
and show no changes in the percentage of the primary frontage in A1 use
(appendix 1 sets out the position at August 2013):

3.14 The Council propose that 70% of the primary frontage should be retained in A1
use throughout the plan period. This policy allows little reduction in the existing
percentage of A1 units in the primary frontage. Units in the primary frontage have
an average frontage length of 10.9m. The policy allows approximately 1 average
sized unit to change from A1 use to other ‘A’ class uses. The restrictive nature of
this policy reflects the fact that Sevenoaks experiences low vacancy rates and is
the primary shopping destination in the District. It also reflects the fact that the
existing Local Plan policy on uses in the primary frontage is restrictive and has
helped to create a vital and viable town centre.
3.15 In the secondary frontage the Council will allow retail and other A class uses as
long as they do not lead to a dead town centre frontage, defined as:
A façade that is blank, e.g. lacking in a window display, entrance and
offers no life or activity to the street.
3.16 Ground floor A Class uses in the secondary frontage will be maintained except
where evidence is provided by the applicant to show that these uses are no longer
financially viable. In such circumstances, non-residential town centre uses at
ground floor level would be permitted, unless it is subject to a different restrictive
policy, such as the employment land policies of the ADMP.
3.17 In other parts of the town centre any town centre use (as defined in the NPPF) will
be permitted.
Swanley Swanley Swanley Swanley Background 3.18 The Core Strategy notes that Swanley town centre suffers from a high level of
vacancies and a limited range of stores. It contains a pedestrianised shopping
centre, which includes a large Asda food superstore, to the north-west of the
railway line and a range of predominately smaller retail and service units to the
south-east.
3.19 The Retail Study Update 2009 shows that the town is only capturing a small
proportion of available expenditure, particularly for non-food goods, and suggests
that the attractiveness of the centre needs to be increased if local shoppers are
to be brought back into the town. The Core Strategy (Policy LO5) promotes
regeneration to achieve a development that enables the town centre to better
meet the needs of the community it serves, increasing its attractiveness so that
its market share can increase. It is proposed that the regeneration scheme
includes a mix of uses (including retail, offices, residential and community
facilities). Whilst Sevenoaks District Council remains supportive of the
regeneration of Swanley town centre, there are currently no proposals for a viable
redevelopment from the landowner.
3.20 Vacancy rates within the proposed primary frontage have been monitored at
February 2011, August 2011, August 2012 and August 2013. The vacancy rates
for the 38 units in the primary frontage are as follows:

Whilst the number of vacant units is relatively low at each monitoring point, the
percentages are highly sensitive to changes of 1 or 2 units because of the small
number of units in the primary frontage. This is partly due to the fact that the
Asda store covers a large area of the town centre but is only counted as 1 unit in
this analysis. The figures show declining vacancy rates since August 2011.
However, given the Council’s on-going desire to attract people back to the town, it
is still considered desirable to provide flexibility to the market by permitting a
relatively high allowance for changes of use within the ‘A’ Use Classes in Swanley
Town Centre.
3.21 The Core Strategy does not identify a quantitative target for additional retail
floorspace to be accommodated in Swanley town centre within the plan period.
Primary and Secondary Frontages
3.22 Primary and secondary frontages for Swanley town centre are not set out in the
Saved Policies of the Sevenoaks District Local Plan. However, it is considered
that the definition of primary and secondary frontages in Swanley town centre will
help to achieve the aim of maintaining and enhancing its vitality and viability by
maintaining a core shopping area. It is for this reason that the Allocations and
Development Management Plan includes primary and secondary frontages within
the town centre boundary for Swanley, as defined by the Core Strategy.
3.23 SDC considers that the most important shopping area in Swanley town centre is
the pedestrianised shopping centre. This area contains the centre’s main anchor
stores and is also in close proximity to large areas of parking. For these reasons,
the frontage within the pedestrianised area is defined as the primary frontage.
3.24 The secondary frontage in Swanley town centre includes both sides of the High
Street to the south east of the pedestrianised area and Station Approach, which
runs east-west, adjacent to the railway line. An area of the pedestrianised centre
between the Asda store and the eastern car park is also identified as a secondary
frontage. The proposed secondary frontage includes areas which support the
main retail function of the town centre and contribute towards its vitality and
viability. As with the Sevenoaks Secondary Frontage, the Council’s use class
surveys show these areas as, in general, providing a wider mix of A class uses
than those areas in the primary frontage. The proposed frontages are shown on
below.

3.25 As noted in the section on Sevenoaks, above, the NPPF (para 23) states that local

3.26 SDC considers that, in order to maintain and enhance the vitality and viability of
Swanley town centre, it is important to maintain a significant proportion of the
primary frontage in retail use but to ensure that there is the flexibility to allow
other A class uses to come forward to provide complementary facilities, which will
also attract people to the town centre.
3.27 For the reasons set out in para 3.12, the Council considers that the appropriate
approach to managing the uses in the primary frontage is to retain a percentage
of the total length of the frontage in A1 use.
3.28 The surveys of existing use classes in the town centre have been used to identify
a percentage of the primary frontage to be maintained in A1 use. The surveys
were carried out in February 2011, August 2011, August 2012 and August 2013
and show the following changes in the percentages of the primary frontage in A1
use (appendix 2 sets out the position at August 2013):

3.29 The Council propose that 70% of the primary frontage should be retained in A1
use throughout the plan period. This provides greater flexibility than the approach
in Sevenoaks town centre to allow for the fact that Swanley town centre is less of
a shopping destination and has suffered high levels of vacancies in the recent
past. Units in the primary frontage have an average frontage length of 14.4m.
The policy allows approximately 4 average sized units to change from A1 use to
other A class uses.
3.30 In the secondary frontage the Council will allow retail and other ‘A’ class uses as
long as they do not lead to a dead town centre frontage, defined as:
A façade that is blank, e.g. lacking in a window display, entrance and
offers no life or activity to the street.
3.31 Ground floor A Class uses in the secondary frontage will be maintained except
where evidence is provided by the applicant to show that these uses are no longer
financially viable. In such circumstances, non-residential town centre uses at
ground floor level would be permitted.
3.32 In other parts of the town centre any town centre use (as defined in the NPPF) will
be permitted.
EdenbridgeEdenbridgeEdenbridgeEdenbridge Background 3.33 Edenbridge town centre provides a range of shops and facilities to serve the town
and surrounding area and Core Strategy Policy LO6 seeks to maintain a mix of
retail and service uses in Edenbridge Town Centre. It is a linear town centre
which runs along the High Street, with the Co-operative (which has recently been
acquired by Waitrose) and Tesco (through an ‘Express’ store) providing the main
convenience retail offer in the town centre. The centre benefits from free parking
to the east and west of the High Street.
3.34 The Retail Study Update forecasts only limited scope for increasing convenience
shopping provision. The Core Strategy does not identify a town centre boundary
for Edenbridge but does suggest the need for ‘a consolidated town centre’ and a
revised boundary to reflect the completion of the Co-operative food store and a
greater focus to the south than the boundary in the Local Plan. The ADMP
proposes a town centre boundary for Edenbridge that takes account of this.
3.35 Vacancy rates within the proposed primary frontage have been monitored at
February 2011, August 2011, August 2012 and August 2013. The vacancy rates
for the 76 non-residential units in the primary frontage are as follows:

The vacancy rates figures for Edenbridge consistently show the highest rates of
any of the town centres in Sevenoaks District. In addition, whilst vacancy rates in
Sevenoaks and Swanley appear to be declining as the national economic picture
improves, vacancy rates in Edenbridge increased significantly between August
2012 and August 2013. High vacancy rates continue to be evident in the
‘Leathermarket’ development and the Council would welcome the re-opening of
dialogue with the owners of this site to bring forward an appropriate
redevelopment. The policy approach provides flexibility to allow changes of use
within ‘A’ Use Classes in the primary frontage and to allow units in ‘A’ Use Classes
to be redeveloped to other uses in the northern and southern parts of the town
centre to try to reduce these vacancies.
Primary Frontages and Northern and Southern Areas
Existing Frontages from the Sevenoaks District Local Plan 2000
3.36 The primary frontage defined in Policy EB2 of the Saved Local Plan Policies
Compendium runs north-south along the High Street, from the Post Office Delivery
Office at the northern end to the Leathermarket site at the southern end (see map
below. The ADMP proposes to extend the primary frontage to the south so that it
now runs to the bridge over the River Eden (see ‘Policy TLC3 – Edenbridge Town
Centre). This takes account of the Core Strategy recommendation for a greater
focus to the south since the development of the Co-operative food store. As
noted above, within the primary frontage, the Leathermarket area suffers from a
high percentage of long-term vacancies and is recognised as requiring
redevelopment or renovation.

proposed primary frontage and northern and southern areas for Edenbridge Town
Centre
3.37 Instead of defining a secondary frontage in the town, the Council proposes to
identify separate ‘northern’ and ‘southern’ areas of the town centre. The northern
area is separated from the primary frontage by the Catholic Church of St
Lawrence, a residential area, a school and police station. The northern area
contains a number of shops, estate agents, takeaways, offices and dwellings.
This area was identified as part of the town centre in the Local Plan but not part of
the primary frontage. The southern area of the town centre is separated from the
primary frontage by the bridge over the River Eden, the access to an area of open
space to the east of the town centre and the junction of the High Street with Mont
St Aignan Way. The southern area contains a mix of residential, pubs, shops,
offices and A2 uses. This area was not identified as part of the town centre in the
Local Plan but instead had individual units allocated with a policy seeking to
retain them in A1 use (S3A).
3.38 As noted in para 3.10, above, the NPPF (para 23) states that local planning
authorities should define the extent of primary shopping areas. The NPPF does
not provide specific policies relating to primary shopping areas and the Council
does not propose any in the ADMP, as it considers that policies relating to the
primary frontage and northern and southern areas are sufficient. As a result, the
Council sees no planning benefit in defining a primary shopping area in
Edenbridge. If one were considered to be required then it could be defined on the
basis of the proposed primary frontage.
Approach to Managing Uses in the Primary Frontage and Northern and Southern Areas
3.39 SDC considers that it is important to maintain a significant proportion of the
primary frontage in retail use but to ensure that there is the flexibility to allow
other A class uses to come forward to provide complementary facilities, which will
also attract people to the town centre. For the reasons set out in para 3.12, the
Council considers that the appropriate approach to managing the uses in the
primary frontage is to retain a percentage of the total length of the frontage in A1
use.
3.40 The primary frontage in Edenbridge Town Centre also contains a number of
dwellings, which contribute towards the mixed-use character of the town centre.
However, in accordance with Policy LO6, the Council will resist any proposals for
new ground floor residential units where this would reduce the range of retail and
service uses.
3.41 The surveys of existing use classes in the town centre have been used to identify
a percentage of the primary frontage to be maintained in A1 use. The surveys
were carried out in February 2011, August 2011, August 2012 and August 2013
and show the following changes in the percentages of the primary frontage in A1
use (appendix 3 sets out the position at August 2013):

3.42 The Council propose that 45% of the primary frontage should be retained in A1
use throughout the plan period. Units in the primary frontage have an average
frontage length of 9.1m. The policy allows approximately 5 average sized units to
change from A1 use to other A class uses. This figure is higher than Swanley and
Sevenoaks town centres to reflect the fact that Edenbridge town centre is an
important service centre as well as retail centre and to take account of the
vacancies in the primary frontage, which are primarily on the Leathermarket site.
3.43 In the northern and southern areas of the town centre, the Council will aim to
maintain the balance between non-residential town centre uses and residential.
Policy TLC3 proposes to provide flexibility for changes of use between non-
residential town centre uses in these areas to allow the centre to respond to
market or community demand. Residential development at ground floor level will
be permitted where an applicant is able to demonstrate that non-residential uses
are no longer financially viable.

for Sevenoaks, Swanley and Edenbridge in the ADMP (TLC1, TLC2, TLC3) requires
information on the uses and length of frontage of units in the primary frontage to
be available to enable developers/landowners and the Council to determine
whether a change of use would be acceptable. The Council proposes to monitor
uses on an annual basis in August/September and release the information as
soon as possible but at least in the Authority Monitoring Report in December. The
information will be released in a spreadsheet that shows the address, occupier,
use class and length of frontage similar to that set out in appendices 1-3. The
release of this information will allow developers, landowners or agents to
undertake an update in support of any planning application. Previous monitoring
by the Council has shown little variation in use classes within the primary frontage
from year to year and so monitoring by the Council on an annual basis is
considered adequate. Frontage lengths have been measured by using the
Council’s GIS system and will remain the baseline that the length in A1 use will be
assessed against.
4444.... Local CentresLocal CentresLocal CentresLocal Centres Background 4.1 Policy LO7 of the Core Strategy seeks to ensure that the loss of services and
facilities from rural settlements is resisted. Community facilities provide for the
health and wellbeing, social, educational, spiritual, recreational, leisure and
cultural needs of the community. Proposed policy CF2 of the Allocations and
Development Management Plan seeks to extend this policy protection to
Sevenoaks, Swanley and Edenbridge. These local facilities may include post
offices, banks, public houses, schools, surgeries, churches, community facilities
and public transport. Despite this general policy protection for services and
facilities, SDC considers that there are certain clusters within the District where
the shops and services that they provide warrant more specific protection
because of their local importance.
4.2 The Saved Policies of the Sevenoaks District Local Plan include Policy S3A, which
identifies units in A1 use in local shopping centres and village centres and seeks
to retain them in that use. The Council considers that controlling the use of
individual units within a centre is inflexible and does not allow centres to adapt
over time, for example by allowing a new shop to be developed in a new location
within the centre, with the existing shop being redeveloped for another use.
4.3 In identifying local centres to be considered in the Allocations and Development
Management Plan, SDC has had regard to the NPPF (and previously PPS4), which
states that ‘references to town centres or centres apply to… local centres but
exclude small parades of shops of purely neighbourhood significance. The
Allocations and Development Management Plan only includes centres that have a
certain number of Use Class A1 units. These thresholds for identification are
different for neighbourhood and village centre and are set out in the following
sections.
4.4 The aim of the local centres policy in the Allocations and Development
Management Plan is:
• To ensure that shops and services in defined neighbourhood and
village centres provide a range of day to day facilities for local residents
and, therefore, reduce the need to travel.
Neighbourhood Centres
4.5 The Council defines neighbourhood centres as local centres within urban areas
that contain a defined town centre (Sevenoaks, Swanley and Edenbridge).
Neighbourhood centres should provide local shops and services that can meet
the day-to-day needs of local residents with a reduced need to travel but should
not undermine the vitality and viability of the town centre.
4.6 The Council proposes that in order to be defined as a neighbourhood centre a
group of shops and services should include a minimum number of retail units,
one or more of which meets a day-to-day or routine need (as defined below), and
be of a large enough size to warrant designation. Centres have been designated
if they meet the following criteria:
• They contain 5 or more A1 units; and
• They contain a supermarket, convenience store, newsagent, pharmacy
or post office.
4.7 A key characteristic of neighbourhood centres is that they provide a cluster of
units in ‘A’ Use Classes within convenient walking distance of one another. This
ensures that centres provide opportunities for linked trips. In identifying local
centres, units in ‘A’ Use Classes (occupied or vacant) have only been considered if
they are less than 50m (as the crow flies) from another unit in ‘A’ Use Classes
(occupied or vacant). However, some units that are less than 50m have been
excluded where the physical form of a settlement indicates that a particular unit
does not form part of a cluster of units within convenient walking distance of one
another (e.g. where a unit is separated from the centre by a major road or longer
walking distance).
Village Centres
4.8 The Council defines village centres as local centres within areas that do not
contain a defined town centre (i.e. any settlement other than Sevenoaks, Swanley
or Edenbridge).
4.9 The primary function of village centres should generally be to provide day-to-day
shops and services for local residents that are appropriate for the scale and
location of the settlement that they serve. Small supermarkets and/or
convenience stores are considered to be the primary way by which a local centre
can meet day-to-day needs and reduce the need to travel to a larger centre.
Therefore, these retail uses are given greater weight in the criteria used to identify
village centres. However, some village centres that do not currently contain day-
to-day shops and services for local residents may make a significant contribution
towards the local economy, for example by providing shops and services for
visitors. Given this, village centres are designated if they contain:
• 5 or more A1 units; or
• A supermarket and/or convenience store and at least 3 additional A1
units.
4.10 A key characteristic of village centres is that they provide a cluster of units in A
Use Classes within convenient walking distance of one another. The approach set
out in para 4.7 has been used to identify the extent of these clusters.
Defined Centres
4.11 By applying the criteria above, the Council has identified the following
Neighbourhood Centres:
• Northern St John’s, Sevenoaks
• Southern St John’s, Sevenoaks
• Tubs Hill and Station Parade, Sevenoaks
• London Road, Dunton Green (near Lennard Road)
• Riverhead Centre
• Manse Parade, Swanley
4.12 The following centres have been identified as Village Centres:
• Kemsing – The Parade
• Seal – High Street
• Otford – High Street
• Otford – Bubblestone Parade
• Brasted – High Street and the Green
• Westerham Centre
• Crockenhill – Broadway
• West Kingsdown – Hever Road
• New Ash Green Centre
• Hartley – Cherry Trees
• Hextable – Upper Main Road 4.13 These centres have been identified as having clusters of retail uses that are
worthy of protection. The following are exemptions to SDC’s 50m ‘rule’ for
identifying the extent of clusters (explained in para 4.7):
• Seal (High Street) village centre does not include The Five Bells Public
House. Whilst the Five Bells is approximately 35m from the nearest A
Use Class unit in the proposed Seal village centre ‘as the crow flies’,
the walking distance between the two is significantly longer. As a
result, The Five Bells is not considered to be part of the village centre
cluster.
• Westerham Town Centre does not include the A2 unit (currently
occupied by Coral) on the High Street. Whilst the unit is approximately
30m from the edge of the proposed village centre, the Junction of A25,
Lodge Lane and Croydon Road is considered to be a more appropriate
boundary for the village centre. From here the road narrows and drops.
The unit is not considered to be part of the village centre cluster.
• Riverhead neighbourhood centre includes The Riverhead Public House
(Harvester) despite this being 51m from the nearest A class unit. The
area separating the two is a car park, used by patrons of The Riverhead
and the wider centre. As a result, The Riverhead is not considered to
be separated from the remainder of the neighbourhood centre cluster.
4.14 The two proposed centres in Otford meet the criteria set out in the previous
section. These centres are separated by approximately 250m ‘as the crow flies’
and are not considered to form one cluster of units.
4.15 A minor amendment has been made to the Brasted village centre boundary since
the publication of the pre-submission version of the Allocations and Development
Management Plan (in February 2013). The amendment corrects a cartographical
error that was made in the Sevenoaks District Local Plan and was to be carried
forward in the ADMP, which saw a convenience store at 8 The High Street
excluded from the village centre retail area. The unit added to the proposed
village centre area is shown in appendix 7.
Other Centres Considered
4.16 On the basis of the criteria set out for defining neighbourhood and village centres,
it is proposed that a number of areas that currently have units protected in A1 use
in the Saved Local Plan will not have identified centres. The following table
provides more detail on each of these:

4.16 Applications for change of use or redevelopment of units in these non-designated
centres will be assessed against policy LO7 of the Core Strategy Policy or
proposed policy CF2 of the Allocations and Development Management. These
policies seek to ensure that the loss of services and facilities that are serving a
local need is resisted.
Policy Approach
4.17 Policy TLC4 states that within neighbourhood and village centres, the Council will
seek to maintain a range of shops (Use Class A1) and services (including Use
Classes A2, A3, A4 and A5).
4.18 Changes of use between shops and service uses will be permitted where this
does not lead to the loss of A1 units serving day-to-day needs of the community or
required to ensure that the day-to-day needs of the community can be met during
the plan period. This is intended to provide flexibility to allow the market to
decide which uses respond best to local needs and provide economic growth,
whilst seeking to ensure that centres can continue to meet day-to-day shopping
needs and reduce the need to travel to larger centres.
4.19 Proposals resulting in a net loss of shopping or service uses will not be permitted
unless evidence is provided to the Council to show that the operation of the
facility is no longer financially viable and where there are no other realistic
proposals for retail or service uses on the site, including through Community Right
to Buy. The Council would expect a minimum of 6 months of continuous
unsuccessful marketing at the market rate in order to prove that a use is no
longer viable. This section of the policy seeks to ensure that units that contribute
(or could contribute if they were occupied) to the vitality and viability of the centre
are not lost. However, the policy recognises that there may be situations where
units are no longer required for retail or service uses and redevelopment or
change of use to alternative uses would be favourable to prevent high vacancy
rates in these centres.
4.20 Appropriately located additional retail or service units in neighbourhood and
village centres will be permitted where the proposal is of a scale appropriate to
the centre and would not materially undermine the existing balance of uses. This
section of the policy encourages limited growth of retail and services uses within
the centres, consistent with their roles in the District’s network of centres.
Proposals for new large scale retail units, which would be more appropriate in
town centres, in these areas are not considered to be consistent with the policy.
A number of the neighbourhood and village centres include residential and other
uses. This section of the policy also seeks to ensure that the balance between
these uses and A class uses is not materially undermined by growth in retail and
service uses. This is intended to prevent the loss of residential units and to
prevent substantial retail development in out of town centre areas.
4.21 Policy TLC4 promotes residential, business or community uses of the upper floors
of units within village centres, where this would have no adverse impact on the
functioning of the ground floor retail or community uses.
Monitoring
4.22 The Council will monitor the services and facilities score for individual settlements
through updates to the Settlement Hierarchy. .
