Term of Reference Maternal and Child Health Program Coordinator 1. Background MI has worked with the GoI at central, provincial and district levels from 2011- 2014, with financial support from the Government of Canada, to undertake pilot programs that aimed to increase the coverage and appropriate consumption of IFA supplementation by pregnant women and the coverage and appropriate consumption of zinc supplements with ORS, by children in the treatment of diarrhoea. Formative research was carried out and barriers identified and addressed with the result that the programs for these interventions showed significant improvement prompting the GoI to seek MI’s support in scaling them up in selected provinces where their impact on MNCH would be most felt. Three-year programs beginning in 2015 were designed in collaboration with provincial governments and funding made available from Canadian Government’s grant to MI. Similarly, MI has been supporting the GoI to scale up VAS in children aged 6-59 months for several years at the national level and in 6 high mortality provinces, in collaboration with UNICEF. MI wishes to expand its work with regard to four micronutrients – Vitamin A, Zinc, Iron and Folic Acid - with a focus on their key role in improving Maternal, Newborn and Child Health (MNCH) in 2 selected provinces, i.e. East Java and East Nusa Tenggara, Indonesia with the support from the Department of Foreign Affairs and Trade, Australia (DFAT). In order to manage and this proposed project with the Government and other stakeholders, MI proposes to hire a Maternal and Child Health Program Coordinator who will be based out of MI Jakarta. 2. Scope of Work of the Maternal and Child Health Program Coordinator Under terms of this Contract, the Coordinator will carry out the following activities in coordination with MI Senior Program Officer : 1. Laisoning and Advocacy Work closely with the government and key stakeholders to get their attention on VAS, zinc and ORS for childhood diarrhea treatment, IFA supplementation for pregnant women programs, and be responsible for coordination and liaison with key players at national and provincial levels including DFAT, Australian Funding Agency including donor programs such as Australia Indonesia Partnership for Health Systems Strengthening (AIPHHS), UNICEF, MCA-I (Millenium Challenge Account-Indonesia, UN/NGOS, Universities, private sectors and relevant tasks forces or committees, etc. Support the Government program through initiatives that may include, formation of a task force, policy formulation including development of specific guidelines, act as a resource person etc. for the VAS, zinc and ORS, IFA supplementation programs. Participate in the central, provincial government task force and informal working groups on the VAS, zinc and ORS and IFA supplementation programs. Facilitate and support the advocacy meetings/activities and organize technical or programmatic workshops at the district, provincial and central levels. 2. Capacity building Assist and support to build capacity of health system functionaries at central, provincial and district levels. Participate in district level reviews to facilitate problem solving and problem seeking. 3. Streamlining supply chain Liaise with the Director and Logistic and Supply Chain Management Project Officer in the Directorate of Nutrition and Sub-directorate Diarrhea, Department of Communicable Disease and Environment Health (CD&EH), Diarrhea Subdivision, and as serve a link between central, provincial and district levels.   • 4. Support field implementation Provide technical support and guidance to provincial coordinator and supervise their

    work. Support an independent agency to conduct the evaluation survey.

    5. Support BCI interventions

    Support BCI interventions and appropriate BCI strategy for creating awareness.

    6. Monitoring and Reporting Establish and streamline the use of Quality Reporting System (QRS) for improved

    reporting on coverage and stocks for VAS. Build capacity of health staff on the use of QRS for VAS program in rolling up data from

    sub-district to district level to national levels. Streamline monitoring for both IFA and zinc programs. Monitor all components of VAS, zinc and ORS, and IFA supplementation programs at

    the provincial and district levels and identify gaps and areas of support. Undertake field visits including guiding field implementation. Compile and analyze monthly reports and share with MI Director. Build capacity at provincial levels to analyse monitoring data and take corrective

    actions.

    7. Others Undertake travel to the selected provinces and districts and attend national level activities

    as required. Support Recruitment of provincial and district coordinators in consultation with Director

    MI.

    4. Deliverables

    Monthly progress and monitoring report. Trip reports as applicable.
