SchQme of Grant-in-aid to Voluntarv and other Organizations for Gastes - 1. OBJECTIVES The prime objective of the scheme is to enhance the reach of development interventions of the Government and fill the gaps in service deficient Scheduled Caste dominant areas, in the education sector through the efforts of voluntary organizations and other organizations and to provide an environment for socio-economic upliftrnent and overall development of the Scheduled Castes (SCs). 2. 1. OBJECTIVES

2. SCOPE AND ELIGIBILITY

2.4. ln order to be eligible for assistance under this scheme, anorganization should have the following characteristics:-

b. A Public Trust registered under the law for the time being in force; or

c. A charitable company licensed under Section 25 of the Companies

Act, 1958; ord. lndian Red Cross Society or its branches; and/ ore. Any other public body or institution having a legal status of its own;

f. The voluntary organization should have been registered for, at least

three vears, at the time of applying for grant under the scheme. This

can, however, be waived by the Secretary, Ministry of Social Justice

and Empowerment, for reasons to be recorded in writing, in

exceptional cases.g. Number of Scheduled Caste beneficiaries is not less than 60% in

Gases of voluntary organizations.h. Any other organization or training institution of repute, which may be

approved by the Secretary, Ministry of Social Justice and

Empowerment.i. Non-Governmental Organizations (NGOs)/ Voluntary Organizations

(VOs) must have had a Bank Account maintained and operated in

the name of NGOA/Os for the last three years

(ii) lt is not run for profit to any individual or a body of individuals exceptin case of training institutions of repute specifically included under 2.2 (i)

3. TYPE OF ACTIVITIES COVERED

(i) Residential Schools(ii) Non-Residential Schools(iii) Hostels

4. ADMISSIBLE ITEMS

4.1. Assistance under the Scheme is admissible for the following iterns:

a. Rent for the building in which the project is being run;

b. Purchase of furniture;c. Purchase of equipment and machinery;d. Honorarium to the staff;e. Stipend to the students and trainees; Tuition fee chargeable by the

institutions approved under 2.4 (i) (b) above;

f. Stationery;

g. contingencies which include TA/DA and other such expenditure,and

h. Any other item as may be approved by the secretary, Ministry ofSocial Justice and Empowerment.

4.2'The above is not exhaustive but rnerely an illustrative list of items forwhich assistance may be provided. lt will be open to the Government oflndia to provide assistance for any other purpose connected with theactivities referred to in para 1 above.

5. EXTENT OF ASSTSTANCE

The quanturn of assistance shall be deterrnined in each case on merit asindicated in para 6.3.

There is no upper limit of the beneficiaries in each category of project andit will depend on the demand duly recornmended by the State Committeesubject to availability of funds. The number of beneficiaries shown infinancial norms is only for the calculation purpose.

6. ITORMS FOR RELEASE OF ASSISTANCE

6.1. For SCs with disability, the grant in aid will be admissible under thisscheme for all the items of assistance which are admissible under grantin aid schemes of Disability Development Division for persons withDisabilities. The eligibility norms of assistance, procedure for inspectionand all other details either contained in the various schemes of DisabilityDevelopment Division or issued by the Ministry of Social Justice andEmpowerment from time to time shall be applicable mutandis forproviding grant-in- aid for various activities relating to SCs withdisabilities.

6.2. NGos having presence in more than one state and having morethan one branch will be eligible to receive for each of its branches grantsfor meeting expenditure on administrative overheads involvingsupervision and monitoring of the performance of its various branchesEach branch can apply separately or under the parent body.

6.3. Procedure for Release of Grant-in-aid & Funding pattern:-

6.4.1. Under the scheme, grants shall be sanctioned in favour ofVOs/NGOs subject to prescribed financial norms (Annexure) and terms &conditions as stipulated by this Ministry and revised from time to time.Further, while sanctioning the project and releasing the grant, followingnorms shall be followed by the Ministry:

a. For ongoing projects, 90% of the total project cost will be funded bythe Government and the rest 10% will be borne by the concernedOrganization(s).

b. The grant shall be sanctioned as per the procedure laid down underGeneral Financial Rules, 2017 as amended from time to time.

The Ministry will issue the sanction order in the name of thePresidenUSecretary and transfer the funds to the bank account ofthe organization which should be under joint operation of Presidentand Secretary. lf the headquarter of the organization is not locatedat the project site, the funds will be in turn transferred by theorganization into a bank account at the project location to be jointlyoperated by the Secretary and a duly authorized project head within7 (seven) days from the date of receipt of funds in account. For thispurpose, the organization shall open a bank account in the name oforganization at the project location also.

The funds will normally be released through electronic transferdirectly to the bank account of the organization as referred in sub-para above.

Tentatively allocated funds not utilized by one/more States can bediverted to deserving cases elsewhere, from the third quarteronwards of a particular financial year.

7. APPLTCATION

a) The organization shalt submit the application in the prescribedformat (Application-cum-Monitoring Foim) as per the procedure andguidelines prescribed by this Miniitry foi the project (s) mentionedunder relevant para of these guidelines,

b) The appticatioL:, il ongoing would be submitted by the organizationto the Social.Welfare Department (or the Department rJsponsiblefor matters relating to Scheduled Castes in the State/UT) preferablyin the first quarter of the financiar year to which the' proposalpertains.

c) state Government (state sociar werfare Department or theDepartment dearing with schedured caste matters) after verifyingthe genuineness of the organization and/or the project at the fieldlevel, would prace ail the proposars before the murtidisciprinary"state Grant -in-aid committee; (hereinafter state committee) andforward the recommendations of the state committee to theMinistry of social Justice and Empowerment by 30th April. Thestate cornmittee must record reasons for recommending/rejectingthe proposals. ln cage_ the proposals/ recornrnendations from thestate Governments/UTs are not received within a reasonabreperiod, the Ministry may obtain inspection report, from Nationalscheduled caste Finance Development corporation (hlscFDCyNational safai Karmachari Finance Devetopment ioiporation(NSKFDC)/ Arnbedkar chairs under Dr. Arnbedkar Foundationnearby, or by deputing a suitable officer from the ministry forinspection

d) No application willbe accepted by the Ministry of Social Justice andEmpowerment direcfly. The application must always berecommended by the state committee or othenvise ", pr"L"ribed

e) Any application submitted directly without following the aforesaidprocedure, will not be entertained or considered uy-ttre Ministry ofsocial Justice and Empowerrnent. No correspondence in thisregard would be entertained.

7 .2. Constitution and Role of State Committees

a. Each State GovernmenUUT Administration shall constitute amultidisciplinary state Grant-in-Aid (GlA) committee, if not alreadyconstituted, under the chairpersonship of principalSecretary/Secretary, State Social Welfare Department.

b. state committees would be responsible to examine the projectproposals of Vos/NGos in accordance with the procedure/guidelines as laid down by the Ministry from time to time and on thebasis of inspection reports and performance reports furnished bythe field functionaries.

c. While examining the proposals, the State Committee shall take careof the following aspects:

(i) The location of the Residential & Non-Residential schoorProjects proposed by the organization should be in:-

, Educationally Backward Blocks (EBBs) and 11s Aspirationaldistricts as declared by NlTl Aayogi or

. Service Deficient blocks with 40% SC population; or

. Aspirational Districts identified by NlTl Aayog or

. lntegrated Action Plan Districts identified by the Govt. of lndia.

(ii) justification is given for continuation of on-going projects afterassessing the impact with supporting data;

(iii) likely period for which the project will continue or require funding;(ir) Residential schools for girls must have female service staff,

wardens and adequate security provisions;(v) Establishment of a linkage with Panchayati Raj lnstitutions,

wherever possible for rnonitoring etc.("i) Preference be given to such new projects which are already

runninE and have established a record of rendering quarityservices in service deficient areas;

(vii) For new projects, a minimum benchmark data must be available

8. INSTALMENTS

8.1. ln case of the projects already approved, i.e., projects getting grantin aid continuously for the last three years, first instalment to the extent of75o/o of the estimated expenditure may be released as soon as possibleon receipt of the following documents:_

(i) An application in the prescribed proforrna together with therequired documents;

(ii) Utilisation Certificate of the grant last released, in the formatprescribed under GFR-19A. Audited / Unaudited accounts for theprevious year indicating the expenditure incurred on eachsanctioned item vis-a-vis the grant sanctioned;

(iii) Budget Estimates for the financiat year for which grant-in-aid isrequired; and

(iv) Annual Report giving Performance, with statistical data, of theprojects during the previous year. ln case of new proposal thiscondition will not be applicable.

8.2. The second instatlment will be released on receipt of the auditedstatement of accounts, together with utilization certificate, and inspectionreport from the prescribed agency along with recommendation of theGrant-in-Aid committee of state Governmenuur Adrninistration.

8'3. The grant-in-aid shall be released after the grantee organizationexecutes an Agreement Bond in prescribed proforrna to the effect that inthe event of its failure to abide by any or atl the conditions stipulated inthe sanction letter it shall be liable to refund with interest thereon thewhole or such part of the grant as the Governrnent of lndia may decide.

d. State GIA Committees are also expected toabout the necessity and viability of funding theview its performance by making inspeJtionrequirements.

9.1. ln case of the actual expenditure on the items for which assistancewas sanctioned fall below the level at which the grant was determined,the organization shall be liable to refund unutilized portion of the grant tothe Government of lndia or the unutilized portion of grant shall beadjusted against the grant admissible for the subsequent financial year.

9.2. An aided organization must exercise reasonable economy in theexpenditure on the approved items.

10. ACGOUNTS10.1 An aided organization shall maintain separate accounts of thegrants received under this scheme. These shall always be open to checkby an officer deputed by the Government of lndia or State Government.These shall also be open to test check by the Comptroller and AuditorGeneral of lndia at their discretion.

14.2 An aided organization shall maintain Register of Assets in theproforma prescribed under GFR wherein all assets of permanent valueand machinery and equipment having a life of not less than 5 years andcosting Rs.10,000 and above (each item) should be entered.

10.3 After the close of the financial yea,r an aided organization willsubmit audited statement of accounts with utitization certificate for allexpenditure incurred.

10.4 An aided organization will also submit to the Ministry of SocialJustice and Empowerment a statement in the proforma prescribed underGFR showing the equipment / machinery purchased, with its price, out ofthe grant-in-aid received.

11'1 lf an organization has already recerved or is expected to receivegrant-in-aid from some other official sources for the same purpose forwhich an application is being made under the scheme, an assessment ofCentral grant-in-aid will normally be made after taking into account grant-in-aid from other such official sources.

11'2 lf it is found at a tater stage that the organization had withheld orsuppressed information regarding the grant-in-aid from other officialsources or othenruise had given factually incorrect information, the grant-in-aid of the Government of lndia may either be cancelled or reduced andthe organization may be asked to refund the grant arready given withinterest thereon.

12.

12'1 No capitation or other similar fees or donation in any form shall becharged from any beneficiary. ln case any fee is chaiged from thebeneficiary, it must be shown in the statement of accounts to be furnishedto the Ministry / prescribed agency so that the amount so raised could bededucted frorn the admissible amount of grant- in-aid.

12'2 The location of the Residential & Non-Residential School projectsproposed by the organization should be in._

(i) Educationally Backward Blocks (EBBs); or

(ii) service Deficient btocks with 40% sc population; or

(iii) Aspirational Districts identified by the NII Aayog or

(iv) lntegrated Action plan Districts identified by the Govt. of lndia.

The District Social Welfare Officer will submit a certificate to this effectalong with the inspection report.

12'3. Financial norms for the projects wherever not specified under thescheme would be decided by the Ministry on case to case basis.

12'4. Financial norms for releasing the grants to the charitable companieslicensed under section 2s of the company,s Act l gsg under theadministrative control of M/o Social Justice & Empowerment would be

decided on case to case basis.

12.5 Vocational Education projects funded under the Scheme shouldbe linked with employability.

12'6 The girl hostel funded under the scheme should have a womanchowkidar during night.

It is mandatory for NGOA/O to furnish list of beneficiaries indicatingtherein Aadhar A/oter lD card No. Details like name, addresss etc. shailbe as per AadharA/oter lD card issued by Government of lndia/ElectionCommission.
