THE TENTH MEETING of ASIA SOLAR ENERGY FORUM ADB Headquarters, Manila

Background

The Asia Solar Energy Forum (ASEF) was established with support of Asian Development Bank as a non-profit regional knowledge sharing platform organization to help facilitate solar energy technology transfer across Asia and the Pacific. ASEF aims to bridge the information gap between suppliers and developers in the public and private sectors, support the growth of local solar energy competence in the developing countries of Asia and the Pacific, while addressing the barriers to trade in solar and smart grid applications. Yongping Zhai

Technical Advisor (Energy), Asian Development Bank Chair of Asia Solar Energy Forum Dr. Yongping Zhai has been working on energy development in

Asia and Africa for about 25 years. He is currently Technical Advisor of Energy Sector Group, Asian Development Bank (ADB), in charge of overall energy policy coordination and technical support to ADB energy sector operations. He is also in charge of developing energy sector knowledge work for ADB and interacts with worldwide energy sector partners. Prior to his current position, Dr. Yongping Zhai was Director, South Asia Energy Division (2010-2015), ADB, covering energy sector operations in Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. In this capacity, he led ADB’s support to renewable energy, energy efficiency and power trade in South Asia. He also served as ADB’s Lead Energy Specialist (2008-2010), in charge of energy sector in Southeast Asia including Indonesia, Philippines, and the Greater Mekong Subregion (GMS). In particular, he was instrumental in leading ADB’s support to the power sector’s successful restructuring process in the Philippines. Moreover, Dr. Zhai has played a key role in promoting power trade and cooperation in GMS. From 1993 to 2000, Dr. Zhai was a Principal Program Coordinator/Public Utilities Economist at the African Development Bank (AfDB) in charge of energy projects in Southern African Development Community (SADC). Between 1990 and 1993, he served as an Assistant Professor at the Energy Technology Division (Energy Policy and Planning), Asian Institute of Technology (AIT) in Bangkok, Thailand. He graduated from the Thermal Energy Engineering Department, Tsinghua University, Beijing, China (1983) and received a Ph.D in Energy Economics from Institute of Energy Economics and Policy, affiliated with the University of Pierre-Mendès France in Grenoble, France (1989).

Zhengrong SHI Founder, Suntech Power Co. Ltd. Adjunct Professor, UNSW Fellow Australian Academy of Technological Science and Engineering Distinguished Expert, The National Thousand Talent Program Dr. Zhengrong SHI is the founder of Suntech Power Holdings Co., Ltd. For many years the largest global solar photovoltaic (PV) panel manufacturer. As leading scientist, Dr. Shi is the inventor of 23 patents in photovoltaic technologies, and has published and/or presented more than 90 articles and papers in PV-related scientific magazines and at conferences. With a career spanning more than close to three decades as a solar scientist and entrepreneur he had been Deputy Research Director at Pacific Solar Pty., and a Senior Research Scientist and the leader of the Thin Film Solar Cells Research Group in the Centre of Excellence for Photovoltaic Engineering at the University of New South Wales in Australia. Dr. Shi received the Murphy & Spitz Global Leader Award 2011 at the World Economic Forum for Suntech’s exemplary environmental and sustainability standards. In 2009, he was on Business Week’s ―China’s Most Powerful People’ list. In 2007, Dr. Shi was named ―50 people who could save the planet‖ by the Guardian, and was named by TIME as a Hero of the Environment, an annual list that celebrates the most innovative and influential protectors of the planet. In 2006, he was awarded the ―Annual Economic Figure‖ by CCTV. In 2007, he was honored as the ―Green Figure of the Year‖ by CCTV. Dr. Shi received a bachelor’s degree in optical science from Changchun University of Science and Technology in China in 1983, a master’s degree in laser physics from the Shanghai Institute of Optics and Fine Mechanics, the Chinese Academy of Sciences in 1986, and a PhD degree in electrical engineering from the University of New South Wales in Australia in 1992. In 2009, Dr. Shi is a fellow of the Australian Academy of Technological Sciences and Engineering (AATSE) and in 2012 became an Adjunct Professor at the University of NSW.

Upendra Tripathy Interim Director General International Solar Alliance, India Mr. Upendra Tripathy, former Secretary to the Government of

India in the Ministry of New and Renewable Energy, has made exceptional and outstanding contribution in ushering in the 175 GW target and policies that transformed India’s renewable energy sector between 2014 and 2016. In ex-officio capacity, he has headed Solar Energy Corporation of India (SECI), National Institute of Solar Energy and National Institute of Wind Energy, National Institute of Bio Energy, Association of Renewable Energy Agencies of States (AREAS) and International Solar Alliance (ISA). Mr. Tripathy galvanised both the Ministry of Renewable Energy and the Solar Energy Corporation through a plethora of new and imaginative policy measures. His institution building abilities and innovations got reflected in building of Hassan Kalamandir (1989), Center for infrastructure, Sustainable Transportation and Urban Planning (CiSTUP) in Indian Institute of Science (2009), Environmental Management Policy Research Institute (EMPRI) (2003), Akshar Foundation (2001), turnaround of Bangalore Metropolitan Transport Corporation (BMTC) (2003-2008) and institution of Nrupathunga Award in Karnataka (2008). For these achievements, and for all his work in transforming a city Transport undertaking in Bangalore into a profit making one, the Prime Minister of India bestowed the PM’s Award for Excellence in Public Administration of Mr. Tripathy in 2009. Other awards that recognise his abilities, excellence and innovative thinking, are – Extra-Ordinary Citizens’ Award from Rotary International-2008, Central Board of Irrigation and Power (CBIP) Award 2016 for outstanding contribution to India’s Renewable Energy Sector, 10th Enertia Life Time Achievement Award- 2016 and UBM 2016 as Crusader of the year for Renewable Energy.

Toshikazu Ohashi Manager of International Business and Cooperation Division Kansai Electric Power Company (KEPCO) Mr. Toshikazu OHASHI received his Electrical Engineering master degrees from the Kyoto University in 1987. He is a manager of International Business and Cooperation Division of Kansai Electric Power Company (KEPCO) and acts as a member of Global Sustainable Electricity Partnership (GSEP). He started working for KEPCO in 1987 and his major experience is on Power Distribution Engineering. He was dispatched for General Electric’s Power System

Jerry Yan

Director of Future Energy Profile Professor of Energy Engineering Malardalen University and Royal Institute of Technology, Sweden Dr. J. Yan is chair professor of Energy Engineering at Mälardalen University& Royal Institute of Technology, Sweden. He is director of Future Energy Profile. Prof. Yan's research interests include advanced energy systems; renewable energy; advanced power generation; climate change mitigation technologies and related environment and policy; CDM etc. Prof. Yan published about 300 papers including in Science & Nature Climate. Prof. Yan is editor-in-chief of Applied Energy journal & editor-in-chief of Handbook of Clean Energy Systems. He is the Chair of International Conferences on Applied Energy. He also serves as the advisory expert to the UN, EU, & ADB etc.

Sebastian Groh

Chief Executive Officer and Co-Founder ME SOLshare Ltd., Bangladesh Dr. Groh is a 2013 Stanford Ignite Fellow from Stanford Graduate

School of Business (USA) and holds a PhD from Aalborg University (Denmark) where he wrote his thesis on the role of energy in development processes, energy poverty and technical innovations in Bangladesh. He published a book and multiple journal articles on the topic of decentralized electrification in the Global South. Since 2014, Dr. Groh has been working in Bangladesh as the CEO and co-founder of ME SOLshare Ltd receiving the Intersolar Award for Outstanding Solar Businesses, the UN Momentum for Change Award, both in 2016, as well the 2017 Start-Up Energy Transition Award by the German Energy

Agency (DENA).

Masanori Morozumi Deputy Manager, NTT Data Corporation Masanori Morozumi joined NTT DATA in 2012 to focus on business development in global electric utility projects and make a contribution to energy saving project with tech-companies in US as well as a smart energy project in Lisbon Portugal. Prior to NTT DATA, he worked for Tokyo Electric Power Company where he made a contribution to researching smart-grid related technology and developing cost-effective power grid facilities ranging from distribution power line to telecommunication systems. He holds a ME in information technology from Waseda University, Tokyo.

Anjal Niraula General Manager, Gham Power Anjal is the General Manager of Gham Power and an off grid solar expert leading a team of 30 highly talented individuals in developing and deploying solar PV based projects. The focus is on developing microgrid along with Productive end use loads to ensure that the microgrid are self-sustainable at the least, but with the aim of achieving decent return for a private investor over 10 years. Anjal was a Chevening scholar at University of Edinburgh where he read Energy Systems, and has an electrical and computer engineering degree from Jacobs University in Germany. He is also a member of the Future Energy Leader’s group with the World Energy Council.

Wei-nee Chen

Chief Corporate Officer Sustainable Energy Development Authority, Malaysia Dr. Wei-nee Chen holds a Bachelor Degree in Computer Science

from the University of Canterbury, Christchurch, New Zealand, a Master of Business Administration from Universiti Tun Abdul Razak, and a Doctor of Business Administration from Universiti Kebangsaan Malaysia. Prior to returning to Malaysia, Dr. Wei-nee was in New Zealand for 14 years serving in the banking, insurance, freezing, and health industries in various cities in New Zealand. From 2005-2010, Dr. Wei-nee served in the capacity of a Technical Advisor in the Malaysia Building Integrated Photovoltaic (MBIPV) Project; a project administered by the Ministry of Energy, Green Technology and Water Malaysia with support from Global Environment Facility through United Nations Development Program. Her role in the MBIPV project was to spearhead the

awareness and capacity development of grid-connected solar PV systems in the country. From January 2011 to September 2011, Dr. Wei-nee was a member of interim SEDA under the same Ministry. Dr Wei-nee was involved in the development of subsidiary legislations under the Renewable Energy Act 2011 [Act 725], the ICT framework of the e-FiT online system, and strategizing the communications on the Feed-in Tariff. She is also the Malaysian representative for Task 1 of the International Energy Agency Photovoltaic Power Systems Programme (IEA PVPS).

Milou Beerepoot

Regional Technical Specialist Energy and Climate Change Mitigation Global Environmental Finance Group United Nations Development Programme Milou Beerepoot is a Regional Technical Specialist on Energy and Climate Change Mitigation in UNDP’s Global Environmental Finance group. In UNDP’s regional office in Bangkok, she is providing technical, policy and programming support, and knowledge and capacity development services to GEF and GCF projects of the Energy, Infrastructure, Transport & Technology team. Before joining UNDP, Milou was Programme Director of the GIZ project ―Thai-German Programme on Energy Efficiency Development Plan‖ and a visiting professor in the Joint Graduate School on Energy and Environment/KMUTT in Bangkok since 2012. Prior to that, Milou was a senior analyst in the Renewable Energy Division of the International Energy Agency (IEA) in Paris, where she focused on effective policy tools and strategies to increase deployment of renewable heating and cooling in the building and industry sector. Milou received a PhD in energy policy at Delft University of Technology (NL) and obtained an MSc in Innovation Sciences from Eindhoven University of Technology (NL).

Anand Agarwal

Assistant General Manager Punjab National Bank at Head Office New Delhi Shri Anand Agarwal is a postgraduate in Economics and

Certified Associate of Indian Institute of Bankers (CAIIB). In his banking career of more than 38 years , he has held several challenging assignments in the bank’s hierarchy . He has been intensively trained in Foreign Exchange and attended one week Management Development Program at IIM Indore. He has worked at various authorised Forex branches in his career besides his posting as Branch Head at Mid Corporate Branch Pune . He has reinforced his experience in diversified areas of the banking at

He is Nodal Officer for Solar Rooftop Project Monitoring Unit at Credit Division since last one year for monitoring Multi tranche ADB line of credit for USD 500 Million under Solar Rooftop Investment Program .

Harish Kant Parikh

General Manager (Credit) Punjab National Bank of India

Shri Harish Kant Parikh, has started working in Credit Division, HQ, New Delhi as General Manager from 1st June 2015. He completed his M.Com from Rajasthan University in 1980. His dedication, commitment and hard work has been appreciated during his tenure in the bank. During his stint as Chief (HRD Division) he was involved in implementation of HRMS during initial period and also switch over the submission of manual application for recruitment to online process. He was also nominated as a member of Committee to Review Staff Accountability Policy.

Syed Munir Khasru

Chair, Institute for Policy, Advocacy, & Governance (IPAG) An MBA from the Wharton School of Business, University of Pennsylvania, he heads the international think tank, the Institute for Policy, Advocacy, & Governance (IPAG). His expertise includes international relations & strategic affairs, regional connectivity & trade, energy & power. Prof. Khasru is experienced in multi-stakeholder dialo gue in international platforms, including the World Economic Forum & G20. He provides policy recommendations to government & multilateral agencies. Prof. Khasru writes for leading international media outlets: Project Syndicate, Straits Times (Singapore), Nikkei Asian Review (Japan), South China Morning Post (Hong Kong) and the Times of India & Hindu.

Former Additional Secretary (Planning and Development) Ministry of Power and Renewable Energy, Sri Lanka Mr. Daranagama served as the power sector of Sri Lanka over 35

During his career, he has also served for USAID as a project management specialist promoting regional energy cooperation in South Asia and as a UNDP Consultant. He is a Chartered Engineer and a Corporate Member of the Institution of Engineers, Sri Lanka.‖

Csilla KOHALMI-MONFILS

EVP Strategy and New Business, ENGIE Asia-Pacific – Thailand Csilla KOHALMI-MONFILS is the Head of Strategy and New Business at ENGIE Asia-Pacific. Before joining ENGIE in 2011 as Strategic Projects Director, Csilla held senior functions at various energy companies in Hungary, including MOL Group. Csilla started her career with Unilever where she headed up business development projects in Europe and Latin America. Later, at the Boston Consulting Group, she developed new business opportunities and managed change projects for corporate clients across the world. Csilla holds a BSc in Chemical Engineering and an MSc in Bioengineering from the Technical University of Budapest (Master thesis in Molecular Biology at CNRS—Institut Jacques Monod in Paris). She also holds an MBA from INSEAD, Fontainebleau.

solar energy competence in the developing countries of Asia and the Pacific, while addressing

the barriers to trade in solar and smart grid applications. ASEF was registered as a non-profit

organization in Japan in September 2012.

So far, nine meetings of ASEF have been successfully conducted in various countries,

witnessing enthusiastic networking among peers, and engagement between project developers,

equipment manufacturers, lenders, government officials, and other sectors with an interest in

solar energy globally. All ASEF meetings have been supported by the hosting countries and

attended by high rank government officials of the countries in Asia and the Pacific region.
