Le Premier Forum d’Affaires Asiatiques au Maroc s’esttenu les 15 et 16 mars à Rabat. Un événement inéditorganisé par la Fondation Diplomatique, et qui a attiré
des centaines de participants. Des décideurs politiques,hommes d’affaires, Marocains et Asiatiques, qui sont revenussur le rythme d’évolution des échanges commerciaux entre leMaroc et les Pays Asiatiques. Des échanges encore en deçà dupotentiel existant, ne reflétant pas parfaitement l’amitié quilie le Maroc à ses partenaires asiatiques. Pour inverser la ten-dance, une série de propositions a été faites durant ceForum. Des recommandations formulées dans ce qui est dés-ormais appelé Déclaration «Rabat, route vers l’Asie». Flashback sur ce Forum, qui espère avoir balisé le chemin pour unpartenariat d’un nouveau genre entre le Maroc et l’Asie.
The First Asian Business Forum held in Morocco on
March 15 and 16 March. An unprecedented eventorganized by the Diplomatic Foundation, and which
attracted hundreds of participants. Policy makers, busi-nessmen, Moroccans and Asians, who focused on the deve-lopment of trade between Morocco and the AsianCountries. Trade still below the existing potential do notfully reflect the friendship between Morocco and itsAsian partners. To reverse the trend, a series of proposalswere made during this Forum. Recommendations made inwhat is now called «Rabat, road to Asia» Declaration.Flash back to this Forum, which hopes to have paved theway for a new kind of partnership between Morocco andAsia.

Il est neuf heures moins quelques minutes à l’Hôtel Sofitel«Jardin des Roses» de Rabat. En ce jeudi 15 mars 2012,ce lieu habitué à abriter de grands événements, en
accueille un autre, assez particulier et inédit : Le Forumd’Affaires Asiatiques au Maroc. Un événement qui réunit deshommes d’affaires Marocains et Asiatiques, avec pourobjectif, de faire le point, et réfléchir sur le développe-ment des relations commerciales entre le Maroc et l’Asie.Autrement dit, rapprocher les investisseurs des deux côtés,pour leur permettre d’aller à la conquête des marchés desuns et des autres. A l’instar de M. Zhang Wei, Vice-prési-dent de la Chambre Chinoise de Commerce, qui conduit ladélégation venue de l’Empire du milieu, six autres déléga-tions de Pays asiatiques ont fait le déplacement pour assis-ter à ce rendez-vous historique. Elles proviennent de laCorée, du Japon, du Vietnam, de la Thaïlande, duBangladesh, ou encore de la Thaïlande. L’objectif est lemême : venir faire le point sur les échanges économiquesentre le Maroc et leurs Pays respectifs, et baliser le cheminmenant au renforcement de ces échanges.

rather special and unique: The Asian Business Forum inMorocco. An event that brings together Moroccan andAsian businessmen, with as aim, reviewing and studyingthe development of trade relations between Moroccoand Asia. In other words, bringing together investors onboth sides, to enable them to conquer the markets ofeach other. Like Mr. Zhang Wei, Vice-President of theChinese Chamber of Commerce, who led the delegationcoming from the Middle Kingdom, six other Asian dele-gations came to attend this historical meeting. Theycome from Korea, Japan, Vietnam, Thailand,Bangladesh, or Thailand. The goal is the same: revie-wing economic trade between Morocco and their res-pective countries, and paving the way leading to thestrengthening of these trade.
Governmental presence
Strengthening trade between Morocco and its Asianpartners is not a task of businessmen only. Policymakersare at the forefront to face this challenge. One of thereasons that justified the presence at the opening ofthe Forum, of the Moroccan Minister of Economy and

Finance, Mr. Nizar Baraka, of Minister Delegate at theMinistry of Foreign Affairs and Cooperation, Mr. YoussefAmrani, and former Minister of Foreign Trade, Mr.Abdellatif Maâzouz, currently in charge of the depart-ment of the Moroccan Community residing abroad.Ambassadors of Asian countries accredited in Moroccoalso attended the Forum, as well as several other headsof diplomatic missions of African countries and othercontinents. Their presence was distinguished throu-ghout the Forum.
The Asian Morocco
At the opening session, the Moroccan governmentalauthorities reiterated Morocco's will, to turn furthertowards the Asian markets: «In its commitment toopenness to the outside world and to explore new ini-tiatives, Morocco has chosen to cooperate with variousAsian countries», stated Minister Youssef Amrani.

Des partenaires asiatiques avec lesquels le Royaume duMaroc entretient d’«excellentes» relations, ont souligné lesMinistres, mais dont les échanges commerciaux restentencore en deçà de cette bonne entente. Dorénavant, àlancé M. Nizar Baraka, ces échanges doivent «s’intensifier».
Des échanges commerciaux faibles
Pour y parvenir, plusieurs interventions ont été faites par lesdélégations des acteurs publics et économiques asiatiques,et leurs collègues marocains. Durant ces neufs prestations,les différents intervenants ont, à l’unisson, constaté leniveau encore faible des rapports commerciaux entre leMaroc et les Pays asiatiques, comparé à l’Europe principale-ment. Des échanges faibles, face, pourtant, à un potentielénorme à exploiter. Aussi bien sur les plans culturels, desressources naturelles, que d’orientation économique, leMaroc et les Pays asiatiques ont plusieurs similitudes.Seulement, le manque de connaissance mutuelle entre leshommes d’affaires, qui freine leur audace, constitue l’undes facteurs bloquants. S.E.M. Seiji Hinata, ancienAmbassadeur du Japon au Maroc, a, à ce propos, appelé lesautorités Marocaines à «renforcer et imposer le label Marocdans les Pays asiatiques».

Low level of trade
To reach this, several participations were made by thedelegations of Asian public and economic players, andtheir Moroccan colleagues. During these nine presenta-tions, the different participants, in unison, found thatthe level of trade between Morocco and the Asian coun-tries is still low, compared to Europe mainly. Weaktrade facing a huge potential to be exploited. In cultu-ral, natural resources, as well as economic policyterms, Morocco and the Asian countries have many simi-larities. Only the lack of mutual understanding amongbusinessmen, which hampers their audacity, is one ofthe blocking factors. H.E. Mr. Seiji Hinata, formerAmbassador of Japan to Morocco, has, in this regard,called the Moroccan authorities to «strengthen andenforce Morocco label in Asian countries».

A recommendation going hand in hand with those madeduring the roundtable, hosted by the heads of Asiandelegations, and attended by the Chinese Ambassadorto Morocco, H.E. Mrs Xu Jinghu, as well as by theDirector of Asian Affairs and the Oceania at theMoroccan Ministry of Foreign Affairs and CooperationMr. Mohamed Maliki. Morocco and its Asian partners requires, they pointedout, measures on the economic level as well as on thepolitical and cultural one. Measures to take and imple-ment, condensed into what is now called "Rabat, roadto Asia» declaration.
The establishment of joint bodies to enhance trade, asan Asia-Morocco Chamber of Commerce; the abolition ofvisas between Morocco and the Asian Countries areincluded in this declaration, as well as overcoming thepsychological barriers of language and space, in a glo-balized and interconnected world.
One Forum, many exhibitions
A globalization confirmed by the presence at thisforum, of many Asian multinational companies.Samsung, Huawei, ZTE, among other gigantic compa-nies, had opened booths to show the jewelry of theirtechnologies to the Moroccan public.
The two-day Morocco-Asia Forum was also very rich incultural demonstrations. The Asian Countries showedthe richness of their cultural heritage to participantsand visitors. Each country had its own booth where thecurious could have an overview of Asian cultures,through several exhibited items and which give an ideaabout the culinary arts, literature and art objects. Theguest of honor of the Forum, Djibouti, which is prepa-ring to open its Embassy in Rabat, had also its booth,and represented the African continent in this event,with Central Africa.
The Asian Ambassadors were also present. They prepa-red delicious national dishes, via the Asia Food CharityFestival. Morocco-Asia Forum ended with an eveningrich in colors and shows, on the occasion of a GalaDinner which gathered over 700 guests.

Renforcer les échanges com-merciaux entre le Maroc et ses partenaires asiatiques sup-pose, ont-ils indiqué, des mesures sur le plan économique,mais aussi politique et culturel. Des mesures à prendre età appliquer, condensées dans ce qui est désormais appeléla déclaration de «Rabat, route vers l’Asie». La mise sur pied d’organismes conjoints pour encourager
les échanges, comme une chambre de commerce Maroc-Asie; la suppression des visas entre le Maroc et les PaysAsiatiques, figurent dans cette déclaration, de même quele dépassement des barrières psychologiques de la langueet de l’espace, dans un monde interconnecté et mondia-lisé.
Un forum, des expositions
Une mondialisation confirmée par la présence à ce Forum,de plusieurs multinationales asiatiques. Samsung, Huawei,ZTE, entre autres mastodontes, avaient ouvert des standspour présenter les bijoux de leurs technologies au publicmarocain. Les deux jours du Forum Maroc-Asie ont été, enoutre, très riches en démonstrations culturelles. Les PaysAsiatiques ont tenu à présenter la richesse de leur patri-moine culturel aux participants et visiteurs. Chaque Paysavait son stand où les curieux pouvaient avoir un aperçu surles cultures asiatiques, à travers plusieurs articles exposés,et qui renseignent sur l’art culinaire à la littérature, enpassant par les objets d’art. Invité d’honneur du Forum, leDjibouti, qui s’apprête à ouvrir son Ambassade à Rabat,avait également son stand, et représentait le continentAfricain à cette manifestation, aux côtés de la Centre-Afrique. Les Ambassadrices asiatiques étaient égalementde la partie. Elles ont préparé de succulents plats natio-naux, via l’Asia Food Charity Festival. Le Morocco AsiaForum a été clôturée par une soirée riche en couleurs et enspectacles, à l’occasion d’un Dîner de Gala qui a réunit plusde 700 convives.

Le volume des échanges commerciaux entre le Maroc etla Chine connait une croissance annuelle de 3,6%. En2011, il s’est établi à 3,04 milliards de dollars. M.
Zhang Wei, Vice-président du Conseil Chinois pour leDéveloppement du Commerce International, qui donne ceschiffres, rappelle que la Chine est le premier partenairecommercial du Maroc en Asie, et son troisième fournisseurau monde. En Afrique, ajoute-t-il, le Maroc est le neuvièmepartenaire commercial de la Chine et le premier Paysimportateur de thé chinois. «Notre objectif commun est quenotre coopération adopte le concept gagnant-gagnant», adéclaré le chef de la délégation Chinoise. Pour y parvenir,M. Zhang Wei a, lors de son intervention, fait quatregrandes propositions destinées aux deux Etats, ainsi qu’auxacteurs économiques Marocains et Chinois. Premièrement,la Chine et le Maroc doivent «mener une politique d’amitiésincère, saisir les opportunités, et améliorer le niveau deleur coopération.» Le volume des importations chinoisesdevrait, durant les cinq prochaines années, dépasser les8000 milliards de dollars, et ses investissements surpasserles 500 milliards de dollars. M. Zhang Wei y voit une «oppor-tunité énorme pour toutes les entreprises du monde, y com-pris celles marocaines». La deuxième proposition concernel’exploration de nouveaux domaines de coopération entre leMaroc et la Chine, pour promouvoir leur développementréciproque et renforcer leurs relations commerciales.Troisièmement, «travailler pour un partenariat gagnant-gagnant», et enfin «promouvoir une meilleure communica-tion entre la Chine et le Maroc», en mettant sur pieds desplateformes de rencontres et d’échanges entre les acteurséconomiques, pour la faciliter la connaissance mutuelle.

To reach this,Mr. Zhang Wei has made, in his speech, four major policyproposals targeting the two States as well as Moroccanand Chinese economic players. First, China and Moroccoshould «pursue a policy of sincere friendship, pursueopportunities, and improve the level of their coopera-tion». The volume of Chinese imports shall, during thenext five years, exceed 8000 billion dollars, and itsinvestments exceed 500 billion dollars. Zhang Wei consi-ders this a «huge opportunity for all companies of theworld, including the Moroccan ones». The second propo-sal concerns the exploration of new areas of cooperationbetween Morocco and China, to promote their mutualdevelopment and strengthen their trade relations.Thirdly, «working for a win-win partnership», andfinally «promoting better communication betweenChina and Morocco», by setting up platforms of mee-tings and exchanges between economic players, to faci-litate mutual understanding. C’est le tout nouveau Président de SamsungElectronics Maroc, M. Chris CY Chung, qui est venuen personne, partager avec les participants, l’ex-
périence marocaine de la filiale du groupe Sud-Coréen. PourM. Chung, l’objectif de Samsung Electronics au Maroc, estde connaitre le même succès que le groupe a connu ailleursdans le monde. Bien que le Président de SamsungElectronics Maroc juge la filiale marocaine «très petite», vule marché marocain qui n’excède pas 34 millions deconsommateurs, elle a néanmoins réussi à réaliser en 2010,soit une année après son installation au Maroc, un chiffred’affaires de près de 300 millions de dollars. Soit une crois-sance d’environ 50% par rapport à 2009. Au Maroc, SamsungElectronics est le leader en téléphonie mobile, LCD, Plasmaet moniteurs informatiques. Sur l’activité électroménager,Samsung est classé 4ème, juste après Whirlpool, LG et Fagor.

Cette conférence a été animée par l’ancienAmbassadeur du Japon au Maroc, et non moinsactuel Président de l’Association Japon-Maroc.
Durant son intervention, S.E.M. Seiji Hinata, après êtrerevenu sur les caractéristiques de la mentalité asiatique,notamment japonaise, en termes de respect de la paroledonnée et de discipline, n’a pas manqué de soulignerque les «cultures japonaise et marocaine avaient denombreux points communs». Poussant l’Ambassadeur àinviter le Maroc à exporter sa culture en Asie. «La pré-sence du Maroc en Asie est souhaitée. Il y a un intérêtréel des Asiatiques pour la culture marocaine, c’est auMaroc de se faire connaitre en Asie», a lancé le Présidentde l’Association Japon-Maroc. S.E.M. Seiji Hinata, quin’a pas omis de parler des opportunités économiquesentre le Maroc et le Japon, a appelé «les entrepreneursMarocains à plus d’audace» pour s’ouvrir les portes desmarchés asiatiques.

Durant son intervention, M. Monoj Kumar Roy est d’abordlonguement revenu sur les indicateurs économiques deson Pays. Le Bangladesh, dont la population est estimée à
158,6 millions d’individus, a réalisé en 2010, un taux de crois-sance du Produit Intérieur Brut (PIB) en2010, de 6%. Quant auxéchanges commerciaux maroco-asiatiques, ils ont besoin, selonM. Monoj Kumar Roy, «d’être réfléchis sur le long terme», et nepourraient se concrétiser que «par une ouverture économiquesincère entre les Pays concernés». Le Maroc, un pays dont lacroissance est tirée par les performances dans le domaine agri-cole, présente à ses yeux, beaucoup de similitudes avec cer-tains de ses partenaires asiatiques comme le Bangladesh. Al’instar du Maroc, a rappelé M. Monoj Kumar Roy, le Bangladeshproduit des fertilisants, et dispose d’une main d’œuvre quali-fiée. A présent, conseille-t-il, «il faut mettre en place des faci-lités douanières pour permettre aux investisseurs, la pénétra-tion des marchés» asiatique et marocain.
During his speech, Mr. Monoj Kumar Roy has firstly expan-ded on economic indicators of his country. The Head of the Vietnamese delegation has, during hisspeech, regretted the low level of trade between his coun-try and Morocco. Two economies that have trade relationsfor nearly two decades. Indeed, it was in 1995 that theVietnam started to export to Morocco, before beginning itsimports of Moroccan products one year later. Since 2005,these trade are witnessing some growth, with the openingthat year, of the Vietnamese Embassy in Rabat, and that ofMorocco in Hanoi in 2007. les flux financiers entre l’Afrique et l’Asie ?
Boubker El Jai : Ces flux restent encore très faibles, euégard aux flux entre l’Afrique avec le reste du monde.Mais il faut signaler que ces flux progressent beaucoupplus rapidement que l’ensemble des flux de l’Afriqueavec le reste du monde. Donc l’Asie est très intéresséepar l’Afrique, notamment dans les domaines miniers, etdes infrastructures. L’intérêt de l’Asie pour l’Afrique estcertain. Dans l’autre sens aussi, il y a des opportunitésde développement extrêmement importantes. L’Afriqueest un géant en devenir, qui dispose d’un potentiel iné-dit sur le plan mondial. Qu’il s’agisse des ressourceshumaines, de capacités et de potentiels de développe-ment. C’est un fait qui doit intéresser tout le monde,notamment les opérateurs financiers.

But itshould be noted that these flows are progressing muchfaster than all the flows between Africa and the rest ofthe world. So Asia is very interested in Africa, mainly inmining and infrastructure fields. The interest of Asia inAfrica is certain. In the other direction too, there areextremely important development opportunities. Africais a giant in the making, which has a unique potential inthe world. Whether it concerns human resources, capa-city and development potential. It is a fact that shouldinterest everybody, mainly financial operators.

Le Directeur Général de l’Agence de l’Oriental, M.Mohammed Mbarki, a présenté, à l’occasion du Forumd’Affaires Maroc-Asie, aux hommes d’affaires et diplo-
mates présent à ce rendez-vous, les opportunités de laRégion de l’Oriental. L’objectif étant de les inciter à venirinvestir dans cette partie importante du Maroc. «Unerégion, a-t’il lancé à l’assistance, à sensibilité méditerra-néenne», qui représente 11,6% de l’étendue du territoiremarocain. Située dans l’Est du Royaume, la Région del’Oriental, s’étend sur 82.820 km². Elle est frontalière avecl’Algérie (sur une distance de 550 km, depuis la station bal-néaire de Saïdia, au Nord jusqu’à Figuig, au Sud), et avecl’Espagne, via l’enclave occupée de Melilla, qui jouxte laville de Nador. The aim being to encourage them to come andinvest in this important part of Morocco. «A region, hetold the audience, with Mediterranean sensibility»,which represents 11,6% of the Moroccan territory.Located in the East of Morocco, the Oriental region,stretches over 82.820 square km. L’autoroute Fés-Oujda, sur 320 km; la RocadeMéditerranéenne, reliant Tanger à Saïdia; le dédoublementde la route Oujda-Nador sur120 km; la voie ferréeTaourirt-Nador; ainsi que lecomplexe maritimo-touris-tique Marchica à Nador, sontquelques-uns des grands pro-jets ayant bénéficié de cetinvestissement. En outre,pour attirer les investisseurs,la région de l’Orientalcompte sur les nouvelleszones industrielles en voie decommercialisation: le parcindustriel de Selouane,l’Agropôle de Madagh, laTechnopôle d’Oujda atte-nante à l’aéroport d’Oujda,avec sa zone franche et soncampus du savoir. Ceforum a été un formidable exercice à lafois d’écoute et de maïeutique. SonExcellence Mr Hinata, Président de
l‘Association Japon Maroc qui a postposé son retourau Japon pour assister au programme complet duForum, ce dont nous le remercions, disait que nousmarocains, ressemblons beaucoup aux asiatiques:nous sommes discrets, peu volubiles. Nous parlonspeu, mais écoutons beaucoup; je dis bien écoutonset non pas entendons, car écouter l’autre, demanière attentive, se concentrer sur ce qu’il dit,c’est tout un art. Au cours de ce forum, nous avonsbeaucoup écouté car nous étions intéressés par ceque disaient nos vis-à-vis, et par l’objectif qui étaitpartagé par tous: comment renforcer nos relations,nos partenariats, nos échanges pour créer de lavaleur ajoutée, de la croissance, de l’emploi etdonc de la dignité, dans un climat de confiance.Comprendre l’autre, partager avec lui dans le res-pect vrai des idées, des propositions, pour tracer unchemin, une voie, voilà ce que nous avons faitdurant ces deux jours.
L’objectif était tracé à l’ouverture du Forum par lesinterventions des Ministres Mr Youssef Amrani dontle renforcement de la coopération avec l’Asie quiest notre deuxième partenaire économique estdevenu une des priorités, avec celle de MM. NizarBaraka et Abdellatif Maazouz, respectivementMinistre de l’Economie et des Finances et Ministredes MRE qui considèrent tout deux, que noséchanges commerciaux, les flux d’investissementdirects étrangers entre nos deux pays sont en deçàde leurs potentialités et qu’il faut dans ce cadreaccéléré de la mondialisation et eu égard à nospotentialités, les renforcer, les diversifier. En unmot, sortir des schémas et des marchés classiqueset instaurer une nouvelle dynamique de coopéra-tion Sud-Sud.

This forum was an excellent experience of
listening and maieutics. H.E. Mr. Hinata,Chairman of Japan-Morocco Association who
postpones his trip back to Japan to attend thefull program of the Forum, said that weMoroccans are like Asians: we are discrete, nottalkative. We talk less and listen much; I say lis-ten and not hear, as listening to the other, care-fully, enjoy what he says, is an art. In this forum,we have listened too much as we were interestedby what others say, and by the shared goal: howto strengthen our relations, our partnerships, ourtrade to create the added value, of growth,employment and consequently of dignity, withina climate of trust. Understanding the other, sha-ring with him in reel respect ideas, proposals, topave the way, this is what we have done in thesetwo days.
The aim was planned at the opening of the Forumby the participations of Ministers Mr. YoussefAmrani namely strengthening of cooperation withAsia, our second economic partner has becomeone of the priorities, besides the participation ofMr. Nizar Baraka and Abdellatif Maazouz, respec-tively Minister of Economy and Finance andMinister of Moroccans Residing Abroad who bothconsider, that our trade exchange, direct foreigninvestment flows between our two countries donot match their potentials, and as part of thisForum, globalization should be fastened and inview of our potentials, strengthen and diversifythem. In one word, setting up schemes and clas-sical markets and establish new dynamic South-South cooperation.
Everybody militates, indeed, in favor of establi-shing a new partnership: the international divi-sion of production and the new geography ofgrowth, the geo-strategic position that Moroccooccupies for a tripartite cooperation, with Africaon one side, the AMU, and on the other side theAsian regional integration. We heard in this sensethe intervention of the Director General of

Maroc pour une coopération tripartite, avecl’Afrique d’un coté, l’UMA, et de l’autre l’intégra-tion régionale asiatique. Nous avons entendu l’in-tervention dans ce sens du Directeur Générald’Attijariwafa Bank, M. Boubker El Jai qui a exposéles grandes lignes de la stratégie économique duMaroc avec le Plan Emergence et les objectifsfixées en 2020 et 2030, car le Maroc a une vision,des objectifs précis pour el futur, ce qui constitueune rupture avec le passé. Nous avons certes beau-coup partagé, échangé sur les secteurs de l’agricul-ture, du tourisme, de l’artisanat, de l’industrie, dela pêche, mais nous avons aussi beaucoup appris àtravers les remarquables interventions et radiosco-pies des pays représentés lors de ce forum. Quetous les intervenants soient remerciés, M. ZhangWei de Chine, M. Chris Chung de Corée, M. SeigiHinata du Japon, M. Kumar Roy du Bangladesh, M.Boubker El Jai du Maroc, M. Ahmad El Jai de laDouane, Mr Qoc Hung du Vietnam, Mme VasanaMututanont de Thaïlande sans oublier Dr MirzaIkhtiar Baig du Pakistan, qui connaît le Maroc depuisqu’il a assisté à la signature des accords de l’OMC àMarrakech en 1989, et qui nous a gentiment montrénos déficits en termes de communication mais passeulement… Nous remercions aussi toutes ces per-sonnes ressources du Ministère des Affaires étran-gères, comme M. Maliki, M. Hasnaoui, M. Mimoun,Melle. Maielainine ainsi que M. M’Barki, DirecteurGénéral de l’Agence de l’Oriental, qui nous fit uneexcellente intervention de marketing intelligentnécessaire afin de donner plus de visibilité auxrégions. Remercions aussi tous ces participants quiont animé le débat.
Quelques conclusions: L’Etat, qui n’est pas le seulacteur de la diplomatie économique, doit être unfacilitateur qui prépare le terrain, qui crée un cli-mat de confiance: il existe, par exemple, nousdisait Mr Maliki, 900 accords allant de la protectiondes investissements aux encouragements. Sont-ilsréellement mis en œuvre?
Les autres acteurs, c’est le privé, c’est la sociétécivile, ce sont les banques; les médias qui doiventaider à dépasser les clichés et à informer; les com-pagnies aériennes qui doivent créer des lignesdirectes; les associations interprofessionnelles, quidoivent tous servir de facilitateurs pour améliorer
Attijariwafa Bank, Mr. Boubker El Jai who presen-ted the main headlines of the economic strategyof Morocco with the Emergency Plan and goals setin 2020 and 2030, as Morocco has a vision, cleargoals for future, which is a break with the past.We certainly have shared and exchanged manyviews on agriculture, tourism, crafts, industry,and fishery fields, but we have also learned a lotthrough the remarkable participations and diag-nostics of the countries represented at thisforum.

Some conclusions: The State, which is not theonly player in economic diplomacy, should be afacilitator which prepares the ground, whichcreates a climate of trust: there are, for exam-ple, said Mr. Maliki, 900 agreements includinginvestment protection and encouragement. Arethey really implemented?
The other players, are the private sector, thecivil society, they are the banks; the media thatshould help overcome stereotypes and inform,airline companies that have to set up hotlines;inter-professional associations, which should allact as facilitators to improve trade, facilitateprocedures, create a climate for business, helpthe «offshoring», a word that is not taboo in Asia,help the joint investments, the public-private

Toutes ces proposi-tions ont été enregistrées etdevront être décryptées, prisesen compte et évaluées quant àleur pertinence et leur faisabi-lité. Si des propositions,comme celle de M. Hinata decréer des restaurants maro-cains, pour montrer la qualitéde la gastronomie marocaines,et d’organiser des défilés demode, pour montrer le savoir-faire de nos stylistes et artisans, sont relativementfaciles à mettre en oeuvre, il reste tous les autresdéfis à prendre en considération. Ces défis, nousles connaissons, il s’agit d’alléger les procédures,faciliter les échanges, changer nos logiciels, enterme de mentalité, pour donner toute l’impor-tance qu’il faut à ce nouvel acteur majeur de l’his-toire du XXIème siècle qu’est le continent Asiatique.L’économie est devenue un échiquier de l’activitédiplomatique, surtout avec les pays émergents, despays en croissance rapide, et aux marchés promet-teurs, comme ceux de l’Asie. tries which, likeThailand, have alsosigned free trade agree-ments. All these propo-sals have been recordedand shall be decrypted,taken into account andassessed according totheir relevance and fea-sibility. If proposals, likeMr. Hinata’s, of creatingMoroccan restaurants, toshow the quality of theMoroccan gastronomy,and to organize fashionshows, to show theknow-how of our des-igners and craftsmen,
are relatively easy to implement, there remainsall the other challenges to take into considera-tion. We already know these challenges; it is amatter of simplifying procedures, facilitatingtrade, changing our software, in terms of menta-lity, to give the accurate importance to this newmajor player in the history of the 21st centurythat is the Asian continent. The economy hasbecome a scene of diplomatic activity, especiallywith emerging countries, the rapidly growingcountries, and in the promising markets, such asAsia. Des recommandations stratégiques ont émané, ce
vendredi, de la clôture des travaux du premier
Forum d’Affaires Asiatiques au Maroc, qui s’est
tenu les 15 et 16 Mars 2012 à Rabat, en présence
des représentants de 22 pays.
Les travaux ont été conclus par un certain nombre
de propositions, que les 12 représentants gouver-
nementaux asiatiques ont fusionné sous forme
d’une déclaration dont voici le contenu:
Déclaration de « Rabat, route vers l’Asie »
Le Forum Maroc-Asie des Affaires, a permis aux par-
ticipants marocains et asiatiques, d’ouvrir le débat,
et de dresser une feuille de route pour optimiser les
échanges entre le Maroc et les pays asiatiques. Le
Maroc est désormais, selon les responsables et les
délégations asiatiques, une plateforme tournante,
l’axe majeur de la coopération Sud-Maroc-Sud.
Cette déclaration, contient des propositions affé-
rentes aux domaines économique, politique et cul-
turel.
Sur le plan économique,
Les différents intervenants ont appelé les investis-
seurs des deux côtés, à faire preuve de beaucoup
plus d’audace, pour exploiter les nombreuses
opportunités d’affaires, et de la formidable infra-
structure dont le Maroc dispose et se dote.
Renforcer les échanges entre les délégations com-
merciales, (en créant un site internet collection-
nant les opportunités)
Echanger directement, sans passer par des relais
commerciaux comme l’Europe, en matérialisant
réellement en niveau économique, cette coopéra-
tion Sud-Sud.
Mettre sur pied des organismes conjoints pour
encourager les échanges, comme une chambre de
commerce Maroc-Asie.
Faire un travail structurel au niveau des banques,
en anticipant les besoins.
Ouvrir des lignes aériennes en interconnectant les
réseaux continentaux. Par exemple, créer une ligne
directe Casablanca-Pékin, opérée par la Royal Air
Maroc ou une autre compagnie. Ouvrir des liaisons
maritimes, en profitant des possibilités d’éclate-
ment offertes par le Port Tanger-Med.
Multiplier les cadres d’échanges entre hommes d’af-
faires marocains et asiatiques (forums, foires,
conférences, expositions,…), et leur fournir un réel
accompagnement opérationnel sur place (négocia-
teurs/traducteurs marocains de confiance).
Partager l’expérience entre les entreprises afri-
caines et asiatiques, au cours des prochaines édi-
tions du Forum Maroc-Asie des Affaires.
Créer des Conseils de partenariat, continentaux au
sein desquels les organismes bancaires pourraient
jouer le rôle d’arbitres et de certificateurs.
Ouvrir des antennes commerciales par les déléga-
tions asiatiques dans les régions marocaines.
Offrir des services de qualité à des prix compétitifs,
et assurer surtout, la reproductibilité et la valeur de
la parole donnée.
Sur le plan politique,
Supprimer des visas entre le Maroc et les Pays asia-
tiques, contrebalancé par des mesures plus stricts
de reconduite aux frontières et de rapatriement des
contrevenants, des inciviques et illégaux.
Faciliter l’obtention de titres de séjour aux investis-
seurs des deux côtés, lorsqu’un investissement
substantiel en infrastructure ou en création d’em-
ploi le justifie.
Favoriser le tourisme entre le Maroc et l’Asie, et
s’adapter aux coutumes et habitudes de l’autre.
Sur le plan culturel,
Déployer un effort afin de renforcer et imposer le
label Maroc dans les Pays asiatiques.
Tirer profit des similitudes culturelles avec l’Asie
pour y intégrer des pans de la culture millénaire du
Maroc (tels Kaftans, cuisine, …).
Dépasser les barrières psychologiques de la langue
et de l’espace, dans un monde interconnecté et
mondialisé.

Strategic recommendations resulted, this Friday, fromthe closing ceremony of the first Asian Business Forumin Morocco, which was held on March 15 and 16, 2012in Rabat, attended by representatives of 22 countries.Works were concluded by a number of proposals,which the 12 Asian government representatives mer-ged in the form of a declaration which comes as fol-lows:
Declaration «Rabat route to Asia»
Morocco-Asia Business Forum was an opportunity forMoroccan and Asian participants, to open the debate,and to develop a roadmap to optimize trade betweenMorocco and the Asian countries. Morocco is now,according to Asian officials and delegations, a rotatingplatform, the major axis of South-Morocco-Southcooperation. This declaration contains proposals rela-ting to economic, political and cultural fields.
Economically,
The various participants called on investors from bothsides, to show much more boldness, to exploit thenumerous business opportunities, and the outstandinginfrastructure which Morocco has and is being endo-wed with.
Strengthening exchanges among the trade delega-tions, (by creating a website collecting opportunities)Exchanging directly, without going through commer-cial relays as Europe, through a real materialization ineconomic terms, of this South-South cooperation.
Establishing joint bodies to enhance trade, as aChamber of Commerce Asia-Morocco.
Making a structural work in terms of banks, throughneeds anticipation
Opening airlines by interconnecting the continentalnetworks. For example, creating a direct Casablanca-Beijing line, operated by the Royal Air Morocco or ano-ther company. Opening sea links, taking advantage ofthe bursting opportunities offered by Tangier-MedPort.
Multiplying the exchange frameworks betweenMoroccan and Asian businessmen (forums, fairs, confe-rences, exhibitions, ...), and providing them with areal operational support on site (negotiators / trust-worthy Moroccan translators).
Sharing experience between African and Asian enter-prises, during the next editions of the Asia-MoroccoBusiness Forum.
Creating continental Partnership Councils, withinwhich banking bodies could act as referees and certi-fying bodies.
Opening sales offices by the Asian delegations in theMoroccan regions.
Providing quality services at competitive prices, andmainly ensuring reproducibility and value of the word.
Politically,
Abolish visas between Morocco and the Asian coun-tries, counterbalanced by more strict measures ofexpulsion and repatriation of offenders, unpatrioticand illegal persons.
Facilitating the granting of residence permits to inves-tors on both sides, when a substantial investment ininfrastructure or job creation warrants.
Promoting tourism between Morocco and Asia, andadapting to the customs and habits of the other.
Culturally,
Making an effort to strengthen and enforce Moroccolabel in Asian countries.
Taking advantage of the cultural similarities with Asiato incorporate in it sections of the millenary culture ofMorocco (such as Kaftans, cuisine, ...).
Overcoming the psychological barriers of language andspace, in a globalized and interconnected world.

Diplomatica : En tant qu’acteur public, en charge des
questions avec l’Asie et l’Océanie, quel bilan faites-
vous de l’organisation de ce premier Forum d’affaires
entre le Maroc et l’Asie?
Mohamed Maliki : J’ai été agréablement surpris par laqualité des débats et l’organisation parfaite des activi-tés de cet événement. La tenue de ce Forum était inima-ginable il y a deux mois. Les Pays asiatiques se sont for-tement mobilisés, et je crois que ceci n’est que ledébut. Les prochains rendez-vous devront mobiliserencore plus de monde. J’adresse donc mes félicitationsà Diplomatica, qui s’avère être un partenaire fiable aveclequel nous pouvons organiser des choses sérieuses. Carce n’est pas le secteur public uniquement qui doit s’im-pliquer, tous les autres acteurs doivent contribuer aumaintien des relations de respect et de courtoisie, avecnos partenaires asiatiques.

tions de ce Forum pourront-ils faciliter la tâche à

Diplomatica: As a public player, in charge of Asiaand Oceania issues, what is your assessment of theorganization of this first Business Forum betweenMorocco and Asia?
Mohamed Maliki: I was pleasantly surprised by thequality of debates and the perfect organization of acti-vities of this event. The holding of this Forum was uni-maginable two months ago. The Asian countries werestrongly mobilized, and I think this is only the begin-ning. The next meetings will mobilize even more peo-ple. I extend thus my congratulations to Diplomatica,which proves to be a reliable partner with which wecan organize serious events. As it is not only the publicsector that should be involved, all other players musthelp maintain relationships of respect and courtesy,with our Asian partners.
Diplomatica: What conclusions and recommenda-tions of this Forum will facilitate for you, publicplayers, the strengthening of relations with theAsian Countries?

Mohamed Maliki : Proposer c’est une chose, mettre enœuvre en est une autre. Il faut néanmoins souligner quela volonté est bel et bien là, aussi bien au niveau du sec-teur public que privé. Car l’avenir du Maroc, à mon avis,c’est l’Afrique et l’Asie. Les recommandations du Forumserviront de tableau de bord. A présent, c’est au secteurprivé marocain de se mettre à l’œuvre.
Diplomatica : En dehors des idées émises durant ce
Forum, quels sont les chantiers en cours au niveau du
Ministère, dans le cadre du renforcement des rela-
tions avec le monde asiatique ?
Mohamed Maliki : Le Maroc est très bien représenté enAsie, à travers des Ambassades résidentes et non rési-dentes. Nous disposons également d’un important réseaude Consuls Honoraires qui fait un travail important, queje tiens à saluer au passage. Nous sommes en traind’étoffer notre arsenal juridique avec les Pays asia-tiques, dans le sens de l’incitation à l’investissement.Dans ce cadre, les deux mesures clefs concernent sur-tout la protection réciproque des investissements, et lanon double imposition. Ce sont deux éléments essentielspour encourager les investissements de part et d’autre.
Mohamed Maliki: Proposing is one thing, implementingis another thing. It should be however stressed that thewill is certainly there, both in the public and privatesectors. As Morocco’s future, in my opinion, is Africaand Asia. The Forum recommendations will serve aspanel. Now, it is for the Moroccan private sector tostart working.
Diplomatica: Beyond the ideas expressed in thisForum, what are the ongoing projects at theMinistry, as part of strengthening relationships withthe Asian world?
Mohamed Maliki: Morocco is well represented in Asia,through resident and nonresident Embassies. We alsohave an important network of Honorary Consuls whodid an important work that I would like to salute by theway. We are currently developing our legal arsenal withAsian countries, in order to encourage investment.Within this framework, the two key measures mainlyconcern the mutual protection of investments, and thenon double taxation. These are the two main elementsto encourage investment from both sides.

d’affaires de près de 300 millions de dollars. Le réseau deSamsung au Maroc s’étend sur près de 120 magasins répartissur une douzaine de villes. 58% de ce réseau est basé sur lesmagasins spécialisés. Le plan de développement triennal deSamsung au Maroc prévoit de réconforter sa position dans cha-cun des secteurs d’activité. HUAWEI Maroc ainauguré à Rabat, le 8 février dernier, son premier centre deformation dédié au système de certification qui couvre tousles domaines des TIC : le «Huawei Morocco Academy». Uneenveloppe de 60 millions de dirhams été investie dans laconstruction des locaux de ce centre. Près de 4 autres mil-lions de dirhams seront déployés en termes de ressourceshumaines. Enfin, les «Jardins dela mosquée», dont la zone est entièrement dédiée auxespaces verts aménagés en balades piétonnes, avec unaquarium et un équipement culturel. «Casablanca Marina»comprendra également une tour de 40 étages bâtie sur80.000 m². Ce qui permettra à la métropole de se reposi-tionner en véritable pôle d’activités et carrefourd’échanges nationaux et internationaux.

Le dernier acte du Forum d’Affaires Asiatiques au Marocfut le Dîner de Gala Asiatique, organisée dans la soiréedu second jour du Forum, toujours à l’hôtel Sofitel deRabat. Plus de 700 convives ont assisté à ce dîner. Parmieux, une cinquantaine d’Ambassadeurs, des personnali-tés du monde politique et économique marocaines, desjournalistes, et bien sûr, les membres de la FondationDiplomatique. Cette soirée, inaugurée par un discoursde bienvenue, lu par M. Abdelati Habek, Président de laFondation Diplomatique, fut riche en couleurs et enspectacles. Elle a été rythmée par des défilés de caftansmarocains, et de nombreuses prestations d’artistesvenus du Centre Culturel et Artistique Franco-Chinois deParis. Des troupes de Kung-fu de Temara étaient égale-ment de la partie.
