Christmas fast approaching, manyof us are looking forward to having
a break from our work lives and spendingtime with friends and family.
For me, that’s the best thing aboutChristmas. It’s a chance to slow down,catch up and refresh. It’s about spendingsome really good quality time with those Icare about the most.
This year, for Robyn and I, it’s also ourfirst Christmas as grandparents. It doesn’tget much more special than that!
This year was a good one for the Waipadistrict — and a busy one. More than everbefore, we’ve tried to connect with ourcommunities to ensure our priorities matchwhat our residents and ratepayers want.
We won’t always please everyone. Butwe have made huge efforts during the yearto ensure more people have their say,sooner, about the kind of future beingmapped out for Waipa.
It’s been satisfying seeing someimportant things get underway.
Just last week in Te Awamutu weceremonially turned the first sod for ourlong-awaited new library. By nextChristmas, after many years in theplanning, it will be open for us all to enjoy.
Councillors made a call on theCambridge pool and decided to ‘get on withit’. We made some important changes to therating system to make it fairer and moreequitable. We also committed to a hugeinfrastructure spend, particularly sortingout some of our challenges around water.
It’s been a very positive year and that’sbeen reflected in the wider district. In 2015construction in Waipa continued to boom.I’m not surprised at that and nor am Isurprised at the ongoing growth that’s beingforecast. The Waipa community is awonderful place to live in, to share withfriends and to raise families.
On December 16 at 4pm, the council ishosting a community celebration atWaipuke Park upriver from the Mighty RiverDomain at Lake Karapiro. If I haven’t caughtup with you through the year, I would reallylove to see you then.

return of ‘A Little Ray of Giving’— and for the first time TeAwamutu is able to take part.
The inspiring Christmascampaign sees Ray White TeAwamutu partner with RotaryTe Awamutu to helpdisadvantaged children whomay need a little extra light intheir festive season.
Ray White Te Awamutuprincipal Gregg Tickelpennysays his office wanted to join inthe programme last year, butwas in the middle of majoroffice refurbishments.
“This year we are proud tohave partnered with Rotary Te
Awamutu and join in askingNew Zealanders to embracethe giving season and dig deepfor children in their communitywho need it most,” says MrTickelpenny.
“This gift drive is a reallysimple way to help put a smileon the face of children andfamilies who may need someextra cheer at this time of year.
“Just a small gift can makethe biggest difference to famil-ies who are struggling at anexpensive time of year.
“All you need to do is wrapup your present and drop itunder the tree at 223 Alexan-dra Street — the Ray WhiteArcade.”
Those who wish to donate

This is the fourth ChristmasRay White has run this initiativeacross Australia and New Zea-land. Last year nearly 300offices collected and distri-buted 15,000 gifts fordisadvantaged families.

Christmas @ KaipakiChristmas @ Kaipaki is a new event
being held at The Kaipaki Centre,designed to provide a relaxing
environment for families to focus on thiswonderful time of year and start the winddown to Christmas.
There will be plenty of parking in thepaddocks next door and activities forchildren on the tennis courts, an exhi-bition game of Lacrosse, plenty of musicfrom schools as well as talented artistsand plenty of room to spread out andenjoy a relaxing picnic and listen to themusic.
Santa will be there of course and willarrive in a very modern sleigh.
There is a small charge of $10 perfamily and The Kaipaki Centre will makeall their facilities available and volunteerswill run the activities.

Balks back for 2015
CHRISTMAS CHEER:Trevor Balks inflates aSanta as part of thefamily’s annual display.
One of Te Awamutu’s biggestannual Christmas lightdisplays was missing last year
— but now it is back.Trevor and Barbara Balks started
Christmas lights for their own familyat their home (655 Mahoe Street)about the turn of the century.
They were encouraged to expandand open for the public after seeingthe Brown’s display in RutherfordStreet — but in 2005 suffered a majorsetback when the display wasvandalised.
First thoughts were to cancel anda call was made to the Courier towithdraw their address from our lighttrail list — trouble was we had alreadyprinted the supplement for the follow-ing week — but we would put anexplanation in the next availableissue.
The couple mulled it over duringthe weekend, and decided not to bebeaten.
They got stuck in and fixed thedisplay and it was re-opened.
Since then it has been a popularannual event, except for 2014 when
Mr Balks was in bad health.But again they haven’t been
beaten, and as his health improved,the couple made the decision to
make a come-back.Mrs Balks says they enjoy the
visitors — especially when the chil-dren’s faces light up.

Hasn’t 2015 been a funny oldyear? The dairy pay-out takesa huge hit and then dairy
farmers get hammered by greeniesand animal rights groups. In a tenseRugby World Cup the All Blacksmake the country proud and goback-to-back, then we lose a bunchof experienced players to retirementor overseas contracts — and we losea real champion in Jonah Lomu.And all the while a growing conver-sation about our flag turnsinto a process that sees uswith just a few days left tochoose our favourite flagfrom the ‘top five’ — andit may replace the ‘incum-bent’.
Even that process wasodd — thousands ofdesigns were submittedand the Flag Considera-tion panel would narrow itdown to the Top 40 —then just four for the firstreferendum. Only wehave five — no wonderSanta Claus is scratchinghis head on our cover.
Red Peak (also calledFirst to the Light) wasdesigned by Aaron Dustinand made the longlist of40 alternative flag designs,but not thefinal fourannouncedon Septem-ber 1.
Therewas publicdisappointment with the shortlist and
a social media campaign was soonunderway to include Red Peak —supported by the Green Party. BySeptember 23 John Key announcedthe flag would be added to thereferendum ballot as a fifth option.
But hadn’t we seen somethinglike this before?
Earlier in the year GarethMorgan set up his own flag competi-tion — and the winner was Wakainga/Home from Auckland’s Stu-dio Alexander (below), which is allbut the same flag.
Which ever way you look at it,the referendum finishes this Fridayand a winner will be chosen. Isuggest you have your say.

Proud of 2015 forTaranaki-King CountryFROM PARLIAMENT WITH BARBARA KURIGER
Another year is almost complete and it hasbeen outstanding. The recent announce-ment by Associate Education Minister
Nikki Kaye that $6 million would be invested toredevelop Te Wharekura o Maniapoto, near TeKuiti was a great way to complete 2015 for theTaranaki-King Country electorate and I couldn’tbe prouder with the achievements and gainsmade over the last 12 months.
My colleague’s Hon. Chester Burrows, StuartSmith MP, Todd Barclay MP and I have recentlywrapped up our Provincial Priorities meetingsthroughout the regions for this year. We had anamazing day in Taranaki-King Country startingthe morning in Inglewood and concluding the dayin Otorohanga. The meetings were very wellturned out and I was pleased with the contri-bution and feedback made by those whoattended. The Provincial Priorities meetings willrecommence next year.
I have been delighted to show off Taranaki-King Country to visiting Minister’s over the year. Itwas an incredible honour when Prime Minister,John Key spent a day in the electorate with me,enjoying the morning in Waitomo where he wasshown the tourism ventures followed by a cup oftea and unveiling of the Kawakawa tea hut. Anafternoon of events included a visit to theManuka Honey factory, Te Awamutu where thePrime Minister met some of the staff with the dayfinished off with an afternoon function at VilagradWinery where the Prime Minister met businessand community leaders.
I enjoyed showing Hon. Hekia Parata someof our wonderful local schools from OtorohangaCollege through to Te Awamutu Primary Schooland others in between. The Minister concludedher day with afternoon tea at Highfields CountryEstate where she met grandparents whodiscussed education for their grandchildren.
I recently hosted Hon. Louise Upston in theelectorate, where she met staff and students atOtorohanga Trade Centre to celebrate their 10thAnniversary and end of year achievements. We
had a lovely luncheon at Rosenvale, Roto-o-rangi where over 50 ladies joined and listened toMinister Upston discuss a wide range of topicsfollowed by a question and answer session. Theday finished with a very interesting tour of theNational Wetlands, Ohaupo.
Hon. Paul Goldsmith was also a visitor to TeAwamutu and spoke to members of the KihikihiRotary Club, followed by an informal lunch atCrowe Horwath. The Minister is very interestedin history and so his last visit of the day was atour of Te Awamutu Museum.
I hope many of you get some well-deservedtime over the summer break and get to spendtime with family and friends.

INGREDIENTS
Smoked holly ham, wateradded, ham hockremoved400g light brown sugar1 cup clover honey
METHOD
Adjust the oven racks toaccommodate a largecovered roasting pan. Fitthe pan with a shallow rack.
Preheat the oven to180C. Unwrap the ham andrinse it under cold water.Place it on the rack in theroasting pan. Cover the panwith the lid and bake for halfthe estimated cooking time(total cooking time is about20 minutes per pound).
Halfway through theestimated cooking time, addthe sugar and honey to asaucepan, cooking overmedium heat until smoothand sugar is dissolved.
Pour the mixture over theham and continue bakingthe ham, bastingoccasionally with thedrippings while roasting.
Check whether cookedat the end of the estimatedcooking time by inserting ameat thermometer at ameaty point (not into fat ortouching the bone). Itshould register 70C.
Allow the ham to standfor 15 minutes before slicingso the juices set.

1 cooked ham330ml Stella Artois150g orange marmalade1 tsp smoked paprika1 orange, thinly sliced20 cloves
METHOD
Preheat the oven to 180C.Carefully slice under the rindof the ham at the base, thenusing your fingers carefullyslide them between the hamrind and fat layer. The rind willcome away easily but cantear so work slowly, gentlyforcing your fingertipsbetween the layers. You needto retain as much fat aspossible for scoring. This canbe done with a small knife,but may result in an uneven,cut up surface.
Using a sharp knife, scorethe fat in diagonal lines 3cmapart. Repeat from the otherside of the ham to create adiamond pattern.
Place the ham in a largebaking dish. Pour 280ml ofthe beer over the ham. Placein the oven and bake for 40minutes, basting with thebeer half way through.
In a small saucepan,combine the remaining 50mlbeer, marmalade andsmoked paprika. Bring to theboil and boil for 3 minutesthen cool.
Remove the ham from the
oven and carefully smear thescored fat all over with themarmalade paste.
Return to the oven andbake for a further 30 minutesor until golden, basting halfway through. When you bastethe ham you can decorate thetop with slices of orangesecured with cloves.

INGREDIENTS
2 x egg yolks1 tsp white wine vinegar1⁄4 tsp salt1⁄4 tsp smoked paprika1 clove of garlic, crushed100ml light flavoured oil,such as grapeseed orvegetable50ml olive oil150g new potatoes perperson, scrubbedA bunch of chives,chopped
METHOD
Place the egg yolks, vinegar,salt, smoked paprika andgarlic in a bowl and whisktogether.
Add the oil, very slowly,drop by drop, whiskingcontinuously until thick.
Refrigerate until needed.Will keep in the fridge for aweek.
Place the potatoes in asaucepan and cover with coldwater. Bring to the boil, saltthe water then reduce to asimmer until tender.

Place the eggs in a saucepan of cold
water and bring to the boil over a medium-high heat.Simmer for 1-2 minutes so the white iscooked and the yolks are slightly runny.Refresh in cold water and peel.In a separate saucepan, cook the potatoesfor 15-20 minutes until they are tender.Drain well. Cut in half or leave whole,depending on how you like them.Loosen pesto with 1-2 tablespoons of oliveoil. Place the potatoes in a serving bowland fold in the pesto to coat the potatoes.Cut the eggs in half and place them in thesalad. Garnish with basil leaves.

Learn to play it safe —recreational skipperscan face prosecution
Every recreational boat, nomatter how big or small, has askipper. The skipper is legally
responsible for the safety of theirboat and all on board, and can beprosecuted for breaching safetyrules.
Maritime NZ Deputy Director andchair of the Safer Boating Forum,Lindsay Sturt, said in one examplethe court ordered a skipper to pay$3000 after he endangered fourpeople in another boat.
The skipper’s was a larger re-creational boat and, rather than takea longer route around them, hechose to go through a group ofsmaller boats from which peoplewere fishing. He snagged one of theboats, forced it to cut its anchor lineor risk being pulled under the water,and dragged it 30 metres almostcapsizing it. Ten-year-old twins andtheir parents were onboard thesmaller boat.
Another prosecution followedthe tragic death of an old friend.
Four men in their 60s who hadknown each other for many yearswent fishing in a dinghy afterdrinking alcohol, and continued todrink on board.
They had only one lifejacket, nomeans of communication and noother safety equipment. Theweather was at the limit of thedinghy’s capability and the boatcapsized. One man died and thecourt ordered the skipper to pay$2500.
“We make decisions to pros-ecute after considering the facts ofeach case, including the extent ofharm and the importance of raising
awareness about operating boatssafely,” Mr Sturt said.
There are five key messages forsafer boating.
• Wear lifejackets, always. Ifsomeone falls overboard or a boatcapsizes it is too late to put one on.
• Take two waterproof ways tocall for help. These can be beacons,cellphones in waterproof bags, VHFradio and flares.
• Check the marine weatherforecast and keep checking whileyou are out, using VHF channel 16or NowCasting on channel 21 — 23.If in doubt, don’t go out.
• Avoid alcohol — it impairsjudgment and balance, increasesthe risk of hypothermia and reducesyour survival time if you end up inthe water.
• The overall message that holdsall the advice and rules together is‘be a responsible skipper’. Know therules. Stay within the limits of yourvessel and experience. Be con-siderate to others. Keep a lookout,stick to safe speeds and be patient,so that everyone can enjoy thewater.

“Day Skipper” is an introductorycourse providing essential boatingknowledge and safety for all mem-bers of the family or crew, includingthose new to boating. It applies to awide range of vessels includingyachts, launches, powerboats, per-sonal watercraft (including jet skis),sea kayaks, and waka. It can becompleted online or by attendingclasses.
Lifejackets save lives

With more than 1million New Zea-landers expected
to take to the water inaround 1 million recrea-tional boats this summerit is heartening to see thatmore boaties seem to bewearing lifejackets.
Maritime NZ DeputyDirector and chair of theSafer Boating Forum,Lindsay Sturt, said arecent survey showsboating safety behaviourseems to be improving.Seventy-eight per cent ofboaties said they alwayswear a lifejacket on thewater and 60 per centsaid they always wearlife jackets and ensureothers on their boat dotoo.

“Most counc i l srequire lifejackets to beworn,” Mr Sturt said. “It isjust common sense.Most accidents occursuddenly with no warn-ing. When that happensit is too late to try to findand put on a lifejacket.”
It is also important to
have the right type oflifejacket. Consider thetype of boating you do,the distance from shoreyou intend to go, and thekind of conditions youare likely to encounter.

Give each person alifejacket, explain what
type of jacket it is, andhow inflatable lifejacketsare activated. Showthem how to fit, fasten,and adjust their life-jacket, and how to put onand adjust the crotchstrap if there is one. If awhistle and light are fit-ted, show them to pas-sengers and explain howthe light is turned on.
Then, check all life-jackets are being worncorrectly and are notdamaged.Caring for lifejackets
When stored, keeplifejackets clean and dry.After a trip, rinse off salt
water to help preventcorrosion. Auto-inflatelifejackets should bewiped with a wet sponge— not rinsed. Auto-inflate lifejackets areactivated on contact withwater. If they are rinsedthey can inflate.
Ideal ly stow l i fe-jackets in a dry, well-ventilated space out ofthe sunlight. Do not com-press or store underheavy objects.
With all inflatable life-jackets, check that thebladder is not damagedand the gas cylinder hasnot been discharged.

500g pumpernickel slices250g cream cheese, softened120g smoked salmon, finelychopped120g caviar
METHOD
Line a 23cm x 13cm loaf tin withcling wrap. Trim the slices of thebread so the slices fit in the pan inpairs in a snug layer. Stir togetherthe cream cheese and salmonuntil soft and well blended.Spread the cream cheese mixtureon the bread. Flip over enoughslices to line the bottom and place
them in the pan, cream cheeseside down. Continue the processuntil all the bread is used. Coverwith cling wrap and refrigerate for2 to 3 hours until firm. To serve,turn the loaf out of the pan on to acutting board . Using a sharpknife, cut in half the long way andthen crosswise to make eight
pieces. Garnish each piece with adollop of caviar. Serveimmediately. — Serves 8
ANGELWINGSINGREDIENTS
200g white chocolate24 plump, dried apricots1/2 cup (80g) pistachios, finelychopped
METHOD
In a microwave safe bowl, placechocolate pieces and melt onmedium-high, stirring every 30seconds until nice and smooth.Take an apricot one at a time anddip it into the melted chocolate,covering only half, then dip thechocolate end into the pistachios.Place on a paper-lined baking trayand refrigerate for 10 minutes oruntil set. Keep refrigerated.

2 bunches asparagus, endstrimmed8 slices prosciutto1 tbs. (15ml) extra virgin olive
oil1 tbs. (15ml) balsamic vinegar
METHOD
Preheat oven to 180C. Use asharp knife to cut the prosciuttolengthways into long, thin strips.Wrap a piece of prosciutto aroundeach asparagus spear, creating along, spiral effect. Place eachspear on a paper-lined bakingtray, drizzle with oil and balsamicand season with sea salt andpepper. Bake for 5 minutes. Serveimmediately.

250g short cut bacon, finelydiced250g cream cheese1 tablespoon sweet chilli sauce1 cup chopped chives
METHOD
In a nonstick frying pan, cook thebacon over a medium heat for 5minutes, or until crisp. Remove toa plate and drain on paper toweluntil cool. In a bowl, combine thecream cheese and sweet chillisauce. Add bacon and stir tocombine. Place chives on a flatplate. Roll cheese mixture intowalnut size balls and then roll inthe chives until coated. Placeballs in an airtight container andrefrigerate until ready to serve.
