Renewing Our Vision....In June of 1974, the City and County of Denver andthe Greenway Foundation partnered to initiate im-provements to the blighted South Platte River, withthe intent of transforming the area into celebratedpublic open space. Fifteen months later, as part of aLabor Day Weekend celebration, the initial phase of

multi-use recreational trails were opened to the public.Subsequently, numerous additional projects were un-dertaken to remove debris from the South Platte River.

Cities across the United States have reinvested inpublic infrastructure along their urban waterways, un-derstanding that the development of new parks, openspaces and greenway corridors can act as a central,unifying theme in their successful redevelopment. Tothat end, the purposeful redevelopment of Denver’sgreatest natural resource, the South Platte River, is akey component in Denver’s effort to create a sustain-able city where people want to live, work and play inan urban environment.

The deliberate transformation of the South Platte Riverto celebrated public space has paid many dividendsto the City and County of Denver and has contributedgreatly to the redevelopment of Lower Downtown,which now enjoys some of the highest land values inthe state.

The River South Greenway Master Plan seeks to con-tinue valuable public investment along the South PlatteRiver, allowing our City’s “greatest natural resource” to

A. Purpose and Mission of the PlanPurposeA collaborative and focused effort between privateand public partners over the past 35 years hasresulted in the creation of the South Platte RiverGreenway, as well as the implementation of envi-ronmental and recreational improvements along theRiver’s numerous tributaries. In addition, a collec-tive investment of more than $80 million from publicand private entities has sparked more than $5 bil-lion in economic resurgence throughout the 10.5miles of riverfront in Denver -- 3.5 miles in the RiverNorth (RINO) Corridor and 7 miles in the River South(RISO) Corridor. This resurgence encompasses avariety of development improvements, including resi-dential, retail, commercial, entertainment and sportsarena projects.

The Greenway Foundation and the City and County ofDenver Parks and Recreation Department (DPR), rec-ognizing the need for a renewed vision for the SouthPlatter River, partnered in March 2008 to develop theRiver North Greenway Master Plan. The purpose ofthis plan was to build upon the greenway improve-ments initiated in the 1970s and identify opportuni-ties to renew a future vision for the South PlatteRiver Greenway. The River North Greenway MasterPlan was completed in March 2009, focusing on thethree and one-half miles of the South Platte Riverwithin the RINO Corridor.

The Greenway Foundation and DPR, with the addi-tional support and engagement of the Colorado Wa-ter Conservation Board (CWCB), the Urban Drainageand Flood Control District (UDFCD), Denver PublicWorks (DPW) and Denver Water (DW), initiated acollaboration to create the River South GreenwayMaster Plan in April 2009. The River South GreenwayMaster Plan establishes a new, contemporary visionfor the remaining reach of the River. The plan alsorecommends guidelines for parks; recreational, envi-

ed public open space; aesthetic enhancements andimproved water quality within the River’s channel.

Chapter 1: The River South Greenway Master PlanMissionThe mission of the River South Greenway MasterPlan is to initiate an ongoing, collaborative effortbetween citizens, property owners, City and Countyof Denver agencies, the Urban Drainage and FloodControl District, the Greenway Foundation and ad-ditional public and private organizations committedto a healthy South Platte River. The City and Countyof Denver and the Greenway Foundation will con-tinue their historic partnership, in cooperation withRISO funding partners, in championing the SouthPlatte River and its tributaries in areas proximate tothe River. The partners will also explore and identifyadditional partnerships and funding opportunities forplanning, design and analysis of the River’s environ-mental systems, as well as the construction of pub-licly accessible parks, open space and River Corridorinfrastructure and amenities.

D. The PlanThe City and County of Denver’s Department ofCommunity Planning and Development estimatesthat by the year 2025, the population within theRISO area (W. Dartmouth Avenue downstream northto 20th Street and between Broadway and FederalBoulevard) is projected to experience a 30 percentincrease of 20,100 people from approximately 62,600people to nearly 82,700 people.

This growth estimate necessitates continued publicinvestment in the South Platte River and investigationinto the changes new urban development will poseto the River’s character, health and stability. Imple-menting this plan will help create and improve parks,open space and related amenities that meet userneeds and provide guidance for future development.Furthermore, this investment should be regarded as

South Platte River Corridor’s renaissance.

The natural progression of development beyond theCentral Platte Valley calls for the creation of placesfor people to live, work and play along the River.Denver can ensure the highest and best use of thereal estate adjacent to the South Platte River withinboth the RINO and RISO Corridors by strategicallyplanning for an interconnected, well planned andvisually attractive use of River frontage. The River

provided a vision for three distinct planning areas forthe South Platte River between 20th Street and thenorthern city limits. These planning areas include,from south to north, the Urban Greenway Corridor,the Denver Coliseum/National Western EntertainmentArea and the Northern Platte Valley Regional Park.

River South Greenway Master Plan:Southern Platte Valley Regional Park (W.•Dartmouth Avenue (southern city limits) to W.Mississippi Avenue)Commercial Greenway Corridor (W. Mississippi•Avenue to S. Tejon Street)Urban Greenway Corridor (S. Tejon Street to•W. 13th Avenue)Central Platte Valley Event District (W. 13th•Avenue to 20th Street)

Southern Platte Valley Regional ParkThis planning area extends from the southern citylimits to W. Mississippi Avenue. The southernmostportion of the South Platte River between W. Dart-mouth Avenue and W. Evans Avenue is dominatedby industrial use to the west and a mix of singlefamily homes, businesses and a major north-southtransportation corridor to the east. City parks andopen space, including Grant-Frontier Park, Pasquinel’sLanding Park, Ruby Hill Park, Overland Pond Park,Overland Golf Course and the Aqua Golf pond andMiniature Golf complex, dominate the area north ofW. Evans Avenue.

The vision for this reach of the River is to create aregional park that serves as an anchor for the SouthPlatte River Greenway, as well as a gateway intothe City and County of Denver. Providing greaterconnectivity between the existing parks; expanding

Grant-Frontier Park west of its current location; andre-programming Overland Golf Course to create theSouthern Platte Valley Regional Park and complementthe Central Platte Valley Event District (see descrip-tion pages 8 and 9) currently functioning as a cen-trally located anchor on the River.

The Southern Platte Valley Regional Park will alsoprovide needed additional park and recreation ameni-ties for the West Washington Park Neighborhood andother nearby neighborhoods, as well as amenities forfuture developments planned around the Alameda,Broadway and Evans RTD Light Rail stations. Safebicycle and pedestrian connections between theseneighborhoods, parks within the neighborhoods andthe Southern Platte Valley Regional Park are essen-tial.

Commercial Greenway CorridorThe Commercial Greenway planning area extendsbetween W. Mississippi Avenue and S. Tejon Street.Santa Fe Drive, Interstate 25 and commercial busi-nesses border this area of the River. Three parksare located in this reach: Vanderbilt Park, JohnsonHabitat Park, and Valverde Park. The vision for theCommercial Greenway Corridor is to increase visualand physical connectivity between Vanderbilt Park,Johnson Habitat Park and the River and to lessen thevisual and noise impacts caused by Santa Fe Driveand Interstate 25. Closing the existing on-ramp tosouthbound Santa Fe Drive located between Van-derbilt Park and Johnson Habitat Park and replac-ing it with continuous open space and trails wouldcreate safe connections between the parks. Accessand parking for both parks and the Greenway can beadded at the future park maintenance facility sched-uled to replace the old Denver Animal Shelter. Aes-

E. Summary of RecommendationsThe planning process, which included the collection

tions, resulted in the following six general recom-mendations for the River South Greenway MasterPlan. Refer to the recommendation maps on pages12 to 18 and typical sections on pages 19 to 28. Art-ist renderings illustrating the potential look of theserecommendations are included in Chapter 4. A moredetailed discussion for each recommendation is pro-vided in Chapter 4.

� River Health - River channel improvementsshould increase the stability, health, sustainabilityand accessibility of the South Platte River.

In a manner that improves the natural condi-•tion to the best extent possible, rehabilitatethe areas of the River that have been adverse-ly affected by urbanization and encroachment.

Lay back the existing bank slopes where•possible, and increase the width of the emer-

thetic improvements and noise reduction along theGreenway will be accomplished by creating canyonsthat are comprised of a series of noise mitigationand separation walls that have the look of a naturalsandstone canyon. The canyon walls, referred to asthe “Santa Fe Canyons,” will be placed on both sidesof the River between the southern Santa Fe Drivebridge near Aqua Golf and the existing northernSanta Fe Drive bridge over the South Platte Rivernear Vanderbilt Park.

Urban Greenway CorridorThe Urban Greenway Corridor planning area is lo-cated between S. Tejon Street and W. Colfax Avenueto the north. The area is characterized by a mixtureof commercial and residential uses to the west andInterstate 25 to the east. Phil Milstein Park, FrogHollow Park and Weir Gulch Marina Park are withinthis reach. The vision for the Urban Greenway Cor-ridor is to provide a greater residential communityfocus on the River by improving access and connec-tivity between the River, Sun Valley residences andneighborhoods farther to the west. The plan calls forcreating a Sun Valley “riverfront park” between WeirGulch and Lakewood Gulch. In addition, the park willextend up Weir Gulch and Lakewood Gulch to providegreen, open-space connections into the Sun Valleyneighborhood, Rude Park and the proposed RegionalTransportation District (RTD) and Platte Valley Trol-

� Transportation and Roadways - The purposeof the River South (RISO) Greenway Master Planis to identify proposed conceptual improvementsto the South Platte River Greenway corridor. Thescope of the RISO Plan does not include norconsider transportation planning protocols beyondexisting bicycle and pedestrian master plans previ-ously completed by the City and County of Denver.In order to identify potential locations for bicycleand pedestrian connections from neighborhoods,parks and businesses, the Plan makes visionaryrecommendations for desirable lateral, on-streetbicycle and pedestrian improvements, such asidentifying potential bicycle and pedestrian routesthat connect into the South Platte River regional

Many of the existing roadways located immediate-ly adjacent and parallel to the South Platte Riverrestrict the possibility of expanding open space,laying back riverbanks, providing additional habitatand initiating recreational improvements to theGreenway. Interstate 25 and Santa Fe Drive actas physical barriers by either prohibiting access orby making access for cyclists and pedestrian un-safe. Interstate 25 and Santa Fe Drive also createnoise levels that can greatly diminish the users’quality of experience along the Greenway. Thefollowing actions, from south to north, will reducethe negative impact of roadways and provide saferaccess between neighborhoods and businessesand the Greenway. All proposed roadway closuresor relocations that are recommended in this Mas-ter Plan will require further study.

Between W. Dartmouth Avenue and W. Wesley•Avenue, realign South Platte River Drive to thewest away from the River as far as possible.

Close W. Exposition Avenue south of S. Jason•Street (located between Vanderbilt Park andJohnson Habitat Park), S. Huron Street andthe ramp to southbound Santa Fe Drive. Cre-ate a new roadway alignment and connectionbetween S. Huron Street and S. Jason Streetalong the southern edge of the future DenverParks and Recreation maintenance facility.The new connection would be located on theold Denver Animal Shelter property.

CDOT to close South Platte River Drive be-•tween W. Alameda Avenue and W. CederAvenue per the Valley Highway EnvironmentalImpact Statement Phase II. Note Phase II hasnot been programed by CDOT as of publica-tion of this Master Plan.

Develop distinctive neighborhood gateway•features at key roadway intersections that

Coordinate efforts with the Platte Valley Trolley•to increase opportunities for public use and tofurther develop trolley stops, trolley mainte-nance facilities, and educational opportunities.

� Public River Edge - Maintain a public River edgethroughout the South Platte River Corridor. Roads,trails and promenades will provide the separationbetween public and private areas.

� Parks and Public Open Space - As the popula-tion and recreation demand increases, existingand proposed parks and open space should in-crease recreation opportunities within the RISOGreenway.

Re-energize existing parks by improving and•adding amenities that meet user needs and byproviding greater access to the River’s edge.

Introduce people to nature and the River by•emphasizing it as a natural amenity and recre-

and by making the River’s edge accessiblewherever possible.

Meet cultural needs by including park and•

verse cultures and local neighborhoods. Thiscan be expressed through art, architectureand landscape improvements.

Minimize the use of potable water by reduc-•ing the amount of Kentucky bluegrass sodthat is currently growing in existing Greenwayparks. Irrigated turf and landscapes shouldbe converted to natural areas of native trees,shrubs and grasses that require little or nosupplemental irrigation. Reduction of irrigatedgrasses will also decrease the need for chemi-cal fertilizers and herbicides that contribute topoor water quality in the South Platte Riverand its tributaries.

Collaborate with and support the local arts•community by incorporating public art alongthe Greenway and in parks and open spaces.

Enhance a vibrant Central Platte Valley Event•District (CPVED) through park and public openspace improvements and nationally recognizedon-water events and activities. The CPVEDwill become a nationally recognized destina-tion and model for integrating major venues(i.e., Invesco Field at Mile High, Pepsi Center,Coors Field, Children’s Museum of Denver andDowntown Aquarium-Denver) with on-water

Create a Southern Platte Valley Regional Park•(SPVRP) by developing a re-use park andrecreation plan for Overland Golf Course andthrough greater connectivity between Over-land Golf Course, Grant-Frontier Park, Pas-quinel’s Landing Park, Ruby Hill Park, Over-land Pond Park and the Aqua Golf pond. TheSPVRP will function as a regional park anchorand gateway for the south end of the SouthPlatte River Greenway. It will also comple-ment the existing complex of parks located inthe Central Platte Valley Event District and theNorthern Platte Valley Regional Park proposedin the River North Greenway Master Plan (seeCombined Planning Framework on page 8).

Develop an interactive educational sign system•that interprets the cultural and ecological his-tory of RISO.

� Multi-Use Trails and River Connections -Multi-use trails should improve safe access to theRISO Greenway from neighborhoods and busi-nesses. Trails should incorporate “green” designand best management practices (BMP’s) thatreduce stormwater runoff into the River.

Revise the regional trail standard to include•a 12-foot wide, multi-use regional trail andreplace existing 8- and 10-foot trails whereverpossible to meet this standard. Develop a4-foot minimum width, soft surface joggingtrail parallel to the multi-use trail. Fill in miss-ing regional trail segments and provide safelateral connections from the RISO Greenwayto neighborhoods.

Provide multi-modal, alternative transporta-•tion opportunities by completing multi-use trailconnections from the RISO Greenway and toexisting and proposed RTD light rail stations,including the future Federal Boulevard stationto be located in Rude Park and to key destina-tions such as downtown Denver.

Develop gateways at strategic locations along•the Greenway to improve access and visibilityand reinforce the River’s sense of arrival andsense of place (see Vision Plan Map on pages6 to 7).

� Safety and Security – The South Platte RiverGreenway should be a safe and inviting place forcitizens to recreate, exercise and use as an alter-native form of transportation.

Increase visibility into and out of the Green-•way Corridor by laying back the riverbankslopes and providing night lighting under road-way bridges and railroad underpasses (contin-gent on consultation with Colorado Division ofWildlife). Consider use of monitored securitycameras for areas that are especially isolated.

Provide multiple opportunities for Greenway•users to move in and out of the Greenwaycorridor, such as the reach between the SantaFe Drive bridge and Johnson Habitat Park andbetween Valverde Park and W. 6th Avenue.Ingress and egress points should be clearlymarked.

Work with law enforcement and emergency•agencies to develop a safety and security ac-tion plan for the South Platte River Greenway.
