The Reserve Advisory Board Meeting Minutes February 3, 2014 I. Fine policy is in the final review phase prior to publishing. Reserve Study (evaluation of funding requirements for capital property sustainment) proposed. Recommendation received from attendees that Bell Tower HOA representative be invited to participate if executed by the Board. Recommendation received that Jerry (Budget Committee) look into a cost estimate for an independent assessment/study versus execution by the Board/Committees. Status of Mike Grant e al v. Breland Homes and D.R. Horton provided (appeal filed). IV. Approval of Minutes: December minutes read and approved. V. Property Manager's Report: Property manager’s report presented. Money Market account established and drawing interest. As of 2-1-14, >70% of 2014 HOA dues paid. Evaluation of dues paying lots indicated little shift from 2013 to 2014 (2013=413, 2014=415); however, the 1 year waiver period (lot ownership transference from declarent) is coming up for a significant number of lots this year which will result in a >$50,000 increase in 2015. Hughes Property Management is evaluating the establishment of an annual major repair property review (in addition to the current monthly minor repair/compliance review). Initiated the use of a “friendly reminder” postcard for an initial notice of findings resulting from monthly property review. VI. New Business/Committee Reports: a. Architectural Review Committee: Sherry presented her ARC report (attached).

b. Social/Community Outreach Committee: No report. Observation that the Holiday Party identified during the December Board meeting did not occur. c. Clubhouse Committee: Henry and Jennifer provided update on gym equipment repairs (parts ordered; should be repaired by mid February). d. Landscaping Committee: John Hudgens presented committee’s 2014 goals (see attached Landscaping Committee report). The Mullins Engineering (lake improvement) was non-responsive; new company will be solicited. Bids for debris cleanup in lake received; lowest bidder selected. e. Budget Committee: Jerry Sanford absent. f. Bell Tower: Bell Tower Representative absent. g. Neighborhood Watch. Updated ‘Welcome Packet’ completed and provided to the Board for resident distribution and is attached. VII. New Business/Resident Feedback: a. Lighting: A resident advised that no response was received from the City of Huntsville in regard to installation of street lights in Natures Landing. Additional point of contact (councileman Will Culver) and public works was provided. d. Drainage between Natures Landing and Stones Throw: Resident reported that debris has built up between Natures Landing and Stones Throw due to beaver activity in the wetland area. c. Common Area: Common area in Natures Landing and the border between Stones Throw and Natures Landing is not included in routine mowing/clearing and needs to be considered as an addition to the current contract. d. Lake Debris: In the lake area behind Stones Throw and Natures Landing there are piles of debris that present potential accident hazards (exposed glass, large nails extruding from boards, etc.). John H. will look into estimates for area clean up. IIX. Adjournment: The meeting was adjourned at 8:21pm. Landscape Committee Chair Report

Goals for 2014:

1) Maintain Common Ground maintenance and enhancements (flowers) at entrances and islands, current contract is with ALM (automatic renewal every May, unless 30 day written notification). Out of scope tasks can be solicited from L&N, Southern Landscaping, etc. Copy of ALM contract is attached.

2) Investigate the cost and feasibility for minimal effort modification to ALM contract for increased litter control services along Natures' Way and lake.

3) Lake Project: pending results of an engineering study (Mullins LLC) to assess feasibility to install or construct a walking bridge, initiate pathway, solicit developer contribution (ESD) and evaluate further need for lake maintenance, Aqua Services.

4) Initiate cost and feasibility study for Edgewater Drive entrance, irrigation

5) Initiate cost and feasibility of sidewalk distance markers to enhance walking, jogging

Actions to date:

1/12 Drafted letter to contact Christmas Light Pros regarding light outages during the Christmas Holiday season.

1/12 Contacted Mullins LLC regarding status of the contracted lake services project, suspense date for response 1/15/14. Called and left message for Jeff Mullins on 1/15/14. Follow up letter sent 1/20/14. Termination notice sent 1/30/14 for cause.

1/13 Sent invites for quotes to clean up the lake shore of remaining stumps to ALM and Southern Landscape, received quote from ALM on 1/14/14 in the amount of $750. Received quote from Southern Landscape on 1/21/14 in the amount of $650, sent engagement note to proceed to Southern Landscape.

1/11 Sent inquiry to the Huntsville Public Works department to ascertain the feasibility of distance and/or mileage markings for our community to assist and further enhance walking and/or jogging in the community. Follow up sent to city administrator on 1/15/14.

Welcome!

Welcome to the Reserve and Bell Tower subdivision. Our neighborhood has over 500 homes and condos that make up our great community. The goal for our neighborhood watch program is to deter suspicious persons and activity, in order to make our neighborhood a safer place for our families to live. You and your family can play a vital role by reporting suspicious persons or activities happening in and around our neighborhood. Suspicious activity is anything that feels uncomfortable or looks out of place. Even though our neighborhood is considered a safe place to live, we still have reports of vehicle break ins, new construction vandalism/theft, and various suspicious activity.

History

Neighborhood Watch is one of the oldest and best-known crime prevention concepts in

North America. In the late 1960s, an increase in crime heightened the need for a crime

prevention initiative focused on residential areas and involving local citizens. The

National Sheriffs’ Association (NSA) responded, creating the National Neighborhood

Watch Program in 1972, to assist citizens and law enforcement. In the aftermath of the

September 11, 2001 terrorist attacks, strengthening and securing communities has

become more critical than ever. Neighborhood Watch programs have responded to the

challenge, expanding beyond their traditional crime prevention role to help

neighborhoods focus on disaster preparedness, emergency response, and terrorism

awareness.

Benefits

There are obvious benefits Neighborhood Watch volunteers and their communities have experienced throughout the years such as:

• a reduction in crime

• a better quality of life

• a greater sense of security, responsibility, and personal control• building community pride and unity

• preparing for helping others and ourselves in our community

• providing law enforcement agencies with volunteer support year round • becoming the extra “eyes and ears” of law enforcement personnel and therefore

reduce law enforcement‘s burden

Overview

We have three Neighborhood Watch Coordinators assigned to our subdivision. 1

primary and 2 alternates. The Coordinators act as a liaison between our subdivision and

the Huntsville Police Department and the Huntsville Community Watch Association. The

Reserve and Bell Tower areas are broken into 6 zones (A through F) with Block

Captains designated for each zone. Block Captains act as liaison between their

neighbors and the Neighborhood Watch Coordinators. The Block Captains duties

consist of welcoming and inviting new residents to participate and notifying them of

meetings and training sessions. Block Captains also update phone trees and maps

along with maintaining contact with neighbors to discuss possible crime problems,

needs for assistance, and suggestions for program improvement. The Reserve and Bell

Tower Coordinators and Block Captains meet on a quarterly basis to update, refine, and

improve our Neighborhood Watch Program, residents are welcome to attend.

Additionally, we will hold an annual Neighborhood Watch meeting for all residents to

attend. This is a great opportunity for everyone to meet our Neighborhood Watch

Coordinators, Block Captains, Huntsville Police Department West Precinct Officer and

the Huntsville Community Watch Association President. We will also use this time to

discuss current issues and concerns.

When to Call 911 and When Not!

Calling 911 is an important communications tool for emergencies. However, some

citizens call 911 in non-emergency situations. This can cause the dispatch operator to

miss a call of a person needing help. It is important that not only your groups but all

citizens understand when to call and when not to call 911.
