Council to review broadband coverage by Kent Caddick

The Selwyn District Council is to conduct a review of broadband and cell phone coverage across the district.

The move comes after growing complaints from Selwyn residents living in broadband and cell phone black spots or with limited coverage.

Council CEO David Ward said while it is not the council’s role to provide broadband or cell phone infrastructure council is about building better communities and communication is part of this.

“There are three other councils in the South Island which are carrying out similar reviews and once we have collated the information it may lead us to make a submission to central Government.

“It is going to be a conversation with a community and we want to hear from individuals and businesses as well as health and education providers who may

Selwyn Libraries Summer Reading Challenge overall winner, three-year-old Clara Graham, right and her brother Jono (5), pose for a photo after Clara picked up her winner’s prize.

The Summer challenge encouraged children to get out and about enjoying summer while they explored what Selwyn has to offer.

It involved children completing eight tasks around the district. These included having their photo taken while reading a book to their pet, making a reading tent out of sheets, drawing pictures and visiting Selwyn libraries and landmarks.

They either drew a picture or took a photograph of their completed activities and showed these to Library staff. Five winners were drawn at random from

A new children’s book has been released to help the younger generation understand the significance of the 100th anniversary of WWI.

Anzac Ted written by children’s author and illustrator Belinda Landsberry is the story of a little boy’s teddy bear which was passed down to him from his grandfather.

He may look a little scary, he is tattered, worn, and missing an eye and an ear, but Anzac Ted has great tales to tell, for he went to war, keeping the soldiers company and giving them comfort.

Hannah Dooley from Exisle Publishing said Anzac Ted is a poignant and powerful children’s book that includes beautiful watercolour illustrations which bring the story to life.

“Whilst other books have covered the world wars, none has ever made the conflict so accessible

37 entries in the challenge, which ran during the school holidays.

“The enthusiasm and interest from kids and their families was evident from the smiles in the photos and pictures drawn to complete the challenges,” Selwyn Libraries manager Vicki Carlyon said.

The winners for the Summer Challenge were: Daisy Prosser from Darfield, Clara Graham and Cameron Crosby from Lincoln, and Marcus Church and Grace Park from Rolleston. Clara was the overall winner, and won an Android tablet.

The four other winners won a $25 movie voucher each and everyone who returned their completed challenge sheet to a Selwyn library received a free pass to the Selwyn Aquatic Centre.

New camera helps firefightersFirefighters have been given a new camera which will help them to prevent fires from reigniting.

The Selwyn District Council has purchased a handheld thermal imaging camera which will help to identify hot spots after a blaze has been extinguished aiding them in preventing the fire restarting.

Council’s emergency management support officer Carrie Lakin said traditionally firefighters rely on their sense of smell, vision and on sensing heat on the back of their hand to identify hot spots, while the camera highlights them through colour.

“The great thing about the thermal camera is that it can detect heat in the subsurface layer of the ground and indicate problem areas that are really hot so fire crews can directly deal with them.

“It can also save the local fire brigades time and resources as with a large fire it is time consuming to check an area for hot spots by covering the ground.

“The camera also provides a temperature reading which helps firefighters decide whether to treat the spot with hand tools and water or with machinery if it is very hot.”

Miss Lakin said the camera was extremely effective when it was used after fires near Darfield and Sheffield recently.

The camera is being housed at the West Melton fire station but can be usede by trained staff throughout the district.

Campaign targets intersection fatalities by Kent Caddick

The Selwyn District Council and Police have launched a road safety campaign aimed at improving driver behaviour around intersections.

The campaign follows a number of recent fatal accidents around intersections in the district including one in which a 54-year-old Leeston woman was killed after a 26-year-old German tourist allegedly failed to stop at the intersection of Goulds and Leeston roads.

According to council’s road safety coordinator Ngaire Tinning almost 40% of all crashes in Selwyn happen at intersections. Between 2010 and 2014, there were 486 crashes at intersections resulting in 7 deaths and 73 serious injuries.

“Poor observation, with motorists not seeing other vehicles, or poor judgement, particularly failing to assess whether there is a safe gap before merging into the traffic flow, are common causes of crashes at intersections,” Mrs Tinning said.

A survey of 125 cars undertaken at seven busy Selwyn intersections in 2014 showed that 32% of cars approaching these intersections failed to come to a complete stop at intersections, with many of these vehicles slowing down but not actually stopping.

“It is very important that people stop and take the time to check it is safe

to proceed before travelling through an intersection,” Mrs Tinning said.

“Many accidents are caused by drivers not taking the time to carefully check for traffic and not properly assessing how quickly other vehicles are moving. Coming to a complete stop allows drivers enough time to do both these things.”

Drivers are also being encouraged to slow down and be ready to brake when other vehicles are waiting at connecting intersections.

“Unfortunately there are many drivers on our roads who don’t take enough care at intersections. If you are travelling an open road speed and see a car at an intersection ahead it is advisable to slow down in case they decide to turn or cross the road,” Mrs Tinning said.

The joint road safety campaign between the council and the New Zealand Police will run throughout March and April.

Selwyn police will be monitoring intersections and will be issuing tickets to motorists who fail to stop at intersections.

The council is also planning to carry out further surveys of motorist behaviour at intersections.

Council to review broadband coverage“We need to ensure the district

is a place where companies can feel confident they can do business in as well as ensuring residents are informed of availability and connectivity issues,” Mr Ward said.

One of those residents who is struggling with connectivity is David Miller from Broadfield who runs his taxi business from home.

“Despite the phone companies telling us we should have broadband we don’t.

“I have signed up with a number of those companies and despite their assurances we find we can only get dial-up which is virtually impossible to use and some of computers won’t even take dial-up.”

Mr Miller said as well as struggling to run his business it is his children are also suffering.

“The two youngest are at high school but they are unable to do research of complete online homework assignments because dial-up won’t let them.”

He said the high school had been helpful in assisting with providing hard copy of assignments but this wasn’t a long term solution.

nearby who are also dealing with the same issue.

“Some have paid out for satellite broadband but this can be very expensive including the cost of getting the aerial or dish on the roof as well as the running costs.”

Mr Ward said the broadband and cell phone coverage review will start this week and they hope to complete the review by the end of May.

Tri-ing hard

The exhibition, which will be held in the Selwyn Gallery in Darfield, opens on Friday, March 6 and runs through until April.

“These are artists to watch, so it is a great opportunity to view their work early in their career and perhaps even buy something to treasure,” MCAC arts coordinator Ingrid Cole said.

For Ms Griffiths, who has been working with clay for nine years, this is her first exhibition at the Selwyn Gallery.

Ms Cole said Deanna’s travels around Europe have perhaps influenced the classic, realistic style she likes to work in. “All the work is hand built mainly using the coiling technique.”

Ms Cole said much of Joshua’s work employs printmaking techniques, such as woodcuts, sometimes on a very large scale, and often he produces just a

Rural fire fighters recognised for their service by Kent Caddick

Four long-serving Selwyn rural fire fighters were among those recognised for their service at the recent Forest and Rural Fires Association of New Zealand awards night in Rolleston.

Bob Peard, the Deputy Principal Rural Fire Officer of the Selwyn District Council Rural Fire Authority, Bruce Simpson of the Lake Coleridge Volunteer Rural Fire Force and West Melton Volunteer Rural Fire Force members John Doherty and Derrick Elliot all received their long service medals awarded for 14 years of service.

On the citation for Mr Peard’s award it was noted that the presentation of the medal was in recognition of not only his long service but also ‘his dedication and unfailing support to the council’s rural fire authority’.

Bruce Simpson, the Lake Coleridge Volunteer Rural Fire Force’s controller was instrumental in setting up the Lake Coleridge unit as the committee chairman which lead to the unit being registered in December 1994.

John Doherty, who is also a police inspector, joined the West Melton unit in 1999 and in December 2010 took over the role of Fire Force Controller on the retirement of Bob King, who was also honoured at the awards night with a second bar being added to his 25 year Gold Star.

Dog reward posted by Kent Caddick

A Kirwee family is offering a $1,000 reward for the return of their much loved pet dog which went missing two weeks ago.

The Mills family are concerned their pedigree female Staffordshire bull terrier Ruby may have been taken for use in dog fighting.

Kate Mills said it appears Ruby may have escaped from their fenced property near Kirwee School rather than being taken from their home.

“She has escaped a couple of times before but KIrwee is such a small community someone usually notices or she has wandered down to the school where our youngest daughter goes.

“She is micro-chipped and carries a tag with our names and phone number but we haven’t heard a thing so we are starting to fear the worst.”

Despite speculation on Selwyn social media community pages Selwyn District Council’s senior animal control officer Steve Clarke doesn’t think dog thieves are at work in the district.

“We don’t believe there is an issue with dogs being taken for fighting and have no increased reports of dogs missing. Our records would indicate that most of the dogs that are

Derrick Elliot was the longest serving of the medal winners having joined the West Melton unit in 1992 and his citation read that Derrick ‘has been like many other volunteers, always there when required and like others has carried out his rural fire role without seeking thanks or recognition’.

Others to be recognised for three or more years’ service were: Nigel Birse, Kelvin Green, Chris Mehrtens, Chris Caldwell, Richard Coombes, John Hinchliff, Steve Hirsch, Brian Saywood (all West Melton); Janet Derham, Blair Evan, Neil Fraser, Kerry Munro (Lake Coleridge); Douglas Marshall, Mark Strowger, Lindsay Snow (Selwyn Rural Fire Authority).

“My advice to owners to ensure dogs don’t wander or go missing is to lock gates where the dog is kept and to ensure the dog is registered and microchipped.”

Heating for your homeWith summer coming to an end and Autumn fast approaching householders thoughts are starting to turn to replacing the warmth of the sun with artificial heat.

With the assistance of Consumer NZ we look at some of the electrical heating options there are for taking the chill out of those chilly winter months.

If you can afford the initial outlay, don’t use plug-in electric heaters as your main source of heat. Over time, it will be more expensive than other options such as a heat pump, a flued gas heater or a woodburner.

If you don’t need a heater at the beginning of winter, wait, as they are often sold on special from around the middle of the year.

If you’re buying a fan heater or a convection heater with a fan, listen to it in the shop as some are surprisingly noisy.

The purchase price of each type of electric heater varies enormously, depending on brand, size, time of year and other factors. But all plug-in heaters are expensive to operate compared with heat pumps or woodburners.

Electricity for plug-in heaters costs from 23 to 31 cents per kWh depending on your power supplier and tariff plan.Which type where

Lounge or family room areas need background warmth. Heat pumps are the best long-term choice, but panel and other convection heaters are also suitable. You might also want some

specific spot heating, say if you’re watching TV or standing at the kitchen sink. A portable fan or radiant heater will do the job.

Bedrooms require less heat than living areas as you only need to keep the chill off. Choose from a panel or oil-filled column heater with thermostat and maybe a timer. A night-store heater in the passage is also an option.

Service or workshop areas are best heated by portable fan or radiant heaters.Look for the following key heater features

• Thermostats help maintain an even temperature and conserve electricity.

• Timers allow you to turn a heater on to warm up the kitchen before you get up, or to turn a heater off after you have gone to bed.

• Fans help warm up a room faster and distribute the air more evenly, by preventing heat build-up near the ceiling.

Guide to choosing the right-sized heater

Allow about 44 watts per cubic metre of room volume. Add another 10 per cent for a large window area and another 10 to 20 per cent for partial or no insulation.

The oil-filled column heater is a popular form of convection heating

If it’s a lounge, multiply by 1.5. If it’s a bedroom, make it 1.2, and for other areas multiply by 0.8.Types of heaters to choose from:Convection heaters

These are designed to provide background warmth. They warm the air near the element or body of the heater. The warm air circulates by natural convection around the room. Many have a fan, which provides faster warm-up and more even heating. The most popular type of convection heater is the upright oil-filled column heater. Less popular, but cheaper, is the box type with a heating element in the bottom and a grille at the top to let the warm air out.Portable fan heaters

Fan heaters squat on the floor and provide a blast of warm air directly onto your body. They’re not as good as convection heaters for providing general background warmth, as the fan can be noisy and cause draughts.Radiant heaters

These have glowing electric elements with reflectors to radiate heat directly onto you. They provide quick directional heat to a small area of a room and also provide some convection heat.Heat pumps

Heat pumps collect heat from the air outside the house and release it inside. Although they run on electricity they collect far more energy than they use, up to three times as much. The colder it is outside the less efficient they are.

Better window insulation can make your home comfier all year round and there are a variety of ways to achieve this.

Touch a windowpane on a cold day and it’ll feel cold. It’s likely to be as cold as the outside air. When the warm (inside) air hits the windowpane, it cools and the heat escapes outside.

There are two ways of dealing with this: using curtains to keep the warm inside air away from the windows or improving the heat loss from the windows through some form of double-glazing.

For new homes the building code now lays down minimum requirements for new windows — that’s almost certain to mean double-glazing.

In existing houses make sure you’ve blocked draughts — and that you’ve insulated your ceilings, under the floor, and maybe the walls too. Once you’ve done this, the windows will be the cause of most heat-loss in winter and gain in summer.

How much is lost (or gained) depends on where you live, the type of windows you have, how big they are, and the direction they face.

Fitting double-glazed or secondary-glazed windows is likely to improve winter and summer comfort and also reduce noise. It may also add to the house’s resale value. But it’ll take many years to pay for itself through reduced heating (or cooling) bills.

New double-glazed windows are effective. But research has shown that secondary-glazing of existing windows can be just as effective and cheaper —

sometimes a lot cheaper. But before you look at glazing options, you should get your curtains working as well as possible.

A good set of curtains can be as effective as double-glazing at reducing heat loss from windows. But if the curtain is open it’s not doing anything — a layer of air must be trapped between the window and curtain.

What’s more, curtains with a gap at the top and the bottom can form a ‘reverse chimney’. That’s when the cooled air from near the window falls out the bottom of the curtains and is replaced at the top by warm air from inside. This could be worse than having no curtain.

Although they’re no longer fashionable, pelmets help seal curtain tops. Sealing at the bottom can be improved by curtains that fall on to the window sills or touch the floor.

Thermal curtains have a plasticised coating on the reverse of the cloth. The coating helps stop air passing through the cloth — but that’s not the major cause of heat loss with curtains. The fitting of the curtains matters much more than the cloth.Glazing options

• Secondary-glazing creates an air-gap by inserting a second pane of glass or other clear sheet behind an existing windowpane.

• Double-glazing has two panes

Double glazing and curtains will help to keep a home warm and dry

of glass (or a pane of glass and another clear sheet) spaced apart by a gap containing air or argon gas, (which is a better insulator than air). This is then sealed to form an insulated glazing unit (IGU). The edge-seal of an IGU must not be allowed to remain wet. That means these units must be installed in a frame that allows free drainage of water. The unit can be fitted either directly into new window frames or

retro-fitted into an existing window frame once the original glass is removed.

• Triple glazing: this is used mostly in Northern-Europe and North America, where winter temperatures get much colder than here. ‘Triple’ glazing uses three sheets of glass to create two air-gaps. This gives even greater thermal performance — but it needs an extra-wide frame and creates a heavy window.

Oven roasted Summer fruit cakes by Lauren Carmichael, chef at Langdale Vineyard restaurant

One of my favourite things of summer is the flavourful stone fruit, especially towards the end as juicy black fleshed plums appear.

Lauren Carmichael is owner and chef at Langdale Vineyard restaurant near West Melton. She says she grew up on a farm on the ‘other side’ of the river near Oxford and baking days with her grandmother was a highlight of her childhood years, setting her on the course for a future in hospitality. She says a 17-year OE with many years spent in Israel has influenced her culinary style.

I love to make these cakes with Black Doris or Omega plums but they are equally good with other fruit and can be made all year round. Lovely with coffee as is or serve warm for a delicious

dessert with ice cream or custard. My best baking tip is to always read your recipe well before you start, understand all steps and prepare ingredients before you start… it makes all the difference.

Ingredients:100g butter (softened)²⁄³ cup brown sugar½ cup white sugar 2 large eggs1 teaspoon orange zest½ teaspoon vanilla essence1 cup plain flour¾ teaspoon baking soda¼ cup plain yoghurt4 large ripe plums, halved and stonedMethod:

Set oven to 180°C and grease 8 large muffin tins or similar size tins or muffin/cupcake cases.

Cream butter, white sugar and 2 tablespoons of the brown sugar until

light and fluffy. Set the remaining brown sugar aside.

Add eggs one at a time, add zest and vanilla.

Sift flour and baking soda and add to butter mixture with the yoghurt, do not over-mix at this stage.

Place approximately 2 tablespoons batter into muffin tins and place plum halves on top and then sprinkle remaining brown sugar evenly over the top.

Bake in preheated oven until a skewer comes out clean.

Rest 10 minutes before removing from tins and then enjoy.

The fresher the fruit, the crunchier, sweeter and more nutritious it is. The best way to eat an apple is straight from the tree.

Autumn is harvest time and it’s also the very best time to plant a new apple tree.

Our gardens are getting smaller but that hasn’t stopped homeowners investing in fruit trees. Nurseries report that fruit tree sales have never been better as more and more of us opt for growing our own.

It helps that we have the best ever choice of compact easy-care varieties than ever before, but we’re also re-learning some space saving techniques that have been around for centuries.

Just like the essential lemon tree, apples deserve a place in every backyard. One little apple tree gives huge bang for your buck.

Growing apples is easier than most people think. Once your tree is planted in the right spot and gets off to a healthy start, there is little else you need to do to enjoy your own fresh apples, year after year after year.Choose the right spot

Plant your apple tree where it gets as much sun as possible and in good well-drained soil. Avoid areas where the

water puddles and don’t plant too close to larger trees.Choose the right variety

It’s well worth investing time choosing the varieties to suit your needs. If you have room for more than one tree, choosing two complementary varieties will improve pollination, although many varieties are self-fertile.Plant with love

Dig a planting hole that is twice as wide, but the same depth as the root ball of your new tree. Add some slow release fertiliser and position your tree in the centre of the hole then carefully replace the soil, firming it down as you go. Water thoroughly and add a layer of mulch.

Stakes or espalier supports should be in place before you plant to avoid damaging the tree later. Young trees are generally best given some support while they get their roots established, particularly if exposed to wind.Food and water

Some watering will be needed in the first few summers to ensure the soil doesn’t become dry, as water stressed

trees will grow poorly and produce less fruit. Mature trees with far reaching roots grow surprisingly well without watering. In hot dry climates, orchardists use irrigation, especially over summer while the fruit is expanding.Pruning

Most apple trees are grown in a ‘central leader’ shape: a main upright trunk with branches radiating outwards from it.

If a young tree develops a competing second leader this should be removed unless you wish to train your tree in a vase shape with three or four main leaders. The idea is to train your tree so

that it gets plenty of sunlight penetrating the branches, maximising fruiting.

Once your tree reaches the desired shape, especially if you plant a dwarf tree, pruning isn’t strictly necessary every year.

But if branches become diseased, damaged or overcrowded, a little pruning will help to keep it healthy. Remove branches that grow towards the inside of the tree.

In the first year after planting, it’s a good idea to remove the fruit as this redirects energy into growth and helps the tree quickly develop a strong root system.
