the EditorDEAR POTW READERS,The radiantly colored leaves have turned cam-
pus into a delightful sight for sore eyes, the ther-mometer needle is turning towards zero, andsoon the first snowflakes might touch the ground.
The autumn wind carried the new leadership let-ter to our inboxes and Kruppies keep marching toother serveries through mounds of foliage.
The POTW team would like to say goodbyeand thank you to Emre Yildiz, former Food for
Thought section editor, and welcomes SatyaveerGopychand on board. Moreover, we would like tothank everyone who applied for the copy editorpositions.
Our second issue of the semester addresses anumber of topics that preoccupy students minds,
stimulating vivid dinner discussions and debatesin USG meetings.
In the Jacobs Life section, we examine the con-sequences of the servery closures, shine a light onthe new organizational structure of the universityand discuss the issue of GEZ fees. Moreover, thesection passes on a message to the studentsabout the refugees staying near campus. New inthis issue is the Humans of Jacobs subsection,which was (surprisingly) inspired by Humans ofNew York.
The Outside the Bubble section focusses oncrucial issues the world is currently faced with,publishing headlines about topics like the pro-tests in Hong Kong, the Romanian election andCatalonian independence.
Food for Thought is a platform for students to
freely express themselves through poetry, slamsor photography.
The Pulse of the World would like to thank thecontributors and wishes everyone a good finalpreparation time with a decent amount of sleep.

It is obvious that the struggle bet-ween students and the serverieshas been going on for a long time.Maybe before this year it was stillonly limited to the taste of some spe-
cic dishes--which was still doable.However, the issues this year havebeen mounting from the start. Fromthe beginning of this semester, due tobudget cutting measures, Krupp andMercators servery opening hourshad been limited. Later on, Kruppservery was completely shut downafter the Welcome Back Dinner.Further problems have been seen in:the continuous breakdowns due totechnical issues, the shortened ope-ning hours of the coee bar, and therecent utility issue in College 3s ser-very. These continuous issues haverevealed some facts, and highlightedeven deeper thoughts about the ove-rall mess.FACT 1: You have to walk further to
get your food, so you might want to
store more pizzas in your fridge
Waking up to no food? That soundshorrible, but that was exactly whatwas happening at the beginningof the year for Kruppies and Mer-cats. Aside from no longer oeringbreakfast in either serveries duringthe week, on Saturdays Mercatorand Krupp were closed entirely. No
brunch would be served, and onlydinner would be oered in the twoserveries on Sundays (though Merca-tor servery started to oer breakfastagain after the College 3 dishwasherbroke down). Also, the original mealtimes were staggered so that College3 and Nordmetall opened for lunchat 12 and dinner at 6, while Mercatorand Krupp opened for dinner at 6:30and lunch at 12:30. Now the threeopen serveries all have the same ope-
ning times, which has been muchmore convenient. Not long after that,College 3 serverys dish washer brokedown, and College Nordmetalls ser-very experienced a shortage of elec-tricity during rush hours of dining,which led to seemingly unbearable

MERCAT 2: "Well, at the beginning it
was a disaster because it was impos-sible to get food in a reasonable timesince a lot of students from the othercolleges came here, and too oftenthere were no trays, cutlery and thelines for food were huge. And also so-metimes it happened that theres nofood, even though its nowhere nearthe end of dinner time. Once it evenreached the point that we couldnteat there at all and we had to go toNordmetall, which is not good - not
to be able to eat in your own college,even though the servery is open.However, now it is way better, butI hope that everything will be solvedsoon, because its really inconvenientfor people from other colleges.
C3er 1: I am personally not happywith the servery situation now at all.As College 3 doesnt oer breakfast,it would be nice if we could have itback because for lunch and dinner
it would be easier to just have themin other colleges, but for breakfast,it is more convenient to have it inyour own college. Also, I dont likethat only two [serveries] are open,like right now, if you come after one
hour, everything is gone, and youdont have that many choices any-more. But even if you are early, you
will have extremely long lines, andyou dont even want to stand in lineto wait for food it just takes foreverto get a main dish. And the [Apeti-to] people are stressed, because theyare doing shifts with only one or twopeople at the same time, and theyneed to take a long time to restorethe food because they dont havetime for it.
C3er 2:I dont think its that bad,since Mercator is open during tho-se times, and its not too far away. Iwould, of course, like C3 to be openproperly again, but Id rather haveit open, once everything has beenxed, so that we dont have to useplastic plates. Ive been eating nearlyall my meals in Mercator to avoid thebuildup of plastic.
NORDIE 1:I would say that businessis business and what had to be donehas been done. Regarding the more
specic issues like the long lines andthe quick shortage of food, they an-noyed everybody and everybody isblaming the administration whenthey are not the only ones to blame.
NORDIE 2: It is really frustratingthat when you go to a servery andthey run out of food at that time, butI think it is good that they (relatedsta) seem to do a good job mana-ging it. Of course, it will be nice that
if everything can be worked out -nally. There is a good thing out ofthis, which is that we get peoplefrom other colleges to come to Nord-metall, and its nice to see other facescoming to Nordmetall for meals, andthey can realize that Nordmetall isactually not that far away.
FACT 3: They are even challenging
your awareness of your relationship
with nature not just with food!
It is acceptable to use disposableutilities from time to time when in arush, but using it on a daily basis forlarge amount of people, it could bea heavy burden on the environment.
This is exactly what has been hap-
pening in the College 3 servery. Star-ting from the beginning of October,the College 3 servery has been ser-
ving meals with plastic cutlery as itis the fastest way to be able to relie-ve the overload currently happeningin Nordmetall and Mercator. Fol-lowing this, the Environmental Clubbegan sending out emails to raisestudents awareness of this issue, andasked people to choose other serve-ries that dont use plastic utensils.According to the person in charge ofthe Environmental Club, Irmak Ece-vit, the Environmental Club wantedto emphasize the idea of using lessplastic, as everyone can use less plas-tic and if we are more aware- as awhole- about plastic usage and aboutbeing as cautious as we can, becauseeven one meal is a dierence! Also,according to Ecevit, this idea of usingless plastic and such actions stand fora more-caring decision as in moreaware of the environment and hu-man connection, because, to a cer-tain degree, we are not eating onlyfor ourselves, but also we need to
take in to account the eects that ourbehaviors have on the overall envi-ronment.
As Ecevit put it, plastic degradesand decays slowly; so the more plastictrash there is, the more accumulationin our oceans and land mass. The less
plastic we use the better it is for the en-vironment and better for us!
Currently, the situation has chan-ged, as starting from the end of Octo-ber; College 3 stopped using disposa-
ble utensils due to an investment inmore cutlery. However, breakfast isstill not yet available.
In conclusion, the Hunger Gameis no longer a new topic, but underthe mainstream pressures of changeson campus, even a single aair canbe innitely magnied and thereforeadd fuel to an already uncomfortablesituation. However, at the same time,many agencies have been workingreally hard to solve the problems as
mentioned, including Campus Lifeand the USG. Additionally, moresupport from the student body is ex-pected to contribute to the problemsolving process.

Sometimes, there is nothing left tocomment. Sometimes, you haveto bite your tongue and control yourbreath. Sometimes, a sentence betterstands on its own. So, let Katja Windtand Michael Hlsmann speak forthemselves:
Thus spoke the Leadership Letter,ttingly number 13. The sad thing isthat I really do not have any questionsabout this. Neither does this transfor-mation in any way surprise me, norcould I really care too little, whatsuch an educational product shouldbe. In fact, I am not even infuriated atthe bluntness with which this decisi-on is hailed as the cornerstone of thesurvival of an institution. All that isleft for me to do is wonder whether
we need to explain the dierence bet-ween a cornerstone and a gravestone,between Zombie institution and a 13-year old university reaching puberty.
Let me start from a dierent angle:about three years ago, Chile faced itsmost persistent civic protests sincethe end of its military dictatorship.Students took their dissatisfactionwith a classist educational system and
eternal student loans to the street. Ti-relessly, they ran peaceful marchesand clashed violently with the police,decrying a constitution, which doesnot acknowledge education as a right.Their slogan has left its mark on me:Educacin Sin Lucro, non-proteducation. One side of my objectionderives from this point. An enterpriseseeks prots. It must, these are the ru-les of the game.
Not only is my objection concernedwith the form, it also addresses the
content. Allegedly, some companiesmanufacture their products in a waythat they wear down after a while.This may be unpleasant for washingmachines or for shoes. It should be ano-go for education. The eect of thiscommodity logic: marketing. Thatsounds a tad too much like Beats byDr. Dre to me.
I believe in the better, old-fashionedselling points. A reasonable numberof procient lecturers, for instance;
or a motivated student body. And wedid not even take money for mouth-to-mouth advertisement, when wecould wholeheartedly recommendthis unknown place in the heart of Eu-rope. Either way, I have never gottento know late Klaus J. Jacobs, nor haveI made an acquaintance with his suc-cessor. However, I cannot be the onlyone to whom it sounds terribly wrongto say that young or old, rich or poor,man or woman everyone has theright to a good educational product.

Receiving bills for hundreds ofeuros is certainly never ple-asant, especially if you have not or-dered a service in return. However,this is exactly what a great proportion
of the Jacobs community was facedwith, and the response on the part ofmany was concordant: Why wouldI pay these bills for a service that Idont consume, and how do I get outof this obligation? The sad truth isthat, from a legal standpoint, questi-on one is irrelevant and the answer toquestion two is you cannot.
To start on a more positive note, theadministration has announced thattheir negotiations with the broadcas-ting authorities have been success-ful, insofar that Jacobs students willhenceforth only have to pay 5.99per person per montha rate typicallyreserved for hotels and hostels only.
However, students who havent paidtheir fees prior to the new arrange-ment have been sent bills remindingthem of their due balances. This cameas a special surprise to those whohave never received any such mailbefore. Moreover, although the mailwas sent out to students individually,
the university has advised those withequal outstanding balances to shareone account in pairs of two. Espe-cially to those students who are notfamiliar with the intricate workingsof German media-bureaucracy anddenitional legislature, the happe-nings likely bear all the features of anapparent scam. To make sense of theissue, there are a number of crucialpoints to understand.
WHY DO I NEED TO PAY THESE BILLS
IF I DO NOT WATCH TELEVISION?
As mentioned earlier, the presence,or absence, of consumption has noeect on anyones obligation to pay.According to the Rundfunkbeitrags-
staatsvertrag (RBStV), which (in itscurrent form) took eect on Janua-ry 1st, 2013, a at rate of 17.98 isto be paid monthly per housing unit.The size of such a housing unit is inprinciple of no relevance, so singlehouseholds, families and at-sharesall have to pay the same amount.
Before the new law was introduced,
the system for collecting license feessuered from a dierent set of incon-gruities, as both the marital status aswell as the ownership of a radio or TVdened whether individuals wouldhave to pay or not. Arguing thatnowadays the public media institu-tions services can be consumed onmore diverse channels, the law wasreformed with the intention to makeeveryones life easier and a bit fairer.However, Jacobs residents, who inthe past remained mostly unaectedby broadcasting fees, qualify as licen-se payers under the new system.
Eectively, the special case of ouron-campus housing scratches on theboundaries of the new laws denitio-nal aptitude: whether our dorm roomscan in fact be considered "housingunits" as the law understands it isnot entirely intuitive. In search of aclarication, the USG published thebroadcasting authoritys judgment onthe issue: two college rooms together
are in fact considered a housing unit,and thus the law applies.
CAN I GET OUT OF THE
OBLIGATION TO PAY?
The only students who in fact donot have to pay the fees accordingto the law are German citizens re-ceiving BAfG, and are, thereforeunlikely to have issues with outstan-ding broadcasting fees. For the rest ofon-campus residents, the answer to
the above questionis a simple no.For the purpose of clarication, acouple of things still deserve to beaddressed. Crucially, whether one canrefuse the payment or not, or nd away around it, links to the concern of
some students having received bills,and others not. Furthermore, manyof those initially not billed were nowfacing claims of accumulated fees ofup to 360, demanded to be paid atonce. This new predicament becomesslightly less complex once a crucialdistinction is pointed out: having topay the fees or not has in principle
nothing to do with the mail you re-ceive. According to the law, broad-casting fees have to be paid for theduration of occupancy of a housing
unit, starting with the act of regist-ration with the city authorities andending with the notication of thebroadcasting authorities that the pre-
sent housing arrangement has beendiscontinued. Ironically, sendingmail is a little more than a courtesyact by the broadcasting authorities toremind you of your civic duty, thatyour housing arrangement has beenregistered with them, and, accordin-gly, how much money you owe thembecause of that. It should thus comeas no surprise that the bills have beensent to only some students at dierenttimes than others. In other words, not
having received mail does not meanthat no account with a negative ba-lance has been created in ones name.
As the university has somewhat suc-cessfully completed the negotiations,no further bills will be sent to indi-vidual students, but the new at rateof 5.99 per student will be centrallycollected by the university. The out-standing fees still need to be paid bytwo students each, as that is the num-ber of residents per housing unit thatthe broadcasting authority is awareof. While nobody ends up getting afree ride after all, the new arrange-ment will hopefully spare individualstudents stress and confusion an im-provement of a certain kind.

A Steller ExcursionTaking the Refugees to Universum Bremen

On Saturday, October 11th, somemembers of the Environmental andthe Amnesty International Clubstook part of the refugee group thatwas staying on campus to the na-tural sciences museum Universumin Bremen. This trip had originallybeen planned by the Environmen-
tal Club in order to better integratethe Syrian group into our commu-nity and to have a nice outing forthe club itself. Being a member ofboth the clubs, I decided to get on
board with this group, since we,ourselves, had also started to thinkabout ways to get to know the re-fugees. The process of contactingthe Syrians was admittedly tough. Iwas told to contact their social wor-ker who would then inform them;however, the in-formation ow isapparently quitestagnant as the so-cial worker only
spends one hour per day on cam-pus and does not always manage toreach everyone. Furthermore, I wastold by some people that the refu-gees would not understand English,
that I "should not expect too much"of the whole trip and to "only pickthe nicest ones." According to them,
the intergroup relations were quitecomplicated, they did not get alongtoo well and there was a very ten-se atmosphere around the refugees.Consequently, I was a little worried.
The day of the trip had quite somenice surprises ready for all of us.First, of the ten refugees that I hadmet, almost all of them understoodEnglish very well and the transla-tors were needed mostly for them tocommunicate back and a couple of
them even spoke English quite u-ently. Moreover, most of them haveFacebook, so the whole process ofgetting in touch with them couldhave been considerably easier. Butmost importantly, we had an enjo-yable and relaxed day at the muse-um together and I wish that morepeople could have been there to bea part of this experience. Withoutexception, the Syrians were nice,polite, and very approachable. The-
re were no visible tensions or awk-ward moments even though we had
just met one another. All of themwere really happy and grateful toget o campus.
Yes, they have had horrifying ex-periences before coming here andthey are most denitely apprehen-sive about their friends and familyback home. Yes, maybe I had, bychance, met the part of the groupthat got along and with the rest itmight be very dierent. However,honestly, I am not sure how I wouldreact if someone put me togetherwith 19 strangers in a foreigncountry I honestly do not think Iwould have gotten along with all of
them. It is a reallyimportant point toconsider that theSyrians are indi-viduals that have
come here to starta new life. They did not come hereas a group and they denitelyshould not be judged as one. Mostof them are young men that wentto college before the troubles in the

country started and now they havebeen forced to start over. They donot want to be commiserated by an-
yone; but to be treated with respect.What I realized is that eventhough some people are really in-volved with the refugees, the ma-
jority of students and faculty mem-bers did not have any contact withthem and do not really know muchabout them either. That, combinedwith the dicult process of gettingin touch with them, seems to scaremany groups on campus to take ac-tion and this is truly sad.
I cannot emphasize enough hownice the Syrians are and how happythey would be to get a little moreinvolved. However, it is not themwho have to make the rst step; itis us who have to approach them.Many of you probably know thatthe group is not living on campusanymore, but they are still closeand happy to participate in events.So to all the clubs, sport teams, col-lege oce members and everyone
else out there: if you are organizingevents like movie screenings, cheer-ups etc., please send the Syriangroup an invitation as well to makethem feel welcome! There will bea Facebook platform for quick andeasy information ow that might bemore ecient than the mailing listthat already exists. This platformwill be open to everyone who wantsto take part. Furthermore, you canalways approach me or anyone elseyou know that works with the re-fugees.
With this international commu-nity that we have here at Jacobs, Ithink it should be possible to treateveryone with openness and respectand make them feel welcome, solets act it out!

I started playing Frisbee lastSeptember when I came to Ja-cobs. It attract ed me as a sportbecause it is based on a lotof strategies and techniques.I thought it was a chill sport,
but turned out to be the con-trary.

Currently, we mostly play insmall tournaments, organizedonce a semester, with teamsfrom Bremen. Anyway, thegames are mostly about hav-ing fun and enjoying playingFrisbee.
HOW IS THE PRACTICEORGANIZED?
The practice is twice a week:on Tuesday 10-11:45 pm, andon Sunday 7-9 pm. Usually
the practices start with somewarm-up exercises, followedby small exercises to improveteam or individual tactics.Moreover, we have enoughpeople who show up to prac-tice, from 10 to 15, so we canplay actual games.
WHAT CA N YOU S AY TOMOTIVATE PEOPLE TOJOIN FRISBEE?
Frisbee is a unique sport. Hav-ing individual strength, beingfit, and being a good runnerare not that important; essen-tial is to play according to thespecific strategy. Moreover,Frisbee is not an aggressivesport as many others: you do
not have body contact. Thewhole game is about havingfun.

It is Halloween! Well, by the time thisreview is published it wont be; howeverkeeping in the spirit of everything sca-ry, I thought it would be apt to reviewa game that has been brought to you bythe horror acionado Clive Barker. Themind behind legendary horror lm Hell-raiser. The game Undying was developedby Dreamworks Interactive and publishedby EA Games, and was released in Febru-ary 2001.
The story is focused on Patrick Gallo-way, an Irish World War I veteran turnedparanormal adventurer who has beencalled to investigate strange happeningsat his friend, Jeremiah Covenants manor.There he learns of a family curse whichhas already claimed the life of Jeremiahssiblings and now, he (Jeremiah) fears for
his life. It is up to Patrick to put an endto the curse once and for all. However,his path is fraught with peril. Hell haveto face hellish creatures and ultimatelyface o against the undead reincarnatesof Jeremiahs siblings and Otto Keisinger,an old war rival hell-bent on wanting toobtain power from the demonic forces in-habiting the manor.
The game was a refreshing change ofpace from the jump scare fare that has do-minated the horror game industry for ohso long. It works with the now classicalmagic-occult storyline, which fortuitously
has not been done to death in the videogame industry.
This game holds the honour of giving memy rst true introduction into the genreof horror games and it did not disappointme in any way. In fact, looking back, nohorror game has even come close to whatthis game oered in terms of experience.It had all the elements of horror and puzz-le solving lovingly mixed together. It evenhad a kill-cam of all things. Though it wasnot for your benet. Rather it was thereto show the impressively gruesome thingsthe enemies did to Patrick after the last
sliver of health nally slipped away. Itwas nasty. And pretty fun. Hey, if youregoing to die, might as well be cinematicabout it, yeah?
The enemies are as super-natural as theyget as you battle demons, trolls, Cthulhu
ospring, ske-letons and yourrun-of-the-millpirates. Its a hor-ror extravagan-za. The puzzlesare smartly doneand the encoun-ters with demonsare, for the lack
of a better word,bloody awesome.Though, I will saythat the skeletonsare irritatinglyoverpowered andhave the bonusof looking particularly scary in the darkcorridors.
The boss battles are the stars of thishorror show. They are suitably tense andtheres a strategy to each. Running andgunning is not a viable stratagem in thisgame. At all. The ghts are not unfair
however. Theyll call everything into playthat you wouldve learned in your travelsin and around the mansion. Be liberal andalways try out the weapons and powersbestowed to you. Otherwise, you might aswell get comfortable to watching a cine-matic sequence of Patrick getting brutallymutilated.
This game incorporates the dual wieldmechanic rst made popular by the le-gendary survival horror System Shockseries. You have fun, bombastic weaponsin one hand and awesome spells in theother. This adds to the tense moments ofbattle where you have to quickly attackyour enemies while keeping an eye onyour health, ammo and mana (your ma-gic ammo). As you progress through thegame you will nd magic crystals and sc-rolls in almost every level, which upgradeyour spells to bigger, better versions. The-se are very important nds as the gamegets harder later, so you must be prepa-red. This game has impressive balancingand if youre smart, youll never feel out-gunned. Denitely out-numbered though.Best to limber up.
