The Ministry of Magic
The Wizards' Council
The Wizards' Council was the predecessor to the Ministry of Magic. Barberus Bragge
was the Chief and founder of the Council in 1269. Burdock Muldoon was Chief of the
Wizards' Council in the fourteenth century. He was followed in office by Elfrida
Clagg, who is generally regarded as being more enlightened than her predecessors.
Elfrida outlawed the hunting of the Golden Snidget, banned its use in Quidditch, and
set up a reservation to protect the tiny bird. The Wizards' Council spent quite a lot of
time and effort on trying to figure out who should be allowed to participate in
governing the wizarding world. Various definitions were proposed of what constituted
a Being and what constituted a Beast. Burdock Muldoon decided that anything or
anyone who walked on two legs was a Being, and summoned all Beings to a great
council to decide on laws. The goblins took advantage of this definition to fill the
meeting hall with every strange creature they could find who walked on two legs, from
diricawls to pixies to trolls. This disaster led Muldoon to give up trying to integrate
nonwizards into the community. Elfrida Clagg, his successor, tried again, this time
defining a Being as anyone or anything which could speak in human language. Again,
however, this definition brought enormous problems, since creatures such as Jarveys
attended and caused mayhem.
The dates of Burdock Muldoon's Chieftainship of the Council are unclear, as various
accounts differ. While his Famous Wizard card gives the dates as 14481450, the book
Fantastic Beasts and Where to Find Them indicates that he was Chief in the
fourteenth century, not the fifteenth. Elfrida Clagg, according to FB, was Muldoon's
successor, but her Famous Wizard card states that she was Chieftainess of the
Warlock's Council (sic) during the 1600s.
The International Confederation of Wizards
The International Confederation of Wizards, a governing body overseeing the various individual
nations' councils and ministries, met for weeks on end toward the end of the 1600s. Persecution of
wizards was growing fiercer and fiercer and something had to be done. The decision was made
that the wizarding world would remove itself from contact with the Muggle world. The practical
problems involved in this were tremendous. How do you hide a fully grown dragon, for example?
But eventually, in 1692, the Confederation passed the International Code of Wizarding Secrecy.
The ministries of every country now subject themselves to this Code, and it is perhaps the most
important law in all of the wizarding world. The Confederation still exists today and still
maintains the Code of Secrecy, fining nations who fail to keep it carefully. The Confederation met
for the first time in France. Its first Supreme Mugwump was Pierre Bonaccord, but the wizarding
community from Liechtenstein objected. Bonaccord wanted to give trolls rights and stop the
hunting of them, which didn't sit very well with the wizards from Liechtenstein, who were
having problems with Mountain trolls.
The Ministry of Magic
The Ministry of Magic, headed by the Minister for Magic, came into being in the late 1600s. Only
witches or wizards were eligible for membership of the Ministry of Magic, following the debacle
of the Wizard’s Council. The Ministry was involved in the International Confederation of
Wizards' decision to create the Code of Secrecy and still today takes the responsibility to enforce
the Code. For example, when Harry Potter used a Patronus Charm to drive off two Dementors in
the presense of his Muggle cousin, he was nearly expelled from Hogwarts and his wand broken in
half as penalty for breaching the Code. The laws against magicuse by underage wizards and
against wand use by nonwizard folk are also enforced by the Ministry in part to maintain
secrecy. The Ministry evolved over the first half of the 1700s; in 1750, the Department of Magical
Games and Sports was created and the Ministries of Magic in every country took full
responsibility for the control of the various magical species of plants and animals in their
territories with the formation of the Committee for the Regulation and Control of Magical
Creatures.
Departments in the Ministry
Department of Magical Law Enforcement
Arguably the most important of the various departments, the Department of Magical Law
Enforcement is a combination of police and justice facilities. It is located on the second level of
the Ministry of Magic. Once headed by Amelia Bones, Madam Bones was replaced by Pius
Thicknesse after Voldemort murdered her. Thicknesse was replaced by Yaxley after Voldemort had
Thicknesse appointed the puppet Minister for his regime. Bartemius Crouch Sr. also once headed
the department.
Auror Office
An Auror is defined as an employee of the Ministry whose mission is to pursue and apprehend
Dark wizards and Dark creatures. According to Minerva McGonagall, the Auror Office takes in
new recruits with a minimum of 5 N.E.W.T.s (with marks no lower than "Exceeds Expectations").
She suggests that Potions, Defence Against the Dark Arts, Transfiguration, Charms, and
Herbology N.E.W.T.s are the most appropriate for someone who aspires to be admitted to the
training program. (A potential recruit will also have to pass "...a series of character and aptitude
tests.") As Nymphadora Tonks has stated, two of the program's courses of study are "Concealment
and Disguise" and "Stealth and Tracking" and the training is rather hard to pass with high marks
(a requirement).
Known Aurors include Alastor Moody, Nymphadora Tonks, Kingsley Shacklebolt, John Dawlish,
Frank and Alice Longbottom, Rufus Scrimgeour, Gawain Robards, Proudfoot, Savage, and
Williamson., Harry James Potter joined the department at the age of 17 and is presently the
Department Head. Ronald Bilius Weasley is a member of the Auror office as well.
During the First War against Voldemort, Aurors were authorised to use the Unforgivable Curses
on suspected Death Eaters: that is, given the license to kill, coerce and torture them. Aurors are
also used to protect highprofile targets such as Hogwarts School of Witchcraft and Wizardry,
and the Muggle Prime Minister.
Improper Use of Magic Office:
The Improper Use of Magic Office is responsible for investigating offences under the Decree for
the Reasonable Restriction of Underage Sorcery and the International Confederation of Wizards'
Statute of Secrecy. They regulate an underage wizard's or witch's use of magic and prohibit
wizards and witches from performing magic in the presence of Muggles or in a Muggleinhabited.
A complex enchantment called "the Trace" is placed upon children and helps the department detect
offences; it breaks at age 17.
Department of Magical Accidents and Catastrophes:
The Department of Magical Accidents and Catastrophes is responsible for repairing accidental
magical damage. It is located on the third level of the Ministry of Magic and houses the following
offices:
The Accidental Magic Reversal Squad is a squad of wizards whose job it is to reverse
"accidental magic." These accidents are normally caused by young witches and wizards who have
not learned to control their magic. They may also be caused by older wizards out of control, or
severe, unintentional effects of charms or spells, such as splinching (in Apparition when a wizard
or witch is split with one part remaining at the point of origin, and the rest of the wizard at the
destination). For instance, two members of the Accidental Magic Reversal Squad were sent when
Harry Potter inflated his Aunt Marge; they "deflated" her and erased her memory of the inflation
(the memory modification done by Obliviators).
The Obliviator Headquarters . "Obliviator" is the designation for a Ministry of Magic
employee who has the task of modifying the memory of a Muggle who witnesses incidents
belonging to the Wizarding world.
The MuggleWorthy Excuse Committee explains any major magical accidents to the
Muggles by creating a standard nonmagical reason for the accident. For example, Peter Pettigrew
killed twelve Muggle bystanders and tore apart the street (so as to reach the sewer pipe and
escape) by means of an immense explosion curse during his altercation with Sirius Black. The
massive and obvious damage and mortality was explained by the committee as due to a tragic
accidental explosion of the gas main.
Department for the Regulation and Control of Magical Creatures:
As noted in Fantastic Beasts and Where to Find Them, the Department for the Regulation and
Control of Magical Creatures is divided into three divisions (the Beast Division, the Being
Division, and the Spirit Division) and contains the Goblin Liaison Office and Centaur Liaison
Office, though the centaurs, being isolationists, have never interacted with the office since its
creation. Thus, "being sent to the Centaur Office" has become a euphemism at the Ministry for
those about to be fired. For further detail on the distinctions between these divisions, consult the
book Fantastic Beasts and Where to Find Them. It is located on the fourth level of the Ministry
of Magic.
Department of International Magical Cooperation:
The Department of International Magical Cooperation is an agency that attempts to get wizards
from different countries to cooperate in wizarding actions both political and public. This
department on the fifth level of the Ministry of Magic includes the headquarters of the
International Magical Trading Standards Body, the International Magical Office of Law, and
the British seats of the International Confederation of Wizards. The former head was Barty
Crouch, Sr., until his death. This is also where Percy Ignatius Weasley began his Ministry career.
This department is similar in function to the Muggle Foreign and Commonwealth Office of the
United Kingdom, and various organs of the Muggle United Nations.
Duties:
To work with magical governments of other countries,

To create regulations for things like cauldron thickness,
To work with the Department of Magical Games and Sports on the Triwizard Tournament and
Quidditch World Cup,
To decide the ratio of the British Seats on the International Confederation of Wizards.
Department of Magical Transportation
The Department of Magical Transportation is responsible for various aspects of magical
transport, like brooms and flying carpets. It is located on the sixth level of the Ministry of Magic
and includes the following offices: the Floo Network Authority, responsible for setting up and
maintaining the network , and distributing the greenish floo powder; the Broom Regulatory
Control, that controls the traffic of broom travel; the Portkey Office, the regulation of Portkeys;
and the Apparition Test Centre, that grants licences to witches and wizards so that they can
apparate.
Department of Magical Games and Sports
The Department of Magical Games and Sports deals with organising sports events the likes of the
Quidditch World Cup and the Triwizard Tournament. Ludo Bagman used to be the Head of
Department here, but his gambling problem forced him to flee from Goblin creditors. The
department is located on the seventh level of the Ministry of Magic, and includes the British and
Irish Quidditch League Headquarters, the Official Gobstones Club, and the Ludicrous Patents
Office.
Department of Mysteries
The Department of Mysteries, located on Level Nine, is a department in the Ministry of Magic
which studies particular enigmas (death, time, space, thought, and love) and stores copies of
prophecies. During Voldemort's discriminatory regime, he forced the department to lie and claim
that Muggleborns actually steal magic from Purebloods, making them "illegal magicals" and
allowing their arrest.
Because of the covert nature surrounding this particular branch of the Wizarding government, the
Department of Mysteries can be likened to Muggle intelligence agencies like the CIA or MI6 in
that most of their operations are kept in total secrecy from the general wizard populace. However,
the department also houses magical scientists who attempt to uncover the sources and rules that
govern magic.
THE BRAGANZA CRISIS
The United Kingdom has got the golden opportunity of hosting the next Quidditch World Cup.
However, last minute plans and preparations for the World Cup have hit a sudden and rather
difficult snag with the abrupt arrival of a fully adult male Hebridean Black Dragon (code named
“Braganza” by the Department for the Regulation and Control of Magical Creatures) on the site
of one of the four main stadiums to be used for this showpiece event, on the Hebridean Islands.
This dragon has made its nest in the northwestern corner of the arena inside the stadium, and
despite repeated and persistent attempts by the Department for the Regulation and Control of
Magical Creatures, refuses to budge. As the Hebridean Black dragon is naturally equipped with
hypertoughened scales, Stunning spells have had no effect on the creature. The only method of
egress left available seems to arrange for the Department of Magical Transportation to airlift the
creature forcibly in a cage to some safe neutral dragon reservation. There are several such
reservations in existence around the globe, notably the one founded by dragonologist Harvey
Ridgebit in Romania and the one in Sweden between Arjeplog and Kopparberg which the annual
broom race goes right through. Regrettably, Clause 73 of the International Statute of Wizarding
Secrecy reads:
“Each wizarding governing body wil l be responsible for the concealment, care and control of
all magical beasts, beings, and spirits dwelling within its ter r itory 's borders . Should any
such creature cause harm to, or draw the notice of, the Muggle community, that nation's
wizarding governing body will be subject to discipline by the International Confederation of
Wizards.”
It is hence illegal to effect an airlift of Braganza to a dragon reservation on another nation’s
domestic territory. Therefore the only solution available, as analysts and experts employed by the
Ministry have pointed out, is to arrange to deport Braganza to one of the dragon reservations in
the Higher Mountains in Wales, which are on UK’s own domestic territory, and hence under the
purview and jurisdiction of the wizarding governing body of UK, the Ministry of Magic.
Unfortunately, the Welsh delegation from the office liaised with the Ministry of Magic
headquarters, who are representatives of the central Welsh authority that controls the dragon
reservation in Wales, absolutely refuses to allow the projected airlift unless the Ministry of Magic
agrees to allot at least half of the total number of projected World Cup matches (including the
semifinals and the final) to the stadium in Wales, and agrees to hand over seventy five per cent of
the revenue obtained thereof to the central Welsh authority. This is something the Ministry is
unwilling to do. There are also legitimate questions concerning the standard of the infrastructure
of the Welsh stadiums.
As if matters were not already complicated enough, the Ministry of Magic has recently received,
just days afterward, a threatening letter from a mysterious source identifying themselves only as
Xenon, demanding that the dragon immediately be airlifted to a certain specified location in
Northern Scotland where they will take control of it, failing which there will be an attack on “a
prominent magical location”. Opinions within the Ministry are as yet divided on what this
“prominent magical location” may be. Some within the Ministry are also advocating conceding to
the demand made in the letter, while some say otherwise. It is to be noted here that the mandate
of the Ministry of Magic expressly forbids negotiation of any form with terrorists, however it is
also to be noted that there have been suggestions that the mandate should be breached in this
instance as any attack of the sort mentioned would make for very bad publicity in the immense
international scrutiny that UK is facing in the runup to the World Cup. Sources have informed
the ministry that Xenon uses Metamorphmagii and has recently developed a new brand of long
lasting Polyjuice Potion. Metamorphmagii do not need to register with the Ministry of Magic like
Animagi must, as Metamorphmagii did not choose to become what they are, while Animagi did.
However, this procedure may require a change, and is being debated in the current scenario.
In between all this, there is an enormous hue and cry about a goblin delegate demanding that
goblins be made eligible for representation in the Ministry of Magic. Some of those opposing this
state that if goblins were to be made eligible for representation in the Ministry, then other
sentient beings like house elves and centaurs should also get representation, while others state that
representation should be limited exclusively to witches and wizards, reminding others of the
events of 1269 and more recently of what happened during the Chipping Clodbury Riot .
This is the situation in which an emergency committee session of the Ministry of Magic has been
convened. Onus is now upon the delegates to solve the Braganza crisis, to determine what
“prominent magical location” it is that is being referred to in the letter and what measures should
be taken to protect it, and also how the Ministry of Magic should respond to the grave threat
made in the letter.
THE CHIPPING CLODBURY RIOT

The Chipping Clodbury riot occurred in the town of Chipping Clodbury during a meeting between
Ministry of Magic officials and the Brotherhood of Goblins.
The meeting was to discuss the creation of a Goblin Bill of Rights, but was interrupted by a group
of Goblins who had obtained wands. They transfigured bins and post boxes, caused a shed and
some shrubbery to explode, and chanted B.O.G slogans. Officials from the Accidental Magic
Reversal Squad and the Department of Magical Law Enforcement worked to successfully cover
up the incidents from the town's Muggle population.
The Brotherhood of Goblins (also known as B.O.G.) is a group pressing for goblin rights, including
the right to carry and use wands. Members of the B.O.G. were meeting with Ministry of Magic
representatives in Chipping Clodbury when a small riot broke out. Some goblins apparently got
hold of real wands and were transfiguring post boxes and litter binds into wildebeest and
marching through the streets chanting B.O.G. slogans. The leader of the organisation was Brodrig
the BossEyed.
THE HEBRIDEAN BLACK DRAGON

Habitat: Mountains
Appearance: dark , rough scales, ridges along back , tail is spiked
Length: up to 30 feet
Eyes: bright purple

Useful materials from the Hebridean Black:
Bladder:
An inflated Hebridean Black dragon's bladder was used in the ancient game of Stichstock.
Blood:
There are twelve uses for any dragons' blood, as discovered by Albus Dumbledore, and taught to
firstyear students. Fun fact: The twelfth use is oven cleaner.
Dung:
Dragon dung is sold by the barrel in Knockturn Alley. This is related to its use as compost in
Herbology.
Great for sending to Percy Weasley at the Ministry of Magic as, uh, an example of fertilizer.
Eggs:
Dragon eggs are defined as Class A NonTradeable Goods. However, Hebridean Black and
Chinese Fireball eggshells are highly prized as potion ingredients.
Heart:
Dragon heartstring is used in wands as a magical core substance.
Hide:
Dragon hide is used to make clothing, often where Muggles would use leather, and particularly
where the clothing is intended to double as protective gear. Dragon hide is in use to make boots,
gloves, jackets, and shields. Swedish ShortSnout and Hebridean Black skin is particularly
soughtafter.
Horn (powdered) :
Romanian Longhorn and Hebridean Black horns are a Class B Tradeable material.
Liver:
16 sickles an ounce in Diagon Alley.
FUN FACT: The Great Fire of London in 1666 was probably started “accidentally” by a young
Hebridean Black Dragon kept in the basement of the house in Puddling Lane. (It is difficult to
imagine that if that was a young one could do, what the adult Braganza could be made to do in
the hands of the wrong person.)

Effect:
Transforms a person to look exactly like someone else. One does last for one hour, but doses can be
renewed indefinitely. Xenon appears to have developed a long lasting form or variant of the
potion.
METAMORPHAMGUS
“Not much hair. It looked black when he was born, but I swear it's turned ginger in the hour
since. Probably blonde by the time I get back. Andromeda says Tonks's hair started changing
colour the day that she was born."

A Metamorphmagus (pl. Metamorphmagii) is defined as a witch or wizard with the ability to
change his or her physical appearance at will, rather than requiring Polyjuice Potion or a spell like
the rest of the wizarding population. They are extremely rare.
Difference between Animagi and Metamorphagi:
"Metamorphmagi are born, not made."

Unlike Animagi, Metamorphmagii can take a wide variety of forms, changing sex and age,
potentially looking like anyone at all, or even just changing a part of their appearances, such as
the shape of their noses. Animagi also transform at will, but only into one animal form which is
determined by their inner traits.
Also, a Metamorphmagus is born, not made; it is not a skill that can be learned. There would also
seem to be a degree of heritability, as both Nymphadora Tonks and her son, Teddy Lupin, were
Metamorphmagii, although both of Tonks' parents, Andromeda and Ted, were not. The ability
presents very early in life, as Teddy Lupin's hair changed colour when he was a newborn infant,
as did his mother's.
It is unknown whether Metamorphmagi receive any training in developing their innate skill, or if
they learn through trial and error; given their rarity, it is unlikely that much training is available.
However, Nymphadora Tonks has shown that she only needs to concentrate a little to change her
appearance, so it may be simply a matter of the Metamorphmagii wanting to change. While it has
been debated whether Animagi transformations and Disapparition require a wand, it seems
Metamorphmagii do not need wands to utilise their abilities, as Tonks has claimed that other
wizards need a wand or potions to transform, meaning Metamorphmagii such as herself are not
restricted as such.
Metamorphmagii do not need to register with the Ministry of Magic like Animagi must, as
Metamorphmagii did not choose to become what they are, while Animagi did. However, this
procedure may require a change, and is being debated in the current scenario.
Like many other types of magic, a Metamorphmagus' abilities are affected by his or her emotional
state. The person's appearance at any moment will often reflect the emotion the person is feeling
at the time. Strong emotions, such as shock or depression, can affect their abilities to the point of
having trouble using them at all. For example, Nymphadora Tonks had difficulty using her
abilities following Sirius Black's death, when she was depressed over her feelings for Remus
Lupin.
Metamorphic abilities can be very helpful when it comes to disguises. For example, Nymphadora
Tonks was able to put her abilities to use in performing espionage for the Order of the Phoenix.
She also got full marks in Concealment and Disguise of her Auror training, implying that this
ability can be used for official examinations and competitions.

Etymology:
In Greek , "meta" means "change," "morph" means "shape," and "magus" (in latin) means "magic or
wizard." Hence, a wizard that can change shape, and the term "Metamorphosis" which is the term
to describe an animal changing into another animal (such as how a caterpillar changes into a
butterfly).

HARRY POTTER
Harry James Potter (b. 31 July, 1980) was an English halfblood wizard, the only child and son
of James and Lily Potter (née Evans), and one of the most famous wizards of modern times. In
what proved to be a vain attempt to circumvent a prophecy that stated a boy born at the end of
July of 1980 could be able to defeat him, Lord Voldemort attempted to murder him when he was a
year and three months old, shortly after murdering Harry's parents as they tried to protect him.
This early, unsuccessful attempt to vanquish Harry led to Voldemort's first defeat and the end of
the First Wizarding War. One consequence of Lily's sacrificial protection is that her orphaned son
had to be raised by her only remaining blood relative, Petunia Dursley, where he was neither
welcomed nor nurtured, but would stay alive, at least until he was seventeen years old. As the
only known survivor of the Killing Curse (up to that point) Harry was already famous before he
arrived at Hogwarts School of Witchcraft and Wizardry.
Early on his eleventh birthday, Harry learned that he was a wizard. He began attending
Hogwarts in 1991 and was Sorted into Gryffindor house. While at school, Harry became best
friends with Ronald Weasley and Hermione Granger, and later became the youngest Quidditch
Seeker in over a century and eventually captain of his house's team, winning two Quidditch Cups.
He became even better known in his early years for protecting the Philosopher's Stone from
Voldemort and saving Ron's sister Ginny Weasley from the Chamber of Secrets. In his fourth year,
Harry won the Triwizard Tournament, although the competition ended in tragedy with the death
of Cedric Diggory and the return of Lord Voldemort. The next school year, Harry reluctantly
taught and led Dumbledore's Army and fought in the Battle of the Department of Mysteries,
during which he lost his godfather, Sirius Black , who was a father/brother figure to him.
Harry Potter played a significant role in many other battles of the Second Wizarding War and
hunted down and destroyed Voldemort's Horcruxes along with Ron and Hermione. During the
Battle of Hogwarts, he personally witnessed the deaths of Severus Snape and Fred Weasley and
learned that Remus Lupin, Nymphadora Tonks, Colin Creevey, and many others had fallen as
well. He encountered Voldemort and sacrificed himself, knowing that his doing so was the only
way to destroy the fragment of Voldemort's soul that was inside him. In Harry's neardeath
experience after Voldemort cursed him in the forest clearing, Dumbledore gave Harry advice and
back ground information on Voldemort. When told he could choose to live or to "move on," Harry
chose to live; after he awoke, he confronted Voldemort and defeated him once and for all.
Harry was also notable for being the only known Master of Death, having united the three
Deathly Hallows at the age of only seventeen.
After the war, Harry became Auror and married Ginny Weasley, with whom he had three
children; James Sirius, named after his father and godfather, Albus Severus, named after Severus
Snape and Albus Dumbledore, and Lily Luna, named after his mother and good friend Luna
Lovegood. Harry was also named the godfather of Teddy Remus Lupin. He became Head of the
Auror Office in 2007 and occasionally went to Hogwarts to deliver Defence Against the Dark
Arts lectures. It is in his capacity as Head of the Auror Office that Harry Potter has been asked
to this emergency session of the Ministry of Magic.
RON WEASLEY
Ronald Bilius "Ron" Weasley (b. 1 March, 1980) was a pureblood wizard, the sixth son of Arthur
Weasley and Molly Weasley (née Prewett). He was also the younger brother of Bill, Charlie,
Percy, Fred and George, and the elder brother of Ginny. Ron and his brothers and sister lived in
The Burrow where Harry and Hermione stayed quite often. Ron began attending Hogwarts
School of Witchcraft and Wizardry in 1991 and was sorted into Gryffindor house. He soon
became best friends with fellow student Harry Potter and later Hermione Granger.
Together, they faced many challenges during their adolescence, including keeping the Philosopher's
Stone from Professor Quirinus Quirrell, saving Ron's sister from the Chamber of Secrets, forming
Dumbledore's Army, and fighting in numerous battles of the Second Wizarding War, including
the Battle of the Department of Mysteries, the Battle of the Astronomy Tower, Battle of the
Seven Potters and the Battle of Hogwarts. Ron also became a Gryffindor prefect and a Keeper on
the Gryffindor Quidditch team during his fifth year at Hogwarts. He skipped his last year of
school in order to accompany Harry and Hermione on a quest to destroy the Horcruxes of Lord
Voldemort and fought in the Battle of Hogwarts in 1998, in which he lost his brother, Fred, a loss
which devastated him and his family.
After the war, Ron, along with Harry Potter and Neville Longbottom, joined the Aurors at the
invitation of Minister for Magic Kingsley Shacklebolt, in order to track down Death Eaters who
escaped capture. He was later promoted to ViceHead of the Auror Office. He and Hermione
eventually married and had two children: a daughter named Rose and a son named Hugo. Ron
was also the godfather to James Sirius Potter, his sister Ginny Weasley and Harry Potter's eldest
child.
It is in Ronald Weasley’s capacity as the ViceHead of the Auror Office that he has been invited
to the emergency session of the Ministry of Magic.
HERMIONE GRANGER
Hermione Jean Granger (b. 19 September, 1979) was an English Muggleborn witch and the only
daughter of Muggle Mr and Mrs Granger, both dentists in London. At age eleven, Hermione
learned that she was a witch and had been accepted into Hogwarts School of Witchcraft and
Wizardry. She began attending the school on 1 September, 1991 where she was subsequently
sorted into Gryffindor House. She possessed a brilliant academic mind and proved to be a gifted
student. She was very studious and bookish. Along with Harry Potter and a few others, she was
relatively little intimidated by Lord Voldemort's name, calling him by his name, instead of You
KnowWho or HeWhoMustNotBeNamed.
Hermione first met Harry Potter and Ron Weasley aboard the Hogwarts Express. Both boys
found Hermione unfriendly and a knowitall. Later her eagerness to please her professors and her
constantly correct answers reinforced their initial impression. However, in spite of the cool
relationship between the three, Hermione stepped in to take the blame from Ron and Harry after
they had saved her from a troll on Hallowe'en. Harry and Ron were surprised but grateful, and
the three quickly became friends. In her second year, Hermione fell victim to a basilisk unleashed
upon Hogwarts following the opening of the Chamber of Secrets but was returned from her
petrification under the care of Madam Pomfrey with the assistance of Professor Sprout's
Mandrake Restorative Draught. The following year, Hermione was granted permission to use, and
was sent, a TimeTurner from the Ministry of Magic to facilitate her volition to study far more
subjects than was possible without time travel. Later in the year, she and Harry would use the
TimeTurner to rescue Sirius Black from the Dementor's Kiss as well as Buckbeak the hippogriff
from execution. During her fourth year at Hogwarts, Hermione became an advocate for the better
treatment of houseelves, forming the association S.P.E.W. In her fifth year, she was the driving
force behind the creation of Dumbledore's Army. Later in her fifth year she fought in the Battle of
the Department of Mysteries. In her sixth year she fought in the Battle of the Astronomy Tower
and, at the beginning of what would be her seventh year, the Battle of the Seven Potters in 1997.
Hermione, as well as Ron — with whom she had become romantically involved — decided not to
return to Hogwarts for their final year of studies and instead chose to accompany Harry on his
quest to find and destroy Lord Voldemort's Horcruxes. She then fought in, and survived, the
Battle of Hogwarts.
Following the Second Wizarding War, Hermione went back to Hogwarts to complete her
education at Hogwarts. Later she found employment with the Ministry of Magic, furthering the
cause for the better treatment of houseelves, before being promoted to the Department of Magical
Law Enforcement. She was later promoted to the Head of the Department. She eventually
married Ron Weasley, and together they had a daughter, Rose, and a son, Hugo. Hermione became
the godmother of Harry and Ginny Potter's eldest son James.
It is in Hermione Granger’s capacity as Head of the Department of Magical Law Enforcement
that she has been invited to the emergency session of the Ministry of Magic.
ARTHUR WEASLEY
Arthur Weasley (b. 6 February, 1950) was a pureblood wizard in the employ of the Ministry of
Magic, as well as a member of the second Order of the Phoenix. He was a staunch believer in the
equality of all magical and Muggle people and the patriarch of the Weasley family.
Arthur was born to Septimus and Cedrella Weasley (née Black) and had at least two brothers. He
attended Hogwarts School of Witchcraft and Wizardry from 1961 to 1968 and was sorted into
Gryffindor house. Soon after graduating, Arthur married Molly Prewett. During the First
Wizarding War, he and Molly had six sons — Bill, Charlie, Percy, twins Fred and George, and
Ron — and a daughter, Ginny and was not a member of the Order of the Phoenix, but it is
unknown if he in any way participated in the first war. At some point after graduating from
Hogwarts, Arthur began working for the Ministry, in the Misuse of Muggle Artefacts Office.
In 1996, he was promoted to head of the Office for the Detection and Confiscation of Counterfeit
Defensive Spells and Protective Objects by the new Minister for Magic, Rufus Scrimgeour. When
the Second Wizarding War began, Arthur joined the Order. While guarding the Department of
Mysteries, he was attacked by Lord Voldemort's pet snake Nagini, but he made a full recovery.
Arthur participated in the Battle of the Seven Potters in 1997 and the Battle of Hogwarts in
1998, in which he suffered the devastating loss of his son; however, he survived the war.
After the war, he saw his family expand even further with the addition of twelve grandchildren,
through the marriage of many of his surviving children and returned as the Head of the Misuse of
Muggle Artefacts Office.
It is in Arthur Weasley’s capacity as the Head of the Misuse of Muggle Artefacts
Office that he has been invited to the emergency session of the Ministry of Magic.
PERCY WEASLEY
Percy Ignatius Weasley (b. 22 August, 1976) was a pureblood wizard, the third child of Arthur
and Molly Weasley (née Prewett), the younger brother of Bill and Charlie and the older brother of
Ron, Ginny, George Weasley and the late Fred Weasley. He attended Hogwarts School of
Witchcraft and Wizardry from 1987 to 1994, and was both a prefect and Head Boy. He took the
rules very seriously, and did not believe that Fred and George would get very far with their jokes.
It was also once stated by his brother Ron that "Percy wouldn't know a joke if it danced naked in
front of him wearing Dobby's tea cosy". A high achiever, he went to work at the Ministry of
Magic after leaving school, working in the Department of International Magical Cooperation
under Barty Crouch Sr. and later as Junior Assistant to the Minister for Magic himself.
However, Percy's rise through the Ministry caused a rift between him and his family following the
return of Lord Voldemort. His father thought that his promotion to Minister for Magic Cornelius
Fudge's office was a plot by the Minister to keep tabs on the Weasleys, and through them, Albus
Dumbledore. Percy denied this and remained steadfastly loyal to the Ministry's line that
Voldemort was not back , estranging himself from his family and furthermore condemning them
for their support of and affiliation with Albus Dumbledore and the Order of the Phoenix. Even
though the Ministry did accept that the Dark Lord had indeed returned following the Battle of
the Department of Mysteries, Percy's pride stopped him from reconciling with his family. After
the fall of the Ministry to the Death Eaters in 1997, Percy was finally made to see sense and was
ready to accept that he had been wrong the whole time about the return of Lord Voldemort. Percy
was tipped off by Aberforth Dumbledore about the Battle of Hogwarts in 1998 and finally made
up with his family. He survived the battle but was griefstricken over the death of his brother
Fred, whom he was fighting alongside and was determined to avenge.
Following the downfall of Voldemort, Percy returned to work for the Ministry and became Head
of the Department of Magical Transportation under the new Minister for Magic, Kingsley
Shacklebolt. He married a woman named Audrey and had two daughters, Molly named after her
paternal grandmother and Lucy.
It is in Percy Weasley’s capacity as Head of the Department of Magical Transportation that he
has been invited to the emergency session of the Ministry of Magic.
LUDO BAGMAN
Ludovic "Ludo" Bagman (fl. 19812014) was a wizard and Ministry of Magic employee. During
his career at the Ministry, Ludo rose to the post of Head of the Department of Magical Games
and Sports. His career at the Ministry ended in mid1995, when he had to go on the run from
goblin creditors, against whom he had lost several bets. Before working at the Ministry, he was a
Beater for both the Wimbourne Wasps and the English National Quidditch Team. He had a
brother named Otto.
After Lord Voldemort initially fell from power, Ludo was put on trial before the Council of
Magical Law for giving information about the Ministry to the Death Eater Augustus Rookwood.
According to Ludo, he did not know that Rookwood was a Death Eater. Rookwood had been a
friend of Ludo's father and had persuaded Ludo into giving him the information by talking about
getting Ludo a job at the Ministry. Barty Crouch attempted to place Bagman in Azkaban for this
exchange of information for a certain amount of time, but much to Crouch's annoyance, Ludo was
cleared of all charges, partly due to being a popular Quidditch player; one witch within the jury,
in fact, stood up and congratulated Bagman for his impressive play in the previous Quidditch
match, with the others cheering him. Ludo was never accused of allegiance with Death Eaters
again.
Despite Mr Crouch's low opinion of Ludo, Ludo soon got a job at the Ministry as head of the
Department of Magical Games and Sports.
Ludo took part in organising the Quidditch World Cup of 1994. He was quite reckless in terms of
security, and did not bother dressing in Muggle clothing for the event. Ludo's position with the
Ministry only fuelled his serious addiction to gambling — he took bets, for instance, before the
cup started with Fred and George Weasley for the result of the final, in the amount of thirty
seven Galleons, fifteen Sickles, and three Knuts plus a joke wand. He was bankrupt after the
World Cup and tried to trick his creditors by paying them with leprechaun gold. The twins
therefore stalked Bagman for the entire school year, trying to get their money, and later realised
their attempts were unsuccessful. Ludo commentated during the World Cup using the spell
Sonorus.
After the Cup ended, Ludo was cornered by a group of goblins in the forest near the stadium.
Ludo had borrowed a large undisclosed amount of gold from the goblins but never paid them back.
The goblins stripped Ludo of all the money he had on him and left, not yet realising that the
money was not enough to pay the debt. Ludo wandered around the forest, completely unaware
that the camp was being terrorised by a group of Death Eaters.
His position as head of the Department of Magical Games and Sports meant that, in 1994, Ludo,
along with Barty Crouch Sr., organised and judged the Triwizard Tournament. Together, they
worked hard to ensure that none of the Champions would find themselves in "mortal danger".
When at Hogwarts, the Goblins tracked Ludo down to get the rest of the gold he owed them, but
he could not pay them, as he had lost most of his money gambling.
Meanwhile, Fred and George thought that Bagman gave them the Leprechaun gold by mistake
and tried gently prodding him throughout the year but Bagman ignored their letters and made up
excuses. Eventually, Bagman "turned nasty" and told the Weasley twins that they were too young
to gamble and that they would not get anything back. Fred and George found out about Bagman's
debts through Lee Jordan, whose father had also been swindled. Fred considered informing the
Ministry of Bagman's activities, whereas George argued that it was blackmail.
When Harry Potter's name was drawn out of the Goblet of Fire, Ludo Bagman appeared
delighted, and he was the first person to inform the other three champions that Harry was now a
participant. Ludo planned to pay the goblins by betting that Harry would win the Triwizard
Tournament. Ludo thus did his best in helping Harry to win, but Harry always refused his "few
pointers", as he thought taking advice from Ludo amounted to cheating.
Just before the first task , Bagman took Harry aside and asked him if he wanted "a few pointers"
for getting past the Hungarian Horntail; however, Harry refused this information. During the
task , Bagman took the role of commentator, and was very impressed at Harry's flying skills
around the dragon. He gave Harry full ten points despite the champion being injured, and was
furious at Karkaroff for being biased against Harry.
Later, in January of 1995, Bagman was again cornered by the goblins, who looked "rather
menacing", in Hogsmeade at The Three Broomsticks. When he saw Harry there, he offered him his
help in the Triwizard Tournament, but Harry declined and asked Ludo what the goblins were up
to. Ludo made up a story about the goblins searching for Barty Crouch Sr.
For the final task , Bagman had the sole responsibility of showing the champions the maze which
had been constructed on the school Quidditch pitch (since Mr Crouch was apparently "sick"). He
attempted to offer Harry help for the third time, but was interrupted by Viktor Krum.
The Triwizard Tournament ended with Harry winning, but being tied with Cedric Diggory, who
was killed. The goblins refused to admit Ludo won the bet, saying that Harry did not win, but
was tied with Cedric. Ludo went on the run shortly after the third task.
During Harry's hearing for using magic outside of school in the subsequent year, his name came up
in reference. When Harry told them that he used magic to drive away Dementors that were
attacking him at Magnolia Crescent, Minister for Magic Cornelius Fudge stated that "even
Bagman wouldn't bet...". Also, due to Bagman cheating the goblins out of his debt and running
away, the Order of the Phoenix had difficulty earning their trust.
He was suspected by a great number of wizards to be coming out of retirement to play in the 2014
Quidditch World Cup. This, however, proved untrue, as it was the Bulgarian Seeker Viktor Krum
who returned to the pitch, not Bagman. However, Bagman did produce a Daily Prophet article
rating the semifinalist teams of the Cup. Shortly afterward, he was reinstated as the Head of the
Department of Magical Games and Sports by Minister for Magic Kingsley Shacklebolt, himself a
Quidditch fan. He claims to have repaid and reimbursed in full the amount he owes to his goblin
creditors.
It is in his capacity as Head of the Department of Magical Games and Sports that Mr. Ludo
Bagman has been asked to the emergency session of the Ministry of Magic.
LUCIUS MALFOY
Lucius Malfoy (b. 1954) is a pureblood wizard, and son of Abraxas Malfoy, husband of Narcissa
Black and the father of Draco Malfoy. Lucius was educated at Hogwarts, where he was a prefect
in Slytherin House. As an adult, Lucius was an aristocratic wizard and patriarch of the Malfoy
family, believing strongly in notions of blood purity and the superiority of pureblood wizards. He
joined the Death Eaters, who shared his views on blood purity, and participated in the First
Wizarding War.
After Lord Voldemort's first defeat, Lucius managed to avoid imprisonment by claiming that he
had been acting under the Imperius Curse. He and his family remained members of the social elite,
though Lucius continued to demonstrate his prejudice. He attempted to sabotage Arthur
Weasley's career by slipping Arthur's daughter an old school diary of Tom Riddle's, opening the
Chamber of Secrets in 1992, and in 1994, he participated in the humiliation of a Muggle family
after the Quidditch World Cup.
When Voldemort returned, Lucius once again served him as a Death Eater, leading the efforts to
obtain the prophecy Voldemort sought. In the battle that ensued, the prophecy was destroyed, and
Lucius and his comrades were imprisoned in Azkaban in 1996. Although Voldemort broke them
out of prison in 1997, he was displeased with Lucius for his failure and treated the Malfoys with
disdain. Lucius and his family defected at the end of the Second Wizarding War.
Because he and his family defected from the Death Eaters they were pardoned for their crimes
after Voldemort's final defeat and did not serve a stint in Azkaban. He and Narcissa later had a
grandson, Scorpius Malfoy, after Draco married Astoria Greengrass. He has recently been
employed as the Chief of Security Operations for the Welsh stadium to be used in the forthcoming
Quidditch World Cup. Considering the nature of his back ground, there are questions concerning
the appointment questions he shall himself no doubt strive to clear and allay.
It is in Mr. Lucius Malfoy’s capacity as the Chief of Security Operations for the Welsh stadium
to be used in the World Cup that he has been invited to the emergency session of the Ministry of
Magic.
DRACO MALFOY
Draco Lucius Malfoy (b. 5 June, 1980) was a pureblood wizard and the only son of Lucius and
Narcissa Malfoy (née Black). The son of a Death Eater, Draco was raised to believe strongly in
the importance of blood purity. He attended Hogwarts School of Witchcraft and Wizardry from
1991 to 1998 and was sorted into Slytherin house. During his years at Hogwarts, he became
friends with Vincent Crabbe, Gregory Goyle, Pansy Parkinson, and other fellow Slytherins, while
he quickly developed a rivalry with Harry Potter.
He was made a prefect for his house and was a member of the Inquisitorial Squad during his fifth
year, at the end of which his father was imprisoned in Azkaban following the Battle of the
Department of Mysteries. Lord Voldemort charged Draco with making up for Lucius's failure,
and he became a Death Eater at age sixteen, but was quickly disillusioned with the lifestyle.
Draco was unable to complete his task — murdering Albus Dumbledore, which was taken over by
Severus Snape — and only performed his other duties fearfully and reluctantly. He and his family
defected hours before the end of the Second Wizarding War in order to avoid imprisonment in
Azkaban following Voldemort's defeat.
Draco eventually married Astoria Greengrass and had at least one child, Scorpius Malfoy.
Draco Malfoy is one of the five member delegation chosen by the Central Welsh Authority to be
its representatives in this matter.
It is in that capacity that he has been asked to the emergency session of the Ministry of Magic.
DOLORES UMBRIDGE
Madam Undersecretary Professor Dolores Jane Umbridge (fl. 1976 1998) was a witch and
Ministry of Magic bureaucrat who served as Senior Undersecretary to the Minister for Magic
under Ministers Cornelius Fudge, Rufus Scrimgeour, and Pius Thicknesse.
Despite her somewhat authoritative actions under the Voldemort puppet government, she was at
least known by reputation not to be a Death Eater herself. In what appears to be an ironic twist
or inconsistency, she was able to produce a Patronus Charm, a feat that would be impossible for a
truly evil person as it would cause maggots to devour that person instead, evidence that she had at
least some good within her.
In 1996 by order of the Ministry of Magic, she was installed as Defence Against the Dark Arts
Professor at Hogwarts School of Witchcraft and Wizardry, and then later Hogwarts High
Inquisitor and Headmistress. In all three of these positions at Hogwarts she had enormous power
over the students, teachers, and the curriculum, which she wielded to great effect.
After her suspension from these additional posts and the fall of the Ministry of Magic, Madam
Umbridge ran the MuggleBorn Registration Commission and prosecuted many people. After the
Second Wizarding War, she was sentenced to life in Azkaban for her crimes against Muggle
borns. However, because of her subsequent exemplary behaviour and sustained service to the
collective furtherance of the wizarding community, and the bestselling book on improvement of
international wizarding relationships entitled “Fifty Shades of Pink” that she wrote while in
prison, her life sentence was commuted and she was released from Azkaban Prison on 2 June 2014
with a warning. She was subsequently reemployed by the Ministry of Magic as the Head of the
Department of International Magical Cooperation. As such, she is entrusted with the
international publicity of UK in the runup to the World Cup, and intends, as she declares with a
sweet little cough, to “stand nothing that can do any damage to it.”
BLAISE ZABINI
Blaise Zabini was the son of a famously beautiful witch who had been widowed seven times over
by 1996. Each husband's death occurred both under suspicious circumstances and left the already
wealthy Ms. Zabini and her son richer. It is unknown if Blaise's biological father was one of the
seven late husbands. Blaise is more than likely a pureblood wizard, as he disliked "blood traitors"
and people who associated with Muggleborns. He was stuckup and did not befriend Muggles or
Muggleborns.
In 1991, Blaise started his education at Hogwarts School of Witchcraft and Wizardry and was
sorted into the House of Slytherin. Due to Blaise's reserved nature, he kept to himself most of the
time and did not really make friends with other Slytherins, nor other students in his year—though
this may have been because he was prejudiced against Muggleborns and "blood traitors." To a
small extent, Blaise seemed to get along with Draco Malfoy and Pansy Parkinson—he was able
to sit with them on the train journey to Hogwarts—but other than that, he was not mentioned to
be hanging around that group.
Blaise was one of the students who received an invitation from Professor Horace Slughorn to join
him for lunch on the Hogwarts Express journey, which might imply that none of Blaise's relatives
were Death Eaters, as Slughorn wanted nothing to do with them (it was the reason why he chose
not to invite Theodore Nott to join the Club). Slughorn was sizing up the student body for
potential new members of his famous Slug Club, which he started when he last taught at
Hogwarts. During the meeting Blaise seemed quiet as usual and did not join in the discussions; he
did, however, give a little cough of "amused scepticism" when Slughorn told the group that he
thought Harry Potter had powers beyond the ordinary. This caused him to provoke Ginny Weasley
to snap at him, and Slughorn jokingly warned Blaise not to fire Ginny up again, remembering
how well she could cast a BatBogey Hex. When questioned on his family, Blaise talked about his
mother and the line of husbands she had who had all left her pots of galleons in their wills after
they died, all of which were suspicious deaths.
After the lunch meeting ended, Blaise retired to his compartment on the Hogwarts Express in
which Draco Malfoy was lying down with his head on Pansy Parkinson's lap while she stroked
his hair. Harry Potter followed Blaise back to this compartment under his Invisibility cloak in an
attempt to hear Draco's conversation, and give him some perspective as to what Draco had been
planning over the summer. Once they arrived at Hogwarts, Blaise apparently passed the litmus
test that Slughorn had set, as he continued to receive invitations to Slughorn's parties after the
school year began. He did not seem to have a high opinion of his fellow members, if his comments
to Draco Malfoy on the train were any indication, but in spite of that, he continued to accept the
invitations.
Blaise attended his seventh year at Hogwarts. Because he was a pureblood Slytherin, his time
there was more pleasant than most people's.
When evacuation started moments before the Battle of Hogwarts on 2 May, 1998, Blaise
presumably left with the other Slytherins through the Room of Requirement.
Blaise seemed to be an arrogant person, who looked down on nearly everyone and everything,
though he rarely expressed his disdainful opinions in a confrontational manner. He reacted with
scornful amusement when Professor Slughorn praised Harry Potter's talents, and with contempt
when Slughorn suggested that he should not anger Ginny Weasley, who insulted Blaise's vanity.
He also insulted most of his fellow Slug Club members and the parties themselves to Draco
Malfoy, though he continued to attend the meetings and also did not seem to respect Draco very
much.
Pansy Parkinson claimed that Blaise was very difficult to please romantically; when she accused
him of finding Ginny attractive, Blaise said he would never touch "a filthy blood traitor like her",
which Pansy found very funny and which indicated that Blaise was prejudiced against Muggles,
Muggleborns, and those who were accepting of them. However, he also did not seem to hold a
high opinion of followers of Voldemort, either; in the same conversation, he taunted Draco on his
father being outed as a Death Eater. It seemed he was so arrogant that he was more or less
indifferent and dismissive of everyone, regardless of status.
Blaise was proficient at potionmaking, considering he was one of the few students that
progressed to N.E.W.T.level in 1996. He achieved either an 'Exceeds Expectations' or an
'Outstanding' on his O.W.L. exam. He later became the Potions Advisor for the Welsh Central
Authority, and is one of the five members of the delegation that represent the Welsh Central
Authority. It is in that capacity that he has been invited to the emergency session of the Ministry
of Magic.
GREGORY GOYLE
Gregory Goyle was born into a pureblood wizarding family in 1980. His father, Mr Goyle, was a
Death Eater during the First Wizarding War and was a loyal supporter of Lord Voldemort until
his downfall in 1981, in which he claimed to have only been acting under the influence of the
Imperius Curse so that he would avoid certain fate in Azkaban. It is likely that Goyle knew
Draco Malfoy and Vincent Crabbe before going to Hogwarts School of Witchcraft and Wizardry,
probably because of their fathers as both Lucius Malfoy and Mr Crabbe were Death Eaters as
well.
At some point in 1991, before going to Hogwarts, Goyle purchased his wand, presumably from
Ollivanders in Diagon Alley, London.
In their seventh year, Goyle and Crabbe were among the favoured students of the new Death
Eater professors Alecto and Amycus Carrow. For the first time, Goyle was able to excel at some of
his schoolwork , as Neville Longbottom noted that he and Crabbe were proficient in the Dark
Arts class.
During the Battle of Hogwarts, he, Crabbe and Malfoy did not flee with the other Slytherins.
Instead, they tried to ambush Harry Potter, Hermione Granger and Ron Weasley in the Room of
Requirement. In the ensuing fight, Goyle was less aggressive than Crabbe, who defied Draco's
orders and tried multiple Dark curses. Goyle was disarmed by Harry and then stunned by
Hermione. When Crabbe's cursed fire got out of control, Goyle was saved by Ron and Hermione,
who flew him out on their broom while Harry saved Draco, while Crabbe was engulfed by the
flames and perished.
Goyle was later appointed the Secretary to the Mayor of the Welsh Central Authority, and is one
of the five members of the delegation representing the Welsh Central Authority. It is in that
capacity that he has been invited to the emergency session of the Ministry of Magic.
RAGNOK THE GOBLIN
Ragnok was a goblin who Bill Weasley tried to convince to side with the Order of the Phoenix in
1995. Bill had no success, however, because Ragnok was feeling a lot of hostility toward wizards
at the time. Ludo Bagman had recently failed to pay some goblins winnings to which they felt
they were entitled, and Ragnok believed that the Ministry of Magic had conspired to hide
evidence of this. He expressed his thoughts on the matter very vehemently at that point. Although
Bagman claims to have repaid and reimbursed in full the amount due, Ragnok vehemently denies
it. In the absence of any conclusive proof to the contrary, his claim to the money is still legitimate
and valid.
Ragnok worked at Gringotts Wizarding Bank , and had an office next to Griphook in the main
offices at Diagon Alley.
Ragnok is the spokesperson for the group Brotherhood of Goblins, and actively demands goblin
rights.
Ragnok is the Economic Advisor to the Welsh Central Authority, and is one of the five members
representing the Welsh Central Authority. It is in that capacity that he has been invited to the
emergency session of the Ministry of Magic.
PANSY PARKINSON
Pansy Parkinson was a witch in Harry Potter's year at Hogwarts School of Witchcraft and
Wizardry. She was sorted into Slytherin house and in her fifth year became a prefect along with
her fellow student and friend, Draco Malfoy. In the same year, she became one of the members of
the short lived Inquisitorial Squad.
When the final battle of the Second Wizarding War began at Hogwarts, Pansy spoke up in
favour of turning Harry over to Lord Voldemort, only to have many of her schoolmates draw their
wands upon her in Harry's defence.
She was later appointed Undersecretary to the Mayor of the Central Welsh Authority, and is one
of the five members representing the Welsh Central Authority. It is in that capacity that she has
been invited to the emergency session of the Ministry of Magic.
DAVID CAMERON
David William Donald Cameron (born 9 October 1966) is the Muggle Prime Minister of the
United Kingdom and Leader of the Conservative Party. He represents Witney as its Member of
Parliament (MP).
Cameron studied Philosophy, Politics and Economics (PPE) at Brasenose College, Oxford, gaining
a firstclass honours degree in 1988. He was described by his tutor, Professor Vernon Bogdanor, as
"one of the ablest” students he has ever taught, with "moderate and sensible Conservative" political
views. While at Oxford he was a member of the Bullingdon Club. He then joined the Conservative
Research Department and became Special Adviser to Norman Lamont, and then to Michael
Howard. He was Director of Corporate Affairs at Carlton Communications for seven years.
Cameron first stood for Parliament in Stafford in 1997 the former MP Bill Cash having decided to
move to nearby Stone. He ran on a Eurosceptic platform, and was defeated by a swing of 10.7% a
slightly better result than the Conservative national average of 11.2%. His first successful attempt
to become an MP was in the 2001 general election for the Oxfordshire constituency of Witney. He
was promoted to the Opposition front bench two years later, and rose rapidly to become head of
policy coordination during the 2005 general election campaign. With a public image of a youthful,
moderate candidate who would appeal to young voters, he won the Conservative leadership
election in 2005.
In the 2010 United Kingdom general election held on 6 May, the Conservatives won 306 seats in
ahung parliament. After five days of negotiation, Cameron formed a coalition with the Liberal
Democrats (Lib Dems). Cameron leads the first coalition government of the United Kingdom since
the Second World War. The 43yearold Cameron became the youngest British Prime Minister since
the Earl of Liverpool 198 years earlier.
Cameron's premiership has been marked by the ongoing effects of the late2000s financial crisis
leading to a large deficit in government finances, which his government has emphasised the need to
reduce through austerity measures. His administration has introduced largescale changes to
welfare, immigration policy, education and healthcare, by introducing the Welfare Reform Act of
2012, the Education Act of 2011, the Health and Social Care Act of 2012and a range of
immigration reforms from 2010 onwards, culminating in the Immigration Act of 2014. In 2011,
Cameron became the first British Prime Minister to 'veto' an EU treaty. His government
introduced a nationwide referendum on voting reform in 2011, a Falkland Islands sovereignty
referendum in 2013, agreed to a Scottish independence referendum in September 2014, legalised
samesex marriages in England and Wales, met the United Nations target of spending at least
0.7% of GNI on aid to developing countries and promised an'In/Out' Referendumon the European
Union in 2017, after a period of renegotiation, if the Conservatives are reelected with an outright
majority.
Having had a rude shock when the magical world was introduced to him, Mr. Cameron is now in
close touch with the ongoing developments as the deportation of a large magical creature like a
dragon is something that closely concerns the Muggle community, and he has hence been invited
specially to the emergency session of the Ministry of Magic.
ROYDEN POKE
Mr. Royden Poke is a wizard employed by the Ministry of Magic. He represents the Department
for the Regulation and Control of Magical Creatures, he was part of the Ministry delegation that
met with the Brotherhood of Goblins in Chipping Clodbury to discuss a Goblin Bill of Rights
(meeting that erupted into a riot). Due to his excellent contribution to this committee and his
devotion and dedication and years of faithful service, Mr. Poke is now the Head of Department
for the Regulation and Control of Magical Creatures.
Mr. Poke is a much esteemed man within the Ministry. He has dealt with 27 Dragon crises earlier
in his career and has been successful in resolving those problems. He is one of the senior most
members of this department and is respected and highly regarded by all his colleages and juniors.
Mr. Royden is a distinguished expert when it comes to the management of magical creatures like
dragons and is therefore very favourably looked upon by the Minister for Magic.
The Minister believes that Mr. Poke will be of great help in providing expert advice and solutions
in resolving the present problems faced by the British ministry due to the dragon Braganza.
Mr. Poke has repeatedly informed the Minister that the dragon in question (i.e. Hebridean Black)
is a critically endangered species. Therefore any harm caused to the dragon should be avoided and
forceful removal of the dragon should be the last course taken. The minister suggests the delegates
in this committee keep this piece of information in their minds while resolving this problem of
great importance.
