    KING ARTHUR AND THE UNTHINKABLE WOMANYoung King Arthur was am-bushed and imprisoned by themonarch of a neighboringkingdom. The monarch could havekilled him but was moved by Arthur'syouth and ideals. So, the monarch of-fered him his freedom, as long as hecould answer a very difficult question.Arthur would have a year to figure outthe answer and, if, after a year, he stillhad no answer, he would be put todeath. The question?...What do women re-

    ally want? Such a question would per-plex even the most knowledgeableman, and to young Arthur, it seemed animpossible query. But, since it was bet-ter than death, he accepted themonarch's proposition to have an an-swer by year's end. He returned to his kingdom and

    began to poll everyone: the princess,the priests, the wise men and even thecourt jester. He spoke with everyone,but no one could give him a satisfac-tory answer. Many people advisedhim to consult the old ugly woman, foronly she would have the answer. Butthe price would be high; as the womanwas famous throughout thekingdom for the exorbitantprices she charged.

    The last day of theyear arrived andArthur had no

    choice but to talk to the old woman.She agreed to answer the question, buthe would have to agree to her pricefirst. The old ugly woman wanted tomarry Sir Lancelot, the most noble ofthe Knights of the Round Table andArthur's closest friend! Young Arthur was horrified. She

    was hunchbacked and hideous, hadonly one tooth, smelled like sewage,made obscene noises, etc. He hadnever encountered such a repugnantcreature in all his life. He refused toforce his friend to marry her and en-dure such a terrible burden; butLancelot, learning of the proposal,spoke with Arthur. He said nothing was too big of a sac-

    rifice compared to Arthur's life and thepreservation of the Round Table.Hence, a wedding was proclaimed andthe woman answered Arthur's questionthus: What a woman really wants, she an-

    swered....is to be in charge of her ownlife. Everyone in the kingdom instantly

    knew that the woman had uttered agreat truth and that Arthur's life wouldbe spared. And so it was, the neigh-boring monarch granted Arthur hisfreedom and Lancelot and the uglywoman had a wonder-ful wedding. The

    honeymoon hour approached andLancelot, steeling himself for a horrificexperience, entered the bedroom. But,what a sight awaited him. The mostbeautiful woman he had ever seen laybefore him on the bed. The astoundedLancelot asked what had happened. The young beauty replied that since

    he had been so kind to her when sheappeared ugly, she would henceforth,be her horrible deformed self only halfthe time and the beautiful maiden theother half. Which would he prefer?Beautiful during the day....or night? Lancelot pondered the predicament.

    During the day, a beautiful woman toshow off to his friends, but at night, inthe privacy of his castle, an old uglywoman? Or, would he prefer having ahideous woman during the day, but bynight, a beautiful woman for him toenjoy wondrous intimate moments? What would YOU do? What

    Humanitarians Honoredand Black History Alive atAquarium of the PacificLong Beach, Ca--Dr. MatthewJenkins, D.V.M., and his wife,Roberta, received the presti-gious Heritage Award at the 13th An-nual African-American Festivalinside the Aquarium of the PacificFeb. 22nd, during National BlackHistory Month.Aquarium President/CEO Dr. Jerry

    Schubel presented the award to theJenkins for all they have done to helpschools, community groups and

    make advances in social justice andequality. They also were a force increating this institution! he said.The Aquarium has always been

    about educating our youth and othersabout the Pacific Ocean, Robertasaid. I grew up on a South Carolinadairy farm and milked cows twice aday. Education was my outlet. Andhere theyre offering education tothousands of students. Since 1984,the Matthew and Roberta JenkinsFamily Foundation has providedscholarships for students, collegesand other institutions. The Jenkinshave been very active at Long BeachState, Long Beach City Schools aswell as elsewhere.Im most proud of our Math Col-

    laborative at Jordan High School,

    where we help black men improvetheir grades, she said. Roberta men-tioned volunteer Doris Robinson forassisting in this program.We use tutoring, mentorship, even

The Caf Scuba fea-tured Blackened Catfish, Po-BoySandwiches, Black-Eyed Peas andHam as well as Country FriedChicken.     SOME DIRTY DOZEN TAX SCAMSThank God for Daily Finance and Maryalene LaPon-sie. Here, they team up to cover your you knowwhat..."Taxes seem to strike fear in the hearts of mil-lions. And for some reason, that makes a few people losetheir heads and hand out their personal information tostrangers claiming to be from the Internal Revenue Service.

    1. It's the IRS Calling This scam has been going around my community. Threat-

    ening IRS agents call and inform you the police have a war-rant for your arrest. And unless you go to Walgreens ( WBA),buy a prepaid debit card loaded with hundreds of dollars andcall back with the number, you're being carted off to the bighouse. Walgreens? You think we're going to fall for that, badguys? I'm sure all you Money Talks News readers are too sophis-

    ticated to be taken in by this scam, but apparently some peo-ple do in fact get a prepaid card or wire money to thecriminals. Make sure your elderly relatives or other peoplewho may be susceptible know that if they get a call from theIRS, it's fake. But if you want to hear what one of these calls sounds like,

    listen to The Washington Post. If you're really con-cerned you might owe money, you can call the IRSat 800-829-1040.

    2. No, Wait, It's the IRS Emailing Let's be very clear. IRS staffers live in the Stone

    Age. They do not email. Ever. Or at least, they don'temail you. They won't be sending you an email say-ing you need to click a link and verify your identityto get a refund. Likewise, you won't go to jail if youdon't click on their link and fill in your personal in-formation. It's all a ruse to get you to give up infor-mation to the bad guys so they can steal from you,as you'll see in scam No. 3.

    3. Early Filers Stealing Your Identity People use scam No. 2 to pull off scam No. 3,

    among other things. They use your name, address,Social Security number and all that other personaldata you provided to fill out a fake tax return in yourname. Then, they get a big refund, and your returngets rejected because the IRS thinks you alreadyfiled. The problem can be fixed, but it's a giant

    headache. Your best bet is to guard your Social Se-curity number closely and file your return as soon as youhave all of your paperwork.

    4. Promise of a Monster Tax Refund Trust me when I say you probably don't want to have your

    taxes done by someone advertising on a telephone pole.They may say they are going to get you the biggest refundever, but there's a chance they are going to falsify your in-formation to do so. That faked return may get you a refund, but maybe that's

    only after your preparer skims some off the top. It could alsomean you lose certain Social Security and low-income hous-ing benefits because the income listed on your tax return nolonger meets eligibility criteria. Plus, if you get audited, thefalse information is your problem because the IRS holds tax-payers legally responsible for the information provided ontheir returns.

    5. Fair Weather Tax Preparer This scam is a variation of scam No. 4. These people don't

    necessarily claim to give you the biggest refund. They sim-ply claim to do your taxes at a reasonable rate. The problem?They're really crooks. These so-called tax preparers may take your money and

    run. Or they may file a return for you but then help them-selves to your Social Security number and other informationto be used later for devious deeds such as identity theft andretail fraud. Protect yourself by carefully vetting any tax preparer.

    Search for reviews online, ask for referrals and read our ar-ticle on how to pick the best tax pro.

    6. The Charity That Isn't a Charity Fraudulent charities can be a problem anytime of the year,

    but they can come back to bite you at tax time. If you are au-dited and deducted donations from a charity that really isn'ta charity, you could get hit with more taxes and a penalty. Typically, fake charities make look-alike logos and web-

    sites that trick you into thinking you're donating to estab-lished organizations. They may also spring up after a disasterand take advantage of the fact that you want to help. In real-ity, little to none of your money will make it to the statedcause. In addition, if a charity says it needs your Social Se-curity number to take your donation, hang up the phone. Nocharity needs that information, and it's likely a ploy to stealyour identity.

    7. Playing Hide-and-Seek With Money Offshore Now we move away from the scams that the bad guys try

    to pull on you to the scams taxpayers try to pull on the gov-ernment. First up is hiding money in offshore accounts. While this

    has long been acknowledged as a form of tax evasion, it'sonly in recent years that the IRS has started cracking downon offenders. Starting last year, foreign financial institutionsbegan reporting information on U.S. account holders to theIRS. It's going to be harder to hide that money, and if you want

    to come clean now, you may be able to reduce your penaltiesunder the Offshore Voluntary Disclosure Program.

    8. Pretending You're Destitute Another way people try to scam the government is by not

    claiming all their income. In some cases, they may simplyfail to declare money from side jobs on their taxes. Othersmay falsify their W-2s and 1099s, while still others split hairsover what's considered "wages" and insist they didn't earnany. It's all fun and games until you're audited or the IRS no-tices discrepancies in the information provided.

    9. Puffing Up Income to Get a Refund On the other hand, some people try to claim income they

    didn't earn. This may be done to become eligible for lucrativerefundable credits like the Earned Income Tax Credit. That'sone reason why those with EITCs are more likely to get au-dited than other taxpayers.

    10. Not-So-Trustworthy Trusts When it comes to trusts, some people may intentionally

    misuse them to shelter money from taxes, or they may actunder the advice of unscrupulous or incompetent finance"professionals." A trust can be a legitimate and valuable wayto arrange estate planning. However, before you inadver-tently run afoul of the IRS, check with someone who spe-cializes in trusts to help you set it up.

    11. Elaborate Schemes to Elude the Law This scam is something the IRS calls "abusive tax struc-

    tures." Essentially, it involves taxpayers creating elaboratesystems to pass money through multiple layers of businessesand accounts to conceal it from the government. If someoneapproaches you about investing your money in a way thatseems incomprehensible, it's possibly a scam. If they alsotell you it will nearly eliminate your tax liability, forget aboutit being a possibility. It's probably almost assuredly a scam.

    12. But It's in Not in the Constitution Apparently, there's a whole segment of the population that

    believes the 16th Amendment (that's the one authorizing anincome tax) was never ratified to become part of the Consti-tution. Their arguments range from the idea that Ohio wasn'tactually a state when it ratified the amendment to apparenttranscription errors that occurred when preparing the amend-ment for votes in various states. As much I wish there was away to magically get out of paying taxes, I'm not quite readyto argue that the fact some early 20th century typist mis-placed some punctuation gives us a free pass on our taxes. But maybe you are. In that case, you may call yourself a

    sovereign citizen. However, the IRS will call you a scamartist. And you can certainly fight the law on this if you want,but I can practically guarantee the law will win. There you have it: 12 scams that are making the rounds

    this tax season. Hopefully, you won't be a victim, and hope-fully you won't be fooled into thinking you can hide fromthe taxman. As anyone who's been audited will likely tellyou, don't mess with the IRS."

    If Play Ball is the most pleasant phrasein the English language, these four wordsarent far behind: Pitchers and catchers re-port.

    Last week, pitchers and catchers reported to the 30 spring training complexesin Florida and Arizona. Among the stories sure to be written are ones that sayplayer X is in the best shape of his career; rookies (pick one) up from the Mi-nors will add energy, youth and talent to the team; the front office staff of the(name any team) thinks they made all the right moves over the winter; and the(name of team) can winthe division or will com-pete for a wildcard spot inthe playoffs.Despite the unfettered

    optimism that aboundsthroughout baseball thistime of year, reality has aharsh way of introducingherself. Injuries are a factof life. Touted prospectsdont always pan out.Those free agent signingsboost payroll and ticketsales but history provesthey rarely improve ateams win total. The good news for fans

    is that due to increasedrevenue sharing, clubshave the wherewithal tonot only sign their ownstars but dip into the free

    agent waters as well. That has produced more parity in the sport perceptionsaside, MLB has more parity than the NFL - which allows teams to remaincompetitive into September and beyond. The small market Kansas City Royalsearned a wildcard berth last year and made it to the seventh game of the WorldSeries. Dont be surprised if another small market team duplicates that featthis year.There are a number of interesting storylines to follow this year. Tops among

    them is new Commissioner Rob Manfred. In his first month on the job, Man-fred has shown a willingness to consider virtually any idea to improve thegame. He reorganized the commissioners office in an effort to improve effi-ciency, has explored ways to market the sport to a younger audience, and withthe consent of the players union, recently announced new rules to speed upthe game which some see as slow and boring compared to other sports. Thelatter issue is another example of the triumph of perception over reality. Sim-ilar to the issue of parity, a number of studies have concluded there are moreminutes of action in a baseball game than there are in a football game.The rules to speed up the game warrant watching. The average length of a

    game is now 3 hours and 2 minutes, up from 2:33 in 1981. But the biggestculprits arent the players. Its the increased time between half innings for ad-vertising messages. Like the games themselves, we wont know how the newrules play out for some time. What we do know is that pitchers and catchers have reported. All is right in

    the universe.

    Just Saying: NOT ALL THIEVES ARE STUPID1. LONG - TERM PARKINGSome people left their car in the long-term parking at San Jose while away,

    and someone broke into the car. Using the information on the car's registrationin the glove compartment, they drove the carto the people's home in Pebble Beach androbbed it. So I guess if we are going to leavethe car in long-term parking, we shouldNOT leave the registration/insurance cardsin it, nor your remote garage door opener.This gives us something to think about withall our new electronic technology.

    2. GPS:Someone had their car broken into while

    they were at a football game. Their car wasparked on the green which was adjacent tothe football stadium and specially allotted tofootball fans. Things stolen from the car in-cluded a garage door remote control, somemoney and a GPS which had been promi-nently mounted on the dashboard. When the victims got home, they found thattheir house had been ransacked and just about everything worth anything hadbeen stolen. The thieveshad used the GPS to guidethem to the house. Theythen used the garage re-mote control to open thegarage door and gain entryto the house. The thievesknew the owners were atthe football game, theyknew what time the gamewas scheduled to finishand so they knew howmuch time they had toclean out the house. Itwould appear that they hadbrought a truck to emptythe house of its contents.Something to consider ifyou have a GPS - don't putyour home address in it.Put a nearby address (likea store or gas station) soyou can still find your wayhome if you need to, butno one else would knowwhere you live if yourGPS were stolen.

    3. CELL PHONES:I never thought of this!

    This lady has now changedher habit of how she listsher names on her cellphone after her handbagwas stolen. Her handbag,which contained her cellphone, credit card, wallet,etc., was stolen. Twentyminutes later when shecalled her hubby, from apay phone telling himwhat had happened, hubbysays, "I received your textasking about our Pin num-ber and I've replied a littlewhile ago." When theyrushed down to the bank,the bank staff told them allthe money was alreadywithdrawn. The thief hadactually used the stolencell phone to text "hubby"in the contact list and gothold of the pin number.Within 20 minutes he hadwithdrawn all the moneyfrom their bank account.

    Moral lesson:a. Do not disclose the re-

    lationship between you andthe people in your contactlist. Avoid using names likeHome, Honey, Hubby,Sweetheart, Dad, Mom, etc.b. And very importantly,

    when sensitive info is beingasked through texts, CON-FIRM by calling back.

    c. Also, when you're being texted by friends or family to meet them somewhere,be sure to call back to confirm that the message came from them. If you don'treach them, be very careful about going places to meet "family and friends" who

    text you.

    4. PURSE IN THE GROCERY CART SCAM: A lady went grocery-shopping at a local mall

    and left her purse sitting in the children's seat ofthe cart while she reached something off a shelf/Wait till you read the WHOLE story! Her walletwas stolen, and she reported it to the store per-sonnel. After returning home, she received aphone call from the Mall Security to say thatthey had her wallet and that although there wasno money in it, it did still hold her personal pa-pers. She immediately went to pick up her wal-let, only to be told by Mall Security that they hadnot called her. By the time she returned homeagain, her house had been broken into and bur-glarized. The thieves knew that by calling and

    saying they were Mall Security, they could lure her out of her house longenough for them to burglarize it.

    For the past 80 years, the Orange County Water District(OCWD) has acquired properties along the Santa Ana River,both below and above the Prado Dam. The purpose has been

    to protect this precious resource from encroaching de-velopment and possible industrial contamination.

    The OCWD has now dedicated more than 1,100acres of land for environmental projects in OrangeCounty and has been one of the forerunners ofproactive water conservation in the area. OCWDhas also been involved in several environmentalprograms over the years, including the Santa AnaRiver Watershed Program, which is attempting tocounter-balance human-induced changes on the

    river through control of invasive species, habitat restoration, wildlife managementemphasizing endangered species, and public education and involvement.The District is a leader in water and natural resource manage-

    ment, carrying out award-winning environmentalprograms that also provide water supplybenefits. As an example, OCWD man-ages the largest constructed wetlands onthe west coast of the United States in thePrado Basin, which benefit nature andalso, organically, remove nitrates fromSanta Ana River flows. Nitrate removal at a conventional treat-

    ment plant would cost approximately $15per pound, compared to about $0.85 perpound using the natural wetlands process ata savings of $5.2 million. The wetlands cur-rently remove nearly 350,000 pounds per yearfrom the Santa Ana River.

    BASIN CONSERVANCYThe Orange County Water District owns and

    manages 2,150 acres behind Prado Dam in Riverside County. This and the remainderof the upstream area of the dam feature the single largest area of forested, riparianhabitat remaining in coastal Southern California. It is rich in plant and animal lifeincluding rare, threatened and endangered species. This productive and rare ecosys-tem supports more than 311 species of plants, seven species of amphibians, 13species of reptiles, and more than 230 species of bird including 11 raptor species and

    23 mammal species. OCWD continues to work with the U.S. Army

    Corps of Engineers to conserve base flows and stormflows behind the dam in order to support OCWDsrecharge program-- saving water users millions of dollars in imported water pur-chases. As part of an agreement with the U.S. Fish and Wildlife Service (USFWS), OCWD

    has created more than 800 acres of bird habitat for the least Bells vireo and the South-western Willow Flycatcher in the Prado Basin. OCWDs vireo program has been one of Californias great environmental success

    stories. When the program began in 1986, there were only 19 pairs of vireo in thePrado Basin. Today, the basin hosts the largest population of this endangered speciesin existence. In 2014, there were 172 known breeding pairs in the basin and 481 pairs

    outside of Prado. OCWD helped create the Santa Ana Watershed Association (SAWA)

    to lead in the removal of a water guzzling, invasive grass called Arundo(Giant Reed) from the watershed. Removing this non-native grass andreplanting with native plants not only restores a more water-efficient,natural habitat but also conserves precious water supplies saving18,000 acre-feet of water annually. SAWA has removed 5,000 acresof Arundo.With so little water in the river during the past few drought sum-

    mers, it is impossible to keep all of OCWDs facilities watered. TheDistrict has worked to make certain that water is provided to whereit has constructed a sea bird nesting island and has managed fornesting Foresters Terns, endangered California Least Terns, BlackSkimmers, American Avocets, Black-necked Stilts, Gadwall, Mal-lards, and Spotted Sandpipers, among others. Keeping water inthat facility has been a priority. In conclusion, OCWD has a reputation of providing clean, fresh

    water to more than 2 million ratepayers. Its reputation as a responsiblesteward of its land resources is not as well known. Finally, we must acknowledge thatthe cooperation of the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife andthe California Department of Fish and Wildlife has made it all possible.

    Taco Bells new concept restau-rant, U.S. Taco Co., opened lastAugust in Huntington Beach,Calif. The casual, family-style restau-rant specializes in versions of Americanfavorite dishes created and presented astacos.The concept was born out of a seg-

    mentation study conducted by TacoBell. We found that there was a groupof consumers that love Mexican foodbut do not visit [quick serve restau-rants], says Jeffrey Jenkins, Taco Bellsdirector of digital experiences and newconcepts. We saw an opportunity tocreate a new brand that focused on foodas an experience.U.S. Taco Co. offers customers the

    best of America in a taco, Jenkins says.All of our tacos are inspired by classic

    DUI Check Point ResultsThe Huntington Beach Police Department Traffic Unit conducted a DUI/DriversLicense checkpoint on Friday, February 13th on Pacific Coast Highway near Ad-miralty Drive between the hours of 7:45 p.m. and 2:20 a.m. Checkpoints are placedin locations that have the greatest opportunity for achieving drunk and drugged drivingdeterrence and provide the greatest safety for officers and the public. DUI/Drivers License checkpoints have been shown to lower DUI deaths and in-

    juries. A major component of these checkpoints are the deterrent effects it has onthose who might drive drunk or drug impaired, bringing about more awareness andencouraging everyone to use sober designated drivers. According to the National Highway

    Traffic Safety Administration (NHTSA),checkpoints have provided the most effec-tive documented results of any of the DUIenforcement strategies, while also yieldingconsiderable cost savings of $6 for every$1 spent. Ninety Percent of Californiadrivers approve of checkpoints.
