Message from the Chair and Chief ExecutiveWelcome to the latest edition of the Bridgewater member newsletter.In this edition of our member newsletter we say goodbye to Trust Chairman Harry Holden who has decided not to undertake a further term of office.

In his message to staff, Harry recorded that it had been an extremely difficult decision to reach and he had given considerable thought to it , but believed the time was right to step down after many happy years working for a great team of clinicians, support staff and of course patients and members.

Harry has decided to leave the role in June 2018, in order to allow the Council of Governors to appoint his successor and allow time for a smooth transition to the new incumbent in this important role.

“During my years as Chair I have seen the organisation develop and grow. Firstly with the creation of Bridgewater in 2011 and then with the achievement of FT status in 2014.

“As you’re all aware from the media locally and nationally, the NHS is going through a period of significant change with the development of accountable care and integrated service provision.

“Now is the time to hand over the reins to ensure our future line of travel provides our staff and patients with the stability they need. As someone who has worked within the NHS for the past 16 years, serving initially as a Non-executive Director in Wigan, I have seen many changes and firmly believe it is in the best interests of the organisation if I step down. It is also a time for me personally of needing to reassess where my time is spent. I have recently become a grandfather and I feel my time will be better spent getting to know my grandson; to date this has been difficult as the family live in Dubai.

“I wish everyone involved with Bridgewater every success for the future and shall continue reading about developments within the organisation in the newsletter.”

“I am sure many of you who receive this have found our progress and development in recent years interesting. The NHS is ever changing and developing to better meet the needs of the communities it serves.”

Trust Chief Executive Colin Scales has recently been elected to the Board of NHS providers as the trustee representing community trust chief executives.

This is a great privilege but more importantly gives Bridgewater and community health services a presence on the national stage, locally as well as regionally and nationally there is significant focus on the development of integrated care arrangements with our partners.

We have featured some of this work in our newsletter in recent times and shall continue to keep you updated on this important area of our work. Although some arrangements are moving more quickly than others our services will be central to the future models of care that emerge.

The new, joint commissioning structure in Wigan across the Clinical Commissiong Group and the Local Authority is looking to move further and faster with the development of an integrated local care organisation for Wigan to reflect the aspirations of Greater Manchester as a whole.

This will ensure community services are at the heart on an integrated and sustainable health care system which focuses on the needs of communities in our boroughs and gives greater influence in the development of new models of out of hospital care.

There will be the opportunity for you, our members, to be involved in the development of these models so please keep yourselves updated of our work by visiting www.bridgewater.nhs.uk.

Last year we were delighted to award this accolade to Margaret Sanders from the Health Outreach Team.

Mags as she is known to all of us is an inspiration to many. She works on the streets of Wigan and the surrounding area offering help and support to some of the most vulnerable people in our communities.

Halton 0-19 Healthy Child Service-Celebration Launch

In April, staff from our children’s services in Halton came together to celebrate the launch of the new 0-19 Healthy Child Service.

Staff from our Health Visiting, School Nursing and Family Nurse Partnership Services were joined by our partners and stakeholders from across the borough to enjoy presentations about the new model of service delivery, the Healthy Child Programme offer, Neonatal Behavioural Observations and the ’Voice of the Child’ and were treated to a series of case studies and videos filmed in the local area showcasing the excellent services provided to the children, young people and families in Halton.

Four year 5 children from St.Martin’s Catholic Primary School Runcorn attended the event and demonstrated the skills they have developed working with our teams as part of the Crucial Crew. Our market place stalls offered an insight into the depth and range of services offered across the borough and provided an opportunity to network, developing key partnerships for the future.

May we take this opportunity to wish the service every success in delivery of their new service and look forward to many updates on their progress and achievements in the future.

Wigan school pupil celebrates prize draw win after contributing ideas on improving local healthcare

St John Fisher Catholic High School pupil Georgia Crooks is celebrating after winning shopping vouchers in a prize draw which encouraged young people to have their say on the future of local NHS community services.

Bridgewater Community Healthcare NHS Foundation Trust (Bridgewater) ran the prize draw as part of its Big Conversation consultation which aimed to get the views of as many people as possible on health services.

To ensure that young people had their say, the trust visited schools and colleges and encouraged students to complete online and paper forms about what they think of local health services outside of hospitals and how they think they can be further improved. Everyone who submitted a comment, idea or suggestion was entered into a prize draw with one winner chosen at random.

Eugene Lavan, Bridgewater’s Deputy Director for Strategy, Planning and Partnerships said:

“Georgia was one of over 200 young people to submit some really innovative ideas on how we can better communicate with them about health services and how we can improve health services so they really meet the needs of young people.

“The Trust acknowledges that only by really listening to people in the local communities where we provide services, will we truly understand if we are meeting the needs of local people. The work we did with young people was just part of our Big Conversation consultation which involved us speaking to hundreds of people of all ages to gauge their views.

“We have used the feedback to inform our new organisational strategy which sets out our plans for providing local community healthcare over the next five years. Examples of ideas we aim to implement include improving our communication about services, working harder to keep people in our communities healthier and using more technology in the delivery of our services. We will also be diligent in our efforts to better integrate health and social care services to reduce patients having duplication and repeated conversations across different organisations.”

Bridgewater staff join the DW Sleepout in aid of the homelessStaff from Bridgewater Community Healthcare NHS Foundation Trust (Bridgewater) have raised over £1,350 for local homeless charity, The Brick after taking part in the DW Sleepout.

Bridgewater’s Chief Executive Colin Scales, along with 15 other staff from different teams and services across the trust, braved the cold and

participated in the challenge to raise money for The Brick, a Wigan based charity which supports homeless and vulnerable people.

Chief Executive Colin Scales said:

“Our staff show tremendous dedication to supporting patients and their colleagues during their working hours and to see them also give up their spare time to help others is inspirational. I am sure the money raised will make a real difference to helping people in need across Wigan Borough.”

Janet Mitchell, Fundraising and Business Engagement Manager at The Brick, said:

“A huge well done and thank you from the bottom of our hearts to every person who swapped a bed for

a sleeping bag and to their families and friends who made donations.

“The stories behind people’s reasons for getting involved were inspiring. Thanks also to our charity partner Wigan Athletic – for helping us to rebuild lives in Wigan borough.”

NHS staff, former clients and representatives from the Department of Transport and Driving Mobility came together in Haydock in May to celebrate The North West Driving Assessment Centre’s 25th anniversary.

The service, based in Haydock, Merseyside and delivered by Bridgewater Community Healthcare NHS Foundation Trust (Bridgewater), welcomed over 650 people with a range of disabilities, illnesses and health conditions across the region through its doors last year.

It is one of only a handful of NHS driving assessment centres in the country and has a dedicated and friendly team of occupational therapists, driving instructors and administrators on hand to offer comprehensive advice and assessments on both vehicle adaptations and driving ability. The centre also has a fleet of specially adapted dual control vehicles on site which are used as part of the assessments and it offers driving lessons to people with specialist health conditions who are unable to learn in a normal vehicle.

At the event, the service’s Clinical Lead Deborah Murgatroyd also celebrated being in her role for 25 years. She is the only original member of staff remaining from service’s launch in 1993.

Deborah said:“Everyone in the service is delighted to celebrate the North West Driving Assessment Centre’s 25th birthday. I am incredibly proud that the

robust support, assessments and expert advice we have provided has helped many people with complex health needs in the North West to stay independent and driving. Our assessments have also helped to keep people across the North West safe on the roads.

“We welcome anyone in the region who needs help and support with vehicle adaptations or an assessment to contact the centre directly or speak to their GP or health professional.”

Another attendee at the event was Claire Holtaway, a 26 year old artist

from Upton in Wirral who has cerebral palsy. She started visiting the centre six years ago in order to learn to drive.

Claire said:“I had ongoing driving assessments at the centre over the course of two years in order to find out which vehicle adaptations I needed. My instructor Dave was great and helped me understand which adaptations worked and which didn’t so I could

start to learn to drive. Following this, Martin, a driving instructor from the centre visited me at home once a week and taught me to drive in a specially adapted vehicle that included a left foot accelerator and a special handle on the steering wheel which I also used to control the car’s indicators and window wipers. “Martin was fantastic and it took quite a while but after lots of practice, I passed my test last year. It was such a brilliant feeling. Patient Partners‘Patient Partners’ is an initiative that encourages people who’ve used Bridgewater NHS services and their families to work with staff to find ways to improve services for patients. They are asked to feed back their experiences – both positive and negative – and share their ideas.

We know that listening to what people say about their experience of using our services is important because they have a unique insight into what a service is like from a patient’s perspective; they may spot issues that staff are not aware of, they can tell service staff what is important to them, they may see gaps in support when they are involved with multiple services, and they may have ideas on particular issues, for example, what would have helped them feel less anxious about using a service. By working in collaboration with staff, practical solutions can be found that make a real difference to patients’ experience of our services.

Bridgewater NHS services invite people to become Patient Partners in many different ways. People may be invited to share their ideas and experiences by being involved in focus groups, completing feedback questionnaires, sharing their individual stories so service staff can see a patient’s point of view, discussing proposed changes, helping recruit new members of staff, or creating videos for use in staff training or to raise awareness among other patients.

As the newly appointed Patient Partners Manager, I would like to introduce myself to the members of Bridgewater NHS Foundation Trust and, as I work with our services, I hope to be able to meet many of you in my role.

Bridgewater Council of Governors consists of 33 governor positions – 18 public, nine staff and six partner governors.

The Council meets six times a year and its structure is set out in the Trust’s constitution.

The public governors represent the interests of our 9,294 public members living in our main boroughs and staff governors represent the interests of our 3,108 staff members.

Both public and staff governors have been elected by their respective membership groups.Our public governors come from a wide variety of backgrounds including public services, education, private sector and trade unions.

Although now retired, I was Chief Executive of the Wigan LIFT company looking after the estate for a wide range of health services and prior to that managed community services in Wigan. I started my career as a physiotherapist at Wrightington Hospital.

As a public governor I feel we add value by bringing our experience in a variety of sectors to give different perspectives on a range of issues. Governors of NHS Foundation trusts have an important role in making an NHS FT publicly accountable for the services it provides, this includes representing the interests of members and the public.

I see our role as ambassadors for the Trust and many of our public governors are members of their local Health Watch that allows us to have a good appreciation of and input into developments in local health and care services in the boroughs we represent.

Within the Trust our role is to act as critical friends providing observations and advice rather than operational input. We must hold the Non-executive Directors to account and ensure they are fulfilling their roles.

Governors also have responsibility on all formal sub committees including workforce, quality and safety and finance.

FT governors also have a range of statutory duties including approving the appointment of the Chief Executive, appointing the chair and Non-executive Directors and appointing the Trust’s external auditor.

At present Bridgewater have a number of governor vacancies.

Within our staff constituencies there are three vacancies;

Allied Health Professionals – 1, Clinical Support Staff – 1, Dental – 1.

In our public constituencies there are vacancies in; Warrington – 2, Wigan – 2, Halton 2 and Rest of England 1.

As a Trust we have a number of public vacancies and would be interested to hear from anyone living in any of these areas who might be interested in the governor role. To be a governor you must be registered as a level three member of Bridgewater and be aged over 16 years old.

6. Governor meetings

Council of Governors’ meetings

The Council of Governors meets formally

up to four times per year in public and

anyone can attend to listen to the meeting.

At the meeting, governors receive the latest

performance information and have the

chance to analyse it and raise questions.

The meeting is chaired by the Trust

Chairman and attended by Executive and

Non-Executive directors.

Governors also have a number of working

groups which they lead on which allows

them to bring information and views to the

main council meeting

including the Remuneration Committee,

7. Other meetings and

engagement

A wide range of briefing sessions and

workshops take place throughout the

year to both inform the governors of

trust initiatives and work programmes

and gain their views and support.

statutory duty to hold to the non – executive

directors, individually, and collectively, to

account for the performance of the board.

LEVEL 1Members will receive information about the Trust and issues affecting local health services at regular intervals and be invited to key events including the AMM and AGM. They will also receive voting papers for election to the Council of governors.

LEVEL 2Members will receive the same information as Level 1 members and receive invites to participate in surveys and discussion groups which will allow members to comment on service developments and the trust’s future strategic plans.

LEVEL 3Members will receive the same information as levels 1 and 2 members and will also receive more detailed information about governor vacancies, how to stand for election as a governor and receive invitations to events for potential governors.

Talk To Us Bridgewater is committed to keeping you informed about the work we are doing in the communities in which you live.

There has been significant emphasis and progress in recent months in strengthening our work with partners – in local councils, hospitals and with the voluntary sector.

We are always keen to hear about your experience of our services. Your views help us to make changes –whether that’s about changing the way we communicate with you or about how we run our clinics i.e. our opening times and whether these are most convenient to you.

You can let us know how well we are doing, or offer suggestions on how we might do better by completing one of our Talk to Us forms.

These forms are available in our health centres and clinics and your views are shared with teams/services so they might understand where things are going well and where improvements might be made.

These views are shared at the highest level in the organisation and action is taken when/where appropriate.

Youth Advice ServiceYoung people in Warrington are benefitting from a major investment in CONNECT- the youth advice service.

Based at the Gateway Community Resource Centre, CONNECT provides young people with a confidential, sexual health information, advice and treatment service.

CONNECT is located at The Gateway, 85-101 Sankey Street, Warrington, WA1 1SR.

The service is provided by Bridgewater and commissioned by Warrington Borough Council.

CONNECT is open: Monday 3.30-6.30pm, Wednesday 3.30-6.30pm and Saturday 12-3pm.

Bridgewater celebrates 70 years of the NHSThey work in health centres, clinics, hospitals, walk in centres and patients own homes.

Everyday our staff provide hundreds of patients with fantastic care and support. This year, in common with our colleagues across the UK, Bridgewater will be celebrating 70 years of the NHS.

For Bridgewater and hundreds of other healthcare organisations across the land, this milestone provides a fantastic opportunity to reflect on the many changes and developments in healthcare that have quite literally changed peoples lives and the lives of those who care for them.Thanks to assisted technology people with multiple disabilities now have access to equipment that provides them with the chance to live full and independent lives without having to rely on the help of family and friends.

Advances in medicine mean many are now living in their own homes, surrounded by those they care for rather than spending long stints on hospital wards.

Children with complex health conditions are living alongside parents and siblings, attending mainstream schools and joining their friends in social activities.

Our services have been recognised locally and nationally for providing men, women and children with tailored packages of care that meet their physical and emotional needs. Working with partners we are actively promoting breastfeeding in our local communities, immunising thousands

of children every year against disease that once claimed lives.

Teenagers have convenient access to health and emotional care and support from our school nurses, walk in centre staff and specialist paediatricians. Young mums and dads are being given invaluable support and help through our Family Nurse Partnership and our health visitors are supporting some of the most vulnerable members of our community.

Day in and day out our podiatrists, physiotherapists and occupational therapists are providing targeted programmes of care and treatment to help people with ongoing health issues.

Working alongside social care colleagues our community matrons and district nurses are supporting facilitated discharge from hospitals and at the end of life our community nursing teams are supporting patients in their wish to die at home surrounded by those they care for.

For all our staff change has been the constant, they have seen people’s lives change in front of their eyes.

Last year Wigan School Nurse Norma Newcombe received our Chairman’s Award for Lifetime Achievement.This was presented in recognition of her amazing 58 year Bridgewater Wigan School Nurse career. Norma has quite literally changed the lives of thousands of families across the North West. Since a very early age Norma has cared for children. She was a regular babysitter for family and neighbours growing up and left school in the summer of 1956 to start a two year pre nursing

course at Mabel Fletcher Technical College in Liverpool.

During this time Norma spent time in a number of nurseries across Liverpool and Alder Hey Children’s Hospital. In January 1959, Norma got a job at a hospital in Liverpool known as Woolton Babies and Children’s Home – an annexe of Alder Hey and in May 1959, she started work as a cadet.

In September that year Norma secured a training placement at Olive Mount Children’s Hospital, Liverpool. After qualifying in 1962, Norma stayed two years at Olive Mount and in 1964 got a job at Mill Road Maternity Hospital in Liverpool whilst waiting for a midwifery training placement.

Between 1964 and 1973 Norma took time out to raise her family. It was in 1973 Norma started work as a school nurse, a career she continues to pursue to this day.

“The NHS has come to realise what wonderful work we did in health centres and schools and the help we gave to parents and children.

“I have spent a near lifetime working within school health and for the most time I’ve enjoyed every single minute. I have been very lucky working as part of a team and believe in putting the child first. I know I have made a difference.”

Sue Hill is our new Finance Director and has been working in the Trust since February. Sue joined us from St Helens and Knowsley Teaching Hospitals NHS Trust where she had been Deputy Director of Finance for four years and brings a wealth of financial and commercial experience from both the public and private sector.

Sue said: “I am very pleased to have joined the Trust at such a challenging time for the NHS. There is much to do and I look forward to working with the team and our partners as we all strive to serve our patients better while delivering even greater value.”

New Appointments at Bridgewater - Executive Team

Lynne Carter has been appointed to the role of Chief Nurse, following an external recruitment process.

Lynne has been working in Bridgewater in the role of Interim Chief Nurse since late March. She has a wealth of experience at director level in both acute and community settings and clinical experience covering all specialities of nursing in both senior and frontline roles.

Lynne said: “I’m really excited to be working with you all. Bridgewater provides excellent services and I think we can continue to make a real difference to our patients and our communities.”

Dr David Valentine joined us as Medical Director at the start of April. David joins us from Greater Manchester Health and Social Care Partnership where he was Deputy Medical Director but will be known to many staff as a GP in Wigan and from his time as Medical Director at NHS Ashton, Leigh and Wigan.

David said: “I am delighted to be the new Medical Director of Bridgewater Community Healthcare NHS FT. I look forward to meeting front line staff, working with you and supporting you to continue to provide high standards of care to our patients.”

The Chief Nurse appointment means that all director posts on the Trust’s Executive Team have been recruited to and all directors have now taken up their positions within the Trust.

It’s that time of year again! This is your chance to nominate the healthcare professional who has made a difference to your life or the life of someone you care for.

The Patient Choice Award is the opportunity for our patients to nominate the individual who has time to listen, to care, support and advise you.

Each year we hear some amazing stories from the men and women whose lives have been touched by a Bridgewater staff member.

Each year we highlight the contribution they are making at our annual staff awards. Unfortunately there can only be one winner.

Last year saw Health Outreach Inclusion worker Margaret Sanders take the coveted title of the Patient Choice award winner. Mags as she is known to one and all who is based at Longshoot Health Centre in Wigan, is part of a team of workers who support some of our most vulnerable homeless men and women.

The team works with others to provide emotional and practical support and work on the streets of Wigan and the surrounding areas to make sure they are accessing the help and support available. Mags had been nominated by a service user who was struggling with severe depression and anxiety after arriving in the UK.

Mags supported the service user through the asylum process and helped her to meet new people and make new friends.

This year our awards will be part of our annual members meeting and we’ll be delighted to see you there. You can hear for yourself the difference our staff re making to people’s lives. If you have a story to tell, a nomination to make please use this opportunity to sing their praises and get them the recognition they deserve.
