The DPW is starting their annual clean-up activities and economic activity is blooming all over town. We will look forward to watching things flourish as the season progresses. We presented the Capital Improvements Plan to the Town Council on March 23rd and the first public hearing is scheduled for April 6th. We will be submitting the Operating Budget to the Town Council in May. The Town Council approved the appointment of Elizabeth Jenkins as Director of Growth Management at their March 23rd meeting. Congratulations, Elizabeth! Congratulations to the Barnstable Youth Commission on their successful Community Substance Abuse Prevention Forum and 3rd Annual Youth Summit. It is inspiring to see our youth taking a leadership role with such a challenging and life changing subject. National Volunteer Week this year is recognized during April 23-29, 2017. Dear Reader:

Spring is in the air and new beginnings are around every corner. The DPW is starting their annual clean-up activities and economic activity is blooming all over town. We will look forward to watching things flourish as the season progresses.

We presented the Capital Improvements Plan to the Town Council on March 23rd and the first public hearing is scheduled for April 6th. We will be submitting the Operating Budget to the Town Council in May.

The Town Council approved the appointment of Elizabeth Jenkins as Director of Growth Management at their March 23rd meeting. Congratulations, Elizabeth!

Congratulations to the Barnstable Youth Commission on their successful Community Substance Abuse Prevention Forum and 3rd Annual Youth Summit. It is inspiring to see our youth taking a leadership role with such a challenging and life changing subject.

National Volunteer Week this year is recognized during April 23-29, 2017. This year’s theme is “Volunteers Make The World A Brighter Place”. On behalf of the Town of Barnstable, I would like to publicly thank all of those volunteers who give countless hours to serve on our various boards, committees and commissions. And where would we be without the dedicated volunteers who work with our Recreation Division’s Beach Sticker/Parking Permit program? Or our Senior Services volunteers who do everything from greeting visitors at the front desk to helping prepare taxes during this time of year? Or those volunteers who work assisting our staff with our Shellfish propagation program? APRIL ANECDOTES

The Town Clerk’s office is working very diligently to input the Town Census data. If, perchance, you did not receive a Town of Barnstable Census form or forgot to return it – it is not too late. Just call our office on 508-862-4044.

Now is the time to send in your photos of your family dog in order to enter Barnstable's Best Dog Contest for 2017! Starting on April 1st, send in your dog’s photo (put your name and address on the back) along with a check for your license. Don’t forget to come in and vote too! The contest ends on May 1st. Once the contest is over we will return the photo and the new dog tag to you. Maybe your dog will win the #1 tag! The actual dog licenses will not be issued until May 5th.

Barnstable’s Best Dog contest: Send the photo (with your name and address on the back) a stamped self-address envelope; Include a check for $7.00 for a spayed or neutered animal, or $10.00 for a male or female dog; a copy of the current rabies certificate (if it has been updated recently) Mail all of the above to: Town Clerk, 367 Main St., Hyannis, MA 02601.

The winner of Barnstable’s Best Dog will receive the #1 tag and his/her photo will be on the Barnstable website for the coming year. We will accept photos until noon on the 1st of May. The winner will be announced on May 2nd. So remember to come in and vote during that time for your favorite dog. All dog owners have until July 1, 2017 to get their 2017 license. Order early so you won’t forget.

Superintendent’s Corner

Greetings!

This month we presented the Fiscal Year 2018 Superintendent’s Recommended Budget to the Barnstable School Committee and Barnstable residents. The FY18 Budget serves as an initial spending plan outlining expenditures to provide a comprehensive, high quality instructional program, while supporting the social and emotional learning needs of Barnstable’s 5,000 students. Additionally, the FY18 Budget details areas necessary for the operation and management of Barnstable’s nine school sites, as well as administrative offices. I am proud that our budget process is transparent, flexible, and reflective of student need. Importantly, the FY18 Budget was developed with consideration of efficient allocation of resources, and in some instances, reallocation of resources.

The focus of our budgeting process is our students. Our financial resources are aligned to meet the continuum of student need across all classrooms, and support social, emotional, and academic development. In summary, the school department budget for the current year (FY17) is projected to increase $1.6 million (2.4%) to $67,654,400. The increase allows for contractual salary and wage increases for staff, a $340,000 contractual increase for bus transportation, and a program enhancement to provide a continuum of services to students with specific learning needs.

Most importantly, our FY18 Budget retains current staffing levels. Our employees comprise close to 80% of our budget and are our greatest asset and resource. Whether ensuring our students have a healthy breakfast to start their school day, maintaining a safe, positive school environment, providing co-curricular activities, designing a viable curriculum aligned to state standards, or providing a high quality instructional program, each position in the FY18 Budget serves an integral role in supporting and preparing all students for college and career success.

We look forward to community participation and feedback throughout our budget development process. Engaging parents, community members, and educators in the budgeting process creates opportunities to ensure a budget reflective of student need and community values.

I am honored to lead our school district as we support the hopes and dreams of our students.

2017 Parking Permits/Beach Stickers The Recreation Division 2017 Parking Permits are now available through our mail-in process. For those of you that supplied Barnstable Recreation with your e-mail ad-dress, you should be receiving your application via e-mail. If you do not receive it, or did not supply an e-mail address, applications may be downloaded from our website. In order to reduce our postage costs, we will not be sending out applications via the postal system. If you do not have access to a printer and need an application mailed to you, please feel free to submit your request in writing (please include a self-addressed stamped envelope so we can mail the application to you) to: Town of Barnstable – Parking Permits, 141 Bassett Lane, Hyannis, MA 02601.

A Note from the Town Collector Just a friendly reminder:

Fourth Quarter Real Estate and Personal Property Tax bills are due May 3, 2017.

The first commitment of 2017 Motor Vehicle Excise Tax bills were issued on February 20, 2017 and were due on March 22, 2017. There are several commitments issued each year for the current year and also for prior years. These bills should be paid timely to avoid interest and penalties. If a bill is issued, it does not go away! You must pay the excise or file for an abatement with the Assessor’s office if you no longer own the vehicle and should be done by the due date to avoid interest and penalties.

If you have any questions or concerns, please do not hesitate to call the Town Collector’s office at 508-862-4054. Any questions regarding the abatement process should be directed to the Assessor’s office at 508-862-4022.

News from the Hyannis Youth and Community Center The Hyannis Youth & Community Center is hosting several events in the month of April that will offer something for everyone in the whole fami-ly! Regular programming for members and visitors includes indoor r/c flying, yoga, pickleball, walking track, preschool play group, game room fun, pick-up hockey and ice skating. You can now register for programs, buy or renew your membership or purchase gift certificates and money-saving punch cards on line! AS OF FEBRUARY 28, 2017

Excluding fixed cost and snow/ice removal cost, the Town of Barnstable’s general fund operating budget as of February 28, 2017 is tracking 61% of overall budget.

Personnel cost are the largest component of the budget. These costs are typically static and should track in line with payroll. Therefore, as of February 23 payroll, personnel cost should be in line with 62% of a department’s personnel budget. Town Manager’s personnel costs are well below threshold at 38%, which is due to the vacant Assistant Town Manager position.

2017 Household Hazardous Waste Collection Schedule Visit your FREE* collection for the Town of Barnstable

Household hazardous waste (HHW) collections protect what we love about Cape Cod, espe-cially our precious local drinking water. Most chemicals are too toxic to throw away in regular trash or dump down the drain, so FREE collections are being held to take that waste off your

hands and keep it out of our water supply.
