Spring is in the air and new beginnings are around every corner. The

DPW is starting their annual clean-up activities and economic activity is

blooming all over town. We will look forward to watching things flourish

as the season progresses.

We presented the Capital Improvements Plan to the Town Council on

March 7th and the first public hearing is scheduled for April 4th. We will

be submitting the Operating Budget to the Town Council in May.

Congratulations to the Barnstable Youth Commission on their successful

5th Annual 7th Grade Youth Summit. It is inspiring to see our youth taking a leadership role with such a

challenging and life changing subject.

National Volunteer Week this year is recognized during April 7-13, 2019. This year’s theme is “Volunteers

Making A Difference Every Moment”. On behalf of the Town of Barnstable, I would like to publicly thank

all of those volunteers who give countless hours to serve on our various boards, committees and

commissions. And where would we be without the dedicated volunteers who work with our Recreation

Division’s Beach Sticker/Parking Permit program? Or our Senior Services volunteers who do everything

from greeting visitors at the front desk to driving the Silver Express van and Toyota Camry to helping

prepare taxes during this time of year? Or those volunteers who work assisting our staff with our Shellfish

APRIL NOTES FROM THE TOWN CLERK’S OFFICE

News You Can Use

The Town Clerk’s office is working very diligently to input the Town Census data. If you did

not receive a Town of Barnstable Census form or forgot to return it – it is not too late. Just

call our office on 508-862-4044.

Now is the time to send in your photos of your family dog in order to enter Barnstable's Best Dog Contest

for 2019! Starting on April 1st, send in your dog’s photo (put your name and address on the back) along

with a check for the dog license. Don’t forget to come in and vote too! The contest ends on May 1st.

Once the contest is over we will return the photo and the new dog tag to you.

Barnstable’s Best Dog Contest:

Send the photo (with your name and address on the back)

a stamped self-address envelope;

include a check for $7.00 for a spayed or neutered animal, or $10.00 for a male or female dog;

a copy of the current rabies certificate (if it has been updated recently)

Mail all of the above to: Town Clerk, 367 Main St., Hyannis, MA 02601.

The winner of Barnstable’s Best Dog will receive the #1 tag and his/her photo will be on the Barnstable

website for the coming year. We will accept photos until noon on the May 3rd. The winner will be

announced on May 6th. So remember to come in and vote during that time for your favorite dog. All dog

owners have until July 1st to get their 2019 license. Order early so you won’t forget.

Nov. 4th Last day to vote Absentee before noon

A FRIENDLY REMINDER FROM THE TOWN COLLECTOR:

Fourth Quarter Real Estate and Personal Property Tax bills are due May 1, 2019.

The first commitment of 2019 Motor Vehicle Excise Tax bills were issued on February 22, 2019

and were due on March 22, 2019. There was also a commitment from 2018 issued at the same time.

There are several commitments issued each year for the current year and also for prior years. These bills

should be paid timely to avoid interest and penalties. If a bill is issued, it does not go away. You must

pay the excise or file for an abatement with the Assessor’s office if you no longer own the vehicle and

should be done by the due date to avoid interest and penalties.

If you have any questions or concerns, please do not hesitate to call the Town Collector’s office at 508-

862-4054. Any questions regarding the abatement process should be directed to the Assessor’s office at

508-862-4022.

Welcome to Spring! It’s the time of year for growth and new beginnings. At

Barnstable Public Schools, spring is a time when we are looking forward and

planning for the next school year. School Administration and the School Committee

are currently focusing on the 2019-2020 School Operating Budget and Capital

Improvement Plan budget.

2019-2020 School Operating Budget

On April 3rd, the School Committee will vote to approve the 2019-2020 School

Operating Budget. The budget process began in October 2018 and after the April

3rd vote by the School Committee, the budget will go to the Town Council for

discussion and adoption. Over the past several months, the Deputy Director of

Finance and I have discussed enrollment projections, student demographics,

operating resources, operating expenses, vacancies, and program reallocations and changes.

The school operating budget is proposed to be $72,034,000, which is a 2.26% increase from last year’s

budget. A large portion of this increase will be allocated to employee contractual salaries and wages. A

few key personnel requests include an Assistant Principal at Hyannis West Elementary School, a Project

Based Learning Coach for the Barnstable Community Innovation School, and a Family Engagement

Coordinator for our new registration center at Hyannis Youth and Community Center. Program changes

include an elementary writing program, and continued updates to technology. The budget is developed

based on the needs of the districts’ students and how to best use the resources allotted to the School

Department. We are committed to the learning and growth of all students while keeping the student’s

needs at the center of all decision making.

Capital Improvement Plan

The Capital Improvement Plan (CIP) involves all of the Town’s departments submitting requests to the Town

Administration. After a careful evaluation and ranking process by a task force, the recommendations are

forwarded to the Town Manager. The top School Department projects to be considered by the Town

Council include:

After months of evaluating and reviewing budget requests, both in the School Department and with the

Town Administrators, our budget planning is coming to fruition. I would like to thank Deputy Director of

Finance Gareth Markwell, Director of Facilities David Kanyock, the School Committee, School

Administration, and Town Administration for all their hard work and thoughtful conversations on making the

Barnstable Public Schools a great place for our students and staff.

SENIOR CENTER RENOVATIONS SPRINKLER, KITCHEN, AND REAR DECK

The existing sprinkler system contains outdated sprinkler

heads that need to be replaced as well as repairs to the

existing sprinkler pipe system. The kitchen floor has been

repaired a number of times to the point that replacement is

required. Kitchen equipment is outdated and needs

replacement. Cabinet and surfacing repairs are required.

Laminated wood beams supporting the rear deck need to

be replaced. Other needed improvements will be

incorporated as well.

Spring is here at the Barnstable Senior Center ("BSC") with a host of

informational talks and art and craft activities. Planning a trip soon? Sign

up for our ongoing classes in Italian, German and Portuguese. Always

wanted to play an instrument? Check out four different ukulele classes,

try the tin whistle, or learn melody and chord basics for piano, organ or

keyboard. Want to get in shape for the warmer weather? Choose from

yoga, T’ai Chi, small-group training, country line dancing, aerobic dance,

Qi Gong, Zumba, Burlesque Fit – and more!

Cape Cod Regional 50+ Job Seekers Group meets on the first and third Mondays of the month at

9:00 AM. If you’re unemployed, retired or looking for an “encore career” this no-cost networking

program is for you.

Sing for Joy, a Cape Cod Conservatory voice group for those with Parkinson’s disease, is designed

to help maintain vocal strength while building community and hope through music. Family

members, caregivers, friends and all who love to sing are welcome. Funded by a grant from the

Parkinson’s Support Network of CCC/American Parkinson’s Disease Association, there is no tuition for

this class and drop-ins are welcome.

The Barnstable Adult Day Program allows elders to build friendships, engage in beneficial activities

and contribute to the community in a safe, comfortable environment. Free trial days are available.

Donald Gauland, Ink Painter, Art Exhibit at Barnstable Town Hall, 2

nd Floor meeting rooms

The "Art on Loan" program displays the works of local artists on meeting

room walls in Barnstable Town Hall. Artwork by Donald Gauland is now

on display in the Barnstable Town Hall, through April 18, 2019.

Donald Gauland is a self-taught artist and a passionate student of Eastern philosophy, who works

principally in colored inks on mulberry paper and acrylic on canvas.

Donald’s artistic journey began 1985 with watercolor collages. A life-long interest in Eastern philosophies

and his practice of T'ai Chi Ch'uan and Chi Kung, he was inspired to work in ink and paint abstract

expressions.

He paints with “chi (energy), jing (essence) and shen (spirit) to

create abstract images of growth, stability, and balance.”

Each original painting is signed and dated with the Chinese

year and stamped with his artistic seal.

In addition to painting, Donald plays alto sax and percussion in

the Barnstable Town Band, as well as in the Cape Cod Concert

Band and Cape Community Orchestra. He also enjoys

improvisatory Irish sessions playing bodhran and rhythm

bones. You will find Donald on the Hyannis Village Green every

Wednesday in July and August during the Barnstable Town

Band concerts. Donald and his wife will be in the Hyannis HyArts

Artist shanties for a stay in June and then again in September.

His wife Janet is a percussionist in the Barnstable Town Band and is an artist as well, channeling her

creativity as a jewelry designer.

The Barnstable Town Hall exhibit is open to the public and on display now through April 18, 2019, in the

Barnstable Town Hall Hearing Room and Selectmen’s Conference Room, 2nd Floor, Barnstable Town Hall,

367 Main Street, Hyannis. There is complimentary parking in the Town Hall parking lot. Town Hall is open

Monday through Friday, 8:30 AM-4:30 PM (except State and Federal holidays) and frequently opens during

evening hours for scheduled meetings.

BOATING SEASON IS COMING!! Marina Slip Contracts for 2019 will be mailed out on April 1st.

They are due back to the Marina Manager by May 1st.

All Town owned marinas will be open the first week of May. Seasonal

Parking Passes for The Marina at Prince Cove are now available at

the Harbormaster’s office at:

New this year is a requirement for those who store a dinghy or small vessel on

Town land to purchase (and place on the vessel) a decal issued by the

Harbormaster Division. The decal is for identification purposes and will allow us to

not only better track what's being placed on Town land and by whom, but for

safety purposes as well should the vessel go adrift.

The decal will be available Monday through Friday 8:30 AM - 4:15 PM at the

Marine and Environmental Affairs Department located at 1189 Phinney's Lane,

Centerville, MA 02632. Questions? Call 508-790-6273.

The price for the decal is $25.00 for current Town of Barnstable mooring permit

holders. For non-mooring permit holders, the cost is $50.00.

Barnstable Municipal Airport provides commercial and

general aviation services to Boston, New York and the

islands of Martha’s Vineyard and Nantucket. It is owned by

the Town of Barnstable and managed by the Barnstable

Municipal Airport Commission and its staff.

Located on 623 acres, the airport is home to Cape Air,

Nantucket Airlines, and Rectrix Shuttle along with other

charter, corporate and general aviation aircraft operators.

JetBlue operates daily service to JFK-New York in season.
