The rst ock of Black-faced spoonbills this year has arrived Sicao Wildlife

Refuge(四草野生動物保護區) on Sep. 30. Census hold by Wild Bird Society of

Tainan on Oct 10 shows that there are 47 birds on Cigu Wetland(七股溼地). More

Black-faced spoonbills can be watched when the weather gets colder.

The migratory birds come to Taiwan to overwinter in every October. The egrets like

to stay in shallow water, while Charadriiformes (plovers, sandpipers and snipes) get

used to live in the dry sh ponds and shoaly lands.

Guidance for mangrove, ddler crabs and birds is provided at Bird-Watching Plat-

form in Lakeside Waterbird Park(湖濱水鳥公園) in Sunday afternoon from 2:00 to

5:00. In addition, it is worth visiting Taijiang museum of bird species(台江鳥類生態館) in Salt Field Eco-Culture Village(鹽田生態文化村). The guidance there is from

9 a.m. to 5 p.m. on Saturday and Sunday.

Due to the typhoon Maggie, the Fort Provintia (Chikan Tower,赤崁樓) Concert this

Saturday night and the Anping Tree House Fete on 23 & 24 of this month are

altered to 30 & 31. Although there’s no disaster yet in Tainan, the organizer is wor-

ried about safety issue because the bad weather might cause the lawn muddy and

slippy.

Those who have embarked on journeys to foreign lands will certainly encounter

many challenges, with one of the most formidable often being housing. There-

fore, Taiwan What’s Up E-Newsletter has listed some special reminders to its for-eign readers about purchasing real estate in Taiwan. According to current regulations, excluding lands used for forestry, aquaculture,

salt plants, mineral deposits exploitation, water resources, military bases and

areas, and land adjacent to the national frontiers, as dened in Article 17 of the

Land Law, aliens and foreign companies are allowed to make investments in real

estate or other local industries, provided that these investments are helpful to

major infrastructure projects, to the overall economy, or to agricultural and

animal husbandry industries.

Foreigners who wish to acquire land should go to the Land Registration Ofce

with jurisdiction over this property and provide the following documents: appli-

cation for land registration; identity documents of landowner, leaseholder, and

buyer; transaction and transfer agreement; tax payment or tax exemption certi-

cates; documents of reciprocity (this requirement may be waived for foreigners

from countries listed in the List of Reciprocal Nations for Foreigners Acquiring

Land in Taiwan, ROC); land zoning certicate (this requirement may be waived

for non-urban land); land title deed; and other documents of evidence requiredaccording to the provisions of the Central Land Administration. The application

process may take seven to fourteen working days, and 0.1% of the assessed

value of the property shall be paid as a registration fee when applying for a

change of ownership.
