TEMPLATE FOR REPORTING ON THE ACTIVITIES UNDERTAKEN BY REGIONAL CENTRES 1 REPORTING BY REGIONAL CENTRES Reporting requirements and the performance evaluation of regional centres under the Basel and Stockholm Conventions 1. The methodology is dependent on the activity reports submitted by the regional centres. 6. In order to undertake the evaluation of the regional centres by the Conference of the Parties of both Conventions, a comprehensive report describing activities of each of these centres under respective Conventions is therefore required. The Secretariat has developed the attached template to facilitate the preparation of the activity reports by regional centres taking into consideration of the subsequent use of the information contained in the report in evaluating the performance of the centre.

REPORTING BY REGIONAL CENTRES

Reporting requirements and the performance evaluation of regional centres

under the Basel and Stockholm Conventions

1. The Conference of the Parties to the Basel Convention by its decision VI/3:

“Establishment and functioning of the Basel Convention Regional Centres for

Training and Technology Transfer” adopted the core functions of the Basel

Convention regional and coordinating centres identified in appendices I and II

to this decision (Appendix I on core functions of the Basel Convention

Regional Centres and Appendix II on roles and functions of the Coordinating

Centres).

2. The Conference of the Parties to the Stockholm Convention by its decision

SC-2/9 adopted the terms of reference for regional and subregional centres for

capacity- building and transfer of technology set out in the annex I to this

decision. Paragraph 24 of the terms of reference requires each centre to

provide reports to ordinary meetings of the COP on the activities which it has

undertaken to assist developing country Parties and Parties with economies in

transition in the implementation of their obligations under the Convention.

3. Paragraph 8 of decision SC-3/12 adopted by the Conference of the Parties to

the Stockholm Convention at its third meeting underlines the performance of

regional and subregional centres to be evaluated by the subsequent meeting of

the Conference of the Parties according to the criteria set out in annex II of

SC-2/9.

4. The Conference of the Parties of the Stockholm Convention at its second

meeting adopted the criteria for evaluating the performance of regional or

subregional centres by its decision SC-2/9. The Conference of the Parties to

the Basel Convention adopted in an interim basis identical criteria for the

evaluation of the performance of Basel Convention regional and coordinating

centres.

5. The Conference of the Parties to the Basel Convention at its 11th

meeting and

the Conference of the Parties to the Stockholm Convention at its 6th

meeting

adopted the methodology for evaluating the regional centres. The

methodology is dependent on the activity reports submitted by the regional

centres.

6. In order to undertake the evaluation of the regional centres by the Conference

of the Parties of both Conventions, a comprehensive report describing

activities of each of these centres under respective Conventions is therefore

required.

The Secretariat has developed the attached template to facilitate the preparation of the

activity reports by regional centres taking into consideration of the subsequent use of

the information contained in the report in evaluating the performance of the centre.

2. BCRC-Egypt has always been keen to have its activities publicized in

newspapers and TV channels.

5. The Project Director lead, with the assistance of the Project Technical Officer,

on projects development to mobilize more funds for BCRC

others conventions and to work as trainees in BCRC-Egypt.

7. BCRC-Egypt hired professional accountant and financial officer capable of

dealing with the requirements of UN organizations and conventions.

8. BCRC-Egypt has started up the process of hiring short term regional and local

experts in different disciplines to provide technical services and be marketed to

attract more financial resources.

9. Cairo University has allocated BCRC-Egypt a whole building to serve its

increasing demands and needs for expansion. Accordingly, BCRC-Egypt assign

the new building host a new HW testing lab,

10. The process of purchasing the lab new equipments has started by BCRC-Egypt

by announcing for an international tender. BCRC-Egypt new lab establishment

is expected to last for 6 months. The official opening of the lab is expected to

be in the second half of 2015.

11. BCRC-Egypt prepared to sign an MoU with the BCCC in Nigeria for technical

knowledge exchange between the two centres, especially that the BCCC

established an internationally accredited lab in Lagos, which BCRC-Egypt

target to replicate in Cairo.

12. BCRC-Egypt prepared a full technical training on the most advanced lab

equipment that will be conducted at BCCC in Nigeria in 2015, for 12 young

Arab scholars.

13. BCRC-Egypt arrange with the Finnish Institute of Environment to conduct a

training in Helsinki, Finland, at the first quarter of 2015 for 15 Arab junior

trainees on the most updated practices of HW management

These agreements will allow mutual benefits between these units and BCRC-

Egypt, through which BCRC-Egypt will have the opportunity to use the services

of these units at reduced fees, up to 50%.

Please provide a brief narrative summary on the project activities and the outcomes (as

much as possible in quantifiable terms) in the space given below:

This workshop was conducted in response to the Egyptian Government specific request.

The needs of other Arab countries for similar trainings should be fulfilled through the

future work plan of the Center.

Similar national workshops were found to be more efficient in cases of field trainings,

since the on-the-ground officials, who are highly concerned with the workshop topic,

could attend, rather than the Arab countries representatives who attend the regional

workshops in which the scale of training is narrower.

This workshop was conducted in Alexandria, Egypt, October, 2013. Its objective was to

strengthen the capacity of the customs port authorities and government officials in the field

of control and monitoring of illegal traffic and circulation of hazardous wastes and in

accordance with the procedures set forth in the Basel Convention on this matter.

Representatives of the Egyptian Customs Department and ports, Ministry of Environment,

Federation of Industries and others participated in this training. There were 48 Egyptian

participants from the related disciplines in this training, among which, 8 were female

officials

The training session succeeded to convey concepts and methodologies of HW assessment to

the participants, and emphasized the importance of the integration between all related

authorities.

The rationale behind holding this workshop on a national level and in Egypt, since it was

proven that conducting such on job training will be more fruitful when it is conducted on a

national level than on a regional level, since it includes field training to candidates working as

field officers in customs and ports. This field experience cannot be transferred verbally from

one trainee to another.

Please provide a brief narrative summary on the project activities and the outcomes (as

much as possible in quantifiable terms) in the space given below:

The national reporting appeared as a critical strategic factor for the effectiveness of the

project implementation by the Arab states and an urgent need to these states to follow

Basel Convention regulations related to updating their fact sheets.

BCRC-Egypt with the assistance of SBC organised a two days Regional workshop in

Hurghada, Egypt, in December, 2013, for the Arab states focal points of Basel Convention,

who are in charge of completing and submitting the national report on behalf of the

respective countries. The main target of the workshop was to shed the light on the

importance of the national reporting to the participants and also to introduce the

participants to the electronic submission system.

The workshop targeted the official National Focal points assigned by the Parties under

article (5) of the Convention; or those, responsible for collection of data and information

required for the national report. The workshop included14 participants from 13 Arab

countries namely; Kingdom of Bahrain, Union of the Comoros, Republic of Djibouti,

Arab Republic of Egypt, Hashemite Kingdom of Jordan, Lebanese Republic, Islamic

Republic of Mauritania, Kingdom of Morocco, Palestinian Authority, Kingdom of Saudi

Arabia, Republic of the Sudan, Tunisian Republic, and Yemeni Republic. A delegate from

Comoros participated in the workshop for the first time since BCRC-Egypt was

established. Among the 14 participants, there were 3 female participants.

The workshop objectives were to to raise the efficiency of focal points and homelands

rationing officials for information gathering and preparation of national reports submitted

annually to the General Secretariat of Basel Convention, to identify difficulties faced by a

number of countries to provide information on the management of hazardous waste in

accordance with Article 13, paragraph 3, of the Convention, to assist the participating

countries in meeting their reporting obligations under Basel Convention, to provide

guidance on methods of developing national inventories and to establish networking

opportunities and information exchange within countries in the region as well as with

relevant international bodies and other stakeholders.

The workshop subject has proven to be important since reporting is critical element for the

National Focal points responsible for the collection of information and for the preparation

of the national reports that are submitted annually to the Secretariat of Basel Convention.

The workshop drew the attention to the importance of the national reporting and also

showed that most of the Arab states needs more work to efficiently fulfill their national

report requirements. The objective of the workshop was successfully achieved that the

participants demanded to have another workshop as a follow up for this workshop and to

give more focus on the electronic submission system.

Based on the Arab states delegates’ request, BCRC-Egypt agreed to organize and host the

Second Regional Workshop on National Reporting of Basel Convention for Arab States in

Cairo, Egypt.

BCRC-Egypt with the assistance of SBC organised a two days Regional workshop for the

Arab states national technical officials, who are responsible for or involved in the Safe

Health Care Waste Management in the respective countries. The main target of the

workshop was to shed the light on the problem of the health care wastes and the

importance of the environmentally sound management of these wastes.

This workshop took place in Hurghada, Egypt, in December, 2013. The workshop targeted

the National technical officials responsible for or involved in the Safe Health Care Waste

Management. The workshop was attended by 24 participants from 13 Arab countries

including Kingdom of Bahrain, Republic of Djibouti, Arab Republic of Egypt, Hashemite

Kingdom of Jordan, State of Kuwait, Lebanese Republic, Islamic Republic of Mauritania,

Kingdom of Morocco, Palestinian Authority, Kingdom of Saudi Arabia, Republic of the

Sudan, Tunisian Republic, and Yemeni Republic. Among the 24 participants, 8 females

participated in the workshop

The workshop objective was to present an overview about the international sustainable

wastes management policies, principles and best practice guidance for sustainable medical

waste management, to define the difficulties the Arab states may face through the process

of medical wastes management and to elaborate discussions about the best Waste

management planning.

The workshop demonstrated that public awareness on health care waste management

needs to be increased. Countries may benefit from coordinated campaigns, including

sharing information and other public awareness materials. All countries welcome a

regional approach for exchanging any harmonized process for future avoidance of health

care waste and, countries expressed concern about medical devices donated from

international organizations and donors, where countries do not have the capacity to

manage them when they became waste. Finally, countries expressed the need for training

of local health directorates at the level of governorates/or states in the environmentally

sound management of healthcare waste.

One of the recommendations of the first Regional Workshop on National Reporting of

Basel Convention for Arab States was a follow up to the first workshop with a second

workshop in which there will be more focus on the electronic submitting system (ESM).

This recommendation was second by a request from the CSC in its second meeting to

hold this workshop, due to the strategic and political dimension of this specific topic.

BCRC-Egypt with the assistance of SBC organised a two (2) days Regional workshop for

the Arab states focal points of Basel Convention, who are in charge of filling and

submitting the national report on behalf of their countries. The main target of the

workshop was to shed more light on the national reporting and its electronic submission

system.

The workshop took place in Alexandria, Egypt, March, 2014. The workshop targeted the

official National Focal points assigned by the Parties under article (5) of the Convention;

or those, responsible for collection of data and information required for the national report.

The workshop was attended by16 participants from 15 Arab countries namely; Algeria,

Kingdom of Bahrain, Republic of Djibouti, Arab Republic of Egypt, Hashemite Kingdom

of Jordan, Kuwait, Lebanese Republic, Islamic Republic of Mauritania, Kingdom of

Morocco, Oman, Palestinian Authority, Kingdom of Saudi Arabia, Republic of the Sudan,

Tunisian Republic, and Yemeni Republic. The 16 participants included 3 female

participants in the workshop.

The workshop objectives were to raise the efficiency of focal points and homelands

rationing officials for information gathering and preparation of national reports submitted

electronically annually to the General Secretariat of Basel Convention, to identify of

difficulties faced by a number of countries to provide information on the management of

hazardous waste to public aspirations and in accordance with Article 13, paragraph 3, of

the Convention, and to assist the participating countries in meeting their reporting

The workshop successfully managed to define of difficulties faced by the Arab States to

provide information on the overall management of hazardous waste and other waste, to

assist the participating countries in meeting their reporting obligations under Basel

Convention, to elaborate more details about the new electronic reporting system and to

practice live trial for the electronic reporting system using several experiences of the Arab

States.

The Secretariat of Basel Convention (SBC) has presented the required technical support

through presenting some presentations (through video conference facility) about the final

updates of the state of the Arab states national reporting.

A novel trend that BCRC-Egypt initiated in that workshop was to invite a world

renowned expert in the field of HW management to be a guest of honor and keynote

speaker through its events, to enhance the benefit trainees may gain from interacting with

these experts. In this workshop, the invited guest of honor was Mrs. Katharina Kumar,

the ex-Executive Secretary of the Basel Convention Secretariat.

A main direct result of the two workshops BCRC-Egypt conducted about National

Reporting was that 4 Arab countries submitted their national report to BS.

The workshop that took place in Sharm El Sheikh, Egypt, June, 2014, targeted the official

National Focal points assigned by the Parties under article (5) of the Convention; or those,

responsible for management of waste in their countries. The workshop was attended by 20

participants from 14 Arab countries namely; Algeria, Comoro, Republic of Djibouti, Arab

Republic of Egypt, Hashemite Kingdom of Jordan, Kuwait, Lebanese Republic, Kingdom

of Morocco, Oman, Kingdom of Saudi Arabia, Republic of the Sudan, Tunisian Republic,

and Yemeni Republic. Among 20 participants, there were 6 females participants in the

workshop.

The workshop objectives were to identify difficulties and defects faced by a number of

countries to apply the most effective measures for management of hazardous waste,

discuss the feasible ways to overcome those difficulties and the most applicable

alternatives that could raise the efficiency of waste management in the Arab countries.

The workshop successfully managed to support participants in defining the defects in the

measures they follow nationally in waste management, and to introduce them to

international experience and successful models that they can adopt in their countries.

their countries. The main target of the workshop was to address the gaps in the adopted

measures for E-waste management on the regional level, emphasize the role of the media

in raising public awareness in the Arab countries and introduce to the participants a draft

for a unified legislation for e-waste management for Arab States. The workshop took

place in Alexandria, Egypt, 21st-24th of June, 2014.

The symposium targeted those, government officials responsible for e-waste management

of in the respective countries. The Symposium included 16 participants from 12 Arab

countries namely; Algeria, Comoro, Republic of Djibouti, Arab Republic of Egypt,

Hashemite Kingdom of Jordan, Kuwait, Lebanese Republic, Kingdom of Morocco,

Oman, Kingdom of Saudi Arabia and Republic of the Sudan,. Among 16 participants,

there were 2 female participants in the workshop.

The symposium objectives were to identify challenges facing Arab States in applying the

most effective measures for e-waste management, discuss the practical approaches to

overcome these challenges and the most applicable alternatives that could raise the

efficiency and effectiveness of e-waste management in the Arab countries. Also the roles

of the private sector, the international entities and the media in management of e-waste,

were addressed. Finally, a draft for a unified legislation for e-waste management was

The symposium successfully managed to identify challenges facing the Arab States in

management of e-waste. Also it managed to highlight the important role of the media in

raising public awareness with the importance of ESM of e-waste. Finally, the e-waste

legislation draft was thoroughly discussed among participants who requested to share it

with the relevant authorities to review and respond to BCRC-Egypt with their full

technical and legal feedback as soon as possible.

Also in the framework of BCRC-Egypt approach to expose workshop participants to

international experiences and best practices, Mr. Carlo Lupi, International Hazardous

Waste Expert, was invited as a keynote speaker in the symposium. Finally, the

symposium witnessed participation of key stakeholders, concerned with the ESM of e-

waste, such as the private sector (ITG), Industry (Mobinil) and NGOs (The Federation

of Arab Businesswomen).

The Conference managed to discuss the best practices to manage the hazardous waste in

the Arab countries. Also the roles media to raise awareness of the HW issue among the

public was deeply discussed. Finally, the Arab Countries comments on the draft unified

legislation for e-waste management that was shared with the participants in The Regional

Symposium on E-Waste Management that was organized by BCRC-Egypt in June, 2014,

were discussed and recorded.

Also in the framework of BCRC-Egypt approach to expose workshop participants to

international experiences and best practices, Dr. Mohamed Elawaa, Representative of

the UNESCO, was invited as a keynote speaker in the symposium. Finally, the

symposium witnessed participation of key stakeholders, concerned with the ESM of

hazardous waste, such as the NGOs (Alsakr Alarbi Association for Human Resources

Development). Finally the Conference was covered by many newspapers, electronic

portals and TV channels.

1 - BCRC-Egypt director was officially

invited to pay an official visit to Basel

Convention Regional Centre for South-East

Asia in Indonesia, in order to discuss with

its directors the possibility of synergy

between the two centers. The execution of

this agreement will also fulfill another

objective of the project which is enhancing

the synergy between the BCRC-Egypt and

other regional and international entities.

-Also Prof. Kamel paid a visit to BCCC-

Africa:

-To enhance and strengthen the

collaboration and synergy between BCRC-

Egypt and BCCC-Africa.

-To initiate cooperation between BCRC-

Egypt and the Nigerian Federal minstery of

Environment & the University of Ibadan.

-To pay a visit to the Geo-Environmental

Research Center (GRC) laboratory in

BCCC-Africa as a model for the laboratory

premises. Visiting the GRC Lab gave Prof.

Kamel a full picture about the modern

Efficiently -Conducting "The Regional Workshop on National

Reporting of Basel Convention for Arab States"

back to back with "The Regional workshop for

Safe Management of Healthcare Wastes" in

December, 2013,to increase the benefit that should

be gained by the Arab countries and save the

expenses that may be spent for covering the

travelling of the candidates

- It was originally proposed that BCRC-Egypt will

fund training of its staff and delegates from the

Arab States through scholarships of 4-6 months

each. Accordingly, this may have resulted in total

number of trainees of 3 per year and total of 9

trainees during the whole project period. However,

BCRC-Egypt proposed to change the duration of

the training to be 4-6 weeks instead of 4-6 months,

in order to respond to needs of a larger number of

the Arab states and to cover a larger number of

trainees from these states. Accordingly the

expected number of trainees may be 15 trainees

per year and total of 45 trainees through the period

of the project. BCRC-Egypt. The steering

committee approved the proposal.

- The budget allocated for this component was

supposed to cover renovation of the lab that

already exists in CEHM through only buying new

equipments and setting up new analyses

preparations. However, BCRC-Egypt steering

committee, thought that since CEHM

infrastructure, in its current state, may lack the

standards required by the BCRC,. Meanwhile,

Cairo University has allocated BCRC-Egypt a

whole building to serve its increasing demands and

needs for expansion. Accordingly, BCRC-Egypt

steering strongly recommended that the new

building to be used to host a new HW testing lab,

on which the allocated budget could be spent.

Effectively -Conducting 2 regional workshops on national

reporting, the help of BRS Secretariat (through

video conference facility), to encourage the Arab

countries to submit their national report on time,

especially with new electronic way.

to encourage the Arab countries entry into force of

the Ban amendment. Finally, a third session took

place as a follow up for the two previous

workshops that addressed the national reporting.

The Secretariat of Basel Convention (SBC), has

presented the required technical support through

presenting three presentations (through video

conference facility) about the final updates of the

state of the Arab states national reporting ( as a

follow up for the last two workshops that were

organized by BCRC-Egypt), the Partnership for

Action on Computing Equipment Initiative

(PACE) and Ban amendment.

- The BCRC-Egypt Director to visit BCRC-Egypt

to BCCC in Nigeria resulted in a plan to sign an

MoU with the BCCC in Nigeria for technical

knowledge exchange between the two centers,

especially that the BCCC established an

internationally accredited lab in Lagos, which

BCRC-Egypt target to replicate in Cairo. The

center will recruit staff from the Arab countries for

the BCRC new lab and will provide them with

necessary training to efficiently run the lab. The

Technical assistance of BCCC in Nigeria will start

with a full technical training on the most advanced

lab equipment that will be conducted at BCCC in

Nigeria in 2015, for young Arab scholars.

Transparently Since the Center steering committee (CSC) is the

governing and decisive body of BCRC-Egypt and

the Project Steering Committee (PSC) is the

governing and decisive body of the project funded

by the Finnish project, BCRC-Egypt has started up

a trend of organizing the CSC and the PSC

meetings back to back with organized workshops

that involve the presence of Arab countries focal

points, instead of holding these meetings once a

year, back to back with the COP meeting in the

odd years and on its own in the even years. So

according to this new trend, the five elected

national focal points can attend the meetings as

CSC members and the rest of the national focal

points as observers, plus representatives of the

Finnish government, the UNDP and the Egyptian

Minister of Foreign affairs. This trend was thought

to be much more efficient way to save the focal

points annual hosting expenses and in order to

activate the role of the steering committees on

more regular bases plus widening the scale of

discussions concerning the need and requirements

of the Arab countries due to the presence of all

Arab countries focal points as observers.

in Finland in the first quarter of 2015 should witness participants selection by a selection
