1. SCOPE

1.1 Theses technical specifications describe the requirements for

manufacture and supply of:

The Under Sleeper Pads, that had been designed for ballast protection,

and improvement of track quality, shall be equipped with bonding

technology enable to fix them to the bottom surface of Concrete

Sleepers, when the concrete is fresh (the "USP"), for use on ISR

ballasted tracks, with track category TC3.

1.2 The USP (alone and bonded to Concrete Sleepers) shall conform to the

requirements of EN16730 and IRS 70713-1, unless specified

otherwise.

3. DEFINITIONS

3.1. Cstat Static bedding Modulus;

3.2. Cdyn-5 [Hz] Dynamic bedding Modulus at frequency of 5

[Hz];

3.3. Design Approval Test as defined in EN16730, section 3.16;

3.4. ISR Israel Railways Ltd.;

3.5. Routine Test as defined in EN16730, section 3.17;

3.6. The Inspector shall have the meaning assigned to it in

Section 11 aforementioned;

3.7. The Laboratory shall have the meaning assigned to it in

Section 9 aforementioned;

3.8. Track Category TC3 as defined in EN16730, section 3.3;

4. IN-SITE PREVIOUS EXPERIENCE

A list of Track Laying Project/(s), which has already been concluded

before 2017, with the total of at least 60,000 Concrete Sleepers with

USP. The table in section 13.12 below shall be filled up and submitted.

In addition, reference letters for each project, from the Railway

Companies, which are doing inspection and/or maintenance to these

tracks, with reference to the track quality, due to the laying of Concrete

Sleepers with USP in the track, shall be submitted.

5. GENERAL REQUIREMENTS

5.1. REQUIREMENTS FOR THE USP MATERIAL (Not fixed to the

sleeper)

5.1.1. The USP Material shall be one of the following: Natural Rubber;

Synthetic Rubber; Micro-Cell Polyurethane.

To guarantee the permanent elasticity of the USP the material has to

be made of homogenous material, not recycled.

The USP MSDS certificate, including the relevant standards it comply

with, shall be submitted.

USP piece – a physical sample of 200X200 [mm], shall be provide

together with the list of files to be submitted in section 12 below.

5.1.2. The USP shall be a product, that has already been designed,

manufactured and proven to comply with the requirements of

EN16730 and IRS70713, and has passed successfully all mandatory

tests of the Design Approval Tests, with reference to track category

TC3.

The Design Approval Tests report, with all mandatory tests, with

reference to track category TC3, shall be submitted.

* The bidder in the tender shall submit the Design Approval Test

Report, perform and signed by authorized Laboratory as specified in

the General Term and Conditions document (the Tender Documents).

5.1.3. The USP material strength shall be designed to bear without tearing

apart.

5.1.4. The USP shall be designed from elements ensuring that the

environment will not be polluted, a signed statement approving it shall

be submitted.

5.1.5. The USP shall be recyclable, and shall not adversely affect the

recyclability of the Concrete Sleeper, a signed statement approving it

shall be submitted.

5.1.6. The detailed procedure description of the UPS bonding to the Concrete

Sleeper, while the Concrete is still fresh, shall be submitted.

5.1.7. The detailed procedure description for handling and packing the USP

alone (before bonding to the Concrete Sleeper), shall be submitted.

5.1.8. The detailed procedure description for storage, and stacking the

Concerete Sleepers with USP, shall be submitted.

5.1.9. Essential rules for laying in track and maintenance works of Concrete

Sleepers with USP, shall be submitted.

5.1.10. The USP Dimensions and Mass

The USP shall be supplied - one piece or 2 half pieces. In both cases it

shall be considered one USP per one Sleeper. the USP shall cover the

entire bottom of the Concrete Sleeper, except an offset from the

Sleeper short sides edges, of no more than 10 [mm]; and from the

Sleeper long sides edges, of no more than 50 [mm], see sketch below.

5.1.10.1. The USP thickness shall be between 7 and 10 [mm], (bonding layer

not included).

5.1.10.2. The Nominal value of USP Mass per area, without the bonding layer,

and tolerances, shall be submitted.

5.1.11. The Tensile Strength of USP Material

5.1.11.1. The Tensile Strength of USP Material shall conform with ISO37 or

ISO527. The Tensile Strength of USP Material Nominal value and

tolerances, shall be submitted.

5.1.11.2. The Tensile strength of USP material measured during the Routine

Tests shall be less than ±20% of the average measured during the

Design Approval Tests.

5.1.12. Static and Low Frequency Dynamic Bedding Modulus of USP on

concrete block with GBP Tests

5.1.12.1. The USP Static Bedding Modulus (Cstat) on concrete block with

GBP Test, with reference to track category TC3, shall be 0.25

[N/mm³] - 0.35 [N/mm³].

5.1.12.2. The USP Low Frequency Dynamic Bedding Modulus (Cdyn-5[Hz]) on

concrete block with GBP Test, with reference to track category TC3,

shall be greater than or equal to 0.25 [N/mm³], in accordance with

IRS70713, section 3.1.8.

5.1.12.3. The Static and Low Frequency Dynamic Bedding Modulus measured

during the Routine Tests shall be less than ±20% of the average

measured during the Design Approval Tests.

5.1.13. Fatigue Test of USP on concrete block

5.1.13.1. The Maximum Test Load (Fmax), apply during the Fatigue Test of USP

on concrete block, shall be 24[kN], in accordance with EN16730,

Table D.1.

5.1.13.2. After the Fatigue Test of USP on concrete block, the USP shall not

show perforations, cracking or other damage.

5.1.14. Capability for Stacked Stocking of Sleepers with USP on Concrete

Block Test

5.1.14.1. The Test pressure apply during the Capability for Stacked Stocking

of Sleepers with USP on Concrete Block Test (Ptest) shall be equal or

greater than 1.5 [N/mm2].

(20 Sleepers of 300[kg] each, on two wood battens with a contact

section with USP of 240[mm] x 100[mm] multiple by uncertainty

coefficient 1.2)

5.1.14.2. After the Capability for Stacked Stocking of Sleepers with USP on

Concrete Block Test, the low-frequency dynamic stiffness of the USP

shall not change more than 15%, test results shall be submitted.

5.1.15. Effect of severe environmental conditions on USP on concrete

block Test

5.1.15.1. The USP shall be designed to resistant Israel climate condition, in

accordance with Technical Appendix A. High corrosion environment

shall be considered as well.

5.1.15.2. After the Severe Environmental Conditions on USP on Concrete

Block Tests, the Low-Frequency Dynamic Stiffness of the USP shall

not change more than 15%. Test results shall be submitted.

5.1.15.3. After the Severe Environmental Conditions on USP on Concrete

Block Test, the minimum value of pull-out of USP from the block,

shall not be less than 0.4[N/mm2]. Test results shall be submitted.

5.1.16. Resistance to Water, Hydrocarbons and Ozone (in track) Tests

Water, Hydrocarbons and Ozone (in track) Tests shall not modify

significantly the material characteristics of USP. The test results

performed in accordance with ISO1431-1 or equivalent standard with

the supplier’s instructions shall be submitted.

5.1.17. Resistance to Fire Test

5.1.17.1. The USP shall not be a track element which quickly propagates fire

and creates toxic fumes when combusted.

5.1.17.2. The USP Material shall be resisted to fire, to prove complying with the

requirements of DIN 4102-1 -- Classification 'B2', or EN13501-1 --

Classification 'D-s1,d1'.

The Resistance to Fire Test results shall be submitted.

5.2. CONCRETE SLEEPERS

5.2.1. The Concrete Sleepers are manufactured by ISR Sub-contractor, the

Concrete Sleeper Drawing is attached in Technical Appendix B.

5.3. REQUIREMENTS FOR THE USP BONDED TO CONCRETE

SLEEPERS

5.3.1. The USP life cycle (service life) alone, and bonded to the sleeper shall

not be less than 40 years, and the USP bonded to the concrete sleepers

shall be maintenance free. A signed statement approving it shall be

submitted.

5.3.2. Bond strength by pull-out of USP on sleeper Test

5.3.2.1. The Bond Strength by Pull-Out of USP on Sleeper Test shall ensure

the design bonding efficiency. The pull-out bond strength measured

during the Design Approval Tests shall determine the reference value

to be used to verify the quality of the production of USP during the

Routine Tests.

5.3.2.2. The stress apply during the Bond Strength by Pull-Out of USP on

Sleeper Test, shall be equal to or greater than 0.4 [N/mm2], while the

stress average value shall be equal to or greater than 0.5 [N/mm2]. The

Bond Strength by Pull-Out of USP on Sleeper Test results shall be

submitted.

5.3.3. Fatigue Test of USP on Sleeper

5.3.3.1. The Fatigue Test of USP on Sleeper shall verify the durability of the

Sleepers with USP in contact with ballast, and shall quantify the impact

of the Ballast on Sleeper with USP in function of the variation of

characteristics of Sleeper with USP.

5.3.3.2. After the Fatigue Test of USP on Sleeper Tests the USP shall not

show major degradation.

5.3.3.3. After the Fatigue Test of USP on Sleeper Tests, the Low-Frequency

Dynamic Stiffness of the USP shall not change more than 15%.

Fatigue Test results shall be submitted.

6. DETAILED DRAWINGS

The Detailed Drawings of the USP alone, and also the position and

geometry of the USP fixed to the Concrete Sleeper, including

tolerances, shall be submitted.

7. QUALITY CONTROL AND QUALITY ASSURANCE

7.1 The USP shall be manufactured, in accordance with the manufacturer

Detailed Drawings, under a comprehensive quality management

system control plan, which shall ensure confidence consistently

compliance in the conformity of the finished product, including

documented evidences, all in accordance with these technical

specifications and ISO9001, EN16730, IRS70713.

7.2 The USP Manufacturer ISO9001 certificate shall be submitted.

7.3 The USP Manufacturer Production Control Management System

Procedures Manual, shall include 'Inspection and test plan' which

details all tests and evaluation criteria derived from Design Approval

Tests on USP (in accordance with EN16730, section 6.3.4), and also

reference values for Routine Tests (in accordance with EN16730

sections: 5.3.2; 5.3.3; 5.5.2).

7.4 The Detailed Procedure description of the UPS bonding to the

Concrete Sleeper, while the Concrete is still fresh.

7.5 The Detailed procedure for handling and stacking Concrete Sleepers

with USP.

8. QUALIFICATION TESTS

8.1. The USP Qualification Tests Report shall be accomplished to the

requirements of EN16730 Design Aproval Tests – Mandatory Test

and Optional Tests, and these Technical Specifications on ISR

Universal Prestressed Monoblock Concrete Sleepers, see drawing in

Technical Appendix B, signed by The Laboratory, that is defined in

section 10.1. hereinafter.

8.2. The USP Qualification Test Report shall be perform before signing

the agreement, and before signing the option period.

8.3. The USP manufacturing shall ensure that the product is comply with

the design characteristics in accordance with EN16730; IRS70713; and

these Technical Specifications.

8.4. To perform the Qualification Tests

8.4.1. 2,000 USP shall be manufactured.

8.4.2. The Inspector shall randomly pick sufficient amount of USP to

perform the Design Aproval Tests – Mandatory Test and Optional

Tests, in accordance with EN16730; IRS70713; and these Technical

Specifications.

8.4.3. The USP shall be bond to Universal Prestressed Monoblock Concrete

Sleepers, during the manufacturing of the sleepers, the Bidder shall be

present during the bonding.

8.4.4. The Bidder shall deliver enough USP and also enough ISR Universal

Prestressed Monoblock Concrete Sleepers to the Laboratory.

8.4.5. The USP Qualification Tests shall be perform by the Laboratory that

is defined in section 10.1. hereinafter, and a signed USP Qualification

Test Report, shall be submitted.

8.4.6. The USP Qualification Tests shall be carried out by The Laboratory

with reference to track category TC3, on:

Tests of USP alone and of USP on concrete block;

Tests of USP on concrete sleepers and bearers.

8.4.7. Tests of USP Alone and of USP on Concrete Block

8.4.7.1. The USP Data Sheet 1, in accordance with EN16730, Annex F, F.1 –

'Data Sheet 1 (for USP Materials)', shall be submitted.

8.4.7.2. The Design Approval Tests results, in accordance with EN16730,

Table 3 -- 'Tests of USP Alone and of USP on Concrete Block',

sections -- 5.3.1; 5.3.2; 5.3.5; 5.3.6; 5.3.7; 5.3.8; 5.3.9, and these

Technical Specifications, sections -- 5.1.10; 5.1.11; 5.1.12; 5.1.13;

5.1.14; 5.1.15; 5.1.16; 5.1.17, approving the values in the USP Data

Sheet 1, shall be submitted.

8.4.8. Tests of USP on Concrete sleepers

8.4.8.1. The USP Data Sheet 2, in accordance with EN16730, Annex F, F.2 –

'Data Sheet 2 (for Sleepers with USP)', shall be submitted

8.4.8.2. The Design Approval Test results, in accordance with EN16730,

Table 5 -- 'Tests of USP on Concrete Sleepers', sections 5.5.1; 5.5.2;

5.5.3 and these Technical Specifications, sections – 5.3.2; 5.3.3,

approving the values in the USP Data Sheet 2, shall be submitted.

9. ROUTINE TESTS (Quality Tests)

9.1. The USP manufacturer shall ensure that the supplied product shall

comply with the design characteristics in accordance with EN16730

IRS 70713 and this Technical Specification.

9.2. The Routine Tests shall be carried out, by The Laboratory that is

defined in section 10.2., hereinafter, with reference to track category

TC3, on:

Tests of USP Alone and of USP on Concrete Block;

Tests of USP on Concrete Sleepers.

9.2.1. Tests of USP Alone and of USP on Concrete Block

9.2.1.1. The Routine Tests report shall include the success test results of all

the tests describe in EN16730, Table 3 -- Tests of USP Alone and of

USP on Concrete Block, sections 5.3.1; 5.3.2.

The Test Report shall be submitted.

9.2.1.2. The Results in the Routine Tests Report shall be equal or better than

the values in the 'Data Sheet 1 (for USP Materials)'.

9.2.1.3. Routine Test Report for USP material

9.2.1.3.1. The Dimensions and Masses of USP Alone, shall be measured and

controlled by the USP manufacturer before packing.

9.2.1.3.2. The Tensile Strength of USP Alone, shall be tested

9.2.1.3.3. The Static and Low Frequency Dynamic Bedding Modulus Tests

of USP, shall be perform and controlled by the USP manufacturer

before packing.

9.2.1.3.4. For every order of USP, at least one per 5000 USP shall be tested. The

Dimensions and Masses of USP Alone Test and the Static and Low

Frequency Dynamic Bedding Modulus Tests report shall be

submitted.

9.2.2. Tests of USP on Concrete Sleepers

9.2.2.1. The Routine Tests report shall include the success test results of all

the tests describe in EN16730, Table 5 – 'Tests of USP on concrete

sleepers and bearers' section 5.5.1; 5.5.2.

9.2.2.2. The Results in the Routine Tests Report shall be equal or better than

the values in the 'Data Sheet 2 (for Sleepers and Bearers with USP)'.

9.2.2.3. Routine Test Report for USP on concrete Sleeper

9.2.2.3.1. The USP manufacturer shall provide instructions, and perform training

to the Concrete Sleeper manufacturer employees, and ISR employees,

to enable the Concrete Sleeper manufacturer to bond properly the USP

to the Concrete Sleeper.

9.2.2.3.2. The Bond Strength by Pull-Out of the USP on Sleeper Test shall be

performed, by The Laboratory, at least once on every batch of 15,000

Sleepers with USP, the Bond Strength of Pull-Out of the USP on

Sleeper Test shall be submitted.

9.2.2.3.3. The USP manufacturer shall provide all required tools to enable

performing the Bond Strength by Pull-Out of the USP on Sleeper

Test.

10. LABORATORY

10.1. The Laboratory preforming the Qualification Tests

10.1.1. The Laboratory, that will carry out the Qaulification Tests shall be:

10.1.1.1. "Prüfamt für Verkehrswegbau" of the Technical University of Munich

(TUM), in Munich, Germany;

10.2. The Laboratory Preforming the Routine Tests

10.2.1. The Laboratory, that will perform the Routine Tests, is certified in

accordance with ISO/IEC17025 in the field of material quality testing

in reference with the USP material and concrete sleeper.

10.2.2. The Routine Tests Report signed by the Laboratory shall be

submitted.

10.2.3. The Laboratory Certificate, (The Laboratory which will perform the

Routine Tests), in accordance with ISO/IEC17025, including its

appendixes, approving its compliance with the requirements of section

10.2.1, above, shall be submitted.

11. MARKING LABALLING PACKING AND DELIVERY

11.1. The USP shall be packed in wooden boxes tied by metal bands.

11.2. The dimensions of the wooden box shall be according to EN standard,

to enable maximum effective storage capacity in containers.

It shall be possible to put at least 2 wooden boxes one on the other.

Each package gross weight shall not exceed 1 [ton].

11.3. Each of the USP shall be inscribed with at least the following marks:

The product identification type;

The supplier mark or name;

The month and year of manufacture.

The marks must not effect on the performance of the USP

11.4. The USPs shall be packed in wooden boxes tied by metal bands.

The dimensions of the wooden shall be according to EN standard, to

enable maximum effective storage capacity in containers.

It shall be possible to put at least 3 wooden boxes one on the other.

wooden boxes will be tied to one another, and to wooden platform by

metal bands, and all shall be wrapped with Stretch wrap.

Each package gross weight shall not exceed 1 [ton].

Each package shall be labeled with the following details:

o Component name and type;

o Production batch number;

o date of manufacture;

o Component barcode;

o Component quantity in box;

o Gross and net weight;

o Manufacturer recognition number or name;

o ISR recognition number;

o ISR order number;

o Ordinal number on the packing list.

The labeling shall be with black letters and shall be on 3 spots on the

package (one on top of the package and the two others on the sides).

The packed Double Spring Washers and Washers shall not adhere to

one another.

11.5. Each order shall be delivered with certificate that the USP has

manufactured in accordance with the Technical Specifications E-01-

0048, and the supplier drawing.

12. SUPERVISION AND INSPECTION BY ISR

12.1. The ISR technical team and/or an inspection body appointed by the

ISR ("The Inspector") shall have the privilege to inspect the

manufacture processes and/or the USP, during or after production.

12.2. It is the manufacturer’s responsibility to guarantee dimensional

accuracy and to ensure that the inspection is carried out with the

appropriate measuring, checking and testing instruments.

12.3. The Manufacturer shall be responsible to coordinate inspection process

timetable, with The Inspector, in accordance to the delivery date

defined in the purchase order.

12.4. The Manufacturer shall extend, to The Inspector, all necessary

assistance and cooperation, and shall give access to all test records,

calibrations and calculations that contribute to the final results.

12.5. All the gauge/measuring instruments for manufacture verification and

inspection of The Rail Fastening shall be made available by The

Manufacturer to The Inspector on request.

12.6. The Manufacturer shall provide, for every purchase order, all Tests

results to The Inspector on request.

12.7. The Calibration Certificates of the gauge/measuring instruments

signed certificates shall be made available to The Inspector on request.

13.1. The Design Approval Tests report, with reference to track category
