Package 14 includes c o n s t r u c t i o n of 13 No. school-cum-cyclone shelters in the districts of Noakhal i and F e n i in the coastal region of Bangladesh.

The shelters will be constructed on sites provided by the Governmentof Bangladesh, providing school facilities during normal conditions and emergency shelters facilities during cyclones.

The shelters are of the stilt type, and there are two heights for theStilt type (Stilt-l and Stilt-2).

The Stilt superstructures will be constructed on cast-in-situ pile The total floor areas for the shelters are around 1350 sq. meters each.

The buildings will be equipped with electrical and mechanical services, including water supply and sanitary systems.

The sites around each shelter building will be enhanced by landscaping, turfing and tree plantation

8.l The Contractor shall cooperate and share the Site with other contractorsas required by the Project Manager.

Key Personnel 9.1 The Contractor's Key Personnel are Those listed under Proposed Personnel in Section XJI Technical Proposal of the Contract Documents. The Contractor's Representative and all of the Contractor's Key

Personnel need to be able to communicate effectively in English.Insurances 13.1

(a)Loss of or Damage to the Works, Plant and MaterialsThe Contractor shall insure:

1. the Works, together with the Materials and Plant to the full replacement cost.

ii. An additional sum of 15% to be added to cover any additional costs.

Insurances 13.1 (b) Loss of or damage to the EquipmentThe Contractor's equipment and other things brought to the site for a sum sufficient for their replacement at the Site.

Insurances 13.1 (c) and 13.1 (d)

Liabilities for death, injury to any person or loss or damage to any property (except the Works, Plant, Materials and Equipment). The contractor shall provide insurance cover up to US$200,OOO (two hundred thousand United States Dollars) per occurrence, with an aggregate sum of US$l,OOO,OOO(one million United States Dollars) for any number of occurrences. Insurance may be in the equivalent of BDT. This sum is to be closely monitored and additional insurance effected if, in the Project Manager's opinion the remaining insurance cover is insufficient.

Insurances 13.6 Insurance Against Accident to Workmen.The Contractor shall insure against such liability and shall continue such insurance during the whole time of the Works.

Site Investigation Reports

14.1 The Site Investigation Data is provided in Section XI Soil Bore Hole Logs .The Employer will make available at his premises, all drawings, maps and investigation data relating to the Works that are available with the Employer at the time of request by the Contractor.

Possession of Site

21.1 Possession of Site will be given on the Start Date

Arbitration 25.3 Any dispute which has not become final and binding shall be finally settled by arbitration in accordance with the rules of procedure designated below. The arbitral tribunal shall have full powers to open up, review, and revise any decision, opinion, instruction, determination, certificate, or valuation of the Project Manager related to the dispute.

Neither party shall be limited in the proceedings before such tribunal to the evidence or arguments previously put forward.

Arbitration may be commenced prior to or after completion of the Works, provided that the obligations of the Employer, the Project Manager, and the Contractor, shall not be altered by reason of the arbitration being conducted during the progress of the Works.

Any dispute controversy or claim arising out of or related to this contract, or the breach, termination or invalidity thereof shall be referred to an arbitration panel for a final and binding decision in accordance with the rules and procedures specified in the statute of the International Islamic Centre for Reconciliation and Arbitration Dubai UAE, and shall be finally settled under the said Rules and Procedures by three arbitrators appointed in accordance with the said Rules.

Unless otherwise agreed by the Parties, arbitration proceedings shall take place at Dubai, United Arab Emirates under the law of the UAE.

Program 27.1 The Works Program shall be in such form and detail as the Project Manager shall reasonably prescribe, and shall be given to the Project Manager within Twenty-eight (28) calendar days after the issue of the Letter of Acceptance.

Program 27.3 The interval for an updated programme is 3 calendar months. Except where there is an extension granted by the Project Manager, an updated programme shall be provided within 14 days showing the effects of the extension on the overall Works program.

Program 27.3 If the Contractor does not produce an updated programme its required in clause 27, the Project Manager may withhold 20% of the certified amount until the satisfactory programme submission.

However, even though the Contract Price is in Bangladesh Taka, the Contractor may request a portion of the Contract Price, not exceeding 40% of the Contract Price, to be paid in US Dollars No alternative foreign currencies are available

The Contractor should complete the following and submit this with his bid as directed in the Instructions to Bidders:

Compensation Events

44.1 (1) The following events shall also be Compensation Events:None, except as determined by the Project Manager.

Price Adjustment

47.1 This Contract is not subject to Price Adjustment. The Unit Rates given by the Contractor will not be adjusted to allow for changes in costs over time.

Retention Money

48 The proportion of payments retained is 5% (Five percent)

Liquidated Damages

49.1 The Amount of Liquidated Damages for the whole of the Works is 0.1 % (zero point one percent) per day, of the Contract Price

Liquidated 49.1 The maximum amount of Liquidated Damages for the whole of

Damages the works is 10 % (ten percent) of the Contract PriceAdvance Payment

51.1 The Amount of Advance Payment is 15% (Fifteen percent) of the Contract Price less Provisional Items and Day works.The advance payment loan shall be used by the contractor exclusively for mobilization expenditure (including the acquisition of materials, temporary works and constructional plant) in connection with the works.Should the Contractor misappropriate any portion of the advance payment, it shall become repayable immediately, and no further loan will be made to the contractor thereafter.

Advance Payment

51.1 The advance Payment will be paid to the Contractor under separate certification by the Engineer after (a) execution of the Form of Agreement by the parties; (b) provision by the Contractor of the performance security in accordance with Sub-Clause 52.1; and (c) provision by the Contractor of an unconditional bank guarantee in a form and by a bank located in Bangladesh or abroad, acceptable to the Employer in an amount equal to the advance payment.

Advance Payment

51.3 The repayment of the Advance Payment shall commence in the first certification for payment due to the Contractor. 20% (Twenty percent) of the Contract Price less Provisional Sums and Day works.The amount of the repayment shall be 20% (Twenty percent) of the amount of Payment Certificates until such time as the advance payment has been repaid, always provided that the advance payment must be completely repaid prior to the time when 80% of the Contract Price (less Provisional Items and Dayworks) has been certified for payment.

Performance Security

52.1 The performance security will be in the form of an irrevocable and unconditional bank guarantee as set out in Section IX The Contract Forms, in the amount(s) often (10) percent of the Contract Price for each Package.

Operating and Maintenance Manuals As BuiltDrawings

58.1 The Contractor shall provide 3 (three) copies ofthe Operating and Maintenance Manuals and 3 (three) sets of As Built Drawings for all shelters. These are subject to the Approval of the Project Manager. They should be produced in accordance with the BoQ item for payment. They must be delivered to the Project Manager within 14 days after the Completion Date.

58.2 The Project Manager may withhold 50% of any payment due to the contractor following Clause 58.2

This will be paid after approval of Operating and Maintenance Manuals and As Built Drawings by the Project Manager.

Corrupt or Fraudulent Practices

59.2 (h) The Contractor shall observe the highest standard of ethics during the execution of the Contract. For the purpose of this sub-clause:"bribery", "corruption" and "corrupt practice " mean the offering, giving, receiving or soliciting, directly or indirectly, of anything of value to improperly influence the actions of another party in the procurement process or in contract execution."fraudulent practice" means a misrepresentation of facts to

the benefit of the Contractor in order to influence a procurement process or the execution of a contract to the detriment of the Employer and/or Beneficiary, and includes collusive practice among bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Employer andlor Beneficiary of the benefits of free and open competition.

"employee of the Contractor" means any individual contracted to the firm who is riot one of its legally appointed Directors. Any action/non-action of a Director will be judged to constitute the action/non-action of the Contractor.If in the judgment of the Employer and/or the Employer's Agent the Contractor or the Contractor's Representative or the Contractor's employee is, in respect of competing for or in the execution of the Contract, strongly suspected of having: (i) directly engaged in any act of bribery, corruption, or corrupt or fraudulent practice; or (ii) indirectly sanctioned through in-action, lack of proper procedure and/or non-fulfilment of contract, any act of bribery, corruption, or corrupt or fraudulent practice; or (iii) observed any act of bribery, corruption or corrupt or fraudulent practice and failed to report this action through the agreed channels;then such suspicions will be reported to the appropriate and relevant authorities, following which the Works shall be suspended whilst appropriate investigations take place.

Should the investigation confirm that the Contractor has acted unethically according to the definitions the Contractor has committed a fundamental breach of the Contract.Following Contract termination, the Employer and/or the Employer's Agent may seek appropriate damages from the Contractor proportionate to proven action.

Should the investigation confirm that the Contractor's representative has acted unethically, The Contractor must terminate any contract with the agent immediately and without recompense. Following termination of contract with his representative, the Contractor must· further demonstrate to both the Employer and the Employer's Agent satisfaction:

(i) that the Contractor's representative acted independently of the Contractor, outside of his instruction and knowledge, and outside the terms of any contractual agreement; and(ii) that the Contractor reported the unethical action(s) of his representative in accordance with the above provisions and in-line with his own documented procedures and as soon as was practicably possible.

Should both the Employer and the Employer's Agent concur that the Contractor cannot provide adequate proof(s) of both (i) and (ii) above, then the actions of the individual will be judged as the

actions of the Contractor himself, and this will be considered a fundamental breach of this Contract.

The Contractor shall ensure that all professional employees and staff engaged in the execution of the Contract will undergo anti- bribery training as approved by the Project Manager. No employee or member of the Contractor's staff shall be permitted to be engaged in the execution of the Contract before first completing this training. The Contractor shall provide to the Project Manager appropriate documentary evidence confirming that such training has taken place.

Payment uponTermination

60.1 The value of the work not completed, upon Termination due to a Fundamental Breach of Contract by the Contractor, will be increased by 30% (thirty percent) to recompense the Employer for his additional cost for completing the Works. This is in addition to the agreed Liquidated Damages.

METHOD STATEMENT FOR PACKAGE -14

INTRODUCTION

The package consists of construction of School-cum-Cyclone Shelters; the shelters will be constructed on sites provided by the Government of Bangladesh at different existing school/madras locations, providing school facilities during normal conditions and emergency shelters facilities during cyclones. The shelter superstructure is stilt (3-storied) type superstructure. There are two different heights for the stilt type (stilt-1 and stilt-2). The stilt superstructure will be constructed on two types of foundation, namely pre-cast pile and cast-in-situ pile (depending on the individual ground bearing capacity at each specific site). The total floor areas for the shelters are up to 1,350sqm each. The buildings will be equipped with electrical and mechanical services, including water supply and sanitary systems. The sites around each shelter building will be enhanced by landscaping, turfing and tree plantation.

In the following pages, the JV of TBL-SPL provides a brief description of activities . The descriptions indicate how each major construction activity is to be undertaken and what equipment, and in what numbers, are to be utilized in carrying out each activity.

CONSTRUCTION PROCEDURE

During implementing the project, the Contractor shall sequentially carry out the following procedure of major activities:

Mobilization:

Following receipt of letter of acceptance for construction, we shall start mobilization to the site. Construction of temporary facilities like office, storage, labor accommodation, mobilization of equipment, some manpower and initially required building materials will be carried out at this stage, more details are given at ‘mobilization schedule’.

Field Office & laboratory Set-up: The JV will set up one project field office at Companiganj Upazila of Noakhali . The project offices will be at rented houses near the Upazila HQ or any other suitable location. The project office will be suitable to accommodate office cum residential arrangement of Contractor Project Manager, Construction Manager and other engineers. Each of the field offices will set up a laboratory with required facilities as per instruction of the Project Manager. Each office will also be equipped with Survey Machine and other required equipment.

Submission of Environmental Management Framework (EMF), Quality Management System (QMS) for approval:

The Contractor Project Manager (CPM) will undertake the responsibility of preparation of Environmental Management Framework of each site soon after signing of contract. He will develop a plan upon discussion with the School Managing Committee, other local people regarding environmental management as per desired in the contract. At the same time, a realistic Quality Management System will be developed considering the ground situation. Both of them will be sent to Project Manager for his approval.

Establishment of Site Offices, Site Clearance, Stack yard, Arrangement of Electricity and Water:

Considering the health, safety arrangement of the existing school students and other people and upon discussion with the SMC, the location of the site office will be selected so that it might be useful to SMC when it will be handed over to them after completion of the project. The Stack Yard will also be selected considering the guidelines of the project. Most of the sites already have electricity connection by REB. However, a generator for each site will be provided. A deep tube will be installed at initial stage so that it can serve all the purposes for construction work as well as office. After that, the site will be prepared by demolishing existing facilities if any and cleaning of the site. Cleaning and grubbing includes the removal of trees so marked, all brush, roots, hedges, fences, rubbish and all other objectionable materials. All trees, plants, or structures designed/desired by the Engineer/Employer, to remain, shall be carefully protected by us (the Contractor) during the entire period of the work.

Temporary Drainage and Control of Ground Water:

We shall make proper provision for the drainage of surface water from the work site including rainwater from surrounding areas. We shall provide form, fix, and maintain pumps, chute, wall, drains, bunds, silt traps and other temporary works facilitating proper drainage so that no flooding occurs and groundwater is controlled.

Control of Land:

We, the contractor shall attend to all operations carried out on the lands under our control and utilize them only for the purpose of construction of the works. Before starting any work we shall ascertain the boundaries of the land coming under our control and encompass it with security fencing made of CI sheet. The site will be made well secured with 24-hour surveillance.

Setting of Lay-out:

We, the contractor shall lay-out the work; establish all necessary marks, bench marks, grading stakes and other stakes as specified in the specification. The site plan furnished to us by the Engineer/Consultants showing reference points that have established the datum for the site will be followed by us for correctly locating all lines and grades required for

the construction under the contract from the established reference points and the datum furnished on the drawings. We shall prepare detailed setting out drawings and data sheets as necessary and submit them to the Engineer/Consultants for approval. Any modifications to the setting out of drawings or data sheets required by the employer representative should be made by us and resubmitted for final approval.

Then the lay-out will be set properly by using total station, leveling machine and other equipment. All stakes, boundary lines, corner markers, bench marks or survey markers which will be established in any part of the site, shall be carefully preserved and protected.

Earthwork:

On acceptance of the lay-out by the consultants, excavation of foundation trenches will start. The work includes, but is not necessarily limited to the furnishing of all materials and equipment and performing all operations necessary for and properly incidental to accomplishing all excavation, removal of surplus materials away from site, compacting, back filling and grading work, and trenching and back filling for utilities as necessary to complete the project as shown and noted on the drawings and specified in the Contract Documents.

Excavation of foundations, pits, trenches, footing, parking areas, and aprons, and any other structures indicated as well as common excavation for grading purpose shall be to the lines and levels required. All site preparation, cutting and shaping, excavation, filling, and back-filling shall be carried out under the inspection and control of the Employer. There shall be deployed adequate pumping system for bailing out of water from the site if required.

During this operation, we shall take care of all hazards. For example, we shall remove the excess materials arising from excavation from the site and the like only in excess of the volume which can be re-used in the work in the approval of the employer like work in foundation back filling, site filling work and the like as shown in site plan drawing.

Formwork and Equipment

To undertake smooth operation of the project, adequate quantity of formworks will be arranged well ahead of the concreting works. We shall prepare and submit a complete design and shop drawing of the formwork and props to be used in each stage of work. The design will include the method of supporting the formwork and shall indicate size, length etc. of form ties if used. The Engineer/Consultants will review and approve such designs prior to the erection of any formwork. Formworks shall be constructed to correct shape , dimension using the steel of adequate thickness.

The package-14 is relatively remote than the other packages. However, it is possible to utilize a set of steel form work (for roof shuttering) for two suitable schools yet

maintaining the completion time. The steel shuttering for column and beam will be arranged one set for each school. There will be a standard mixer machine, vibrator etc. at each site to carry out the concreting work. In addition to that, there will be an additional set of mixer machine, vibrator set for two adjacent sites. The bundle approach for the sites has been explained in the ‘mobilization schedule’.

Shop Drawings of bar bending schedule and bending diagram:

Shop drawings including bending schedules and bending diagrams will be prepared to the Engineer for his review and approval. Shop drawings shall show fabrication, placing details, size and location of all reinforcing steel.

Piling Arrangement:

The Package-14 has 13 shelters where 7 of them have Pre-Cast Piles foundation and other 6 have Cast-in-Situ Piles foundation. The contractor has the plan to start casting of all pre cast piles at the same time and engage 3-4 piling sub-contractor for the purpose. It has also the plan to engage 6 cast-in-situ piling sub-contractor to carry out the piling work at each site at the same time period. Some of the sites under this package will require longer piles and therefore, longer period. Therefore, more than one rig will be deployed there to finish the work.

Procurement of imported stone chips for piling:

The required strength of the concrete to be used in pile is 36.5 Mpa. It is difficult to obtain that strength by using locally available Sylhet Stone. The contractor has the experience of using imported stone (Indian black stone to be shipped through Shibgonj, Chapainawabgonj) to obtain that strength.

RCC Footing, Grade Beam, Pile Cap and Pedestal :

After the piling work, construction of foundation work including pile cap, RCC footing, raft, paedestal, and grade beam will be taken sequentially. The required strength will be confirmed by mix design and testing in the laboratory. All these work will be carried out after approval of the design mix by the Project Manager.

RCC Columns :

RCC column will be constructed following proper form work, rod bending and placing. Reinforcing steel shall be placed in accordance with the drawings, approved shop drawings and the applicable requirements of the codes and standards specified.

Erection of column will be done in lifts of 1200mm. The mix design of concrete will be taken prior approval by the Engineer. Following inspection and approval by the

consultants, pouring of concrete will be done. All the concrete shall be thoroughly consolidated and compacted by vibrators and other standard practices. Poured concrete will

be cured until gaining of substantial strength as per specification. Machinary includes mixer machine and vibrator. Placing of concrete will be done manually.

Casting of RCC beams and floor slabs :

The form work for RCC beams and floor slabs will be provided as discussed above. Slab concreting formwork will be done at a time and concreting will be done by dividing the slab into several panels providing construction joints. Before casting, rod bending and placing will be done as per approved bending schedule and diagram and under close supervision of the field representative of the Project Manager. Proper form work ensuring quality work of concrete free from honeycomb and segregation will be done. On getting clearance from the Engineer, concrete will be cast. The numbers of vibrators will be sufficient to compact the volume thoroughly. The slab cast will be cured by ponding the top surface until substantial strength is gained as per specifications. This correlation will be developed by frequent testing of samples at laboratory.

Before the slab casting, Electrical Conduits will be laid in the slab reinforcement as per specification and drawings. Conduits passing through the walls will be placed after cutting groves in erected walls concealing the conduits.

Bricks work :

Brickwork will start as soon as completion of RCC framework at respective part of the building. First class brick will be procured following the standard specification and source approval by the Engineer. It will satisfy all necessary qualities of a first class brick.

Cement mortar shall consist of a mixture by weight or by volume of cement to by weight or volume of sand, mixed in proportion as specified in the schedule or works or as shown in the drawing. Brick masonry work shall be built to dimensions indicated in the drawings, pump, curved or battered as required by skilled masons and workman properly supervised. It is also important to wash the bricks to wash and soaked in water for 4 hours before use. All joint vertical or horizontal shall be filled full with mortar of required quantity to provide a plain surface.

Ground Floor :

On completion of brickwork at GFL, the base of the ground floor will be prepared by sand filling up to plinth level. Sand will be properly rammed and compacted. The floor will be finished with artificial patent stone flooring or with tiles works as specified.

Door Frames, concealed Pipes and Conduits : After minimum 7 days curing of brickworks done, groove cutting in walls will be done accommodating electric conduits and pipework, both plumbing and sanitary. Electric pull boxes and circular boxes will also be placed at this stage. Door chowkats, grills etc will be fixed in position before plastering.

Plastering work of masonry surfaces and exposed concrete surfaces (Without all the fair face surfaces) will be finished according to schedule, specification and drawings. The work shall be cured properly to help gaining of strength. Plastering shall be performed with a good workmanship so that all surfaces, intersections, edges, corners, lines are addressed properly to provide a neat and fair surface.

Before starting of plaster work, brick joints shall be raked out to a depth of ¼ inch and concrete surface shall be roughened. Both brick and concrete surfaces shall be cleaned to remove loose materials and shall be thoroughly dampened with water.

Unless otherwise specified, cement plaster shall be made in the following proportion. On brick walls, it will be one part Portland cement to six parts sand. On concrete surfaces, it will be one part Portland cement to four parts sand by weight or by volume. The proportion will be used as per approval of the Engineer or his representative. Mortar shall be mixed in such quantities so that it can be used within 30 minutes after mixing with water.

Doors and Window Shutters:

Procurement of timber and sawing them will be done well ahead of fabrication to ensure matured and seasoned timber. Doors and windows will be made according to field measurement of doors and windows.

Tiles flooring:

The floors will be tiles using the approved tiles as per specification. Before that, patent stone flooring will be done using the specified materials in standard proportion maintaining the proper camber and level.

Electrical Gang boxes:

Electrical gang boxes will be fixed after 7 days curing of plasterwork by making grooves on the plaster work. Switches and Sockets will be fixed on gang fixes during electrical works.

Electrical fittings and fixtures :

Procurement of electrical wiring and other goods is very important aspects for the project. The goods will be bought after necessary source approval of the Engineer. The wiring and fixing of all electrical fittings will be done by professional technician under the supervision of electrical engineer.

Sanitary and Plumbing fittings and fixtures :

These fittings and fixtures are also very important and requires sufficient care during procurement. These will be procured as per specification and after source approval. These fiting and fixtures will be installed by skilled plumber under the supervision of mechanical engineer of the contractor.

Painting :

Painting will start after plasterwork, installation of all fittings, fixtures and remedial works if any. The item covers application of smooth paints over surface (masonry, plaster, wood

and steel) in minimum three coats or as specified by manufacturer in a manner to give an even, smooth finish. Before procurement, the contractor will take approval of color and brand (of paint) from the Engineer.

Plastered concrete and masonry surface to be painted shall be thoroughly cleaned of all grit, grease, dirt, loose materials, mortar dripping etc. It will be sanded smooth and made free of marks before starting of first coat. Voids and holes shall be filled after first coat is dry using filler compatible with the finishing specified and tinted if required. All paint shall be applied with brushes under adequate light making the surface evenly spread, smoothly flowed on and without runs or sags.

No exterior paint will be done in rainy, damp weather until the surface is thoroughly dry. No interior painting will also be done on damp surface.

Demobilization and Site Cleaning:

After completion of all works at site, the site and the building will be perfectly cleaned removing stains, dirt, filth etc. Temporary sheds will be demolished and shifted. Demobilization of equipments nd plant will be carried on. The school cum cyclone shelter will then be ready for handover.

Handover:

The school cum cyclone shelter will be handed over to IMC international and IDB. Subsequently, it will be handed over to the users represented by School Managing Committee in presence of the beneficiary, representatives of LGED.

Introduction: The Joint Venture of Taher Brothers Limited and Subashati Properties Limited is confident to carry out the construction work of School cum Cyclone Shelters in Package-15. The JV visited all the school site, consulted with the school managing committees, made necessary homework and communicated at required places to undertake the job and accomplish it according to Time Control, Cost Control and Quality Control as desired by the employer.

Deliberation With Client: After obtaining the Work Order from the client, we shall discuss with the client, consultants and collect deliverables from them. After that, we shall make exhaustive deliberations to finalize the project requirements and modus operandi.

Mobilization and Project Management Plans : Upon issue of the work order, we shall develop our organizational set up from the proposed list of personnel. We shall revisit the sites and prepare detailed mobilization, project management plan, construction schedule, procurement schedule etc. A short description of these plans and schedules are described below :

Procurement Plan : As the package will require some essential items for international procurement, it is needed to develop an immediate plan regarding international procurement. A detailed procurement plan will be developed including ‘international, local , bulk or small procurement items. It has been discussed separately at the ‘Supply-Chain Management’ part of this chapter.

The items required regarding ‘health and safety’ will be included in the procurement plan. We also plan to conduct ‘Health & Safety Training’ for the workers at the site when they will start the work.

Construction Schedule/Work Plan: Construction schedules using a standard software has been attached with the proposal in respective section. This schedule will be followed primarily. At the same time, it will regularly be worked out and updated to tracking the project completion.

Establishment of Field offices, Site Offices, Stack Yard etc.

Some of the content here has been repeated from ‘method statement’ to maintain the sequence of description.

Project Office & Laboratory : The contractor will set up one project field offices at Companiganj Upazila of Noakhali . The project offices will be at rented houses near the Upazila HQ or any other suitable location. The project office will be suitable to accommodate office cum residential arrangement of Contractor Project Manager, Construction Manager and other engineers. Each of the field offices will set up a laboratory with required facilities as per instruction of the Project Manager. Each offices will also be equipped with Survey Machine and other required equipment.

Establishment of Site Offices, Site Clearance, Stack yard, Arrangement of Electricity and Water : Considering the health, safety arrangement of the existing school students and other people and upon discussion with the SMC, the location of the site office will be selected so that it might be useful to SMC when it will be handed over to them after completion of the project. Engineer’s site office will have minimum 18 sq-m plinth area with provision of sanitation, furniture, first aid boxes, safety halmet, survey machine, leveling staff, ranging rod, measuring tapes, consumables, stationeries etc.

The site office will also be well furnished and have computer facilities. Most of the sites already have electricity connection by REB. However, a generator for each site will be provided. A deep tube will be installed at initial stage so that it can serve all the purposes for construction work as well as office.

The Stack Yard will also be selected considering the guidelines of the project. Materials procurement will be made according to its consumption in the field. Cement will be kept in the storeroom with proper dunnage avoiding weather action and dampness. Sand will be heaped and rods will be stored at stack yard. Bricks will be stockpiled in the open field.

Site Possession and Protection: After taking possession of the site, the first responsibility will be to protect it’s periphery , to ensure adequate means of access and way out. We shall encompass the site with fencing made of MS angle-framed CGI sheet with gates for entry and exit. After required mobilization, we shall erect the fencing work. Proper signboards with the names of project, client, Engineer and contractor with project cost, project completion time etc. will be posted for public display. Trespassing in the site area will be prohibited ; site security will be ensured through deployment of guards.

Setting up of Labour Camps : Labour camps will be constructed considering environmental management framework, health and safety plan for the work. All needed infrastructures such as water supply, waste water management, solid waste management will be worked out so that the camps do not strain local resources and do not cause harm to the environment.

Sources of Equipment, mobilization Period

Piling Arrangement: The Package-14 has 13 shelters where 7 of them have Pre-Cast Piles foundation and other 6 have Cast-in-Situ Piles foundation. The contractor has the plan to start casting of seven pre cast foundation at the same time and engage 3-4 piling sub-contractor for the purpose. It has also the plan to engage 6-7 cast-in-situ piling sub-contractor to carry out the piling work at each site. To maintain the work schedule as proposed in section- , the sites with long pile will have more than one rig.

Procurement of steel form work, props and other shuttering material: Considering all the aspects required for Time Control, Cost Control and Quality Control, minimum 6 sets of steel shuttering (for roof slab casting) will be required. One additional set of beam shuttering will be arranged at each site to minimize the time between casting of one slab

and the next. The proposal may be revised depending on the progress of work. A portion of the form work will be imported from India. The required processing will be started soon after awarding of the contract.

Mobilization and use of steel form works & major Equipment: The package-14 is relatively remote than the other packages. However, it is possible to utilize a set of steel form work (for roof shuttering) for two suitable sites yet maintaining the completion time. The steel shuttering for column and beam will be arranged one set for each school. There will be a standard mixer machine, vibrator etc. at each site to carry out the concreting work. In addition to that, there will be an additional set of mixer machine, vibrator set for two adjacent sites. The bundle approach for the suitable sites may be as follows. It has been planned assuming that piling work at one site will be finished earlier followed by the RCC work. The roof shuttering will go to the next site where the piling work will be finished later compared to the first site. If needed, more than one rig will be deployed at the first site.

The other Equipment & Plants

The sources of Equipment & plant have been explained in the equipment list separately. A major portion of the equipment and plant is owned by the Joint Venture of TBL-SPL. The materials are to be procured or rented will be soon processed after the contract agreement. It is expected that, most of the procure or rented equipment will be available at site before completion of piling. For the first 2 months, during the piling works, all equipment related to piling will be mobilized.

Materials Sourcing, Approval Procedures for Aggregates, Sands, Reinforcing bars, Bricks etc

Source of most of the materials will be Bangladesh. For piling works or high strength RCC works, black stone from India will be considered. It will be duly consulted and taken approval from the Project Manager. The source of stone and sand will be Sylhet. Sand of low FM will be collected locally if they are free from salinity and impurities. Source of brick is Chittagong or Feni. Reinforcing bars from Bangladesh will be tested at selected laboratory and used after approval.

Periods required for sourcing and approval procedures for all local materials will be within 3-10 days. This duration will be counted before actual consumption of the materials. If requested by the Engineer, we shall carry out required laboratory tests of the samples as a procedure for approval.

The Supply Chain Management

It is a challenge to undertake this package of construction within the stipulated time in the remote coastal belt of Bangladesh. Yet, we believe that a good supply chain management with the coordinated effort of Management-Procurement-Construction team will develop a confident approach to achieve the outcome of the project. Here, we provide a sample planning of supply-chain management to develop a comparatively smooth operational plan for the package.

Financial Mobilization Plan

A customized entrepreneur resource planner software (ERP) will be developed to deal with financial mobilization plan of the project.

Concrete Mix Design

We shall submit the concrete mix design to the Engineer for satisfying the mentioned minimum compressive strength for approval prior to commencement of the work. The following aspects will be considered for the purpose

Design of concrete mix may include recommended amount of admixture and water to be used .

Upon receipt of acceptable design mixes from the laboratory, we shall submit this mix design to the Engineer for his approval

We shall take the responsibility for incorporating into the structural concrete of the minimum strength and slumps specified on the basis of approved mix design

The mix design report shall cover the compressive strength, mixing ratio, water cement ratio, aggregate test etc.

Import of Materials and Equipment

Regarding the construction materials, LC will be opened after the source approval of materials. For shuttering and other equipment, the LC will be opened immediately after the letter of acceptance by the Employer. The list of materials has been listed in chapter-10.

We shall appoint C&F contractors at respective land port and sea port. Both the companies involved in the JV have wide experience of import and clearing of goods, therefore it will be a added advantage to deal with the imported items smoothly.

It includes tiny details at any corner of the site or any item that is going to be procured at abroad. Other than the staff, the work will always be supervised by the top level of the JV. Commitment from all sides and strong team work will be developed to pave the way for good project management for the work.

Maintaining the Construction Schedule

The construction schedule has been developed according to mobilization plan, method statement explained in the previous chapters. Here, one schedule has been shown for each shelter. Considering the bundle approach explained in the ‘mobilization plan’; one set of roof shuttering materials will be used for one pair of shelters. Therefore, one shelter is expected to be finished within 406 days and the other within 510 days. The ‘work schedule’ for each pair has been developed with this approach.

However, this represents initial planning. It will be fine tuned after the contract agreement. During construction work, the work schedule will be monitored, updated and reviewed to track the desired progress.
