Purpose of the Meeting

• To provide staff’s response to the Pupil Accommodation Review Committee’s (PARC’s) recommendations.

• To provide next steps in the process.

• To respond to questions about staff’s response.

Background

• March 2015 – The Board approved the establishment of a Pupil Accommodation Review Committee (PARC) involving four secondary schools in Ward 22 – Maplewood HS, Sir Robert L Borden BTI, Sir Wilfrid Laurier CI and West Hill CI.

• The PARC was formed to address declining enrolment at Sir Robert L Borden BTI and the short and long-term student accommodation needs in this area.

Background continued

• May 2015 – The PARC began its work. The PARC included members of the school community such as parents, students, community members, Board staff and the local trustee. The PARC followed the Ministry of Education guideline.

• November 2015 – After four public meetings, the PARC submitted its final report with recommendations.

• January 2016 – TDSB staff reviewed the PARC’s final report and prepared their own recommendations to submit to the Board of Trustees for final decision-making.

PARC Recommendation #1:

• Close Sir Robert L Borden BTI for 30 June 2016.

Staff Response:

• Staff supports this recommendation.

• Staff is recommending the closure of Sir Robert L Borden BTI at the end of the 2015-16 school year. Student enrolment has dropped well below the capacity of the school and has limited Technological Program offerings. Long-term enrolment projections indicate further decline and this year the Grade 9 program was cancelled due to low student pre-registrations.

PARC Recommendation #2:

• Return Sir Robert L Borden BTI Regular Program students to their designated schools by home address. If a student wishes to attend another TDSB school other than the designated school, optional attendance procedures will be waived for September 2016.

Staff Response:

• Staff supports this recommendation.

• School staff, with the assistance of staff from the Teaching and Learning department, will provide Sir Robert L Borden BTI students with placement options to continue their academic studies. Staff will develop transition plans for each student in co-operation with the receiving school and monitor the student’s progress.

PARC Recommendation #3:• Through the annual Identification, Placement and Review Committee

process (IPRC), return the Sir Robert L Borden BTI students in the Learning Disability Program (LD) and the Mild Intellectual Disability Program (MID) to their designated schools by home address.

Staff Response:• Staff supports this recommendation.• Through the IPRC process, should the student/parent decision be to accept

the placement of a special education class with partial integration, then the student will be directed to the nearest secondary school with the appropriate program (LD or MID Intensive Support Program) that has space available.

• However, should the student/parent decision be to accept the exceptionality and an offer of placement in a regular class, then the student will be directed to their designated school by home address.

PARC Recommendation #4:

• Relocate the Section 23 Programs at Sir Robert L Borden BTI to other area schools (2 classes East Metro Youth Services and 1 class Kennedy House).

Staff Response:

• Staff supports this recommendation.

• Staff is developing a student accommodation plan for both Section 23 Programs that will best meet the needs of the students and the associated agencies. New locations will be confirmed by March 2016.

PARC Recommendation #5:

• Increase staffing levels in receiving schools for Guidance Counsellors, Educational Assistants, Psychologists, Social Workers, School Based Safety Monitors, Community Support Workers and Child Youth Counsellors to ensure continued support of Sir Robert L Borden BTI students, proportionate to the number of students transferring.

Staff Response:

• Student transfer data for Sir Robert L Borden BTI students will be provided to the Staff Allocation Committee and/or the appropriate departments to review and assist with allocating resources to the receiving schools during the 2016-17 process.

PARC Recommendation #6:

• Renovate facilities and purchase equipment for the new Cosmetology and Aesthetics Program and the new Hospitality and Tourism Program at West Hill CI.

Staff Response:

• Staff supports this recommendation.

• Staff has developed an initial scope of work for the facility retrofits to West Hill CI to accommodate the new Cosmetology and Aesthetics Program and the new Hospitality and Tourism Program.

• Install a greenhouse facility at Sir Wilfrid Laurier CI and purchase required equipment and resources to support the new Horticulture and Landscaping Program.

PARC Recommendation #9:

• Ensure that staffing levels be maintained at Sir Robert L Borden BTI in 2015-16, despite possible in-year declining numbers.

Staff Response:

• The 2015-16 staff allocation for Sir Robert L Borden BTI remained unchanged despite the October 31, 2015 actual enrolment of 165 students coming in under the staffing projection of 187 Average Daily Enrolment (ADE).

• Support and track the attendance and achievement levels of Sir Robert L Borden BTI students.

Staff Response:

• Staff supports this recommendation.

• School staff, with the assistance of staff from the Teaching and Learning Department, will monitor the attendance and achievement levels of the Sir Robert L Borden BTI students as they continue with their academic studies at receiving schools.

PARC Recommendation #11:

• Provide transportation funding for Sir Robert L Borden BTI students completing their academic program at new schools (providing these students require transportation to schools outside of the 4.8 km walking distance as per TDSB Transportation Policy - P020).

Staff Response:

• Staff supports this recommendation.

• Staff is recommending that receiving schools of current Sir Robert L Borden BTI students be considered the students’ designated schools when applying for student transportation support.

The 4 portables located on the Sir Robert L Borden BTI site were assigned to Section 23 programs for the 2014-15 school year. These program were moved into the school for the 2015-16 school year, leaving the portables vacant.
