I. THE 6th SEARCH FOR TEN ACCOMPLISHED YOUTH ORGANIZATIONS

The search for Ten Accomplished Youth Organizations (TAYO)

aims to recognize, reward, and encourage youth organizations all over the country with programs and projects that help their communities. TAYO hopes to inspire more young people to find innovative solutions and to challenge status quo through the organizations to which they belong. As movers in their communities, they can make a difference in the lives of the people they desire to serve and in the cause they choose to espouse. The search also encourages the selection of projects that can be replicated by youth organizations in other parts of the country. In effect, it aims to become a venue for “best practices” sharing.

TAYO was launched in September 2002 through the initiative of

Senator Kiko Pangilinan and is organized yearly in partnership with the National Youth Commission and the TAYO Awards Foundation.

Now on its sixth year, the search for Ten Accomplished Youth Organizations (TAYO) is currently hailed as the county’s leading search for outstanding groups of young Filipinos who are instrumental in the development of the country through simple, worthwhile and notable projects implemented in the schools and communities.

Since TAYO started, it has succeeded in reaching over 600 youth

organizations across the country, has earned respect across different sectors of society, and has evolved from an award given to outstanding youth, into a wider recognition of the efforts of young people in nation-building.

The search for TAYO is open to all groups, organizations, clubs and societies whose membership and leadership are composed of at least fifteen (15) members who are 15 to 30 years old. Organizations are judged based on a recent project or program that had an impact on the community and which best reflects the efforts of the youth sector towards nation building.

Entries submitted are judged based on the following criteria: the

Impact of the project entry on the local community; Social Mobilization and how involved the community is in the project; Innovativeness; and Sustainability and Probability of Duplication. Organizations that best satisfy these criteria are named the Ten Accomplished Youth Organizations (TAYO).

Apart from the prestigious recognition, the winning organizations receive an especially commissioned trophy sculpted by Mr. Toym De Leon

Imao, and a grant of Php 50,000.00 intended to fund new projects or continue their long-term programs.

TAYO 6 is co-presented by Coca-Cola Foundation Philippines and Team

Energy Foundation, and supported by the Philippine Center of Young Leaders in Governance and the Department of Social Welfare and Development.

A formidable panel of judges, headed by Mr. Bam Aquino, TAYO Awards Foundation President, and Senator Kiko Pangilinan, NYC Commissioner Princess Abante, Coca-Cola Foundation President Cecile Alcantara, Team Energy Foundation Executive Director Bobby Calingo, DSWD Undersecretary Celia Yangco, PSC Commissioner Akiko Thomson, Philippine Daily Inquirer columnist Rina Jimenez-David, Shell Sustainable Development Manager Chito Maniago, ABS-CBN Head for Corporate Communications Bong Osorio, and GoNegosyo Deputy Executive Director Jose Rafael Ortega spent almost the entire day of December 15 on selecting which organizations would be part of the winning roster this year.

The awarding ceremony was held at the Grand Ballroom of

Renaissance Hotel Makati last December 16. A number of special citations were also given this year. They are the “Coke Barkada Award” from Coca-Cola Foundation Philippines, the “TeaM Energy Special Award,” the “Sustainable Development Award” from Pilipinas Shell and the “GoNegosyo Award” from the Philippine Center for Entrepreneurship.

Objectives

The Search for Ten Accomplished Youth Organizations aims to recognize, reward, and encourage contributions made by groups of young Filipinos. This will be accomplished through identifying outstanding youth organizations, clubs, and societies with well crafted, highly applicable, and effective programs. The TAYO Search also encourages the selection of projects that can be replicated in other parts of the country by other youth organizations.

Qualifications

� Open to all groups, organizations, clubs and societies whose membership and leadership is composed of at least fifteen (15) members who are 15 to 30 years old.

� Organizations shall be judged on the basis of a recent project or

program that had an impact on the community and which best reflects the efforts of the youth sector towards nation building.

� A project entry began in 2007 must either be completed before or by

the deadline (August 21, 2008), or a major portion must have been undertaken by the deadline.

Requirements The organization shall submit five (5) copies of the following:

� Accomplished Entry Form � One-page certification attesting to the existence and veracity of the

information submitted - for In-School Youth Organizations, a certification from the Office

of Student Affairs - for Community-based, Out-of-School or Working Youth

Organizations, a certification from the barangay

� A one-page short profile of the organization featuring a brief description, its nature and background, programs and track record

� A three-page profile of the Project Entry, featuring a brief but

descriptive account or narrative that will illustrate the program/project. The description of the project should include the following: (1) its site, (2) timetable (start and ending dates of program/project), (3) process of implementation, (4) level of community involvement, (5) profile and number of beneficiaries and finances/resources used.

- the financial sketch should identify how much was spent for the program/project, and the source(s) of funds used.

� Three-page project documentation (photos, testimonies of partners or

beneficiaries, certificates, etc.)

General Criteria 1. Impact of the Project Entry on the local community (e.g.,

improvement in income, sanitation, literacy, etc.) 2. Social Mobilization (involvement of the community, especially the

youth, in planning, implementation, and evaluation) 3. Innovativeness (application/ introduction of new technologies, best

practices, and uniqueness of products or services and promotion of indigenous materials).

4. Sustainability and Probability of Duplication

Prizes for each of the Ten Accomplished Youth Organizations

1. TAYO trophy 2. Grant amounting to fifty thousand pesos (P50,000.00)

TAYO Search Rules

1. All entries shall be evaluated mainly on the basis of the Project Entry submitted. An organization shall submit only one Project Entry.

2. The Project Entry submitted for evaluation must not have been a

recipient of direct government financial assistance or grants. Funding for the Project Entry must primarily be non-governmental. The allowable limit for government funding is five percent (5%).

3. Recipients of other awards are eligible. Previous TAYO finalists and winners may still participate, provided that they enter a Project Entry different from that entered in the last search.

4. Registration in the NYC’s Youth Organization Registration Program

(YORP) is mandatory. Registration documents may be submitted along with the TAYO entry.

5. All decisions of the TAYO screening committees and the panel of judges shall be final. No correspondence pertaining to these decisions shall be entertained.

6. The organizers reserve the right to modify, amend, or alter the

abovementioned rules, or waive compliance therewith at its sole discretion, if such steps are in accordance with the purpose of the TAYO awards scheme.

7. All materials submitted to the TAYO Secretariat automatically become

property of the organizers.

III. THE SEARCH FLOW

First Level – Secretariat Paper Screening The secretariat and screening committees receive applications

and verify document completion.

Second Level – Pre-Validation Area Screening (1) Using the generic screening form, local screening panels for each of the four areas (Luzon, Visayas, Mindanao and NCR) rate the organizations based on the documents submitted. The top twenty (20) organizations from each

island group are elevated into the next round.

Third Level – Field Validation Using the validation guidelines and questionnaires, the veracity of the

documents provided by the twenty (20) organizations per area are compared to/evaluated via the on-site visits done by the validators. All inputs are remitted to the Secretariat, and used by the screening committee for

judging.

Fourth Level – Post Validation Paper Screening (2) After the results of the validation are brought in,

the same screening panel for the areas will re-assess the original ratings they gave the project entries of the organizations, based on the documents and the inputs provided by the validators. Representatives

of the top ten (10) area finalists are invited to the area judging.

Fifth Level – Area Finals/Judging The ten area finalists’ representatives deliver a presentation

to a panel of judges chaired by the NYC Commissioner in charge of the area. Based on the presentations and the question and answer portion, the judges determine the five (5) winning organizations from each area that will proceed

to the national finals.

Sixth Level – National Finals/Judging The representatives from each of the twenty finalists undergo the same process utilized during the area judging, facing a panel of multi-sectoral personalities serving as judges. Each of the finalists speaks alongside a

standardized five-minute powerpoint presentation, and subjected to a seven-minute question and answer round. The Ten Accomplished Youth

Organizations are determined after the tabulation of scores given by the national judges.
