Sarupen went on to say that during his time as a DA Councillor in Ekurhuleni, he has tabled several measures to open up the various committees awarding tenders, but was obstructed each time. A motion tabled in this regard was rejected by the Speaker of the Ekurhuleni Metro in early 2011, and the DA managed to bring the issue for debate in October 2011 to the council floor during the revision of the city’s Supply Chain Management Policy - at which point the measure was voted down. “Mayor Mondli Gungubele routinely dismissed my calls and attempts to open tender processes in the city up to scrutiny,” Sarupen said. “Ekurhuleni has had countless scandals - the awarding of large scale tenders, including IT tenders, a R700-million water meter tender that is now the subject of an SIU investigation and most recently, a tender for R32-million that was awarded to undertake an ‘institutional review’.” Zweli Dlamini, Ekurhuleni Mayoral spokesperson, told tame TIMES that there is no proof in the allegations that Mayor Mondli Gungubele is not responding to any calls. He also mentioned that the matter regarding the tender processes should go through the municipality administration as it would be unethical for the Mayor to get involved in the tender processes. Themba Gadebe, spokesperson for the Ekurhuleni Metropolitan Municipality, was not available to comment on the matter. Sarupen is of the opinion that if there is truly no corruption to hide in Ekurhuleni, the Mayor and the council should follow Premier Makhura’s lead and finally heed his call and institute an open tender process in the metro. Clr. Izak Berg said: “IRASA supports opening the tender committee processes to public and media scrutiny and will support the DA on the motion. I agree that there are too many scandals currently in Ekurhuleni related to tenders. The ANC must realise that they work with public funds and they must be accountable to the public how they spend the money. Alberton: What a history:1973

History to bark aboutBy Annel Meyer

(The following article appeared in the Rand Daily Mail on 30 May 1973)

If all Alberton’s dogs barked when chasing burglars, it would be the most secure town in the world. But this was not the case, and the Council had decided to increase tariffs to cur-tail (excuse the pun) the number of hounds destroying the serenity of the East Rand “gem town.” This was said by Alberton’s Town Clerk, Mr A.G. Lotter, in commenting on the 500% increase in the licences of certain dogs.“Instead of enforcing the number of dogs one can own, the Council feels that the introduction of the higher tariffs will have the desired effect. Some people have ten or more dogs – and many of them bark at anything, including street lights. It would be a marvellous state of affairs if all Alberton’s dogs barked at something justified. But street lights never hurt anybody,” he said. The current tariffs are R1 per dog and spayed bitch, and R2 unspayed. From next January, Albertonians will have to pay R2 for a dog or spayed bitch, R10 for an unspayed bitch and R30 for each additional unspayed animal.

Part of the circular cemetery before it was repaired and cleaned up. Attend the Heritage Day ceremony to see the transformation.

The notorious dog licences of yesteryear.

The Alberton Heritage Society invites all interested parties – past or present inhabitants of our town - to join us at 11:00 on Wednesday 24 September, the Heritage Day public holiday, for the unveiling of the plaque containing the names of the pioneers buried in the two cemeteries on the corner of 9th Avenue and Hendrik Potgieter Street. With great respect for those pioneers and their families who founded Alberton, lived, worked and died here, we have repaired and cleaned up the circular cemetery (the so-called traffic island) and the adjoining empty stand. The two areas are the first farm cemetery of Elandsfontein and also the first town cemetery. There will be an interesting talk on the background of both cemeteries, a wreath-laying ceremony and reading out of the names of those buried there.

If you will attend, please contact Yvonne Grobler on 082 875 1215 (e-mail [email protected]) or Magda Alberts on 083 298 699 (e-mail [email protected]).

Heritage Day

The SAPS East Rand Sports Club held their quarterly fun sports day at Brackendowns Policing Precint. The sports day took place at Sundowners, where SAPS teams from across the East Rand participated in a 5km or 10km fun run and some participated in the 17km fun cycle challenge. Between 100 and 120 members participated on the day.“The aim of the SAPS East Rand Sport day is to enhance the fitness of the members as well as team-building,” said Captain Lourens Engelbrecht from Brackendowns SAPS.After the sport in the gruelling heat, SAPS members enjoyed boerewors rolls and colddrinks while catching up with their colleagues from other stations in Ekurhuleni.

A TAME TIMES INFOGRAPHIC

Eleven mall robberies have taken place in just 25 days in the province of Gauteng. The robberies began on 13 August and the most recent one occurred on 8 September. Most of the crimeso- have involved armed men robbing cellphone and high-end electronics stores. The low level of security in these stores and the speed with which criminals are able to convert the stolen goods into cash has made them highly attractive targets.Gauteng Provincial Commissioner, Lt Gen Lesetja Mothiba, said during a media briefing on 9 September, “As the Provincial Commissioner of Gauteng, speaking for myself and my management, this spate of robberies and attacks on malls is of great concern to us. The festive season is soon approaching and Gauteng SAPS will increase visibility in and around some of the malls that we have identified as high risk. We have identified 12 malls where we will increase visibility, which will include the deployment of Nyalas.”A national team of detectives has been assigned to assist the local authorities with their investigations. The police have worked with Business against Crime and South

Africa Banking Risk Information Centre to attempt to stop the surge of business robberies. Meetings will be held with the management of the various malls to discuss the improvement of security systems in malls.A breakthrough has, however, been made in the police’s investigations. This followed an intense investigation and several leads from Crime Intelligence on the robberies. Four suspects, aged between 28 and 44 years, were arrested at their hideouts in Brixton and Doornfontein. During the arrest police confiscated a 9mm pistol and three semi-automatic rifles, as well as 97 live rounds of ammunition. The suspects are in custody and will be charged with the illegal possession of firearms and ammunition. The possibility of more charges being added has not been ruled out. The investigation will focus on their alleged involvement in the robbery at the Black Chain Shopping Centre in Diepkloof in Soweto, ATM bombings, taxi violence and business robberies. Shoppers and businesses are encouraged to be vigilant until the safety measures can be implemented.

Alberton stores affected by this crime waveThree cellphones stores in Alberton have also been robbed during the past few months. The most recent cellphone store robbery was at the Vodacom store in the Lemon Tree Shopping Centre in New Redruth, on 15 August. On Thursday 31 July the Telkom Direct store in Alberton City Mall was targeted, and on 14 July, also in Alberton City, there was a robbery at the MTN Store.

This will assist us in fulfilling our commitment to contributing just over R100 000 per year

in cash and kind to the Orlando Children’s Home over the next three years.” Among the donations received were also full bursaries for four students at Orlando Children’s Home. This winter, the bank’s employees brought some warmth to the Home by donating winter garments, blankets, non-perishable foods and toys. Absa began its relationship with the home in April and has since rebuilt and replaced old and derelict parts of the residence, donated a new jungle gym and installed a new irrigation system.

Happy birthday Bracken City

On Saturday 6 September, Bracken City celebrated their birthday by inviting the community to celebrate the day with them. Shops in the centre, including the gym, showcased what they sell.PRO of Bracken City Lyn Kench stated that Bracken City celebrates their birthday every September. She explained that they would like to give back to the community for supporting them, and so they had a luxury hamper giveaway.Children were entertained with a jumping castle, free flavoured slush cold drinks, free candy floss, colouring tables, giveaways, and, of course, birthday cake. John Malipa, a member of the community, said that “Bracken City brought entertainment, laughter and freebies to the community to enjoy,” adding that he liked watching people from the gym do their workout outside and enjoyed eating a boerewors roll while watching his children play on the jumping castle.

Suksesvolle manne-aand

Letters & NoticesBad experience selling my house

Anne Swanevelder writes:I would like to hear from others if they have had bad experiences selling their houses. I chose a well-known real estate group and their agents to sell my house. When we signed the offer to purchase, the real estate agent convinced me to use their preferred attorneys to do the transfer. The attorneys have given me invoices and quotations without invoices for amounts that do not add up to the amount that they owe me, and I am now struggling to get my monies from them. They have given me an account showing that they kept back R10 000 for a plumbing certificate, although there is no law requiring one to produce a plumbing certificate when a house is sold. They also kept back R15 000 for an Electric Fencing COC, and both the Electrical Fencing COC and the Electrical COC was handed in to the attorneys’ reception.I have phoned the real estate agents as well as the house-owner, but was told they cannot help me. It seems once they receive their commission, they want nothing to do with the seller. The house is a beautiful home in Alberante, Alberton, that was well maintained. Another agent informed me that I am not the only person that went through this experience. I had to appoint another attorney to help me with this case. My attorney wrote a letter to the above-mentioned attorneys stating the following: “It is apparent from what has transpired in this matter that the only person in whose interest you have acted herein appear to be the Purchaser (and possibly youself).” To date neither myself nor my attorney has received any response to the letter. I do not want this to happen to anyone else and therefore I am writing this letter. Please let me know if anyone has had the same experience. Contact me on [email protected].

Foto’s is ‘n wonderlike dingNeville Peters skryf:

Hello Trixie,Jou rubriek van 2 September, stem ek volkome mee saam. Foto’s is ‘n wonderlike ding.

inspirerend is. Ek moedig graag saam met jou ander lesers aan om ook hul albums wer aft e stof en die foto’s kreatief uit te lê sodat dit altyd sigbaar is. Groete, Trixie

Law enforcer and son locked up On 9 September at the intersection of Ring and Voortekker roads, an intoxicated officer of the law caused havoc by threatening a motorist who nearly fell victim to his erratic and dangerous driving. On investigating the traffic situation with a view to easing the congestion, Metro Police officers from Alberton Precinct were confronted by this seemingly drunk man and his son, who hurled abuse at them and started attacking the Metro Police officers with a baton and their fists. The pair were arrested and charged at Alberton police station. According to witnesses and the victim interviewed on the scene, the intoxicated man in a BMW sedan missed vehicles by inches after running a red light and did not take kindly to being called to order, EMPD spokesn, Wilfred Kgasago said. “He allegedly attacked one of the motorists with an expandable steel baton and one of the motorists apparently removed the BMW keys from the ignition, so the man called his son for the duplicate keys. On the arrival of his son, the man grew more incensed and they both attacked the Metro Police officers who had to

Young life lost in accident

A young man tragically lost his life, and two others were injured on the morning of 10 September when their vehicle rolled on the R59 near Midvaal in Johannesburg South. ER24 paramedics arrived on the scene and found the light motor vehicle on the side of the road, lying on its roof. On assessment, paramedics found that one man had already succumbed to his severe injuries. Two other men lay inside the wrecked vehicle. Paramedics carefully removed the patients from the vehicle before they could begin their treatment. Once freed from the vehicle, paramedics treated the patients and provided them with advanced life support. The AER24 Helicopter was called in to transport one of the critically injured to a nearby hospital for urgent treatment. The remaining patient was transported to hospital by ambulance for further treatment. The cause of the collision is not yet known but local authorities were on the scene for further investigations.

call back-up to subdue them,” Kgasago explained. It later emerged that the 46-year-old perpetrator is a police officer stationed in Springs. He was charged with assault, driving while under the influence of alcohol and resisting arrest. The son will be facing charges of assault and interfering with police officers’ lawful duties.

AA does NOT support e-tollsThe Automobile Association has taken note of a South African National Roads Agency (SANRAL) media statement in which SANRAL spokesperson Vusi Mona made reference to studies conducted by the AA regarding the costs of traffic congestion to the economy.“The AA agrees that traffic congestion has a considerable impact on the effectiveness of the economy,” the AA said. “However, the Association is concerned that reference has been made to its name and views in the context of a SANRAL press statement which promotes e-tolling, a system which the AA has consistently opposed,” the AA added. “This may give rise to uncertainty over the AA’s exact stance,” the Association commented. In 2007, the Association was one of the original objectors to the funding of the Gauteng Freeway Improvement System via tolling. It said that tolling increased the cost to the end-user and concentrated the funding burden on a limited number of citizens. The AA said there were more equitable ways of funding roads which had low or no collection costs, such as taxation and the fuel levy.“References to studies we have done or the mention of the AA’s name by SANRAL spokespeople should not be interpreted to mean that the AA has changed its stance on the issue of how best to fund the roads which need to be built to relieve congestion,” the AA commented.”We wish to re-affirm that we remain opposed to e-tolling,” the Association concluded.

Fired up For

sharing our heritageThe GCIS (Government Communication and Information System) have launched the Tell Your Story Campaign to get ordinary South Africans to share their stories of what it was like growing up in apartheid South Africa, to consider what change democracy has brought – and to present a vision for the future. This act of sharing allows South Africans a platform to talk about the pain of apartheid, their experience of democracy – and of the South Africa they would like to live in. This is important so that we can move forward as a nation that has documented its history,

is aware of the sacrifices made by many South Africans to achieve this freedom – and who can create a future South Africa that all can call home. The sharing of stories has a way of nurturing, teaching and persuading change in others. South Africans from all walks of life have already begun sharing their stories. To read more about these stories, the campaign and learn how to share your story visit: www.gcis.gov.za/tell-your-story-campaign. Cricket umpires welcome sponsor

The Gauteng Cricket Umpires Association (GCUA) received their new sponsored kit on Tuesday 9 September. FLYA Sportswear, sportswear manufacturers and the new all-encompassing sportswear brand of TIME Clothing, sponsored the Umpires with kit worth R394 000.The kit consists of standing shirts, standing trousers, training shorts and windbreakers. They have signed sponsorship until 2016. Eddie Dalziel, from Alberton, is responsible for GCUA Sponsorship, and would like to thank FLYA Sportswear for the partnership. In September the Association is also celebrating their 75th anniversary. In 1939 an Englishman, Phil Willcocks, was part of the English troops that came to South Africa. Together with South African Nico van der Westhuizen, he arranged a cricket match between the English troops and a combined South African team. Willcocks and Van der Westhuizen were the umpires for that match. They then started the association, known as the Transvaal Umpire Association, which later became the Gauteng Umpire Association. The GCUA mainly provide umpires for local cricket club matches and school cricket. But the Association has also delivered key South African umpires for international matches, such as Robbie Lee from Primrose (1987 – 1999), who umpired the following matches:

Holland vs Eastern, Zimbabwe vs North West and u/19 Pakistan vs South Africa.Danny Becker, from the Johannesburg South area, umpired 20 One Day International (ODI’s) matches in the 90s. Karl Hurter, also from Johannesburg South, has recently been appointed at the High Performance Centre for Cricket SA. The GCUA also made history by being the first Umpire Association with a black chairman. Mr. Manny Mhlanga, former Chairman of the Zimbabwe Umpire Association, has been the GCUA Chairman since 2012. The GCUA has two boxes at Wanderers Stadium, and is looking for sponsorship. If you are interested in sponsoring one of the boxes, contact Eddie Dalziel on 072 123 4259.

LOCAL: Umpires from Alberton, Eddie Dalziel, Lourens Engelbrech and Bob Hope.

KIT: Members of the GCUA show off the new kit sponsored by FLYA Sportswear.
