    Who are we? The September 11 Commission is an independent, bipartisan Commissioncreated by Congress and the President to investigate the facts and circumstances surroundingth e 9-11 attacks an d make recommendations to prevent an d prepare fo r future terroristattacks. There are 10 Commissioners, 5 Republicans and 5 Democrats, and a professionalstaff of about 50 people. The staff is divided into different teams that are examining differentissues - for example, there is a team that is concentrating just on immigration issues, there's ateam that is examining terrorist financing - how the hijackers got their money - and there is ateam that is looking the intelligence issues at the FBI & CIA.We are part of the team that will be writing the story of what happened on 9/11 - for example,what happened on the planes, what did the militaryVNORAD do in response, what did theFAA do, and what th e first responders - police and fire fighters - did on 9/11.     the story of what worked an d what d idn't work. Our report is due to come out at the end ofnext May. Hopefully it will accomplish at least two things: (1) first, it will get the factsstraight; that is, the Comm ission w ill write the definitive story of what happened on 9/11; and(2) it will make thoughtful recommendations on how w e as a nation can avoid this type oftragedy again.W hy do we want to talk to you? Our team will be interviewing virtually every person whowas directly involved w ith the hijacked aircraft on 9-11. So within the FAA that means allthe air traffic controllers, supervisors, administrators at the ROCs, people at the CommandCenter and those at Headquarters who were involved with the crisis on 9/11. In addition, wewill be going out to NORA D, talking to the pilots, th e controllers, and the other militarypersonnel who were engaged in the air defense response that day. So you're not alone - w eare by no means singling out this Center for attention.W hat kinds of questions will we be asking? W ell, I have had a chance to read the personnelstatement you filled out after 9/11 and review the transcript of the ATC recordings that day.So I will probably ask you some questions about each of those. In addition, I am veryinterested in hearing your thoughts on wo rked w ell on 9/11 - in terms of yo ur Center - andwhat didn't work as well. Finally, we are interested in your thoughts and recomm endationsabout the changes that have been made since 9/11, and what m ore you think needs to bedone.Let m e emphasize that we are not investigating you personally, we are not prosecutinganybody. Our policy is to tape interviews because as I said, we are trying to ensure that whatwe w rite is factually correct, and we have to interview hun dreds of people.Now, before we start let me ask if you any questions about what I said or about what we'redoing here today. A lso, as a preliminary matter let me ask did anyone discuss the subjectmatter of today's interview with you prior to today? If so, who? Is that the same as saying anaircraft is a primary target?How do you know when an aircraft deviates from its authorized course? Does the datablock start to blink or so mething?What controls do you have to change/alter the format of the display?
