Chairman in his opening remarks informed that States should ensure due diligence in appraising the projects and calculations should be based on the operational guidelines of MIDH scheme. He further stressed that States shall also take effective steps to complete the sanctioned project in time and ensure to operate them for the benefit of farmers. Subsidy will be released in two installmentsafter receiving satisfactory CJIT report. SHM should ensure that the promoter'shave not availed assistance from other sources for this project. The unit isproposed to export potato, SHM therefore ensure that the pack house is to beestablished as per the Pack House Recognition Scheme of APEDA.

Name of Project: M/s Soniz Meditech Pvt.Ltd.Constitution: Private Limited CompanyDate of Receipt: 24.05.2017/ 13.07.2017/23.10.2017Activity: Establishment of Integrated Beekeeping Development Centre (IBDC)under Innovative interventions not covered under any GOI schemes.Location: Block-Karbatiya, Vadnagar, District- Mehsana Region, State- Gujarat.Project Cost: Rs. 752.35 lakhProject Details: The project was forwarded by Department of Horticulture,Government of Gujarat for promotion and development of beekeeping in theMehsana region as a role model.

The project is proposed to be taken under PPP mode. Department ofHorticulture, Gujarat and M/s Soniz Meditech Private Limited has done MoU for theproject. Under the project, M/s Soniz Meditech Pvt. Ltd. shall provide training,advisory services, migratory services, bee boxes, bee health, processing facilitiesand market linkages to the farmers for honey bee keeping at mutually agreednorms with the Department of Horticulture and the Department of Horticultureprovides assistance to the farmers for bee-keeping as per the MIDH guidelines.

The centre will establish nucleus stock development unit and bee diagnosticlab at our centre by collaboration with State Agriculture University. The centre willalso developed infrastructure facilities, skill & semi skill manpower, extension &advisory service by support of State Agriculture University. The centre will alsosupply standard quality bee colonies, bee boxes & other equipment to thebeekeepers at affordable price. The centre will facilitate beekeepers by providingtraining, advisory services, market linkages & support farmers for branding &marketing of produce.

Outcome of the project are as under:

recommendations of NBB and State Government and suggested that:

1. The project should be considered under the Special intervention componentfor which @ 50% assistance could be sanctioned.

2. The project will be implemented in PPP mode. The promoter namelyM/s Soniz Meditech Private Ltd. will lease the land for a period of 20 years.

3. SHM and the private entrepreneur will enter into an MoU which shall clearlyindicate the terms for extension of the project/transfer of the assets createdunder the project.

4. The State Government will support the training component under MIDH asper ASCI norms.

5. The eligible cost for assistance as recommended by NBB is Rs. 428.00 lakhwhich comprises of infrastructure, machinery and tools.

6. The private entrepreneur will bear the remaining cost of infrastructure,machinery and tools. The entrepreneur will also bear the cost of technicalstaff and cost of lease of land.

7. Components for establishment of bee pest diagnostic and advisory centre andmodern honey testing lab, formation of bee keepers association, bee friendlycrops shall be considered by the adjoining SAUs/local University/SFAC underthe normal programme of the State and other agencies.

8. NBB will oversee the implementation and provide technical support forestablishment of IBDC and it's functioning.

Decision of EMC of MIDH: Based on the presentation made by ExecutiveDirector, National Bee Board (NBB), EMC considered and approved in-principle theimplementation of bee-keeping project in PPPmode. State Government will explorethe possibility of setting up of quality control lab under MIDH guidelines, which isan essential component for the project. State will finalize the MoU with privateentrepreneur incorporating above suggestions of PACof MIDH and submit a revisedproposal for consideration of EMCof MIDH.

Remark: The representative of MoFPI informed that initially the proposal of samepromoter for processing with total cost of Rs. 2194.25 lakh was rejected by thatMinistry on the criteria of Net-worth of the company. Subsequently the proposalhas been revised by promoter's and cost of the proposal is estimated at Rs.1143.00 lakh excluding the processing part. The revised project has beensanctioned term loan facility by Corporation Bank, Karnal Branch on 09.11.2017.The proposal still had two chambers of frozen store. PAC agreed that frozenchambers cannot be considered under MIDH. Hence cost of these two frozenchambers has not been considered for assistance.

Recommendation of PAC of MIDH: In view of the above remarks, PACrecommended the proposal to be placed before EMC for consideration and sanctionof Rs. 170.35 lakh @ 35% as credit linked back ended subsidy for setting up ofType I & II Cold storage with add-on technology.

Decision of EMC of MIDH: EMC approved the project and sanctioned Rs. 170.35lakh @ 35% as credit linked back ended subsidy for setting up of Type I & II Coldstorage with add-on technology. Subsidy will be released in two installments afterreceiving satisfactory CJIT report. SHM should ensure that the promoter's have notavailed assistance from other sourciiir ,thiS project.

Nans werebeing prepared in the factory and were found stored in one frozen chamber i.e.discontinuation of pea processing and diversification from horticultural activity.

CJIT recommended that SHM may find out the reasons for dismantling of peadepoding line/ discontinuing the pea processing/ diversification from horticulturalactivity and carry out detailed analysis of admissible cost of assets created bypromoters on the plant, machinery & technical civil works before releasingsanctioned subsidy to the project.

The project was considered by EMC of MIDH in its meeting held on23.05.2017 and observed that deviations reported earlier have been rectified andfacility is presently being utilized for the activity/ purpose recommended by SLSCand sanctioned by EMC. However, it was apprehended by some members that thepromoter may again start using the facility for non-horticultural activities. CJITfound the expenditure to the tune of Rs.760.36 lakh eligible for consideration ofcentral assistance and worked out credit linked back ended subsidy of Rs. 380.18lakh @500/0 of Eligible Project Cost (EPC) as eligible subsidy.

Based on the recommendations of CJIT, EMC approved the project andsanctioned Rs. 380.18 lakh as 50°/0 credit linked back ended subsidy to be releasedin two installments with the condition that SHM shall ensure the utilization offacility for sanctioned activity only and financing Bank shall be asked to adjust thesanctioned subsidy against term loan only alJtft.lthe approval of this Ministry on therecommendations of a surprise visit by JIT.

In compliance to the decision of EMCdated 23.05.2017, Director Horticultureand Mission Director (HMNEH), Government of Uttarakhand vide letter dated iz"October, 2017 has submitted Action Taken Report/ Compliance Report in respect ofthe above project.

SHM has informed that a surprise inspection of the unit was conducted on03.09.2017 by a team headed by Chief Horticulture Officer, U.S. Nagar and foundthat the facility was being used only for the horticultural produce and no otheractivity was going on in the unit.

In view of the above, PACmay consider the case for release of subsidy as perthe decision of EMCdated 23.05.2017.

Recommendation of PAC of MIDH: In view of the surprise inspection report ofSHM, PAC recommend the proposal to be placed before EMC for consideration forreleasing the approved (in its meeting on held on 23.05.2017) sanctioned subsidyof Rs. 380.18 lakh as 50% credit linked back ended subsidy in two installments asper operational guidelines of MIDH.

The project was considered by EMC of MIDH in its meeting held on20.07.2015 and sanctioned Rs. 400.00 lakh credit linked back ended subsidy forthe project. Accordingly, minutes were circulated to all concerned for taking furthernecessary action in the matter.

A Central Joint Inspection Team (CJIT) visited project site on 10.02.2016 andreported the project completed, commissioned and in operation. CJIT also reportedthat as per the details available in the lease deed, covered area of 27125 Sq. ft.and office area of 2400 Sq. ft. was available/ existing before the project land wastaken on lease for setting up of processing facility. The main structure was modifiedto suit the requirement of processing facility along with addition of buildingstructure. Accordingly, the details of the civil works were reassessed byCJIT/Chartered Engineer for the new and modified civil works.

The matter was considered by EMC in its meeting held on 23.05.2017 andobserved that findings of first CJIT on the existing structure on the lease land wasconfirmed by fresh CJIT also. As such, the promoter as also Chartered Engineerand SHM have misrepresented the fact for seeking central assistance in the form ofback ended subsidy. SHM may be asked to take suitable action in the matteragainst wrong doers to avoid such things in future. However, CJIT has excluded thecost of existing civil work available at the time of taking the land on lease basis andreported the expenditure to the tune of Rs.722.08 lakh eligible for consideration ofcentral assistance.

EMC accepted the eligible project cost of Rs.722.08 lakh worked out by CJIT,after excluding the cost of existing civil work and decided to defer the case till SHMsubmits Action Taken Report (ATR) on the misrepresentation of facts by theofficials of the SHM and the Chartered Engineer/Chartered Accountant.

In compliance to the decision of EMC dated 23.05.2017, Director Horticultureand Mission Director (HMNEH), Government of Uttarakhand vide letter dated14th October, 2017 has submitted ~ Taken Report/ Compliance Repo:~

SHM has concluded that huge amount of capital investment along with largeamount of Bank loan has been invested in the project and the project has startedcommercial production. If due subsidy is not released to the unit, the project willbecome NPA. SHM has also requested for consideration of release of subsidy for theproject based on the recommendation of CJIT.

In view of the above and fact that CJIT has already excluded the cost ofexisting civil work available at the time of taking the land on lease and reported theexpenditure to the tune of Rs.722.08 lakh eligible for consideration of centralassistance and the same has also been accepted by EMC in the meeting held on23.05.2017, PACmay consider the case for recommendation to EMC.

Recommendations of PAC of MIDH: Based on the discussion of the PAC, SHMhas been advised to further clarify the action taken report. In case the clarificationare received, the proposal for sanction of subsidy in excluding the cost of existingcivil work available at the time of taking the land on lease will be processed on thebasis of CJIT report and placed before ensuing meeting of EMC.

Decision of EMC of MIDH: EMC considered the recommendations of PAC andletters dated 14.10.2017 and 21.12.2017 from State Horticulture Mission (SHM).SHM has informed that procedure regarding black listing of CharteredEngineer/Chartered Accountant of instant project is being carried out. MissionDirector SHM made a detailed plea for release of sanctioned subsidy to the project.EMC accepted the revised cost of Rs. 722.08 lakh after excluding the cost ofexisting civil work. EMC approved release of Rs. 361.04 lakh as 50% credit linkedback ended subsidy in two installments as per operational guidelines of MIDH. SHMto ensure that the promoter has not availed assistance from other sources for thisproject as also to ensure compliance of all regulations of Food Safety andStandards Authority of India (FSSAI) for finished product and infrastructure.

The project was deferred. SHM is advised to submit the documents listedabove with the SLEC recommendation.

During the course of the deliberations, the following general decisions were alsotaken by the Empowered Committee.

i. All SHMs will regularly update the website giving details of projectssanctioned at State level as per the delegation of powers and also send thecopy of SLECminutes to this Department.

ii. .Credit linked back ended subsidy sanctioned under MIDH will be released bySHMs in two installments. First installment will be released after receivingsatisfactory Joint Inspection Report (JIT) report of completion of civil worksand installation of machinery/equipment as per technical standards. Thesecond installment will be released by SHMs after receiving satisfactory JITreport for project completion and commencement of commercial production.The Joint Inspection Team will comprise of members from lending bank,technical expert, SHM and District Administration.

iii. State to ensure that funds will be released to approved projects as peravailability in minimum two installments after satisfactory JIT report out ofannual allocation and funding pattern under MIDH.

iv. States to review all pending project proposals and ensure clearance of olderprojects, within the provisions of annual allocation, before taking up newproject proposals.

v. SHMs will attach with every proposal the following documents without whichthe proposal will be treated as incomplete:

a. Techno-economic feasibility report.b. Copy of bank sanction letter and appraisal note.c. In case of cold storage and CA store projects - Data sheet, Certificate from

Engineer/Architect regarding adoption of technical standards and protocolas per GOI guidelines should be part of the project. The details like businessmodel (rental, arbitrage etc.), backward, forward linkages, number of cropsto be stored (month wise), capacity utilization vis-a-vis breakeven point andviability of the project.

Shri Jalaj Srivastava, Additional Secretary, in his concluding remarks exhortedthe States for taking up implementation of projects in a mission mode and avoiddelay in recommending and sanctioning of the projects. States should initiate theprocess of preparing the Action plans for 2018 - 19 with a bottom up approach forthe development of horticulture sector in the States. States may consider adoptionof cluster of villages in and around CoEs for holistic development of horticultureincluding creation of infrastructure for linking the produce with the markets.
