Over the past several years, more articles have been popping upon the Web about yet another asteroid potentially hurtling towardEarth with the potential to slam into it. Some of these are hoaxeswhile other stories talk of asteroids that are in reality millions andmillions of miles outside of Earth’s orbital path around the sun,though that info is buried quite a ways down in the story, youknow, to get you to read it.But New York State has something real and similarly cata-

strophic heading its way in about two decades: the existingAmtrak tunnel connecting New York City and New Jersey is acentury old and in disrepair … and Amtrak says it only has about20 years left to “live.” So just as scientists across the world havebeen trying to invent a way to blast away an incoming asteroid,the feds are trying to come up with a plan to build a new tunnel,right? Well, not exactly, which is why Gov. Cuomo recently sentoff a fiery letter to USDOT Secretary Foxx exhorting him to getthinking about funding this vital project, estimated to cost about$14 billion. Trouble is, so far, the federal government has offered to con-

tribute relatively little of the money for the project, putting thefunding onus of New Jersey and New York. Thus the ire from thegovernor. The project, he wrote, is simply not viable without sig-nificant federal investment (and Gov. Christie agrees) and he’sright. This is the Northeast Corridor and it involves many statesand many millions of people, not just from the northeast. If there’sa type of project that the feds should fund more than just 25 per-cent it’s this one. Let’s hope this happens. Approximately 200,000commuters ride the train that runs through this tunnel every day.The area certainly cannot handle having all these people on theroads.And just a quick reminder that this year’s N.Y.S. Highway &

Public Works Expo will be held Oct. 21. in Syracuse. Look onpage 64 for brief pictorial recap of last year’s expo. Also, in nextmonth’s Superintendent’s Profile you’ll find a complete exhibitorlisting for N.Y.S. Highway & Public Works Expo. Again, we hopeto see you there. P

Highway Superintendent

Ray Smithand the Town of Niskayuna

In the words of President John F. Kennedy, “…Let the word goforth…that the torch has been passed to a new generation…”Fast forward to 2015. “I’m the new guy. I was handed the torch

and I’m carrying it.” Those are the words of Ray Smith, highwaysuperintendent of the town of Niskayuna, on taking over the reinsfrom longtime super (20 years to be exact) Frank Gavin.Due to Frank’s recommendation, Ray was appointed to his first

two-year term last March. “Fact be known, if you would have betme when I started here that I’d be the highway superintendent Iwould have laughed. It was always looked at as a very pristineposition with a lot of responsibility. It was quite an honor even tobe considered.“Frank mentored me for years. It wasn’t set in stone. He said he

was going to retire for a long time. It was like he was crying wolf.We had a good working relationship[during that time] so it wasn’t a

difficult transition.”After graduating from Niskayuna High School, Ray worked

for local builders. “I was a laborer right out of school.Construction is sort of in my blood. My father worked in theWater and Sewer Department for 30 years. I started here as alaborer in 1986 and became a heavy equipment operator in 1988.I tried to get in right after high school but there weren’t any vacan-cies. To tell you the truth, my father didn’t want me to come here.He worked here and he wanted better for me than what he had. Hewould always tell me that ‘whatever you do, you do to the best ofyour ability.’ I still live by those words.”In 2000 Ray became road maintenance supervisor for the town,

which, at that time, was basically a deputy sans the title. “We stilldon’t have a deputy but I made one of my crew leaders, PeteRakvica, assistant for highway affairs. I have another supervisordirectly under me, Ken Williams. He’s in charge of maintenanceand the Parks Department. I’ll be losing him to retirement inJanuary.”Ray grew up in Alplaus, N.Y., with his three younger sistersand brother. His parents and siblings still live locally. He andhis girlfriend of 21 years, Michelle, raised four childrentogether: Dion, 29; Andrew and Reuben, both 28; andJoseph, 21. Ray also is the proud Pop-Pop of three-year-old

Grace. “She’s the light of my life — my

everything. My office is coveredwith her artwork.”To this day, Michelle is one of

Ray’s biggest cheerleaders. “I’ve known Raymond for thepast 21 years and I’m very proudof his accomplishments. He isvery dedicated to his job and

strives to be better everyday.”

A member of the New York State Highway Superintendentsand the Saratoga Highway Superintendents Associations, Rayloves hanging out in the Adirondacks.

“That’s where I go to hunt and fish and spend time with mygranddaughter.”

When it comes time to retire, Ray would like to “have a decentsize piece of property somewherebetween here and there wherethere are open spaces and I canmind my own business. I’d liketo get a big enough place so mygrandkids can have horses orwhatever they’d like to have.”

All in a Day’s WorkRay’s crew helps serve the

town’s 21,781 residents. In addi-tion to Pete and Ken, his staffincludes five crew leaders, fourmechanics, two machine equip-ment operators (heavy), ninemachine equipment operators(medium), one tree trimmer, fivelaborers and a secretary. Threemembers of the town’s Parks

Department also work under Ray.“I pretty much have the same crew as Frank. We’ve lost to

retirement. One thing I’ve noticed is the willingness of the olderstaff to teach the younger ones. It works the other way, too. I’mproud of my men. They’re second to none.”

Coming from a working background, Ray doesn’t take hisposition lightly.

“I’m their boss, but I also camefrom where they are so I canrelate to what they’re goingthrough. I have a few that literal-ly thank me every day for theirjob. Being in charge is big for me.I’m looking out for 37 people.”

As the department’s “top dog,”Ray is responsible for maintain-ing the town’s 170 lane miles ofpaved road. That translates intonine plow routes that takebetween three and one-half tofour hours to complete.

Ray also oversees the town’sFacilities and Parks Department.

week. That includes 10 miles of the Mohawk-Hudson Bike Path, our parks [Becker Street and JeffBlatnick] and Midland Cemetery. We also maintainthe Town Hall and Recreation Center.”Under his attentive eye, the highway department

functions on an operating budget of $3,492,352,which includes salaries and benefits for employeesand an annual CHIPS allocation of $157,183.85.Unlike most other towns, Niskayuna has two budg-ets. The winter budget is for October throughDecember and covers salt, calcium and snowremoval. The spring/summer budget takes care ofcapital improvements, paving, stone and drainagework. “Whatever monies I have left after winter get

rolled into the following winter budget.”The department is housed in two buildings. The

older of the two (60 by 200 ft.) was built in the early1960s and is used for offices, storage, body shop,vehicle maintenance and an employee lunchroom.

The second building (60 by 100 ft.), builtin the early 1990s, is used for storage andby the Parks maintenance crews. Threeadditional buildings located around townare used for winter storage. There also isa salt storage facility built in the early1990s that holds up to 3,000 tons of salt.

Like most highway departments thesedays, money for new equipment is hardto come by.

“We always have an ongoing list. Thebiggest things we need to upgrade arethe older plow trucks. We’ll go to theboard in January and ask again.”

Since the cap on government spend-ing was enacted [in 2011] Ray doesn’thave an equipment budget.

“The law says you can’t raise thetaxes above two percent. If a municipal-ity chooses, they can go over it by a pub-lic vote but we don’t. We budget within,which is very challenging,” Ray explains. “We bond everythingwe buy. The interest rate is reasonable. I think it’s somewherearound one percent. We purchase a lot of small pieces by generat-ing money within our budget. Last year we had issues with trucksfailing so the town let me move some money within my budget tobuy a 2008 truck. It upgraded us by about four years from thevehicles we were having issues with.

“Everything I buy has to go through them [the board]. I don’t

have the authority to just go out and buy it. We’re fortunate,though. Frank put us in a good place with the town board and thesupervisor. They’ve been very supportive.”

Maintaining the town’s vehicles is a top priority for Ray and hiscrew.

“I have three mechanics, a mechanic supervisor and amechanic auto body man. We recently experienced a turnover in

our mechanic’s shop. There are some younger mechanics wholearned newer technology and brought that here. The newer trucksare easier to run but working on them gets harder, mostly becauseof the computers. We rarely send anything out. We do as much aswe can in-house. There have been instances that were beyond usbut not very often. My guys go above and beyond to get it fixed.“We have our own body shop where we sand blast and repair

our truck bodies. We try and do two a year to maximize the equip-ment’s longevity. In addition, an auto body mechanic is on staffwho paints and repairs the vehicles.”That’s not to say Ray’s job isn’t without its challenges. “You can’t make everybody happy. You do your best.

Unfortunately, like life, you can’t tell everybody, ‘Yes, I can do it.’There are times when things are on private property and we havedon’t have the right to do it. I try and talk to the residents and givethem an idea of what they could do and tell them why we can’thelp. “At the same time, the most rewarding part of my job is when-

ever I get a letter or phone call from a resident saying we’ve donea good job. For someone to take the time to write or call meansyou’re doing something right.”So what’s next?“The town’s working on a Parks Master Plan, which is recon-

figuring and utilizing the parks we have and the park plans. Itinvolves upgrading the facilities, maybe adding more parking and

fields. The board is looking at the needs and wants of the town.We have good bones. This is just a way to enhance what we have.I’m pretty excited about that.”On a personal note, Ray plans to keep doing what he’s doing. “I’m still new to it all. I wouldn’t change anything. It’s good

being me. I hope it only gets better.”

About the TownNiskayuna is one of the five towns and one city, Schenectady,

which comprise the county of Schenectady. Niskayuna lies in thenortheast corner of the county, bounded on the west by the city, onthe south by the town of Colonie and, separated by the MohawkRiver, by Clifton Park on the north and east. The town is about 15miles northwest of Albany. Its principal points of entry are fromRoute 7, the Troy-Schenectady Road, and Route 5, the Albany-Schenectady road, continuing north along Route 146, BalltownRoad, at Mohawk Commons.The town is predominantly a residential community, consisting

of 6,372 single-family homes, 1,415 apartments and a modestnumber of town houses and condominiums. Although muchgreen space has been preserved, there are few large tracts of landleft for future development. About 80 percent of the town’s 1.2billion assessed valuation is residential. Only a small part of its 20percent commercial development is devoted to retail use, most

2000, Niskayuna is only the third largest of thefive Schenectady County towns. Rotterdamand Glenville are each about 50 percent larger.Niskayuna, however, having only the relative-ly small land area of 14.1 square miles, is themost densely populated of the five towns.Niskayuna ranks 72nd of the 932 towns in

the state by population. Of the 46 towns in thenearby Capital District—those in Albany,Rensselaer, Saratoga and Schenectady coun-ties—Niskayuna ranks seventh. If Niskayunawas a city, it would rank at just above the mid-point of New York’s 61 cities.The center of the town lies at the crossroads

of Balltown Road and Nott Street. The newerpart of Nott Street, east of Balltown, is calledNott Street East. In that vicinity lies the TownHall, the county’s Elizabeth Harriman BeanBranch Library, the post office, NiskayunaHigh School, WRGB-TV and banking, gro-cery and retail establishments.Niskayuna is home to the General Electric

More than 99 percent of the town’s properties have access to apublic water supply. The water usage rate, currently $1.52 perthousand gallons, is one of the lowest in the northeast UnitedStates. About two-thirds of the water is drawn from wells on townproperty and about one-third is purchased from the city ofSchenectady. All but about 4 percent of Niskayuna properties areserved by one of two sewer districts. Effluent District 1, which liespredominantly to the west of Balltown Road, flows into the cityof Schenectady treatment plant; effluent from District 6, whichserves the rest of the town, flows to a town Wastewater TreatmentPlant.

The average family income in Niskayuna is the highest in theCapital District. Its full-value assessment per capita is the largestin Schenectady County and allows town taxes to be the lowest inthe county and among the lowest in the region.

There is a new class of sur-geons operating across NewYork State. Their place ofwork is the street, not theoperating room, and theirinstrument is not a scalpel butthe lance of a purpose-builthydro excavator.Instead of digging a large

hole that requires road clo-sures, safety shoring, tons ofbackfilling and exposes theoperator to the risk of damag-ing underground utilities suchas gas lines, a hydro excavatorutilizes pressurized water tobreak up and remove the soilvia air conveyance. Alsoknown as an HXX, made byIllinois-based market leaderVactor Manufacturing, ahydro excavator can dig holeswith surgical precision, whichis an ideal method for numer-ous applications wheremechanical excavation is notonly inefficient but also dan-gerous. Surgical excavation using

pressurized water and air con-veyance allows locating andexposing buried utility lines;the rehabilitation and restora-tion of sewers, waterlines andpipelines; repairing water valve boxes; telecommunication maintenanceand repair; slot trenching; sign and pole installation; landscaping (dig-ging holes for trees and shrubs); potholing; and excavation in tight spacesor congested areas.Most importantly, hydro excavation’s popularity has increased due to

a heightened awareness of deteriorating underground infrastructure andthe need to safely expose and repair it. While New York implemented theOneCall System to request locates prior to the start of an excavation proj-ect, the only sure way to know where a utility actually runs is to exposeit. This is even more crucial since the occurrence of cross bores (when agas line intersects a sewer main) represents a ticking time bomb. Thelocation, repair and prevention of cross bores can be accomplished effi-ciently and safely using hydro excavation.According to the 2013 DIRT report issued by the Common Ground

Alliance (CGA), the trend toward alternative excavation methods overthe use of a backhoe is evident in a steady decline of reported events (theoccurrence of downtime, damages and near misses). Region 1 (includ-ing New York State) reported 14,130 events for 2013, a decrease overprevious years even with increased excavation activity. Of that, 6,024

occurrences caused damageto a natural gas line. Acrossthe country, 51.7 percent ofall events involved a backhoe;only 0.1 percent were report-ed for vacuum equipment.Safety and increased efficien-cy are the main reasons whythe vacuum excavator marketin North America has sky-rocketed from $985M in 2011to $1.3B in 2015. New York State Vactor

and contractor customershave used the Vactor 2100Plus Combo for both sewer

cleaning and hydro excavating”, said Regional Sales Manager AaronGieseke. “Lately though, there is an increasing demand for the purpose-built Vactor HXX models as there is a greater understanding and appre-ciation for the benefits of this type of excavation now. In fact, most of mycustomers started out with a combo unit and were very impressed withthe capabilities of the HXX components, so when larger jobs comearound they move on to an HXX, which we currently have in stock andready-for-work.” With an increasing awareness of the dangers of mechanical excava-

tion and the impact of utility strikes, not only from a financial perspec-tive but more so as a matter of public safety, hydro excavation is quick-ly becoming a best practice for all types of excavation projects.
