Timing, as the saying goes, is everything.

A recent Politico report revealed that the Obama Administration has

begun to “quietly push” to reduce the greenhouse gas emissions created

by transportation projects. This potentially soon-to-be proposed rule

appears to be aimed at forcing recipients of federal transportation money

to track emissions and set goals to reduce them, mostly states, cities and

transportation planning organizations. Nothing so far has been made

public about any targets or penalties that would either be provided or

imposed by the feds for failing to do so. In the bulls-eye, however,

appears to be asphalt and measuring of the emissions generated by it.

Like everything else today in politics and government, opposition has

emerged on both sides of this proposed plan: Environmentalists, of

course, like it; industry people, not so much.

American Road and Transportation Builders Association (ARTBA)

Vice President for Regulatory Affairs Nick Goldstein said that “a man-

date for agencies to set climate targets could be used as a pretext to dis-

courage highway construction at a time when America desperately

needs better infrastructure.”

He’s right … there isn’t really a gray area here. Sure, a lot of people

would like greenhouse gas emissions to be reduced, even people who

aren’t environmentalists or aren’t entirely certain that global warming

exists or is as big a problem as is often reported. But the timing of this

proposed rule is terrible. Construction workers are busy again, jobs are

being created, and we finally have some long-term transportation fund-

ing.

The stories of global warming are often just as dire as the reports of

our failing infrastructure. And the latter causes emission problems, as

well. Widening roads, repairing bridges, redesigning interchanges are all

projects whose primary purpose is to reduce traffic congestion. Vehicles

sitting still, idling on roads is not great for the environment, either, and

making it more difficult for contractors, DOTs, highway departments

and so on to do their jobs to modernize the nation’s transportation sys-

tem, the very arteries of our country, is not what we need right now.

Another saying goes, there’s a time and place for everything. Let’s do

one thing at a time here, so we can get both things right. P

For many, the road to the highway superintendent’s chair is usually a pretty typ-

ical journey up the ladder. But Jonathan Foote’s path to the top spot in the town

of Morris’s highway department (and what he did once he got there) was far

from typical.

In 2011, the town of Morris’ highway superintendent decided to step down.

None of the current highway department employees, however, wanted to

leave the comfort zone of their current positions or to put themselves in a

position to deal with local politicians. So their plan as a crew was to try to

select what they viewed as the best candidate and get him to take the posi-

tion.

At the time, Jonathan was running his own contracting business and get-

ting to an age where climbing on and off of rooftops and doing back-break-

ing jobs on a day-to-day basis was no longer recommended. But before he

ran his own business, he was busy earning degrees and serving the country:

he has an Associate’s Degree in Business Administration from SUNY

Cobleskill and a Bachelor’s Degree in Business Education from SUNY

Oneonta. He also served in the United States Air Force as a sergeant

working in administration and personnel.

He was, however, born and raised in the township that he now

serves in, and the members of the highway department

bent his ear and convinced him that he was the man

for the job.

Paving Roads, Mending FencesWithin the town of Morris is situated

the village of Morris, which was incor-

porated in 1870. These two depart-

ments with similar wants and

needs, similarly understaffed,

with very similar job descrip-

tions, with the village located

completely within the bound-

aries of the township, had near-

ly no cooperation or interac-

tion with each other when

“I am sure it has been the

case with other town high-

way superintendents, but the

lack of cooperation

between our two agencies

was astounding,” Jonathan

said. “We could be plow-

ing a road that crossed

through the village and

would literally lift up our

plows and remove no

snow from that road until

we had left the village limits. If one of the two agencies needed a truck,trucks were never shared. If a flagger could be commonly shared, it didnot happen. If the town was in need of a tractor loader backhoe and thevillage had one, it was not lent. We could have pieces of equipment inour fleet that are totally underutilized, but not share them with the vil-lage.”

Eventually Superintendent of Public Works of the Village RussellNichols and Jonathan started to compare notes, identify wasteful areas,and see to it that things really changed.

“Today if the village is sealing a street, we think nothing of loaningthem a truck and a crew member. We regularly share flaggers. We’vehad water emergencies where we’ve helped each other out with crewand equipment.

“The village has one truck, if it breaks we are more than glad to letthem use ours. We never raise our plows. In a snow emergency, we helpeach other out and coordinate our efforts.

“It’s a hard thing to put a number on, but we estimate that we save

each other $50,000 to $60,000 a year. Thisdoes not even factor in the value of a saferwork environment. If you are trying to get bywith less than the required manpower ormaking do with equipment that’s not reallyright for the job there are all kinds of safetyissues. After a major storm, we will sendguys down into the village to help withcleanup.”

At first, the village and town residentswere a little surprised to see these sharedefforts, but ultimately they liked it, accordingto Russell.

The town of Morris’s crew has four full-time members: David Birdsall, WayneKorth, Derrick Anderson (deputy superin-tendent) and John Kogut. The village’s staffincludes Russell and one other full-timeemployee.

Being Organized, PlanningAhead

Jonathan feels that one of the first thingsthat he was able to bring to the highwaydepartment was his organizational skills andhis familiarity with paperwork from hisyears in the military and operating his ownbusiness. Much in the area of budgeting andprojects like FEMA paperwork had beenoverlooked or put aside, and focusing on thatarea was right up his alley, he said.

“My most difficult day in this job was cer-tainly the first day. [The outgoing superin-

favored a rigid track — Linn a flexible one.Clearly Linn's tractors were based onLombard's concept, but a close examination ofthe respective patents reveals no infringement,at least where the tracks are concerned. Ifeither inventor had bothered to apply for apatent on the overall design of the two units,the case would not be so cut and dried.

This Linn truck was made with a bracket seat mounted on the running board and the clutchesand gears positioned so the operator could face in either direction. The truck also could beoperated in either direction.

The town of Morris’s town barn was manufactured in the 1930s. Parts of the facility were at one time a part of the Linn Tractor Company’s factory.

H.H. Linn’s patented ‘Flexible Traction’units gave the Linn tractor a distinct advantageover a conventional motor truck enabling it totraverse rock-strewn, muddy or hilly terrainpreviously inaccessible by a motor vehicle.Power was transmitted to the ground via therear crawler tracks which included a spring-loaded steel triangle, pivoted at its apex, whichallowed the track bed to flex and conform tothe contour of whatever surface the Linnmight encounter.

The Linn tractor history is an intricate partof the history of the town and village ofMorris, N.Y. This tractor, once a mainstay ofequipment used by highway departments forroad maintenance and snow removal, wasmanufactured in Morris from 1916 to 1952.

Linn “gave up on a six-wheel-drive designby 1907 to have Alvin Lombard, ofWaterville, build a machine using the tracks This Linn model C-5 is equipped with a Frink snowplow and one wing. This design includes

The Town of Morris highway department

is responsible for one hundred lane miles; 48

miles of which are paved and the remaining

are dirt.

Because of the amount of dirt roads, road

grading is an essential part of the town’s

responsibilities. With the fleet being the age

that it is, with some trucks in excess of 20

years old, and some of the earthmoving

equipment significantly older than that, the

highway department crew members have

become very adept at welding and fabrication

to keep the older machines operating when

replacing them is not an option.

One of the areas that Jonathan has brought

to the department is the use of computers. He

uses computer technology for correspondence

slung gasoline engine and wheels on front. It

was equipped with a ship-style cabin with liv-

ing quarters and able to pull a string of wag-

ons behind as well as supply electric lights for

his circus.”

When the concept of rural snowplowing

became accepted around 1920, Linn was one

of the pioneers. At that time, there were no

paved roads, or they were very limited, so

plowing snow with a wheeled vehicle was

nearly impossible. Linn’s tractor, an early

hybrid between a crawler tractor and a truck,

was a vehicle whose rear end was a track sys-

tem and front end was a steerable wheeled

system.

The Linn proved popular with loggers,

miners, contractors and municipalities, serv-

ing double duty as a road-building machine

during the summer months and a snowplow

“The weather information available on the Internet today has madeour plowing far more efficient,” Jonathan said. “We can estimate exact-ly when the storms are going to begin, how long they are going to last,and how much precipitation to expect. We have four plow routes, eachof which takes three-and-a-half to four hours to complete. Anytime we

during the winter. Under ideal conditionscompany literature claimed the Linn couldtravel up a 50 percent incline and some cus-tomers, particularly Barrie, Vt.’s VermontMarble Co. stated their Linns regularly carrieda 20-ton load up a 22 percent grade.

When equipped with skis a snow-goingLinn road train, (one or two Linn tractors tow-ing from 10 to 16 log sleds) could increaseproductivity 10-fold, with numerous NorthAmerican logging and mining outfits testify-ing to their efficiency in Linn advertising. OneLinn snow train, operated by the Hudson BayMining & Smelting Co. Ltd., pulled a 120-tonload from their supply depot to its Flin Flon,Manitoba/Saskatchewan, outpost and theAmtorg Trading Co. exported numerousLinns for use in the Russian province ofSiberia.

Early Linns were equipped with four-cylin- This is one of three Linn 100 hp trucks owned and operated by Orange County, N.Y. At thattime, approximately one-third of all New York counties had at least one Linn in their fleet.

One of the most recent equipment acquisitions made by the town

was a 2014 Mack 10-wheeler, which was equipped by Henderson

Truck Bodies. The town has allowed much of the equipment fleet

to age extensively and one of Jonathan’s primary focuses is to bring

the fleet up to date.

One of the things Jonathan is trying to implement is more long-termplanning, which has been complicated by expensive and devastatingshort-term events.

“Since I’ve been in office we have had three ‘100-year’ floods andthose kinds of curve balls make long-term planning a real challenge. Wehave had a lot of unanticipated costs related to the flooding includingextensive culvert and bridge repairs. However, my bookkeeping back-ground has come in useful when it comes to dealing with agencies likeFEMA and we have been able to recoup a large amount of flood dam-

age expenditures from FEMA.”One of the organizational techniques that Jonathan is executing with

his crew is dividing the township into four regions and making a crewmember responsible for each of the four regions. A “To Do” list is devel-oped for each region and it’s up to the crew members to prioritize the listand complete as many projects each year as possible.

Currently all of the paved roads in the township get scheduled forresealing every five years, so one of the priorities for each crew member

is to make sure that the roads he is responsible for are properly preparedfor sealing when their time comes.

Like all highway superintendents, Jonathan Foote has his own plan ofaction in dealing with upset residents.

“Nobody likes to get those phone calls about chewed up mail boxes,but they have to be dealt with and I try to deal with each residential issuepersonally. Everyone feels like snow removal should be dealt out equal-

equipped with bi-lateral wing plows required from twoto three operators, plus the driver, but later units offeredhydraulic control, allowing a Linn plow to operate withjust a single operator (plus the driver — a necessity asthe Linn could be a handful to drive in inclement weath-er).

The firm’s swan song was the 1939 Linn C-5 con-vertible tractor truck, which could be operated as a stan-dard Linn off-road or as a conventional truck (albeitwith front-wheel-drive) while on the road.Unfortunately the C-5 came one decade too late asLinn’s main customers — municipal highway depart-ments — were already abandoning their Linns in favorof more modern and versatile roadbuilding and mainte-nance equipment offered by Walter and FWD, andshortly after War’s end, Linn quietly withdrew frombusiness.

deck and all trucks are out at times we have to prioritize. A dead end

street with two residents may not be at the top of the priority list, but I

have found that if we sit down with the residents and show them the

problem we are dealing with, the problem can be resolved. Most people

don’t understand what it is that we do and all that is involved in it, but I

have found that if you can sit down with the individual and paint a clear

picture of what you’re trying to accomplish you turn a problem into an

ally.” P

This water storage tank is a part ofthe $2.7 million upgrade to the

water treatment facility.

The village of Morris is the home of Dr. Naylor, officially known

as H.W. Naylor Company Inc. The company’s history goes back to

1914, when Dr. Naylor became troubled by the use of folk reme-

dies to treat disease, most of which caused infection.

Dr. Naylor was “a frustrated engineer who liked to work with

new ideas,” according to his grandson, John Elliott, vice president

of H.W. Naylor Company. “It was his inquisitiveness — which

now might be labeled something like ‘scientific imagination’ and

then was known as ‘tinkering’ — that led to the company’s growth

and reputation for quality.

Dr. Naylor’s products are primarily for the care of a cow’s udder.

Products like Mastitis Indicators, Blue-Coat, which is a sanitary

product, and their most common product, Dr. Naylor’s Bag Balm,

which is an antiseptic ointment for the cow’s udders, which many

a dairy farmer has used over the years to give a nice coat of protec-

tion to his own hands.

Word of his products grew quickly, and by 1926 Dr. Naylor

expanded his animal hospital to open a small factory. The compa-

ny still operates today from its simple little office in the village of

Morris.

JCB’s popular entry-level 3CX, a 14 ft. (4.2 m) full size backhoe

loader built in Savannah, Ga., is now available with pilot controls.

The U.S.-built machine boasts a 13,063-lb. loader breakout force and

6,354-lb.ft. loader lift capacity to its full height. The excavator bucket

has a 13,942-lb. breakout force and is powered by a JCB EcoMax Tier

IV Final engine delivering 74 hp. This highly efficient power plant has

no requirement for a costly diesel particulate filter (DPF) or any form of

exhaust after-treatment such as DEF, reducing operating costs and

allowing for quicker turnaround time between rentals.

Customers have recently asked that JCB develop pilot controls for the

3CX, which traditionally has been offered only with manual controls.

Pilot controls are commonly found in hydraulic excavators.

The addition of pilot controls to the 3CX allows operators to easily

adapt from operating an excavator to a backhoe without having to

change the way they are used to working. JCB engineers have complet-

ed the development of this technology with pilot controls now offered as

optional equipment. Other options include a climate-controlled cab,

hammer pipework, an extending dipper and loader pipework.

The 3CX comes standard with daily fluid auto-checks and JCB

LiveLink telematics, allowing users to monitor machine performance

and maintenance needs. Owners are alerted via email or text message if

the machine continues to operate with a fault alert. The 3CX is the only

backhoe on the market to offer this exclusive feature, according to the

manufacturer.

The new Bobcat M-Series S570 skid steer loader provides operators

with extensive feature upgrades, including increased visibility, a more

comfortable cab and easier maintenance, according to the manufacturer.

Boasting a rated operating capacity of 1,950 lbs. and an operating

weight of 6,395 lbs. (2,900 kg), the S570 falls within the Bobcat loader

family’s most popular size class. The medium-size machine features a

vertical lift path, allowing operators to lift heavier loads higher.

The skid steer loader’s newly improved cab-forward design places

the operator closer to the attachment while providing a better vantage

point in all directions. In addition to the loader’s enlarged cab door open-

ing windows on the sides and rear of the cab increase visibility, creating

a clearer view of the machine’s wheels or raised attachment.

Further, the cab door’s lowered threshold and increased size enable

operators to enter and exit the loader with greater ease. Although the

height of the cab has been increased, providing additional headroom, the

overall size of the machine at 6 ft. 4 in. (1.9 m) is still small enough to

fit through smaller doors.

Simple service checkpoints and superior design allow operators to

spend minimal time performing routine maintenance before kicking off

long, productive workdays. Areas that were once difficult to reach, such

as the space between the oil cooler and the radiator, have been made

more accessible for cleaning purposes.

The S570’s pressurized cab features a one-piece seal, situated within

a curved pocket. This design helps minimize the amount of dirt and dust

infiltrating the cab while saving crucial cleaning time. The skid steer

model offers two speed options which boost the maximum travel speed

from 7.4 mph in low range to 11 mph in high range, reducing the time it

takes to cross a large job site. Reduced noise levels and the choice

between standard hand/foot controls or selectable joystick controls help

alleviate operator fatigue during long work hours.

Buyers Products, an industry leader in work truck accessories and

snow and ice management equipment, introduced the new SaltDogg

municipal dump spreader (MDS) that provides the practicality of a

dump body combined with the convenience of a spreader that allows for

four-season operation.

The new MDS is offered in 10-, 12- and 14-ft. (3, 3.6 and 4.2 m)

lengths with 36-in. (91.4 cm) sides and a 4-in. (10 cm) tailgate. The body

is constructed from heavy-gauge, 304 stainless steel for corrosion resist-

ance and durability. It’s roll-formed sides and cross-memberless design

provide for excellent material flow and exceptional strength-to-weight

ratio, according to the manufacturer.

Designed with a three-stage, nitride, double-acting, front trunnion-

mounted hoist, the MDS limits protrusion into the body cavity and

allows for higher material capacity. Buyers’ proprietary spinner assem-

bly is engineered to be its most advanced material distribution system to

date, providing efficient, balanced and cost-saving operation.

Four-season use of the new MDS is possible with a removable, 7-

gauge stainless steel conveyor cover plate and an adjustable flow gate,

which can be interchanged with a coal chute. The proprietary spinner

assembly also is easily removed allowing year-round use of the spread-

er body.
