Summary of SBA announcements:
Mr Brown - No More Exams
Princess Elizabeth Primary School
“Parent Samantha Anderson
said that her daughter found
it less stressful when her
school, Ngee Ann Secondary,
removed mid-year exams
last year.
“The teachers would have
much longer to teach the
students more, with more
opportunities to make
learning fun,” Ms Anderson
said. “Let’s give teachers the
much-needed space to
breathe,” she added.
Princess Elizabeth Primary School
“While some parents and
students are cheering the
latest move by the
Education Ministry (MOE) to
cut back on examinations,
other parents are
concerned that the
changes will make it
difficult to track their
child’s progress, and
might even lead
to complacency.”
Princess Elizabeth Primary School
No weighted assessment (e.g. CAs) and mid-year exams
DOES NOT MEAN
No assessment for learning
Princess Elizabeth Primary School
Measures to reduce SBA Load
• Schools will continue to use assessments formatively to move students’ learning forward and develop in students a greater intrinsic motivation to learn

“We will make adjustments to the Holistic Development Profile, or more commonly known as the report book, to
better reflect a student’s progress in learning, and to discourage excessive peer comparison. These adjustments
will also help to reduce test anxiety.”
-Minister Ong Ye Kung, WPS 2018

CHANGES TO PSLE SCORING AND S1 POSTING(2021 onwards)
Princess Elizabeth Primary School
WHAT DO OUR CHILDREN NEED TO THRIVE IN THE FUTURE?
32
VALUES
For example:
• Resilience
• Integrity
• Care
21ST CENTURY COMPETENCIES
For example:
• Global awareness
• Critical and Inventive thinking
• Communication and Collaboration
STRONG FOUNDATION
For example:
• Literacy
• Numeracy
• Social-emotional Competencies
OUR EDUCATION SYSTEM AIMS TO:
33
NURTURE WELL-ROUNDED INDIVIDUALS
• Develop students holistically in every domain of learning
• Equip students with knowledge, skills, values and competencies for life
PROVIDE OPPORTUNITIES FOR CHILDREN TO DISCOVER AND DEVELOP THEIR STRENGTHS & INTERESTS
• Diversified school landscape
• Multiple pathways at various stages
Over the years, we have been fine-tuning the education system to help our students discover and develop their strengths and interests while moving away from an over-emphasis on academic results. This will better enable them to lead fulfilling lives.
THE PSLE CHANGES AREPART OF A BIGGER STORY
The changes to the PSLE scoring and S1 posting are another step in this direction.
34
CURRENT SYSTEM
THE T-SCORE AGGREGATE DETERMINES S1 POSTING
• It shows how wella student has done compared to his cohort.
• The T-score Aggregate largely determines which secondary school a student is posted to.
• A student with ‘better’ letter grades may have a lower T-score Aggregate than a student with ‘poorer’ letter grades.

WHY CHANGE?
• Reduce fine differentiation of students at a young age based on exam scores.
• Recognise a student’s level of achievement in each subject, regardless of how his peers have done.
WHAT THE NEW PSLESCORING SYSTEM AIMS TO DO
36
NEW SYSTEM
• There will be 8 Achievement Levels (ALs), with AL1 being the best.
• A student’s AL for each subject will reflect his level of achievement, rather than how he has performed relative to his peers.
• Applies to both Standard and Foundation subjects
STUDENTS WITH SIMILAR SCORES IN EACH SUBJECT WILL BE GROUPED INTO THE SAME ACHIEVEMENT LEVEL
37
PER SUBJECT

AL 3
AL 4
AL 5
AL 6
AL 7
AL 8 (UNGRADED)
NEW SYSTEM
• The PSLE Score replaces the T-score Aggregate.
• The PSLE Score ranges from 4 to 32, with 4 being the best.
• Compared to the T-score Aggregate, students are less finely differentiated.
4 SUBJECT ALs WILL BE ADDED TO FORM THE PSLE SCORE

HOW S1 POSTING WORKS
NEW SYSTEM
The PSLE Score will be the first criterion for posting.
If 2 students with the same PSLE Score vie for a place in a school, the following tie-breakers will be used.
1. CITIZENSHIP(Singapore Citizens, Permanent Residents,
then International Students)
2. CHOICE ORDER OF SCHOOLS(NEW)
3. COMPUTERISED BALLOTING
HOW POSTING WILL WORK
40
More information will be shared at P5 and P6 levels
USE OF HCL FOR ADMISSION INTO SAP SCHOOLS
NEW SYSTEM
• Students will be ranked taking into account their performance in HCL.
• This posting advantage applies before the tie-breakers for S1 posting.
THIS HCL POSTING ADVANTAGE FOR ENTRY TO SAP SCHOOLS WILL CONTINUE

If your child has specific talents which a school offers the DSA-Sec in
And is passionate about and committed to developing his/her strengths and interests
DSA-Sec can support his/her development in that talent area.
It’s a journey !!
