River East Transcona School Division Policy1. Theprincipalofeachearlyyearsschoolshallberesponsiblefortheestablishmentandmaintenanceofaschoolsafety

patrol. This is inclusive of street and bus safety patrols.

2. AsafetypatrolbudgetshallbeestablishedbytheRETSDboardoftrusteesandshallbetheresponsibilityofthe superintendentordesignate.

3. Safetypatrolsuppliesshallbejointlymaintainedbythesuperintendentordesignateandtheschoolprincipalordesignate.

4. AStudentStreetSafetyPatrolHandbookandBusPatrolHandbookwillbemaintainedandprovidedtotheschools.

5. Asafetypatrolcommitteeshallbeestablishedeachfall.

Membership of the safety patrol committee shall be:• Representativeofthesuperintendentsdepartment

• Schooladministratorsordesignates

• Directoroftransportationordesignate

• PoliceconstablesrepresentingtheCityofWinnipegandtheRCMP

• Representativesofinterestedcommunityorganizations

The safety patrol committee shall be responsible for:• Arrangingsuitableawardsforthesafetypatrols

• Judgingandawardingtrophiestothesafetypatrols

• Enlistingtheaidoftheareacitycouncillorsandcommunityorganizationsinstudentsafety

• Co-ordinatingtheworkofthepoliceconstableassignedtoourdivisionforschoolsafetyprograms

• Assistingtheprincipalsandpoliceinasafetyprogram

Safety PatrolsThe Public Schools Act and School PatrolsTheschoolpatrolshavebeeninoperationforover50years.AccordingtoSection48ofThePublicSchoolsAct,aschoolboardmayestablish,operate,maintain,andregulateasystemofpatrolsfortheprotectionofchildrenfromtrafficaccidents.

Theboardhasdeterminedthateachschoolisresponsibleto:establish,operate,maintainandregulateasystemforthebetterprotectionofchildrenfromtrafficaccidentsbytheuseofpatrols;selectaspatrolsstudentsattendingtheschoolwhovolunteerforthepurpose,andinstruct,directandcontrolthosesoselectedfor,inandabouttheperformanceoftheir services as patrols.

Responsibilities of School Patrol MembersMembers of the school patrol team are responsible for:• Controlling,directing,andinstructingstudentsincrossingthestreetsandhighwaysatorneartheschool

• Earningtherespectofthechildrentheyarecrossing(patrolsmustactwithself-discipline)

• Representingtheschoolandactingappropriatelyontheirpost

• Assistingteachers,parents,andpoliceininstructingschoolchildrenaboutsafepracticesonstreetsandhighwaysatalltimesandplaces

Supervisors are responsible for:• Trainingeverypatrol.Thereshallbetrainingsessionsbeforeapatrolisallowedtobeonapostalone

• UsingthepolicedepartmentSchoolPatrolHandbook

• Consultingwiththepolicepatrolconstableinthetrainingofpatrolsandutilizingtheirresourcesonanongoingbasisthroughouttheyear

Equipment to Be Used• Allpatrolsmustweartheapprovedsafetypatrolvest

• Patrolsshoulddressappropriatelydependingontheweather

• Thepatrolsupervisorwilldeterminewhetheraflagwillbeusedatapost—whentheflagisused,itisonlyusedasanextensionofthepatrol’sarm

• Itwouldbeadvantageousforschoolpatrolstocarryasmallpencilandpaperifrecordingfactsbecomesnecessary

Punctuality of Patrols• Patrolsmustbeontheirpostsattimesdesignatedbytheirpatrolsupervisor

• Patrolsshouldbedismissedsotheywillbeontheirpostspriortothedismissalbell(fiveto10minutesdependingondistancetopost,weatherconditions,sizeofschool,etc.)

• Patrolsshouldremainondutyuntilanagreeduponsignalallowsthemtoleavetheirpost

Street Crossing Procedures—This procedure is set out in the police department School Patrol Handbook

• Walktoyourpostinanorderlymanner

• Takeupapositionfromonetooneandahalfstepsbackfromthecurb

• Standateasewithhandsbehindyourback,orstandateaseholdingflagasinstructedbyyourpatrolsupervisor

• Withchildrenbehind,armsareextendedata45-degreeangle

• Lookinalldirectionsbeforecrossingchildren

• Whenthereisasafegapinthetraffic,patrolwillindicateitissafetocross

• Takeonepaceontothestreetkeepingonefootonoragainstthecurb

• Facetheimmediatelaneoftrafficwithonearmextendedinthedirectionthechildrenwilltravel

• Withotherhand,motion(bywavinghandbehindback)childrentocrossthestreet

• Whenallchildrenhavecrossed,usesignaltocalloffpatrols

• Looktohandbookand/orconsultpatrolsupervisorforspecialcrossingcircumstances(construction,parkedcars, icystreets)

Discipline and Reporting of IncidentsPatrols should not vacate their posts unless their safety or the safety of others is in jeopardy.

Student Behaviour• Studentscreatingdisciplineproblemsshouldbereportedtothepatrolsupervisor(Safety Patrol—Referralform–

optional)

• Patrolsupervisorwilldealwithcomplaints

• Patrolsupervisorshoulddiscussprogressivestepswithprincipal,studentsandstaff.(e.g.supervisorunabletodealwithproblem–principalwillintercede)

Role of the School PrincipalTheprincipalisvitalinthedevelopmentofeffectiveschoolpatrols.Selectionofthepatrolsupervisoristheresponsibilityoftheprincipal.Theprincipalandpatrolsupervisorwilladdresssuchissuesas:

• Progressivestepstofollowwhendealingwithpatrolproblemsandconcerns

• Incentivesforpatrols

• Regularmeetingswithpatrols

• Expectationsofpatrols

• Staffco-operation

Theprincipalcanalsomakepatrolsmoreeffectiveby:

• Providingtimeatstaffmeetingsforthepatrolsupervisortoaddressconcerns

• Recognizingpatrols–assemblies,awards,hotchocolateoncolddays,etc

• Attendingpatrolmeetingsandoutings

• Consultingwiththepatrolconstablewhenconcernsariseabouttheestablishmentofnewpatrolcrossingsortheeliminationofothers

Role of the Teaching StaffAllteachersareresponsibleforthesafetyofthestudentsintheirschool.Thisinvolvesco-operatingwiththepatrolsupervisorby:

• Encouragingstudentstoobeythesafetyrulesoftheschoolwhencrossingwithpatrols

• Havinggoodcommunicationwiththepatrolsupervisor;thiscanbeachievedbygivingwrittennotificationtothepatrolsupervisorofvariousactivitiesandeventsthatwillinterferewiththepatroldutyoftheirstudents;noticeshouldbegiveninadvancetoallowthepatrolsupervisoropportunitytocovervacantposts

• Encouragingthepunctualityofallpatrolsfortheirduty

Role of the Patrol SupervisorRecruiting PatrolsNewpatrolswillbeselectedbythepatrolsupervisoreachspringforthenextschoolyear.Whenrecruitingpatrols,thepatrolsupervisormuststress:

• Theimportanceofbeingagoodpatrol,byhelpingtheschoolandcommunityonbehalfofthepolicedepartment

• Thecommitmentofdutyforthewhole school year

Ifthestudentsareinterested,apermissionformwillbesignedbythestudents’parentsandreturnedtothepatrolsupervisor(anoptionalformisavailable).

Training PatrolsThepatrolsupervisormustarrangetheinitialtrainingofthenewpatrols.Thetrainingisusuallydoneinthespringbythepatrolsfromthecurrentschoolyear.Thepatrolconstablewillprovideacomprehensivetrainingprograminthefall.

Scheduling PatrolsThepatrolsupervisorwillberesponsibleforestablishingpatrolschedules.Patrolsandstaffwillbemadeawareoftheseschedules.

Public Relations with the Community Concerning Children’s SafetyThepatrolsrepresenttheschoolwhentheyareonduty.Thepatrolsupervisormustmakethemawarethattheydrawattentiontothemselveswhenwearingtheirpatrolvest.Therefore,theirbestbehaviourandself-disciplinearerequiredwhenonduty.Thishighstandardofbehaviourencouragesgoodpublicrelationsandco-operationwithinthecommunity.

Thecommunitywilloftennotifytheschoolifthereisavacantpostorifapatrolisnotbehavinginthepropermanner.Thepatrolsupervisorisresponsibleforrectifyingthesituation.

Thepatrolsupervisorandprincipalareresponsiblefordiscipliningstudentswhojeopardizethesafetyofotherstudentstoandfromschool.

Discipline and ReportingThepatrolsupervisorshould:

• Establishaprogressiveprocesswithpatrolstohandlethereportingofincidents(e.g.patrolonpost/captain/patrolsupervisor)—theoptionalreportingformmaybeused

• Discussanddocumentanydeficienciesofapatroltraineeandhavethetraineedateandsignthereportinthe eventdismissalisnecessary

• Retainavehiclecomplaintform(thisformisprovidedbythepolice)inschoolrecordsintheeventthepolicedepartmentrequiresfurtherinformation

• Determineappropriatenessofcontactingtheprincipal,assistantsuperintendent,and/orpoliceconstableand/ordistrictpoliceoffice

Patrol Rewards —Patrol Constable ResponsibilityHavingsmallrewardsthroughouttheyearisaniceincentiveforthepatrolstostriveforandprovidesthereinforcementthattheirjobisaspecialone,andthatitisbeinggivenspecialattention.Thepatrolsgiveanenormousamountoftheirowntime.Theyshouldberecognizedforthisinoneformoranother.Ifschoolshavetheirownideasforschoolrewards,allthebetter.Anynewsuggestionsmaythenbeimplementedintootherschoolpatrolrewardprograms.Fundingmaybearrangedthroughschoolfundsorparentassociationfunds.Rewardscanalsochangefromyeartoyear,dependingonthe sponsorship received by the police.

IncentivesAtthediscretionofthepatrolconstable,variouscoupons,incentives,ordiscountsmaybeprovided throughouttheyear.

Roller-Skating EventsThesafetypatrolcommitteewillarrangeroller-skatingevents—the music provided will be age appropriate.

Optional Patrol Rewards—Patrol Supervisor ResponsibilityHot Chocolate ProgramHotchocolategiventothepatrolsonthoseverycolddays.

Hot Dog Lunches/Pizza LunchesEverysooften,theschoolcouldputonalunchforthepatrols.Quiteoften,aparentwillvolunteertoassistwiththelunch.Ifapatrolconstableattends,itisanice,informalchanceforthechildrentotalkwiththeconstable.

Intramural Sports Havethepatrolsplayagameagainstteachers.Again,ifapatrolconstableattendsandplaysonthesideofthepatrols,thisisanotherwayforthepatrolstomeettheirconstableinformally.

Recognition DayRecognizingtheachievementsofpatrolsinageneralassemblyisanotherwayofreinforcingtheimportanceofthisjob,not only to the patrols but to the other students as well.

Patrol of the Month HaveaPatroloftheMonthaward.Thiscouldbehandedoutorannouncedatanassembly.Again,itisagoodreinforcementofajobwelldone.Italsogiveseachpatrolsomethingtostriveforthroughouttheyearwithintheirownschool.

Year-End Wind-UpsHavingayear-endwind-upforthepatrolsisanice“thankyou”onbehalfoftheschool.Wind-upscouldincludeadayatthewaterslides,movies,pizzaparty,etc.

Supplies for PatrolsRETSD Responsibilities• Patrolvests–onesizeonly(jointlyprovidedwithCAA)

• Patrol raincoats

• Patrolflagssupplieduponrequest.(jointlyprovidedwithCAA)

Toorderanyoftheabove,contacttheRETSDAdministrationOffices.Thesesuppliesarechargedtoacentralaccountandarenotthefinancialresponsibilityoftheschool.

• Walk,holdingoutarmsuntilyouareattheendoftheobstruction.Checkfortraffic.Ifclear,stepout and cross the children

Ifthereareparkedvehiclesorpuddles,orthereisconstruction,rightinfrontofyourcrossing:

• Movedownthestreetawayfromthecorner(threeoffourmetres)

• Ifinpairs,thepatroloppositetheobstructionwilllookfortraffic;whenclear,signal;armsextended,proceedtotheedgeoftheobstruction,checkandwaituntilallchildrenhavecrossed;closethecrossing

Actions to Take• You,asapatrol,shouldavoidyellingatchildrenwhoareintheintersection(whomaypanicandrunintothepathofthevehicle)UNLESSyoujudgethechildisabouttobehit.

• Friendly, kind, positive attitude and takes role seriously in all settings • Eager to become leaders and willing to sub • Gives guidance to fellow patrols and students • Encourages new trainees with positive attitude and constructive

feedback

Skilled

• Demonstrates physical/verbal signals (open, close, clear, and crossing intentions, remains in position until all students have crossed safely)

• Uses flag properly, demonstrating authority and preventing unsafe crossings (flag straight at 45-degree angle, good arm wave, holding flag at ease behind back)

• Patrol captains give positive feedback to patrols • High level of self-discipline (alert on post, no talking to friends/or playing

around, proper stance, walking in an orderly fashion to and from post)

Responsible

• Attendance (punctual, makes appropriate arrangements for covering post)

• Reports all concerns to supervisor/captains/bus driver • Demonstrates responsible behaviour and accepts feedback to correct

behaviour when necessary • Equipment (takes care of flags and vest, is prepared for post) • Dressing for the weather (hat, mitts, etc.) • Working together to problem solve and resolve conflicts peacefully and

independently

• Positive role models in the school and community • Wears vest with pride and demonstrates respect for themselves and
