River East Transcona School Division Policy1. Theprincipalofeachearlyyearsschoolshallberesponsiblefortheestablishmentandmaintenanceofaschoolsafety
patrol. This is inclusive of street and bus safety patrols.
2. AsafetypatrolbudgetshallbeestablishedbytheRETSDboardoftrusteesandshallbetheresponsibilityofthe superintendentordesignate.
3. Safetypatrolsuppliesshallbejointlymaintainedbythesuperintendentordesignateandtheschoolprincipalordesignate.
4. AStudentStreetSafetyPatrolHandbookandBusPatrolHandbookwillbemaintainedandprovidedtotheschools.
5. Asafetypatrolcommitteeshallbeestablishedeachfall.
Membership of the safety patrol committee shall be:• Representativeofthesuperintendentsdepartment
• Schooladministratorsordesignates
• Directoroftransportationordesignate
• PoliceconstablesrepresentingtheCityofWinnipegandtheRCMP
• Representativesofinterestedcommunityorganizations
The safety patrol committee shall be responsible for:• Arrangingsuitableawardsforthesafetypatrols

• Co-ordinatingtheworkofthepoliceconstableassignedtoourdivisionforschoolsafetyprograms
• Assistingtheprincipalsandpoliceinasafetyprogram

Safety PatrolsThe Public Schools Act and School PatrolsTheschoolpatrolshavebeeninoperationforover50years.AccordingtoSection48ofThePublicSchoolsAct,aschoolboardmayestablish,operate,maintain,andregulateasystemofpatrolsfortheprotectionofchildrenfromtrafficaccidents.
Theboardhasdeterminedthateachschoolisresponsibleto:establish,operate,maintainandregulateasystemforthebetterprotectionofchildrenfromtrafficaccidentsbytheuseofpatrols;selectaspatrolsstudentsattendingtheschoolwhovolunteerforthepurpose,andinstruct,directandcontrolthosesoselectedfor,inandabouttheperformanceoftheir services as patrols.
Responsibilities of School Patrol MembersMembers of the school patrol team are responsible for:• Controlling,directing,andinstructingstudentsincrossingthestreetsandhighwaysatorneartheschool
• Earningtherespectofthechildrentheyarecrossing(patrolsmustactwithself-discipline)
• Representingtheschoolandactingappropriatelyontheirpost
• Assistingteachers,parents,andpoliceininstructingschoolchildrenaboutsafepracticesonstreetsandhighwaysatalltimesandplaces
Supervisors are responsible for:• Trainingeverypatrol.Thereshallbetrainingsessionsbeforeapatrolisallowedtobeonapostalone
• UsingthepolicedepartmentSchoolPatrolHandbook
• Consultingwiththepolicepatrolconstableinthetrainingofpatrolsandutilizingtheirresourcesonanongoingbasisthroughouttheyear

Equipment to Be Used• Allpatrolsmustweartheapprovedsafetypatrolvest
• Patrolsshoulddressappropriatelydependingontheweather
• Thepatrolsupervisorwilldeterminewhetheraflagwillbeusedatapost—whentheflagisused,itisonlyusedasanextensionofthepatrol’sarm
• Itwouldbeadvantageousforschoolpatrolstocarryasmallpencilandpaperifrecordingfactsbecomesnecessary
Punctuality of Patrols• Patrolsmustbeontheirpostsattimesdesignatedbytheirpatrolsupervisor
• Patrolsshouldbedismissedsotheywillbeontheirpostspriortothedismissalbell(fiveto10minutesdependingondistancetopost,weatherconditions,sizeofschool,etc.)
• Patrolsshouldremainondutyuntilanagreeduponsignalallowsthemtoleavetheirpost
Street Crossing Procedures—This procedure is set out in the police department School Patrol Handbook

• Withotherhand,motion(bywavinghandbehindback)childrentocrossthestreet

Discipline and Reporting of IncidentsPatrols should not vacate their posts unless their safety or the safety of others is in jeopardy.

Role of the School PrincipalTheprincipalisvitalinthedevelopmentofeffectiveschoolpatrols.Selectionofthepatrolsupervisoristheresponsibilityoftheprincipal.Theprincipalandpatrolsupervisorwilladdresssuchissuesas:
• Progressivestepstofollowwhendealingwithpatrolproblemsandconcerns
• Incentivesforpatrols
• Regularmeetingswithpatrols
• Expectationsofpatrols
• Staffco-operation
Theprincipalcanalsomakepatrolsmoreeffectiveby:
• Providingtimeatstaffmeetingsforthepatrolsupervisortoaddressconcerns
• Recognizingpatrols–assemblies,awards,hotchocolateoncolddays,etc
• Attendingpatrolmeetingsandoutings
• Consultingwiththepatrolconstablewhenconcernsariseabouttheestablishmentofnewpatrolcrossingsortheeliminationofothers
Role of the Teaching StaffAllteachersareresponsibleforthesafetyofthestudentsintheirschool.Thisinvolvesco-operatingwiththepatrolsupervisorby:
• Encouragingstudentstoobeythesafetyrulesoftheschoolwhencrossingwithpatrols
• Havinggoodcommunicationwiththepatrolsupervisor;thiscanbeachievedbygivingwrittennotificationtothepatrolsupervisorofvariousactivitiesandeventsthatwillinterferewiththepatroldutyoftheirstudents;noticeshouldbegiveninadvancetoallowthepatrolsupervisoropportunitytocovervacantposts
• Encouragingthepunctualityofallpatrolsfortheirduty
Role of the Patrol SupervisorRecruiting PatrolsNewpatrolswillbeselectedbythepatrolsupervisoreachspringforthenextschoolyear.Whenrecruitingpatrols,thepatrolsupervisormuststress:
• Theimportanceofbeingagoodpatrol,byhelpingtheschoolandcommunityonbehalfofthepolicedepartment
• Thecommitmentofdutyforthewhole school year
Ifthestudentsareinterested,apermissionformwillbesignedbythestudents’parentsandreturnedtothepatrolsupervisor(anoptionalformisavailable).
Training PatrolsThepatrolsupervisormustarrangetheinitialtrainingofthenewpatrols.Thetrainingisusuallydoneinthespringbythepatrolsfromthecurrentschoolyear.Thepatrolconstablewillprovideacomprehensivetrainingprograminthefall.

Scheduling PatrolsThepatrolsupervisorwillberesponsibleforestablishingpatrolschedules.Patrolsandstaffwillbemadeawareoftheseschedules.
Public Relations with the Community Concerning Children’s SafetyThepatrolsrepresenttheschoolwhentheyareonduty.Thepatrolsupervisormustmakethemawarethattheydrawattentiontothemselveswhenwearingtheirpatrolvest.Therefore,theirbestbehaviourandself-disciplinearerequiredwhenonduty.Thishighstandardofbehaviourencouragesgoodpublicrelationsandco-operationwithinthecommunity.
Thecommunitywilloftennotifytheschoolifthereisavacantpostorifapatrolisnotbehavinginthepropermanner.Thepatrolsupervisorisresponsibleforrectifyingthesituation.
Thepatrolsupervisorandprincipalareresponsiblefordiscipliningstudentswhojeopardizethesafetyofotherstudentstoandfromschool.
Discipline and ReportingThepatrolsupervisorshould:
• Establishaprogressiveprocesswithpatrolstohandlethereportingofincidents(e.g.patrolonpost/captain/patrolsupervisor)—theoptionalreportingformmaybeused
• Discussanddocumentanydeficienciesofapatroltraineeandhavethetraineedateandsignthereportinthe eventdismissalisnecessary
• Retainavehiclecomplaintform(thisformisprovidedbythepolice)inschoolrecordsintheeventthepolicedepartmentrequiresfurtherinformation
• Determineappropriatenessofcontactingtheprincipal,assistantsuperintendent,and/orpoliceconstableand/ordistrictpoliceoffice
Patrol Rewards —Patrol Constable ResponsibilityHavingsmallrewardsthroughouttheyearisaniceincentiveforthepatrolstostriveforandprovidesthereinforcementthattheirjobisaspecialone,andthatitisbeinggivenspecialattention.Thepatrolsgiveanenormousamountoftheirowntime.Theyshouldberecognizedforthisinoneformoranother.Ifschoolshavetheirownideasforschoolrewards,allthebetter.Anynewsuggestionsmaythenbeimplementedintootherschoolpatrolrewardprograms.Fundingmaybearrangedthroughschoolfundsorparentassociationfunds.Rewardscanalsochangefromyeartoyear,dependingonthe sponsorship received by the police.
IncentivesAtthediscretionofthepatrolconstable,variouscoupons,incentives,ordiscountsmaybeprovided throughouttheyear.
Roller-Skating EventsThesafetypatrolcommitteewillarrangeroller-skatingevents—the music provided will be age appropriate.

Optional Patrol Rewards—Patrol Supervisor ResponsibilityHot Chocolate ProgramHotchocolategiventothepatrolsonthoseverycolddays.
Hot Dog Lunches/Pizza LunchesEverysooften,theschoolcouldputonalunchforthepatrols.Quiteoften,aparentwillvolunteertoassistwiththelunch.Ifapatrolconstableattends,itisanice,informalchanceforthechildrentotalkwiththeconstable.
Intramural Sports Havethepatrolsplayagameagainstteachers.Again,ifapatrolconstableattendsandplaysonthesideofthepatrols,thisisanotherwayforthepatrolstomeettheirconstableinformally.
Recognition DayRecognizingtheachievementsofpatrolsinageneralassemblyisanotherwayofreinforcingtheimportanceofthisjob,not only to the patrols but to the other students as well.
Patrol of the Month HaveaPatroloftheMonthaward.Thiscouldbehandedoutorannouncedatanassembly.Again,itisagoodreinforcementofajobwelldone.Italsogiveseachpatrolsomethingtostriveforthroughouttheyearwithintheirownschool.
Year-End Wind-UpsHavingayear-endwind-upforthepatrolsisanice“thankyou”onbehalfoftheschool.Wind-upscouldincludeadayatthewaterslides,movies,pizzaparty,etc.
Supplies for PatrolsRETSD Responsibilities• Patrolvests–onesizeonly(jointlyprovidedwithCAA)
