As you may have noticed on the front cover this study is

conducted by caruthers institute instead of dewey & associates.

We are the same people, but now are operating as a nonprofit

with a larger mission capable of making a large national impact on

our areas of national expertise, including K-12 education

foundations.

Caruthers Institute (CI) is a nonpartisan think tank that conducts

research, crafts solutions, and leads advocacy to inform data-

driven decision-making on emerging youth issues. Our issues of

national expertise include:

Among our founding board members is Bill Hoffman, of Bill

Hoffman & Associates, who is outgoing chair of the National

Schools Foundation Association (NSFA), and a national expert

on K-12 education foundations. Hoffman also is the thinker

behind NSFA s certification program for K-12 education

foundation executive directors, which began two years ago in

partnership with National University.

Hoffman will continue his work on this study, providing his

insight into how Stepping Up can conduct research and lead

advocacy for K-12 education foundations.

Introduction

Stepping Up is the nation s only annual study and ranking of K-

12 education foundations. The study ranks the top 50 education

foundations in the nation, and the top 10 in each of four

divisions that allow for foundation comparisons of similar size.

This year s study expanded slightly to include 188 K-12 education

foundations from 220 school districts, which represent the

education foundations in the top 200 largest school districts (by

student population), as well as top-performing foundations in

smaller school districts.

Our goal is to include in the study all of the top-performers in

the nation regardless of the size of the district they support, said

Dewey Caruthers, author of the study and president + ceo of

caruthers institute, which conducts ongoing research of K-12

education foundations.

Stepping Up is the nation s only annual study that ranks K-12

education foundations.

Top 5 Analysis

Three education foundations are dominating the top five spots

over the past three years.

Pinellas Education Foundation (Florida) and Omaha Schools

Foundation (Nebraska) have ranked in the top five in the nation

three years in a row: 2016, 2015, 2014. More specifically, Pinellas

Education Foundation has held the top spot all three years, while

Omaha Schools Foundation has ranked second, fourth and third

respectively.

Additionally, two education foundations have ranked in the top

five two years in a row: 2016, 2015. Achieve Minneapolis

(Minnesota) ranked third and fifth respectively; and Public

Education Foundation Chattanooga (Tennessee) ranked fifth and

second respectively.

New to this year s study, Alliance for Education (Seattle,

Washington) has ranked in the top five.

Pinellas Education Foundation and Omaha Schools Foundation have ranked in the top 5 in the

nation 3 years in a row.

Top 10 Analysis

Two education foundations have remained in the top 10 for two

years in a row: 2016, 2015. Brevard Schools Foundation (Florida)

eighth and third respectively, and Denver Public Schools

Foundation (Colorado) ninth and tenth respectively.

Additionally, in this year study, two foundations moved into the

top 10. Boise Public Schools Foundation (Idaho) ranked sixth;

Foundation for Springfield Public Schools (Missouri) ranked

seventh; and rounding out the top 10 is Foundation for Newark s

Future (New Jersey) moving up in the rankings to tenth this year.

Brevard Schools Foundation and Denver Public Schools have

ranked in the top 10 in the nation 2

years in a row.

Achieve Minneapolis and Public Education

Foundation Chattanooga have ranked in the top 5

in the nation 2 years in a row.

100,000 students largely populated the top 25 in the nation. In fact,

of the top 15, only two foundations have more than 100,000

students – Pinellas (Florida) and Albuquerque (New Mexico).

There are 7 education foundations that have ranked in the top 25

for 3 consecutive years: 2016, 2015, 2014 respectively.

Foundations

For three years, Stepping Up has been conducting in-depth research

of the nation s top 25 education foundations to learn more about

what makes them so successful. The purpose is to develop a set of

best practices for K-12 education foundations. In 2016, Stepping Up

researchers crafted the best practices categories and metrics. After

additional upcoming research in early 2017, the best practices will be

released (approximate release date is summer – updates will be

provided via the Stepping Up newsletter)

It is our goal to help all Education Foundations raise $100,000 in less than 4 weeks!

Our family owned and operated company was founded more than 30 years ago by Ray Stanton, a retired principal and teacher

in upstate New York, who strongly believed in 3 fundamental principles:

1. Help school groups raise money

2. Increase traffic to local businesses

3. Produce a product that is worth 10 times its retail price or more

What is the SaveAround® fundraising program?SaveAround® produces local coupon books with unique and strong coupon offers. Our team commits local businesses to

participate, paginates the books and prints them. The books are fully customizable to include the Education Foundation s

information and marketing materials. There are no upfront costs because all sales are consignment.

How does the fundraising program work?We believe in simple, quick and easy. The schools within your district participate in a 2 week fundraiser. Each family is sent

home with a SaveAround® book and an order form to take orders. The books sell for $25.00, with $12.50 of that staying with

the Foundation as profit. After taking orders for 2 weeks, the group fills out a close-out form with the number of additional

books they need to fill orders. SaveAround® then ships the additional books needed with the final invoice.

How are the books sold?The participating families take home the SaveAround® books and we encourage parents to sell them to family, friends and co-

Texas has the most top 10 division appearances with 11

foundations in three divisions, though the state had none in

Division 1.

Indiana has 6 foundations in Divisions 3 and 4.

Florida has 4 foundations in Divisions 1 and 2, but none in

Divisions 3 and 4.

States with two foundations ranking in any division top 10:

California, New Jersey, and Utah.

States with one foundation ranking in the top 10 in any of the

four divisions: Nebraska, Minnesota, Washington, Tennessee,

Idaho, Missouri, Colorado, Illinois, Oklahoma, Kansas,

Louisiana, Oregon.

Texas had more foundations ranked in divisions than Florida:

11 and 4 respectively.

in 2014 (most recent data available)

Cy-Fair Educational Foundation (Texas), Northside Education

Foundation (Texas), and Polk Education Foundation & Business

Partnership (Florida) have ranked in the top in 10 in Division 2

for three consecutive years (2016, 2015, 2014); and Spring

Branch Education Foundation (Texas) for two years (2016, 2015).

Ogden Schools Foundation (Utah), which ranked first last year in

Division 3, ranked second this year in the division – nudged out

by Barber s Hill Education Foundation (Texas) that serves only

4,000 students in its district but performs similarly to education

foundations in larger school districts.

Your K-12 Education Foundation

Stepping Up has developed a National Performance Dashboard,

which is an extension of the study. The Dashboard is custom-made

for your education foundation, and provides additional data and

analysis beyond the study to help with the following:

1. ENHANCE FOUNDATION MARKETING: Foundations

executives can use the Dashboard to better promote their national

and division rankings in their communities.

2. INCREASE FUNDRAISING: The Dashboard has data

beyond the study that can strengthen foundation proposals and grant

applications.

3. ADD DATA-DRIVEN DECISION-MAKING: Boards will

have Stepping Up national data, specific to their foundations, to

inform key decisions.

4. GET RECOMMENDATIONS FOR GROWTH: The

Dashboard includes analysis and recommendations to help

foundations grow and improve.

National Performance DashboardFor K-12 Education Foundations

The Dashboard includes a custom PowerPoint presentation that

compares your K-12 education foundation to national benchmarks –

both to the nation s top-performers and to those foundations of similar

size.

The Dashboard also includes supporting quotes from your foundation s

key stakeholders like school superintendents, school board members,

elected officials and others who can share the value the foundation

brings to the school district and the community.

14Study Methodology

Stepping Up uses eight performance categories to rank the

foundations nationally and in each division. The eight

performance categories address four of the most important issues

to K-12 foundations:

Resources to enhance public education (annual revenues,

revenues per student)

Long-term financial sustainability (total assets, assets per

student, investment income)

Resources invested into programs (total grants, programs and

similar amounts paid and per student – both less salaries and

benefits)

Human capital (volunteers)

Per student calculations are added to

better reveal the impact a foundation is

having based on the number of students

in the district. Some foundations raise

large amounts of money but when

compared to the number of students in

their districts it becomes clear the impact

on most students is minimal, Caruthers

said.

The rankings are the collective score of all eight performance

categories. The foundations that appear in the most categories

were ranked highest, emphasizing the importance of being well-

rounded.

Data for the Stepping Up study is from the foundations 990,

which is a financial report non-profits use annually to report to

the U.S. Internal Revenue Service. The 2016 Stepping Up study

uses the most recent 990 data available for all foundations

included in this study, which is from 2014.

In addition to the national rankings, there are four revenue-

based divisions, followed by a number of foundations in each

division this year:

Division 1: $2 million or more (40 foundations)

Division 2: $1 million to $1,999,999 (31 foundations)

Division 3: $500,000 to $999,999 (33 foundations)

Division 4: Less than $500,000 (84 foundations)

This year s study uses data from foundations 990s from 2014,

the most recent data available.

About author Dewey Caruthers

Dewey Caruthers is a national thought-leader on three issues:

+ K-12 education foundations

+ Arrests for common youth misbehavior

+ Child obesity

His work on the three issues has been funded by national,

state and local foundations; children s hospitals and hospital

foundations; state and local government agencies; and

private-sector companies. Additionally, his program models

have been evaluated by major universities and independent

evaluators.

He regularly contributes op-eds and participates in news

conferences, as well as being sought as an expert to speak at

national and state conferences on his areas of expertise.

Dewey leads ongoing research of K-12 education foundations, which he believes have unrealized potential to provide solutions for public education that are far greater than recognized.
