The EUMETSAT/ESA Co-operation Model
• EUMETSAT is responsible defining with its Member States the user requirements for the new meteorological satellite systems
• EUMETSAT has the end to end system responsibility
• ESA develops on behalf of EUMETSAT the prototype satellites and acts as an procurement agent for the recurrent satellites
• ESA Member States fund 70% of the development cost, EUM contributes to this with 30%
• EUM fully funds the recurring satellites, the development of the Ground Segment, Launch Service and the operations of the system over the life time of the satellites ( normally 15 to 20 years)

MTG – Overall system configuration - overview
To deliver the required operational service, the MTG system consists of
- Space Segment, • embedding the protoflight (MTG-I1 and MTG-S1) satellites and the recurrent
imaging (MTG-I2, I3, I4) and sounding satellites (MTG-S2), plus all the related
ground support elements;
- Ground Segment, composed of
• Ground Station Facility (GSTF) – TTC (Telemetry, Tracking and teleCommand),
and MDA (Mission Data Acquisition);
• Mission Operations Facility (MOF);
• Instrument Data Processing Facility (IDPF);
• Application Ground Processing system:
– Level 2 Processing Facility (L2PF);
– Satellite Application Facilities (SAFs);
• Multi-Programme Facilities (MPF) – e.g EUMETCast, EUMETSAT Data Centre, EO
Portal; Infrastructure Facilities and Supporting Facilities;
- Launch and LEOP Provider services.

Although the global trend indicates a rise in the mean level of the
oceans, there are marked regional differences that vary between -10
and 10 mm/year

GMES High precision Altimetry activity
• In 2008, the GMES High Level Coordination Group reached a political “European” consensus recommending a “hybrid solution” to secure observations until 2030, based on:
• Jason-3 ( recurrent Jason-2)
• Two Jason-CS satellites (Cryosat heritage): JCS-A and JCS-B
• As a consequence:
• Jason-CS Phase B approved at ESA CMIN 08 (GMES SC Programme)
• Jason-3 programme approved in February 2010 at EUMETSAT, in partnership with NOAA, NASA, CNES and ESA
• ESA and EUMETSAT agreed to include J-3/J-CS in GMES Long Term Scenario proposed to EC in May 2011
• EUM will present a draft Jason-CS Programme Proposal to the Summer Council, ESA will present a Jason-CS satellite Development Programme at the C-MIN 2012
