The requirements of Chapter XI-2 of the SOLAS Convention and the ISPS Code also aim at ensuring the early and efficient collection and exchange of security-related information, and also ensuring that the security measures are put in place. The Ministry of Transportation and Communications, being designated as the competent authority of the Government of the R.O.C., has reviewed and completed the process of compliance with the ISPS Code by implementing the following measures

The diplomatic conference held at the London headquarters of the International Maritime Organization (IMO) on December 9-13, 2002 adopted a number of amendments to the SOLAS Convention. Of these amendments,the new Chapter XI-2 of the SOLAS Convention and the ISPS Code have the most far-reaching effect. Chapter XI-2 of the SOLAS Convention and the ISPS Code, which come into effect on July 1, 2004, are a new comprehensive security regime that seeks to establish an international framework of cooperation among governments, governmental agencies and the shipping and port industries, in order to detect and take preventive measures against security incidents affecting ships or port facilities used in international trade. • Completion and approval of Port Facility Security Assessments • Completion and approval of Ship Security Assessments • Completion and approval of Ship Security Plans • Completion and approval of Port Facility Security Plans • Issuing to ships the International Ship Security Certificate • Designating Ship Security Officers • Designating Port Facility Security Officers • Issuing to port facility operators the Statement of Compliance of

Port Facility • Exercising control and compliance measures • Setting security levels • Determining the Declaration of Security between a port facility

and a ship, or between ships, whichever is required • Delegating a Recognized Security Organizations for ship security

measures

According to SOLAS regulation XI-2/13, contracting governments shall, not later than July 1, 2004, communicate the relevant information and contact points to the International Maritime Organization and to the shipping and port industries. The government of the R.O.C. has published the relevant information as per the attached Details of National and Organizational Contact.

The government of the R.O.C. is pleased to inform you that it has completed all measures and issued the relevant certificates as per Chapter XI-2 of the SOLAS Convention and the ISPS Code. Yours faithfully,
