RESOLUTION NO. GP-0019-11-12 SUBJECT: CORRECTION FOR SCHOOL CHOICE STUDENTS RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves pursuant to Hoboken Board of Education Policy number 5118 (“Pupils of non-resident full-time staff members may also be permitted to attend Hoboken Public Schools…”), and new information from the NJ Department of Education Office of Public School Choice with regard to non-resident children of Hoboken Public Schools teachers attending Hoboken Public Schools, and pursuant to the circumstances previously noted as set forth below, I hereby recommend a correction to Resolution No . GP-0020-11-12 (per HBOE agenda dated December 13, 2011) to alternatively revise the tuition code for the following students from Resident status to Tuition-Free/Teacher’s Child status, rather than convert them to School Choice status, for all reporting and funding purposes: GS (currently in 5th grade) Effective December 1, 2011, per the parent’s written request to the Office of the Superintendent to permit the student to continue to attend Hoboken Public Schools upon the family’s relocation to Jersey City. GP-0027-11-12 SUBJECT: APPROVAL OF CONTRACT SETTLEMENT WITH THE HOBOKEN ADMINISTRATORS AND SUPERVISORS ASSOCIATION RESOLVED, that the Hoboken Board of Education approve the Memorandum of Agreement and contract between the Board and the Hoboken Administrators and Supervisors Association for the period of July 1, 2008 through June 30, 2011; and BE IT FURTHER RESOLVED that the Hoboken Board of Education approve the Memorandum of Agreement and contract between the Board and the Hoboken Administrators and Supervisors Association for the period of July 1, 2011 through June 30, 2013; and BE IT FURTHER RESOLVED that the complete Memorandum of Agreement for said contracts and the resulting salary guides be attached to and made a part of the records; and BE IT FURTHER RESOLVED that the salaries for the current administrative staff established in accordance with the settlement be approved in accordance with the attached schedule for the period of July 1, 2008 through June 30, 2012, which shall be made a part of the record. RESOLUTION NO. GP-0029-11-12 SUBJECT: APPROVAL RESOLUTION OF HOBOKEN BOARD OF EDUCATION AUTHORIZING THE CHANGE OF THE ANNUAL SCHOOL ELECTION TO NOVEMBER AND THE ELIMINATION OF THE VOTE ON THE ANNUAL BUDGET WHEREAS, Public Law 2011, c.202 provides that a local board of education may adopt a resolution to change the election date of school board members from the third Tuesday in April to the first Tuesday after the first Monday in November (the General Election); and WHEREAS, such action requires the adoption of a resolution by the local board of education; and WHEREAS, the above legislation eliminates the annual voter referendum on the proposed general fund tax levy that is within the statutory cap imposed by the State of New Jersey in school districts where board of education members are selected at the General Election; and WHEREAS, the above legislation requires that the change in election date remain in effect for four years; and WHEREAS, the above legislation requires that an additional general fund tax levy proposal (i.e., for an expenditure in excess of the tax levy cap) be presented to voters as a separate question at the General Election; and WHEREAS, the Hoboken Board of Education believes that the financial interest of its constituents is safeguarded by the state’s tax levy cap and the thorough review of the proposed school budget by the Executive County Superintendent; and WHEREAS, the Hoboken Board of Education budget must meet the local share requirement set forth in N.J.S.A. 18A:7F-5 et seq., which provides that the municipal governing body cannot certify a general fund tax levy that does not meet the required local provisions, thereby precluding a reduction in the tax levy even if a budget were not approved by the voters; and WHEREAS, the Hoboken Board of Education believes that more citizens will participate in the selection of its members at the General Election than on the third Tuesday in April and that the higher level of participation will foster positive interest in our public schools; and WHEREAS, a separate school election typically costs the taxpayers of Hoboken $80,000 to $90,000 annually.

RESOLUTION No. GR-0002-11-12 SUBJECT: APPROVAL FOR ACCEPT THE 2011-2012 NCLB GRANT AWARD RESOLVED, that the Hoboken Board of Education approves the acceptance of the 2011-2012 NCLB Grant Award as follows: Title 1 Part A $ 1,300,317 Title 11A Part A $ 172,881 Title III $ 14,645 RESOLUTION No. GR-0003-11-12 SUBJECT: APPROVAL TO AUTHORIZE A PAY FOR PERFORMANCE GRANT TO BE COMPLETED ON BEHALF OF THE HOBOKEN BOARD OF EDUCATION

Whereas the Hoboken Board of Education has completed a Local Government Energy Audit which enumerated Energy Conservation Measures (ECMs) that when implemented may provide the Board substantial annual savings, and; Whereas the Board of Education requires a detailed engineering assessment to finalize the cost estimates, benefit and pay back analysis for these ECMs, and there is grant funding from the New Jersey Board of Public Utilities (BPU) to assist in this activity through the Pay for Performance program (P4P), and; Whereas the Board of Education wishes to receive grant funding from BPU through the P4P grant program so as to complete those ECMs that may provide a positive cost benefit analysis, and; Whereas the BPU has a prequalified list of P4P Partners that can provide the engineering services necessary to complete the P4P ECM analysis and implementation;

Now, therefore be it resolved by the Hoboken Board of Education, that William Takacs, School Business Administrator is hereby authorized to seek such approval and funding and deliver the P4 Partner Grant agreement to New Jersey Board of Public Utilities, and; Be it further resolved by the Hoboken Board of Education, that an RFP be developed, distributed and awarded to a prequalified P4P Partner to complete the detailed engineering assessment, subject to review and approval of the BPU, and; Be it further resolved by the Hoboken Board of Education, that upon approval of the engineering assessment and RFP for the implementation of the beneficial ECMs be developed, advertised and awarded, subject to the approval by the BPU as to content and grant funding eligibility, and; Be it further resolved by the Hoboken Board of Education, that the Business Administrator will develop a funding strategy to implement the completion of the ECMs and related school facilities improvements for approval of the Board of Education. RESOLUTION No. GR-0004-11-12 SUBJECT: APPROVAL OF NEW JERSEY PARTICIPATING LEA MEMORANDUM OF UNDERSTANDING FOR RACE TO THE TOP PHASE 3 GRANT RESOLVED, that the Hoboken Board of Education approves the New Jersey Participating LEA Memorandum of Understanding for Race to the Top Phase 3 grant.
