Re: Statement of Qualifications, A/E Reference file

Schacht Aslani Architects has a track record of success working with public agencies such as the University of Washington, Washington State University, the Washington State Department of Enterprise Services, and the City of Seattle. The key to our approach is our ability, as a twenty-person office, to offer the skills and resources of a large firm while providing the direct, personal service of a small business.

Our experience on small projects includes ongoing work for the University of Washington, Shoreline Community Col-lege, and Seattle University. We provide planning and design for improvements to program-intensive spaces such as classrooms, labs, student services, student gathering spaces and faculty offices as well as funding and feasibility stud-ies. Under these agreements we completed small projects for site improvements, data facilities, theater upgrades, roof replacements and mechanical improvements in addition to programming, planning and capital requests.

Our approach to managing small works starts with gathering information related to programmatic, technical, regulatory and budget requirements. We develop scenarios to test the options for solving the problem and develop a design strategy that aligns scope, budget and schedule. We follow through by producing documents that clearly define the work and dili-gently administer the construction contract. We work closely with facilities managers and our consultants to resolve the inherent challenges in small projects: maintaining operations in occupied buildings, mitigating impacts to mechanical and electrical systems, maintaining egress and managing limited areas for construction staging and site access. We have an ability to coordinate and lead consultant teams and organize the flow of work for these types of projects.

We have broad experience with the renovation of existing buildings. This includes historic structures and buildings that must remain functional while alterations are made. The rehabilitation and remodeling of existing buildings demands spe-cial attention to the unique conditions and potentials of each project. Our disciplined approach is based on the goals of understanding the relationship between building systems and building program, between existing conditions and needed alterations, and between schedule and budget.

Our team is accustomed to working on jobs with demanding goals, limited budgets and tough physical constraints. We have the desire, experience and ability to continue providing architectural services for State of Washington agencies. We hope you will consider us for your projects.

Mary Gates Hall is the University of Washington’s center for undergraduate learning. The first floor has been renovated for the Center for Undergraduate Advising, Diversity and Student Success, the Center for Experiential Learning and Diversity, and First Year Programs. In addition to academic advising, these departments conduct training sessions, orientations, and workshops for students and staff.

The lobbies accommodate multiple activities that invite students to engage with one another and with staff. Separate desks that are not part of the reception desk are staffed by advisors who answer student’s quick questions.

The layout of the computer area that provides online information is designed for individual use as well as small group use for registration sessions conducted by staff. Tables and chairs allow students to gather informally between classes.

The renovation has been designed with the student experience in mind. The reception desk is prominent relative to the front door. Bright colors, including use of the school colors purple and gold, were selected for furnishings to draw students into the lobby.

The project responds to local and regional workforce demand by providing the College’s allied health departments, including nursing and medical assisting, with dedicated classroom and lab space. Also included in the design is the Community Demand Lab, a flexible space that can accommodate rotating llied health programs such as pharmacy tech, radiology tech, massage therapy and dental hygiene. The center also houses the early childhood development programs which consist of early childhood education and childcare facilities for toddlers and preschoolers with the possibility of caring for infants.

The building enables these programs to better serve the educational, economic, health and childcare needs of the North Olympic Peninsula community.

The renovation of the ground floor of Broadway Edison improves access to the college’s student enrollment ser-vices by providing “one stop shopping” for students - infor-mation for the enrollment process is available in one place. Admissions, Registration, Financial Aid, and Cashiers share a large lobby located at the center of the main floor corridor in the most visible place. This lets students know it is the place to come first.

A new espresso bar sells food from the college’s culinary program was part of the renovation of the public spaces.

In a later phase, further renovations in Edison North pro-vided classrooms and computer labs for Business and Infor-mation Technologies, Continuing Education, Apparel Design, and Culinary Arts. The phased construction was required with limited surge space and alignment with academic pro-gram continuity.

The Culinary Academy has a two-story, daylit atrium connect-ing the Academy’s student-operated food venues to student activities inside the building and the surrounding urban neighborhood.

The College Instruction Center houses a 270-seat theater and instructional space for Fine Art, Music and Health Occupations. It is a pivotal project in the realization of the College’s master plan. The building’s two-story atrium opens into the campus spine, serving as a lobby for the theater, providing student gathering space and creating a sense of community for the multiple programs housed in the facility. Renovation and expansion of the Health Sciences Building creates a much-needed hub for community gathering in the heart of campus. A two-story, daylit atrium is the physical and spiritual center of the building and the College, fulfilling the vision of the campus master plan. It is surrounded by a cafe and the Tutoring Center on the ground floor, and science labs, a nursing skills lab and classrooms on the upper floor.

The University of Washington intends to upgrade approximately 36 general-use classrooms in three buildings on the main Seattle campus to respond to evolving pedagogies in higher education. UW research identified best practices for undergraduate education as those having the greatest impact on student engagement. The goal of the predesign study was to evaluate the classroom layout, information technology, and furniture arrangements that would support multiple modes of teaching and learning that support student engagement with class content.

The predesign was presented as a menu of options that the University could select from as funding became available. A wide variety of classroom types were selected for the initial study, ranging from a 300-seat tiered lecture halls with fixed seating to small group seminar rooms. The first phase of classroom upgrades includes a lecture hall in historic Bagley Hall and nine smaller classrooms in a 1970’s building designed by Fred Basetti that will enable active learning in small groups.

INFORMATION SPECIFIC TO THE UNIVERSITY OF WASHINGTON FIRM’S APPROACH TO MANAGING SUBCONSULTANTS, BUDGETS AND SCHEDULES;CommunicationsOur project management approach centers around identifying the people who must be involved to make decisions and planning the work around getting them appropriate information in a timely manner. We are experienced at facilitating a collaborative process that invites the client and the design team to work as partners in the initiation of ideas and identification of solutions. Cross-CheckingWe manage our sub-consultants’ workflow to scheduled decision-making milestones through regular meetings, coordination drawings, and detailed task lists organized by discipline that integrate with the master schedule. Short term schedules are used before each decision making milestone to set consultant expectations and provide pre-deadline quality assurance review. Over the course of the project our project manager takes the lead in cross-checking each consultant’s documents, identifying conflicts between systems and coordinating the use of space in plenums, shafts and other infrastructural pathways.

PERMITTING KNOWLEDGEOur firm has more than 30 years of experience with the permitting processes and regulatory requirements of the City of Seattle and related government agencies. We have a track record of successful submittals for Major Institution Master Plans (MIMP), SEPA, Conditional Use Permits and building permits. We also have specific experience with the administrative review processes and requirements of the State’s Office of Financial Management (OFM) and the University of Washington.

Several of our staff are registered as 100% Consistently Prepared Applicants with the City’s Department of Planning and Development (DPD). The City recognizes the consistency and completeness of our permit submittals. We engage key officials in a dialog early in each project to identify and address the regulatory issues that will impact the permitting process. This proactive dialog is especially important for projects with limited scope to verify that the project is not triggering unanticipated building upgrades. Pre-submittal meetings with the City allow us to confirm DPD interpretations of code requirements, and so record those interpretations through sanctioned documentation.

UNIVERSITY OF WASHINGTONIn the past 15 years, we have completed eight projects at the University, from design through construction and are currently working on the design of three additional projects on the Seattle campus. We understand and appreciate your review and approval processes and the need to coordinate closely with Environmental Health and Safety on code issues. We manage our documentation and workflow to integrate closely with the University’s technical reviews. Our team is actively engaged with the University’s review team, identifying concerns before the end of the design phase.

THE FIRM’S QA/QC PROGRAMQuality Assurance is the day-to-day process to verify that the owner’s project goals are being met. It involves:

• Independent technical reviews at project milestones. The quality control reviewer is a senior architect who is not on the project team and can approach the documentation with a fresh set of eyes.

• Utilizing industry recognized checklists, the reviewer identifies discrepancies, conflicts, ambiguities and inconsistencies in the documents.
