FEDERAL On March 23, CISA has updated critical manufacturing in their memorandum on identification of essential critical infrastructure workers during the covid-19 response to include “workers needed to maintain the continuity of these manufacturing functions and associated supply chains”
On March 28, CISA released it’s 2.0 version of this guidance which includes the following language in their transportation and logistics section: Automotive repair, maintenance, and transportation equipment manufacturing and distribution facilities (including those who repair and maintain electric vehicle charging stations).
On April 17, CISA released its 3.0 version of this guidance which includes the following language in their transportation and logistics section: Workers critical to the manufacturing, distribution, sales, rental, leasing, repair, and maintenance of vehicles and other transportation equipment (including electric

vehicle charging stations) and the supply chains that enable these operations to facilitate continuity of travel-related operations for essential workers.
On May 20, CISA released its 3.1 version of this guidance. This update changes minimal language in the transportation section.

NEWS: Whitmer: COVID-19 spread could force closure of auto plants.
Executive Order 2020-153: Requires most individuals to wear a mask in most public places. Most businesses are directed to require any individual inside said business to wear a mask as well as post a notice of the masking requirement. The order clarifies that businesses may not assume that an unmasked customer cannot medically tolerate a face covering, though they may accept a customer’s verbal representation to that effect.
Executive Action: requires businesses to develop COVID-19 preparedness and response plans, designate supervisors to implement and monitor those plans, and train employees on workplace infection control and use of personal protective equipment.

NY Reopening Plan - Businesses in each region will re-open in phases. Phase one will include opening construction and manufacturing functions with low risk. Phase two will open certain industries based on priority and risk level. Businesses considered "more essential" with inherent low risks of infection in the workplace and to customers will be prioritized, followed by other businesses considered "less essential" or those that present a higher risk of infection spread.
Each business and industry must have a plan to protect employees and consumers, make the physical workspace safer and implement processes that lower risk of infection in the business.
Local Action: New York City Mayor Bill de Blasio (D) expects approximately 200,000 to 400,000 employees will return to work as part of the first phase of the city’s gradual economic reopening. The first phase will be focusing on restarting previously closed nonessential business sectors, including construction, manufacturing, wholesale suppliers and nonessential retail.
